    People’s feelings of confidence in the correctness of their knowledge while answering a knowledge test can be inferred in two ways: either by averaging the values of specific confidence values assigned to each item in a test (local confidence) or by asking after the termination of the test for an evaluation of the number of correct answers regarding the entire test (global confidence). Surprisingly, when local and global confidence values of the same test are compared, global confidence tends to be significantly lower than local confidence (the confidence frequency effect). In the present study a heuristic process explanation for the effect is presented and its validity is empirically tested. The global confidence heuristic (GCH) process is based on the ability of participants to recall, after a test was completed, the frequencies of specific confidence values which were assigned to the test’s items. Participants build their global confidence by adding about half the number of their guessed answers, to the number of questions with sure answers. The proposed GCH process was supported quantitatively. A content analysis on retrospective explanations provided by participants indicated that this process was feasible. Further research is needed in order to fully explore the power of the explanation suggested here for the confidence-frequency effect.

    The article attempts to examine the progress that has been made in the area of self-government over the last quarter century in Poland. Not only has the chaos in the institutional process in this period affected the overall low level of citizens' trust in democratic institutions, but it also led to absence of effective cooperation between them. The author indicates two methods of both increasing public trust in the institution and increasing effectiveness of cooperation between institutions themselves, i.e. systematic changes in the self-government and glocalization of public trust.

    Artykuł poświęcony jest zależnościom pomiędzy przekonaniem o angażowaniu się w sprawy gminy a zaufaniem interpersonalnym oraz oceną stosunku władz do społecznej aktywności mieszkańców w podwarszawskiej gminie Podkowa Leśna. Angażowanie się w życie gminy, bez względu na formę, buduje zaufanie, czyli wzmacnia kapitał społeczny, tak ważny dla zainicjowania współpracy mieszkańców na rzecz dobra ogółu. Autorka wykazuje, iż poczucie zaangażowania w sprawy gminy niekoniecznie musi wynikać z udzielania się w lokalnych organizacjach, których w Podkowie Leśnej działa kilkanaście. Co ciekawe, ważniejsze wydają się działania podejmowane poza wolontariatem formalnym, a niekiedy również sama postawa gotowości do współpracy. Na zaufanie do władzy lokalnej, z kolei, duży wpływ mają działania podejmowane przez nią samą, w mniejszym stopniu – społeczna aktywność mieszkańców. Podkowa Leśna jest przykładem miasta, którego władze sprzyjają społecznej aktywności mieszkańców, wnosząc tym samym znaczący wkład w kapitał społeczny gminy. Świadomy swojej roli w budowaniu odpowiedzialnej za wspólne dobro społeczności lokalnej samorząd oraz zaangażowani mieszkańcy – to warunek konieczny poprawy jakości życia w każdej gminie.
    This paper addresses the issue of relations between the conviction of being involved in the municipality affairs and interpersonal trust as well as evaluation of local authorities in terms of their attitude towards social activity of inhabitants. This problem was presented on the example of PodkowaLeśna – municipality in Warsaw agglomeration. Getting involved in the social life of the municipality, regardless of form, builds interpersonal trust, which strengthens social capital, so important for the residents to initiate cooperation for the public good. The author of the paper shows that a sense of involvement in the affairs of the municipality does not necessarily result from the membership in the local organizations, a several of which operate in Podkowa Leśna. What's interesting, activities outside of formal volunteering and sometimes even the attitude of willingness to cooperate seem to be more important in case of interpersonal trust. Trust in the local authorities, in turn, is strongly influenced by the actions taken by themselves and to a lesser extent by the social activity of the inhabitants. Podkowa Leśnais an example of a city whose authorities favor the social activity of its inhabitants, bringing a significant contribution to the social capital of the municipality. Local authorities aware of their role in building local community responsible for the common good and residents involved in public affairs is a prerequisite for improving the quality of life in every municipality.

    Ustawodawca ustawą nowelizującą z dnia 11 stycznia 2018 roku o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych ustanowił w dodanym art. 28aa ustawy o samorządzie gminnym nowy tryb inicjowania przez radę gminy referendum w sprawie odwołania wójta z powodu nieudzielenia mu w dwóch kolejnych latach wotum zaufania. W niniejszym opracowaniu autorka poddaje analizie skutki tak przeprowadzonego (ważnego) referendum w kontekście art. 67 ustawy o referendum lokalnym. Legislator bowiem, wprowadzając nowe rozwiązania na gruncie ustawy o samorządzie gminnym, nie dokonał żadnych zmian w ustawie o referendum lokalnym, co budzi pewne wątpliwości w zakresie skutków, jakie referendum takie wywołuje.
    The legislator amended the act of January 11, 2018 on the amendment of certain acts to increase the participation of citizens in the process of selecting, functioning and controlling certain public bodies in the added art. 28aa of the Local Government act, a new procedure for the commune council to initiate a referendum on the appeal of the commune head due to failure to grant him confidence in two subsequent years. In this study the author analyzes the effects of the (valid) referendum carried out in the context of art. 67 of the act on the local referendum. Legislator, by introducing new solutions under the Local Government act, did not make any changes to the act on the local referendum, which raises some doubts as to the effects of such a referendum.
