Communes in Poland are entities that act on market, have defined resources at their disposal, are independent, which is legally guaranteed, and are also responsible for their decisions. Moreover, they compete with each other for various forms of capital. Their effectiveness in management and rationality of undertaken actions are essential as they can reach a specific (desired) market position. In this paper, the assumption was made that relationships of entities interested in activities of commune can have a diversified nature (not necessarily favorable from the point of view of their goals and interests), and the power of their influence may significantly facilitate or impede management in a commune and thereby influence the effectiveness of its activity. In the present conditions of commune functioning, the ability to recognize the interests of particular entities related by market relationships with the commune may guarantee and, in the case of a lack of this ability, may limit the accomplishment of interests of a commune as a collective. The reflections presented in this paper include broadly understood interests of local self-governments. This area is multi-dimensional and poorly recognized, which inspires us to make an attempt to create the system of notions. This attempt has been undertaken in further part of the paper. This constitutes an introduction to direct studies on the problems of interests of local self-government on the example of tourism economics.

Local or regional development in the era of globalization has been stimulated by endogenous and exogenous phenomena. It is really difficult to deter-mine which of the very complex and mutual relations are influencing the processes of social and economic development and growth. Normally there is a broad spectrum of causes and consequences of such processes. In the case of marginal region, in this case the region of Mazahua (Mexico) with predominantly Indian population, the situa-tion is even more complicated. It is very important to define and to find those charac-teristics and properties that can stimulate the process of local development.
El desarrollo local o regional en la época de globalización está es-timulado tanto por los fenómenos endógenos como también exógenos. Es muy difícil de opinar cuáles de las relaciones que decidan sobre el desarrollo social y económico de un territorio dado juegan un papel decisivo en él y cuáles son marginales. Por lo general hay un espectro de causas y consecuencias del proceso de desarrollo. Hablan-do sobre la región atrasada del punto de vista del desarrollo económico y social resul-ta todavía más problemático definir los factores decisivos de dicho proceso. En cuanto a la región indígena mazahua presentada en este estudio se trata de encontrar estas ca-racterísticas y fenómenos que puedan ayudar a la sociedad local de encontrar su pro-pio camino para el desarrollo.

On the basis of statistical data for the year 2012 studies were conducted, which comprised territorial units on local level, i.e. communes in the province of Lublin. These studies were aimed at determining the role of local economy in the development of the Lublin region. The studies concerned the financial condition of particular categories of communes, their investment activity, as well as participation in European Union projects. The effect of regional surrounding conditions upon the formation of economic potential in the Lublin region was also assessed – in. a. urbanization level, economic structure, as well as the competitiveness of economy. Problems that the communes struggle with were indicated, together with the suggested solutions to them.

This study aims to show how the polarisation of the economic space can modify the investment attractiveness of the regional space. A thesis has been put forward that the polarisation of the economic space affects the investment attractiveness of the regional space by strengthening the polarising power of the regions with the highest investment attractiveness. This study uses the results of the parameterisation of investment attractiveness of Polish regions for 2015 by gmina; it also identifies growth poles in four five-year time periods: 2008–2012, 2009–2013, 2010–2014, and 2011–2015. The study shows that the permanent growth poles are created at a distance of several dozen kilometres from large cities. It indicates the depletion of development reserves of large and medium-sized cities, especially those with extensive space management. Smaller centres are gaining location attractiveness, especially those located in the vicinity of communication routes, where access to investment areas and lower costs of running a business attract investors. Special economic zones are also located in such places. The poles and their clusters usually form large agglomerations and industrial centres in the development phase. They are usually places with high investment attractiveness, adjusted by management decisions of large enterprises, local government units and the state government. The polarisation of the economic space affects the increase of the investment attractiveness of the regions, strengthening the succession of economic production and service functions in special economic zones. Investments in road infrastructure and revitalisation processes supported by special economic zones are essential.

Due to the growing importance of local pro-development attitudes and non-governmental organizations for development, it is important to look at their activities in different subregions. In this work the author presents the results of research carried out in the Leszno subregion on the presence of elements of social capital, the organizational and financial sustainability of NGOs, and their cooperation with public administration in the context of their impact on local development. In addition, through a comparative analysis of selected issues, it recalls the good practices of NGOs in Switzerland which, because of the long tradition of their operation and the experience gained, can also be used in Polish settings.

Zróżnicowanie w rozwoju społeczno-gospodarczym poszczególnych regionów to jedno z największych wyzwań wszystkich gospodarek. Zbadanie wielkości tych różnic oraz wskazanie możliwości ich zmniejszenia to jedno z najtrudniejszych zadań każdej gospodarki. Metodą pozwalająca na wskazanie podmiotów, z których należy czerpać wzorce, jest benchmarking. Została ona opisana w  artykule na przykładzie jednostek samorządu terytorialnego wraz z odwołaniem do inteligentnej specjalizacji, która jest określana w dokumentach europejskich jako jedna z możliwości przeciw-działania fragmentaryzacji rynków. Celem tekstu jest ocena konkurencyjnej pozycji województw podkarpackiego i małopolskiego pod kątem innowacji oraz badań i rozwoju. W artykule wybrano wskaźniki związane ze sferą badawczo--rozwojową oraz działalnością innowacyjną. Miały one na celu wskazanie potencjału tych działań i pokazanie trendów na przyszłość. Analizy dokonano na przykładzie województw małopolskiego i podkarpackiego. Obszar ten charakteryzuje się odmiennością rozwojową, dlatego stanowi on ciekawy przykład do prowadzenia badań. Analiza wykazała, że w województwie małopolskim większe środki są przeznaczane na sferę badawczo-rozwojową oraz na działalność innowacyjną, co może przynieść korzyści w późniejszych okresach. Można do nich zaliczyć szybsze tempo rozwoju czy lepszą pozycję konkurencyjną jedno-stek samorządu na obszarze całego kraju.
The variation in the socio-economic development of individual regions is one of the biggest challenges facing all economies. Examining the scope of these differences and identifying opportunities to reduce them is one of the key challenges of any economy. The method allowing for the identification of entities that should be used as an example, is the method of benchmarking. It has been described in the article on the example of local government units with reference to smart specialisation, which is described in European documents as one possibility to address market fragmentation. The article selected indicators related to research and development and innovation activities. They had to identify the potential in this field, and show the trends for the future. The analysis was conducted on the example of the Malopolskie and Podkarpackie voivodeships. This area is characterised by differences in development. This is an interesting example for testing. The analysis showed that in the Malopolskie voivodeship more resources are allocated to research and development and innovation activities, which can bring benefits in future periods. These benefits may include faster development and the better competitive position of local self-government units in the entire country.

The paper explores some novel ways to use the concept of the learning region in Poland, following a change of the regional policy paradigm in the country. The concept of the learning region has been part of the European Union’s public policy resources since the early 1990s. Commonly, it is applied across EU Member States, including Poland, in the shape of regional innovation systems (RIS) and cluster-building instruments. It is argued in the paper that there are more ways to take advantage of this concept at the regional level, when focusing on the sphere of regional governance, which is related to the territorial approach recently introduced in the policy of local and regional development.

Publikacja poświęcona została zagadnieniom relacji rzeki i społeczności mieszkających nad rzeką. Przykładowym terenem analizy jest Nadodrze. Zaznaczyć należy, iż sama Odra rozpatrywana jest jako Odrzańska Droga Wodna, czyli jako zmodyfikowana już rzeka na potrzeby gospodarcze, przez to rzeka od stuleci wpisana w kulturowy i gospodarczy koloryt. W celu uporządkowania nagromadzonych wątków i nadania opisowi większej logiki analizy, artykuł został podzielony na cztery zasadnicze części. W poszczególnych częściach poruszono tematykę rysu historycznego Odrzańskiej Drogi Wodnej, co wprowadza w kontekst społecznej i gospodarczej kreacji obszaru, następnie podjęty został temat wybiórczego zobrazowania społeczności nadodrzańskich, co wprowadza Czytelnika w kontekst społecznych aspektów rzeki. Artykuł kończy refleksja nad możliwościami rozwojowymi Nadodrza – głównie w kontekście perspektyw rozwojowych społeczności nadodrzańskich.
The publication is devoted to the issues of the river and the community living on the river. An example of the area of analysis is the Oder. The Oder is considered to be the Odra Waterway, a river modified for economic purposes, inscribed in the cultural and economic aspect of social life. In order to organize the accumulated threads, the article has been divided into four parts. The individual parts deal with the history of the Odra Waterway, images of selected communities living on the Oder, and social aspects of the river. The article ends with a reflection on the development opportunities of Odra - mainly in the context of the development perspectives of the Oder communities.

Celem artykułu jest diagnoza i ocena zróżnicowania rozwoju społeczno-gospodarczego powiatów województwa świętokrzyskiego oraz wskazanie grup powiatów o podobnym poziomie rozwoju. Badanie przeprowadzono dla lat 2010 i 2015. Wykorzystano w nim wskaźniki charakteryzujące rozwój społeczno-gospodarczy w następujących dziedzinach: sytuacja demograficzna i rynek pracy, potencjał społeczny, struktura gospodarcza powiatu, infrastruktura techniczna oraz stan i ochrona środowiska naturalnego. Do syntetycznej oceny rozwoju społeczno-gospodarczego zastosowano metodę wzorca rozwoju Hellwiga, a za pomocą metody grupowania Warda wyodrębniono grupy powiatów podobnych pod względem badanego zjawiska. Przeprowadzona analiza pozwoliła na zidentyfikowanie powiatów o najwyższym, wysokim, niskim i bardzo niskim poziomie rozwoju.
The aim of the article is to diagnose and evaluate the diversification of socio-economic development of powiats of Świętokrzyskie voivodship and to indicate groups of powiats with comparable levels of development. The research was conducted for the years 2010 and 2015. The indicators applied are systematised into the following areas: demographics and labour market, social potential, economic structure of a powiat, technical infrastructure, condition and protection of the natural environment. Hellwig's method of development pattern was employed to make synthetic evaluation of socio-economic development of powiats and Ward’s clustering method was used to identify groups of powiats similar in terms of the studied phenomenon. The analysis enabled to identify powiats with the highest, high, low and lowest levels of development.

This paper presents the role of territorial marketing in development of rural communes in the context of competitiveness of the region. Under the present conditions, increasing significance is gained by the conditionings of the development of particular regions, which should constitute the basis of the directions of development of given provinces. For this reason, this study presents the idea of factors and elements of territorial marketing of a region present in the literature on the subject in the context of competitiveness of the region. For several years territorial marketing, whose subject can be a commune, a district, a region, a state and also a special spatial unit with exceptional social and political, tourist and historic meaning, in particular landscape and national parks as well as nature reserves and protected landscape regions, has started to play a significant role in development. The efficiency of affecting partners can be noticed not only in companies on the market of consumption goods, but also in service companies, investment sector, farms, social institutions, social organisations and non-profit institutions. This fact has stirred interest in territorial marketing. What has a significant meaning in the development of the analysed marketing is the specificity of a given state (region). Strong regionalisation and increase in competitiveness between centres is a meaningful stimulus for local marketing development, particularly in the face of economic backwardness of some regions, increase in the unemployment in those areas, the lack of services, etc. Furthermore, there is a demand for social support of local authorities as well as strong identification of inhabitants with a region (area). Strong identification is especially noticeable in the case of states and regions which up till the present day had strongly marked their local specificity, especially in terms of culture. In numerous countries or territories in the case of inhabitants’ satisfaction, there is also a high degree of presenting outside support for local authorities in a number of undertaken enterprises.
W obecnych warunkach istotnego znaczenia nabierają uwarunkowania rozwojowe poszczególnych regionów, na podstawie których powinny opierać się kierunki rozwoju danych województw. Dlatego w niniejszej pracy zaprezentowano czynniki rozwojowe i elementy marketingu terytorialnego spotykane w literaturze przedmiotu w kontekście konkurencyjności regionu. Od kilku lat marketing terytorialny, którego podmiotem może być gmina, powiat, region, państwo, jak też specjalna jednostka przestrzenna o wyjątkowym znaczeniu społeczno-politycznym, gospodarczym, przyrodniczym, turystycznym, historycznym, a w szczególności parki krajobrazowe i narodowe oraz rezerwaty przyrody i obszary chronionego krajobrazu, zaczyna odgrywać rolę w rozwoju danego obszaru. Skuteczność oddziaływania na partnerów występuje nie tylko w przedsiębiorstwach na rynku dóbr konsumpcyjnych, ale także w przedsiębiorstwach usługowych, sektora inwestycyjnego, gospodarstw rolniczych, przedsiębiorstw komunalnych, organizacji społecznych oraz instytucji non-profit. Ten fakt wpłynął na zainteresowanie się marketingiem terytorialnym. Istotne znaczenie w rozwoju analizowanego marketingu posiada specyfika danego kraju (obszaru). Silna regionalizacja i wzrost konkurencyjności pomiędzy ośrodkami jest liczącym się bodźcem dla rozwoju marketingu lokalnego, zwłaszcza przy gospodarczym zacofaniu danych terytoriów, wzroście na nich bezrobocia, braku usług itp. Ponadto istnieje zapotrzebowanie na wsparcie społeczne przez władze lokalne oraz silna identyfikacja mieszkańców z regionem (obszarem). Silna identyfikacja jest szczególnie widoczna w wypadku krajów i obszarów, które do tej pory silnie wyodrębniły swoją lokalną specyfikę, zwłaszcza w zakresie kultury. W licznych krajach czy terytoriach w razie zadowolenia mieszkańców występuje również wysoki stopień prezentowania na zewnątrz poparcia dla władz lokalnych w zakresie różnych podejmowanych przedsięwzięć.

Most conflicts are territorial, nurtured by the rents from natural resources and strategic locations. Struggles over land, water and energy, clashes for control of routes, ports and airports; all these are often implicit in the more broadcast confrontations attributed exclusively to inequalities, culture, religion or ideologies. On the other hand, many of these territorial conflicts are internal to each country and, beyond issues related to the spatial allocation of rents from natural resources and control of strategic locations, there are spatial bargains on taxes and public expenditures that can lead to more enduring distrust. The paper assumes the the spatial profile of land, water and energy influences the spatial pattern of population distribution observed in regularities of the Zipf's Curve that relates the Size and Rank of the Cities of Each Country. It aims to demonstrate how regional governance, mirrored in the spatial allocation of governmental taxes and expenditures, plays a crucial role in urban concentration and spatial justice. The paper presents Zipf's Curve estimates for South Asian countries and maps for various countries, the differences between the estimated curve and the population of various cities. The result analysis indicates that the spatial distribution of rents obtained from natural resources and public transferences play a significant role in the spatial distribution of wealth. Summing up, there are reasons to believe that governance influences spatial justice, specifically through the spatial allocation of property rights over natural resources as well as through the spatial distribution of public spending. Moreover regional conflicts are remarkably associated with places and cities that, according to Zipf's Analytical Scheme, are below the level of what would be expected.(original abstract)

Zróżnicowanie uwarunkowań rozwoju w Polsce jest problemem często opisywanym w literaturze przedmiotu. W ostatnich latach szczególnego znaczenia nabiera zwłaszcza kwestia rozmiarów i przyczyn niespójności obserwowanych wewnątrz regionów. Niniejszy artykuł na bazie rozważań teoretycznych poświeconych uwarunkowaniom rozwoju regionalnego przedstawia wyniki i wnioski z badań przeprowadzonych wśród dolnośląskich powiatów, mających na celu określenie ich sytuacji w sferze społecznej oraz przyczyn występujących w tym zakresie dysproporcji.
Differences in the socio-economic conditions in Polish regions are widely described in the literature on the subject matter. The results of empirical research allow to indicate consider-able variation among the poviats in Lower Silesian region. It should be noted that the observed diversity over the Lower Silesian poviats during the investigated years did not show a downward trend, which should be a starting point for the debate over the particular tools for narrowing the gap between the least and most developed areas.

An important task of today's science is to overcome a simplified understanding of de-mocracy as an unrestricted freedom of citizens. That is why the basis of the implemen-tation of public opinion should be the interaction of public authorities with public organizations, as well as accountability of public authorities in the regions in front of representative organizations of communities. A prerequisite for progressive social development is the equality of citizens and their associations. Active intervention of civic organizations in the development of regions, the destruction of managerial stereotypes, readiness for non-standard decisions, the application of new management methods proves the effectiveness and superiority of leadership through the interaction of public authorities with civic organizations. The interaction of public authorities with non-governmental organizations in the field of humanitarian development of the region is substantiated in the article. The actuali-ty of the mentioned problem under conditions of constitutional modernization in Ukraine is determined. The essence of interaction of authorities and communities in the development of humanitarian field of the region is clarified.
Ważnym zadaniem dzisiejszej nauki jest przezwyciężenie uproszczonego rozumienia demokracji jako nieograniczonej wolności obywateli. Dlatego podstawą wdrażania opinii publicznej powinna być interakcja władz publicznych z organizacjami publicznymi, a także odpowiedzialność i kontrola władz publicznych w regionach przed reprezentatywnymi organizacjami społeczności. Równość obywateli i ich stowarzyszeń jest niezbędnym warunkiem stopniowego rozwoju społecznego. Aktywna interwencja organizacji publicznych w rozwój regionów, niszczenie stereotypów zarządzania, gotowość do nie-standardowych decyzji, stosowanie nowych metod zarządzania, dowodzi skuteczności i przewagi regionalnego przywództwa poprzez interakcje władz publicznych z organizacjami pozarządowymi. Artykuł uzasadnia interakcje władz publicznych z organizacjami publicznymi w dziedzinie rozwoju humanitarnego regionu. Określono aktualność wspomnianego problemu w warunkach zmiany konstytucji na Ukrainie. Wyjaśniono istotę interakcji między władzami publicznymi a organizacjami publicznymi w rozwoju sfery humanitarnej regionu
