An analysis, identification and assessment of the local conditions of agrotourism development in rural areas is performed in the paper. The important role of tourism both in the state policy and regional policy have been shown in the state and regional documents. In most of European countries off-farming activities become more and more important as a source of income for farmers' families. In some regions agrotourism can be regarded as a significant non-agricultural activity. In Poland the data of Agricultural Census indicates that the number of farms with off-farms activity increased. The agrotourist farms are still more and more important in many parts of Poland, especially in the wi tokrzyskie voivodship. The local and voivodship authorities are obliged to improve and invest in agrotourist base, also using the European Union funds. This study is the analysis of natural and social-economic elements of geographical environment in the wi tokrzyskie voivodship. The article is a trial of showing how rural areas are diversified for agrotourism.

In this paper, the meshless local radial point interpolation (MLRPI) method is formulated to the generalized one-dimensional linear telegraph and heat diffusion equation with non-local boundary conditions. The MLRPI method is categorized under meshless methods in which any background integration cells are not required, so that all integrations are carried out locally over small quadrature domains of regular shapes, such as lines in one dimensions, circles or squares in two dimensions and spheres or cubes in three dimensions. A technique based on the radial point interpolation is adopted to construct shape functions, also called basis functions, using the radial basis functions. These shape functions have delta function property in the frame work of interpolation, therefore they convince us to impose boundary conditions directly. The time derivatives are approximated by the finite difference time- -stepping method. We also apply Simpson’s integration rule to treat the non-local boundary conditions. Convergency and stability of the MLRPI method are clarified by surveying some numerical experiments.

The aim of the paper is to analyze the usefulness of foreign models of assessing financial condition for predicting financial distress in local governments and to verify whether they may be applied to Polish local government units. The selection of models and indicators was based on a review of foreign literature. Next, a quantitative survey was conducted to verify the assessments resulting from the theoretical analysis of the examined models. The studied group comprised municipalities with populations under 100,000 and the research covered the years 2010-2016. The study uses data from budget reports and consolidated balance sheets of local government units.

We show some results about local homology modules when they are in a Serre subcategory of the category of R-modules. For an ideal a of R, we also define the concept of the condition $C^a$ on a Serre category, which seems dual to the condition $C_a$ in Melkersson [1]. As a main result we show that for an Artinian R-module M and any Serre subcategory S of the category of R-modules and a non-negative integer s, $ \text{Hom}_{R} ( R//a , \text{H}_{s}^{a} (M)) \in S $ if $\text{H}_{i}^{a} (M) \in S $ for all i > s.

On the basis of statistical data for the year 2012 studies were conducted, which comprised territorial units on local level, i.e. communes in the province of Lublin. These studies were aimed at determining the role of local economy in the development of the Lublin region. The studies concerned the financial condition of particular categories of communes, their investment activity, as well as participation in European Union projects. The effect of regional surrounding conditions upon the formation of economic potential in the Lublin region was also assessed – in. a. urbanization level, economic structure, as well as the competitiveness of economy. Problems that the communes struggle with were indicated, together with the suggested solutions to them.

This review article presents fundamental mechanisms of the local mucosal immunity in selected regions of the respiratory tract in healthy birds and in some pathological conditions. The respiratory system, whose mucosa come into direct contact with microorganisms contaminating inhaled air, has some associated structures, such as Harderian gland (HG), conjunctive-associated lymphoid tissue (CALT) and paranasal glands (PG), whose participation in local mechanisms of the mucosal immunity has been corroborated by numerous scientific studies. The nasal mucosa, with structured clusters of lymphoid tissue (NALT – nasal-associated lymphoid tissue) is the first to come into contact with microorganisms which contaminate inhaled air. Lymphoid nodules, made up of B cells with frequently developed germinal centres (GC), surrounded by a coat of CD4+ cells, are the major NALT structures in chickens, whereas CD8+ cells are situated in the epithelium and in the lamina propria of the nasal cavity mucosa. Studies into respiratory system infections (e.g. Mycoplasma gallisepticum) have shown the reactivity of the tracheal mucosa to infection, despite a lack of essential lymphoid tissue. Bronchus-associated lymphoid tissue (BALT) takes part in bronchial immune processes and its structure, topography and ability to perform defensive function in birds is largely age-dependent. Mature BALT is covered by a delicate layer of epithelial cells, called follicle-associated epithelium (FAE). Germinal centres (GC), surrounded by CD4+ cells are developed in most mature BALT nodules, while CD8+ lymphocytes are dispersed among lymphoid nodules and in the epithelium, and they are rarely present in GC. Macrophages make up the first line of defence mechanisms through which the host rapidly responds to microorganisms and their products in the respiratory mucosal system. Another very important element are polymorphonuclear cells, with heterophils being the most important of them. Phagocytic cells obtained from lung lavages in birds are referred to as FARM (free avian respiratory macrophages). Their number in chickens and turkeys is estimated to be 20 times lower than that in mice and rats, which indicates a deficit in the first-line of defence in the birds’ respiratory system. There are numerous B cells and antibody secreting cells (ASC) present throughout the respiratory system in birds. Their role comes down to perform antigen-specific protection by producing antibodies (IgM, IgY or IgA class) as a result of contact with pathogenic factors.

The financial crisis and significant deterioration of public finances have led to the strengthening of instruments aimed at ensuring the financial stability of the state, including fiscal rules. The article1 focuses on the fiscal rules binding the local self-government units (LGUs) of the European Union. An attempt was made to answer the question of how the design of fiscal rules in LGUs has changed, especially in crisis situations, and what was the effectiveness of these regulations. The results of statistical analyses covering the period 2001-2020 are shown. As the aggregated values with such a large variety of local financial systems are difficult to compare, the article presents the results of two case studies (Portugal and Poland), where no significant correlations were found between the number or strength of fiscal rules and the budget deficit indicators. Summarising the analysis of the financial situation of the Polish and Portuguese municipalities, it can be stated that the financial health of LGUs varies greatly depending on the size of the municipality, which makes it difficult to formulate general conclusions regarding the links between the fiscal rules and the financial condition of LGUs.
Kryzys finansowy i znaczące pogorszenie stanu finansów publicznych doprowadziły do wzmocnienia instrumentów mających na celu zapewnienie stabilności finansowej państwa, w tym reguł fiskalnych. Przedmiotem artykułu są reguły fiskalne obejmujące jednostki samorządu terytorialnego (JST) Unii Europejskiej na poziomie lokalnym. W artykule podjęto próbę odpowiedzi na pytanie, jak zmieniała się konstrukcja reguł fiskalnych w JST, szczególnie w sytuacjach kryzysowych, i jaka była skuteczność tych regulacji. Przedstawiono wyniki analiz statystycznych, które objęły lata 2001-2020. Ponieważ wielkości zagregowane przy tak dużej różnorodności lokalnych systemów finansowych są trudno porównywalne, w artykule przedstawiono wyniki dwóch case studies (Portugalii i Polski). Podczas badania nie stwierdzono istotnych korelacji pomiędzy liczbą reguł fiskalnych czy siłą reguł a wielkością deficytu JST w relacji do PKB. Podsumowując analizę sytuacji finansowej gmin polskich i portugalskich, można stwierdzić, że kondycja finansowa JST jest mocno zróżnicowana w zależności od wielkości gminy, co utrudnia sformułowanie ogólnych wniosków dotyczących powiązań między regułami fiskalnymi a kondycją finansową JST.

Przedmiot badań: Przedmiotem badań jest realizowana polityka podatkowa gmin i czynniki ją kształtujące. Badania zagraniczne potwierdziły, że podatki lokalne są zróżnicowane w zależności od wysokości lokalnej bazy podatkowej. Stąd też uwaga autorki koncentruje się głównie na rozpoznaniu zależności pomiędzy kondycją finansową jednostki samorządowej a przyjętą polityką podatkową władz gminnych. Cel badawczy: Celem artykułu jest ocena polityki podatkowej w poszczególnych typach gmin w zależności od sytuacji finansowej, na przykładzie województwa małopolskiego. Metoda badawcza: W artykule dokonano przeglądu literatury w zakresie lokalnej polityki podatkowej i czynników ją różnicujących. Zastosowano metodę unitaryzacji zerowanej służącą analizie danych pochodzących ze sprawozdań budżetowych JST. Wyniki: Analiza danych potwierdziła występowanie zależności pomiędzy kondycją finansową gminy i polityką podatkową władz lokalnych. Wyższe podatki zazwyczaj uchwalane były w gminach najbiedniejszych, prawdopodobnie zbyt biednych, by móc zrezygnować z części potencjalnych dochodów podatkowych. Wysokie podatki występowały również w jednostkach o najlepszej kondycji finansowej położonych w pobliżu aglomeracji krakowskiej, gdzie możliwości ponoszenia ciężarów podatkowych były wyższe.  
Background: The subject of the research is the implemented tax policy of communes and the factors that shape it. Foreign studies have confirmed that local taxes vary depending on the amount of the local tax base. Hence, the author’s attention is focused mainly on recognizing the relationship between the financial condition of a local government unit and the adopted tax policy of municipal authorities. Research purpose: The aim of the article is to analyze and evaluate the tax policy in individual types of communes, depending on the financial situation on the example of the Małopolskie Voivodeship. The author hypothesizes that the local tax policy of Polish municipal governments is determined by their financial condition. Methods: The article reviews the literature on local tax policy and its differentiating factors. The zero unitarization method was used to analyze data from the budgetary reports of local government units. Conclusions: The data analysis confirmed the relationship between a commune’s financial conditio and the local authorities’ tax policy. Higher taxes were usually enacted in the poorest communes, probably too poor to be able to give up some of the potential tax revenues. High taxes also occurred in the units with the best financial condition located near the Krakow agglomeration, where the possibility of bearing the tax burden was higher.
