Opis:
The article researched the process of decentralization of power in Ukraine since 2014 and its legal regulation, highlights the stages of reform, systematizes its main achievements within the first stage (from 2014 to 2019) and the second (from 2020 to present), outlines and summarizes the key problems of community development and possible ways to solve them. Based on the analysis of the publications in which the solution of the problem was initiated, the author found that the attempts to improve the administrative- territorial structure of Ukraine, made at the national level before 2014, did not bring the expected results, and therefore the focus is on the process of subsequent reforms. With this in mind, the purpose of the study, its main research objectives and methodological tools are determined. The author emphasizes that the reform of the state policy of Ukraine in the field of local government is based on the best world achievements in this direction, on the basis of the analysis confirms the general correspondence between the number of persons living in a particular region of Ukraine and the number of established communities, and that community development problems are more pronounced within rural areas away from administrative centers. The proposed ways to solve the outlined problems will contribute to the creation and maintenance of a full-fledged living environment of communities.
У статті досліджено процес децентралізації влади в Україні з 2014 р. та його нормативно-правове регулювання, виокремлено етапи проведення реформи, систематизовано її основні здобутки у межах першого етапу (з 2014 р. до 2019 р.) та другого (з 2020 р. і дотепер), окреслено й узагаль- нено ключові проблеми розвитку громад та можливі шляхи їх вирішення. На основі аналізу публікацій, у яких започатковано вирішення пробле- ми, автором встановлено, що спроби щодо удосконалення адміністра- тивно-територіального устрою України, здійснені на загальнодержавному рівні до 2014 р., не принесли очікуваних результатів, і тому акцентовано увагу саме на процесі послідуючих реформ. З огляду на це визначено мету дослідження, його основні науково-дослідницькі завдання та методоло- гічний інструментарій. Автор акцентує увагу на тому, що в основу реформування державної політики України у сфері місцевого самоврядування покладено кращі сві- тові здобутки у цьому напрямі, на основі проведеного аналізу підтверджує загальну відповідність між кількістю осіб, які проживають на території кон- кретної області України, та кількістю створених громад, а також на тому, що проблеми розвитку громад більш значною мірою проявляються у ме- жах сільських територій, віддалених від адміністративних центрів. Запро- поновані шляхи вирішення окреслених проблем сприятимуть створенню та підтримці повноцінного життєвого середовища громад.

We looked at the patterns of differentiation at a set of phenotypic traits of Scots pine populations derived from different environmental conditions of the species distribution range in Poland. The growth traits were tested over 47 years at the provenance trial experiment in the Carpathians. The phenotypic differentiation of the populations was compared to diversity estimates at a set of ten nuclear microsatellite markers. Scots pine populations were highly differentiated concerning diameter at breast high, stand volume, stem straightness and crown width according to the prove− nance and climatic zones. At the same time a low genetic diversity for microsatellite markers and no evidence of population structure was found among proveniences. Local populations from the Carpathian Mountains had lower genetic variation and weaker growth compared to lowland provenances. Among the tested populations Scots pine from lowlands were characterized by the great growth potential and good adaptation to the severe climate of the Carpathians. Populations that showed high quantitative traits differentiation were genetically homogenous at the neutral loci. The results indicate that there are some regions in the genome under selection that drive species adaptive variation.

The article investigates selected aspects of local government’s commitment to supporting entrepreneurship in Poland. It begins by describing major business environment institutions which can be established or co‑established by Polish local government units. In the next section the authors present the results of the empirical study conducted in 2012 by the Bureau of Research of the Chancellery of the Sejm. The main focus is placed on the level of engagement of rural communes, urban and rural communes, municipalities, cities with powiat (county) rights and powiats in establishing institutions which support local entrepreneurs. In the next section the case of special economic zones, which can also be co‑founded and supported by local government, is briefly examined. The final section reports on organisational solutions which foster cooperation and information exchange between local government units and entrepreneurs.

Social education is an important aspect of everyone's life. From conception, through the family, peer or professional environment, a person is integrated into social life. The aim of the article is to emphasize the importance of the method of organizing the local community, the task of which is to activate the community by involving it in activities. It is important to motivate, not to give a solution. Volunteering, social campaigns and local events are the main issues. Attention was also paid to the importance of various groups operating in the local environment, which are of great educational importance.

The environment is in constant relationship with the man who uses his resources. The article presents the specificity of municipal self-government tasks in the field of environmental protec- tion in the context of broadly understood integration processes. To achieve this goal, an analy- sis of the literature on the subject and legal provisions regulating the activities of the commune was made. An analysis of selected municipal self-government tasks in the field of environ- mental protection was carried out. The implementation of strategic goals in this area is a very important challenge and determinant of local development. The tasks implemented by state and local authorities are the basis for the effectiveness of environmental protection measures.

The article examines the development of economic cooperation and partnerships on local markets. It specifically focuses on relations between enterprises and local governments, cooperation among enterprises and cooperation between enterprises and business environment institutions. The analysis also covers various forms of cooperation among municipalities. The analysis is based on the results of a survey carried out by the Institute of the Home Market and Consumption in mid-2005 among 100 municipalities from 11 provinces-classified according to the level of development (five provinces representing highly developed regions and six with a poor level of development), size and economic specialization-and 309 enterprises varying in size and type of activity. The results obtained were confronted with similar surveys carried out by other research centers in Poland. The author concludes that cooperation among entities on local markets is at an inceptive stage in Poland. Particularly weak is the relationship between enterprises and local governments; it shows no signs of permanent cooperation based on confidence, good communication and mutual support, though some positive changes have taken place in this area since Poland’s accession to the European Union. The relationship between enterprises and local governments should improve further with an adequate flow of information about problems encountered by local companies and the support that they expect from local authorities. Inevitably, the author notes, local markets need a business philosophy whereby cooperation would be treated as an important source of value added to stimulate entrepreneurship and the development of the local community.

W artykule przedstawiono znaczenie i skutki prawne protestu społeczności lokalnej wyrażonego w ramach udziału społeczeństwa w indywidualnej ocenie oddziaływania na środowisko. Ma to na celu ustalenie wpływu takiego protestu na decyzję o środowiskowych uwarunkowaniach, a w szczególności to, czy protest może stanowić podstawę do odmowy wydania takiej decyzji. We wnioskach autorka wskazuje, że protest wyrażony w ramach udziału społeczeństwa w postępowaniu w sprawie wydania decyzji o środowiskowych uwarunkowaniach nie może stanowić wystarczającej podstawy do negatywnej decyzji. Opierając się na modelu racjonalnego planowania, argumentuje, że pojęcie udziału społeczeństwa w postępowaniu środowiskowym w rozumieniu prawa nadal jest głęboko zakorzenione w racjonalnym modelu ocen oddziaływania na środowisko, co w konsekwencji określa rzeczywiste granice udziału społeczeństwa w tych sprawach.
L’articolo si propone di determinare l’importanza e gli effetti giuridici ai quali possono portare le proteste delle comunità locali intese come presa di posizione sociale sull’impattoambientale. Si tratta di determinare una loro possibile incidenza sul rilascio di autorizzazioni ambientali, in particolare il diniego. Nella parte conclusiva, l’autrice afferma che le proteste in oggetto non possono costituire motivazione sufficiente proprio per un eventuale diniego. Sulla base dell’analisi svolta in chiave modellistica, essa constata inoltre che la partecipazione dei cittadini alle questioni ambientali è una concezione, così come disposta dalla legge, tuttora profondamente radicata in un modello razionalista di opinioni relative all’impatto ambientale. Ciò, di conseguenza, delimita i suoi reali confini.
The paper aims to determine the significance and legal effects of a local community protest expressed as part of public participation in an individual environmental impact assessment. More specifically, it is to determine the impact of such a protest on the decision on environmental conditions, and in particular whether the protest may constitute a basis for refusing to issue such a decision. In the conclusions, the author indicates that the protest expressed as part of the public participation in the proceedings concerning the issuance of a decision on environmental conditions cannot constitute a sufficient basis for a negative decision. Based on the rational planning model, it is also argued that the concept of public participation in environmental proceedings as defined by law is still deeply rooted in the rational model of environmental impact assessments. As a consequence, it determines the actual limits of public participation in these matters.

Polska jest krajem o wielowiekowych tradycjach migracyjnych. W następstwie wydarzeń związanych z akcesją do struktur europejskich w pierwszej dekadzie bieżącego stulecia nasz kraj doświadczył kolejnej fali odpływu migracyjnego – determinowanej szeregiem czynników o charakterze ekonomicznym. W artykule przedstawiono bilans korzyści i strat wynikających z masowych migracji poakcesyjnych ludności obszarów peryferyjnych. W każdej z wymienionych kategorii skoncentrowano się z jednej strony na następstwach procesów związanych z mobilnością, oddziałujących na procesy transformacji środowiska lokalnego migrantów, drugi aspekt dotyczył natomiast zmian zachodzących w rodzinach (gospodarstwach domowych) osób przebywających na zagranicznym wyjeździe zarobkowym.
Poland is a country with a long tradition of migration. In the wake of the events related to the access to the EU structures, the first decade of this century witnessed another wave of emigration from our country - determined with a series of economic factors. The article presents the balance of benefits and losses following from mass migrations of the populations of peripheral areas after the EU access. For each of the following categories, the author focuses on the one hand on the consequences of the mobility processes affecting the transformations of the migrants’ local environment, while the other aspect is related to the changes in the families (households) of the people who were staying abroad for economic purposes.

Pozytywne oddziaływanie podmiotów prowadzących działalność gospodarczą na terenach portów morskich na lokalne otoczenie można rozpatrywać w dwojaki sposób. Tradycyjne ujęcie wynika z zaangażowania w realizację funkcji gospodarczych portu morskiego czynnika ludzkiego (mieszkańców gminy portowej) oraz pochodzących od przedsiębiorstw portowych, a przewidzianych prawem, transferów nierekompensowanych do budżetu gminnego. Szerszy kontekst tego oddziaływania obejmuje aktywność związaną z dobrowolnym wsparciem przez podmioty portowe lokalnej sfery społecznej w ramach realizacji koncepcji społecznej odpowiedzialności biznesu. Celem artykułu jest identyfikacja w dwóch ujęciach (tradycyjnym i rozszerzonym) kierunków pozytywnego wpływu działalności wybranego przedsiębiorstwa portowej sfery eksploatacji (PPSE) na lokalne otoczenie portu morskiego. W badaniach wykorzystano metodę pojedynczego studium przypadku. Podmiotem badań był największy PPSE funkcjonujący w granicach administracyjnych portu morskiego w Szczecinie. Wyniki przeprowadzonych badań dowodzą, że wpływ PPSE na lokalne otoczenie może być istotny, zarówno w tradycyjnym ujęciu, związanym z oddziaływaniem na lokalny rynek pracy oraz lokalne transfery podatkowe, jak również w szerszym zakresie, związanym z wpływem na lokalną sferę społeczną, w tym w szczególności w relacjach ze szkolnictwem wyższym (na płaszczyźnie kształcenia oraz B+R). Wyniki badań wskazują także, że wielopłaszczyznowe i długoterminowe współdziałanie PPSE z instytucjami funkcjonującymi w lokalnym otoczeniu portu morskiego staje się nieodzownym elementem jego działalności. W sytuacji coraz silniejszej pozycji pracowników na rynku pracy oraz niedoboru wysoko wykwalifikowanych kadr, jak również coraz większej świadomości i wrażliwości społeczeństwa na negatywne aspekty działalności gospodarczej portów morskich, zidentyfikowana w badaniach pozytywna aktywność może w dłuższej perspektywie przynieść angażującym się w nią podmiotom wymierne korzyści. Należą do nich przede wszystkim korzyści związane z poprawą wizerunku podmiotu jako organizacji odpowiedzialnej społecznie oraz te związane z uzyskaniem dostępu do wiedzy i wysoko wykwalifikowanej siły roboczej (dzięki rozwojowi współpracy z lokalnym szkolnictwem wyższym).
The positive impact of seaport enterprises on the local environment can be considered in two ways. The traditional approach stems from the involvement of the human factor (the inhabitants of the port city) in the economic function of seaports. This approach also includes the realisation of tax transfers by port enterprises to the port city budget. The wider context of this impact includes an activity related to voluntary support by port entities the local environment as a part of the implementation of the CSR concept. The aim of the article is to identify in two approaches (traditional and extended) directions of the positive impact of the stevedoring enterprise (reloading and storage enterprise) activities on the local environment of the seaport. In the research study the single case study method was applied. The research subject was the largest stevedoring enterprise operating in the port of Szczecin. The results of the conducted research proved that the impact of stevedoring enterprise on the local environment (Szczecin port city) is substantial, both in the traditional approach related to the impact on the local labour market and local tax transfers as well as in a wider scope, in particular in relations with a higher education institutions (in the area of education and R&D). The research results also indicated that the multidimensional and long-term cooperation of the stevedoring enterprise with institutions operating in the local environment of the seaport becomes an indispensable element of its general activity. In the situation of an increasingly stronger position of employees on the labour market and the shortage of highly qualified personnel as well as the increasing awareness and sensitivity of the society to the negative aspects (external costs) of seaport economic activity, positive activity identified in the research study can in the long perspectives bring measurable benefits to entities involved in it. These include, above all, the benefits associated with improving the image of the RSE as a socially responsible organization and those related to obtaining access to knowledge and a highly qualified workforce (thanks to the development of cooperation with local institutions of higher education).

In their everyday work, social workers meet people who cannot manage reality surrounding them. They try to help them to independently overcome hardships these people face. They do it in various ways, using social work methods, from which most frequently used are methods of dealing with an individual or a group (family). To realise the given tasks, they use the environment organization method the least commonly. One of the reasons for social exclusion of an individual is the absence of an accurate diagnosis of reasons for isolation of individuals from other people functioning in their social zone. They lock themselves in their homes, isolate from living in wider social circles. It leads to the feeling of loneliness, to being lonely. This state is mostly experienced by elderly people who, undoubtedly, have to be of interest of social workers, because the quality of life of elderly people will depend on their tasks organization skills.
Pracownicy socjalni w swojej codziennej pracy spotykają ludzi, którzy nie radzą sobie sami z otaczającą ich rzeczywistością. Starają się więc pomóc im w samodzielnym pokonywaniu napotkanych trudności. Czynią to na różne sposoby przy zastosowaniu metod pracy socjalnej, z których najczęściej stosowane są metody pracy z indywidualnym przypadkiem i grupą (rodziną). Najrzadziej wykorzystują w realizacji powierzonych im zadań metodę organizowania środowiska. Jedną z przyczyn wykluczenia społecznego jednostki jest brak trafnej diagnozy powodów, dla których jednostki izolują się od funkcjonujących w ich przestrzeni społecznej innych ludzi. Zamykają się w swoich domach, izolują od życia w szerszych kręgach społecznych. To powoduje, że czują się samotni i są samotni. Takiego stanu najczęściej doświadczają osoby starsze, które niewątpliwie muszą znaleźć się w kręgu zainteresowania pracowników socjalnych, ponieważ od ich umiejętności organizowania działań w środowisku lokalnym będzie zależała jakość życia samotnych seniorów.

Opis:
The article and its undertaken matter are part of the discussion on the pro-innovative nature of a university – featuring examples of (mainly educational) activities which boost innovation on the university campus and beyond, and referring to trends occurring in the analysed areas. The presented content has been limited to the social dimension of innovation, which among other things, changes the way of perceiving the world and interpersonal relations, also in terms of organization of workspaces and (co)working methods. The purpose of the article is also to draw attention to the participation of students, academic teachers in various activities (also pro-innovative ones) taking place within a non-traditional social infrastructure. Problem analysis was based on literature studies, including reports on research on innovation as well as on the author’s professional experience related to new spaces of education – and an attempt to answer the question: “Can cooperation within the described spaces strengthen pro-innovative attitudes, including the attitudes of future pedagogues?”
Artykuł i podjęty w nim temat wpisują się w dyskusję dotyczącą proinnowacyjnego charakteru szkoły wyższej - podając przykłady działań (głównie edukacyjnych) na rzecz innowacji w kampusie uczelni i poza nim oraz odnosząc się do tendencji w analizowanych obszarach. W tekście ograniczono się do społecznego wymiaru innowacji, zmieniających m.in. sposób postrzegania świata i relacji międzyludzkich, dotyczących także organizacji miejsc i metod (współ)pracy. Celem artykułu jest również zwrócenie uwagi na udział studentów, nauczycieli akademickich w różnych aktywnościach (też proinnowacyjnych) nietradycyjnej infrastruktury społecznej. Analizując problemy, oparto się na studiach literatury, m.in. raportów z badań nad innowacyjnością jak i na doświadczeniach zawodowych autorki związanych z nowymi przestrzeniami edukacji, próbując także odpowiedzieć na pytanie: czy współdziałanie w ramach opisanych przestrzeni może wzmocnić postawy proinnowacyjne, także przyszłych pedagogów?

W artykule podjęto próbę określenia, jak działania podejmowane przez środowisko i społeczność lokalną na rzecz ucznia zdolnego są oceniane przez badanych studentów. Artykuł składa się z czterech części. W pierwszej określono, w jaki sposób definiowane są zdolności; w drugiej wymieniono i opisano funkcje, które środowisko przyjmuje wobec zdolności ucznia. W części trzeciej przeprowadzono analizę jakościową swobodnych wypowiedzi studentów. Następnie sformułowano wnioski.
The article attempts to determine how the actions taken by the environment and the community in support of the gifted student are evaluated by the students surveyed. The article consists of four parts. The first identifies how giftedness is defined; the second lists and describes the functions that the environment assumes towards the student’s giftedness. In the third part, a qualitative analysis of the students’ free statements was carried out. This is followed by the formulation of conclusions.

The aim of the article is to present the results of qualitative research on specific actions taken by primary school heads in their perception and resolution of problems of the local community in which students function. Civilizational and technical progress brings with it the risk that the essence of educational processes is subordinated to other values. In the face of cultural progress, the family environment in which the child is brought up is at risk too. Often, schools are responsible for identifying the problems that students face. The collected research material presents the relation between the identification of problems occurring in the local environment in which the students grow up and the actions taken by the school heads. The line of reasoning consists of three parts. The first conclusions are selected from the literature review and concern the diagnosis of the local environment. The second part presents the analysis of the qualitative research carried out among primary school heads. The last part of the discussion is a summary of the research results with conclusions drawn from the literature review. The research shows that the scope of the provided support is focused primarily on educating young people on the desire to seek new perspectives. Group work, skilful adaptation to new circumstances and responsibility for lifelong learning are the key competencies that a graduate should have. Learning and teaching such important competencies require an understanding of the difficulties occurring in the local environment that may block the harmonious development of a young person.
