The goal of the article is presenting strategic regional development priorities of Malopolska Voivodeship. The outcomes of research are based on research conducted in local communes with use of AHP questionnaire. The research procedure consists of two steps: in first weights of main criteria and subcriteria were estimated. Subsequently, significance of subcirteria were determined with relevance to previously defined strategic alternatives. The research outcomes indicated preferred strategic scenario and determined key factors of development in frame of each strategic scenario.

Background. A commune local government is formed by inhabitants holding power through their representatives selected to the commune council and to positions of the executive body. Successful local growth is ensured by collaboration among all entities while fulfilling tasks specified by the state law and arising from inhabitants needs. In this paper an entity refers to inhabitants because this choice stems from the conviction that inhabitants co-participate in performing tasks and thus bear the consequences of management which, in the case of finance management, may lead to ill-considered expenditures and excessive indebtedness. Therefore, the research investigates inhabitant’s knowledge about financial economy, specifically the scale of the commune’s debt and related ramifications. Research aim. The aim of the studies conducted is to propose a model for finance man-agement in the commune local government, including management under conditions of debt bondage, where local potentials are used for acquiring larger financial resources from the commune local government’s members. Method. The research method used for the studies was a diagnostic survey. The survey rested on the method of questionnaire surveys and interview. The fragment of extensive empirical research carried out in all 118 communes across Warmia and Mazury Region was harnessed in the paper. Direct questionnaire surveys and interviews covered more than 5,000 persons, including councillors, officials, and principally inhabitants. 215 persons were randomly selected out of the whole base of questionnaires. Key finding. The research subject outlined reveals a primary research problem addressed in the studies. This refers to the knowledge among the commune local government’s members about the magnitude of debt in the commune, knowledge about individuals responsible for this indebtedness and, finally, implications of the debt for inhabitants.

Undoubtedly, the budget is the basis of independent financial economy of the local government, especially including commune. The budget expenses of the self-government are an expression of public tasks accomplishment which commune is obliged to fulfill. The purpose of the article is to present analysis (evaluation) of local government budget expenses and their influence on the commune development in years 2004–2007, in order to realized – what the scale of expenses was in different communes in Poland. Increasing range of accomplished tasks by the self-government, including the necessity of accomplishing running tasks on the determined level, causes that local government units more and more often are appearing on the capital market, by contracting credits or issuing bonds.
Niewątpliwie podstawą samodzielnej gospodarki finansowej samorządu terytorialnego a w szczególności gminy jest jej budżet. Wydatki budżetu samorządu terytorialnego są wyrazem realizacji zadań publicznych, do wykonywania których zobowiązana jest wspólnota gminna. Omawiany artykuł miał na celu przedstawienie analizy (oceny) wpływu wydatków budżetu samo-rządu terytorialnego na jego rozwój w latach 2004–2007, by obrazowo zorientować się – jaka skala wydatków występowała w różnych gminach w Polsce. Rosnący zakres realizowanych zadań przez samorząd, w tym także konieczność realizacji zadań bieżących na określonym poziomie powoduje, że jednostki samorządu terytorialnego coraz częściej występują na rynku kapitałowym zaciągając kredyty, czy emitując obligacje.

Celem opracowania jest przybliżenie pojęcia podatków samorządowych i wskazanie ich znaczenia dla budżetu gminy. Podatki lokalne to pojęcie, które jest trudno jednoznacznie zdefiniować, bowiem jest to rodzaj podatków wyróżniający się nie z powodu charakteru ekonomicznego czy swojej konstrukcji, lecz dlatego, iż są one związane z podmiotem upoważnionym do ich nakładania i poboru. Wielkość wpływów z tytułu podatków samorządowych do budżetu gminy jest zależna od charakteru i położenia danej gminy, a dokładniej czy to gmina wiejska czy miejska. W celu stworzenia odpowiednich warunków dla podatników władze gminy, dzięki posiadanemu władztwu podatkowemu mogą uchwalać stawki podatkowe.
Local taxes belong to the main sources of income for communes and therefore they play a significant part in the budget of self-government units. The aim of the article is to present the notion of taxation and to indicate its importance for a commune’s budget. It might be difficult to clearly define the notion of local tax as it is not distinctive due to its economic character or construction but due to the fact that it is connected to the subject entitled to impose and levy it. The level of income from local taxes depends on the rural/urban character and location of a given commune. In order to create appropriate conditions for tax-payers, the commune authority can set tax rates.

The article presents the lowest level of local government – a commune – against the background of international local government standards formulated by such organizations as the Council of Europe, UNDP, OECD, the World Bank, the European Union. Firstly, the evolution of these standards is presented – starting from European Charter of Local Self-Government, through European Charter of Local Self-Government, ending with The Strategy for Innovation and Good Governance at Local Level and European Governance. Then, the range of implementation of these principles in Polish local government is analyzed. It can be determined that external influence in the form of international standards has been one of the key factors shaping the Polish self-government in the last 25 years.

In today’s global economy, the local level is an important recipient of the effects of the processes and changes taking place. The goal of the article is to define the basic determinants of the social and economic development of Żórawina commune located in the region of Wrocław. In the first part of the article, the author points to the numerous different approaches to defining social and economic development; they also focus on the understanding of development at local level and determine the conditions constituting the basis for development. Then the general characteristics of the analysed commune are presented. The authors focused their considerations on selected conditions of the social and economic development of the studied area in order to create a detailed analysis of this space in the indicated scope. In the study, research conducted on the basis of literature and documents as well as simple statistical and descriptive methods were used.

According to the Act on Maintaining Cleanliness and Order in Communes, real estate owners are obliged to maintain cleanliness and order by, inter alia, cleaning up mud, snow, ice and other pollutants from sidewalks adjacent to the real estate. The legislator did not differentiate the obligations of the owners in this respect, depending on the fact, whether the real estate was developed or not. A communal council may, in the form of a resolution being an act of local law, take over such obligations from the real estate owners for a flat-rate fee.

Communes in Poland are entities that act on market, have defined resources at their disposal, are independent, which is legally guaranteed, and are also responsible for their decisions. Moreover, they compete with each other for various forms of capital. Their effectiveness in management and rationality of undertaken actions are essential as they can reach a specific (desired) market position. In this paper, the assumption was made that relationships of entities interested in activities of commune can have a diversified nature (not necessarily favorable from the point of view of their goals and interests), and the power of their influence may significantly facilitate or impede management in a commune and thereby influence the effectiveness of its activity. In the present conditions of commune functioning, the ability to recognize the interests of particular entities related by market relationships with the commune may guarantee and, in the case of a lack of this ability, may limit the accomplishment of interests of a commune as a collective. The reflections presented in this paper include broadly understood interests of local self-governments. This area is multi-dimensional and poorly recognized, which inspires us to make an attempt to create the system of notions. This attempt has been undertaken in further part of the paper. This constitutes an introduction to direct studies on the problems of interests of local self-government on the example of tourism economics.

Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

Sport w zestawieniu z jakością życia są od długiego czasu tematem wielu artykułów i opracowań, w tym także naukowych. W ostatnich dwudziestu latach szczególnie uważnie traktuje się jakość życia, która w badaniach naukowych przechodzi istotną metamorfozę, polegającą na zmianie sposobu jej postrzegania i oceniania. Sport, jako dziedzina życia, też nie pozostaje na uboczu. Różnym rozprawom poddaje się wiele aspektów tej działalności, zarówno teoretycznych, jak i praktycznych, oraz analizuje się według kryteriów ściśle określonych przedmiotem i kierunkiem rozważań. Artykuł niniejszy jest integralną częścią opracowania pt. Wpływ polityki samorządu lokalnego w zakresie sportu i rekreacji na jakość życia mieszkańców na przykładzie Gminy Polkowice, który ukazał się w nr 6. ,,Zeszytów Naukowych DWSPiT...” Treść artykułu zawiera poszukiwania sposobu oddziaływań sportu zawodniczego na jakość życia mieszkańców Gminy, a także podsumowanie prowadzonego dyskursu oraz wnioski końcowe. Całość uzupełnia zestawianie bibliografii, wspólne dla obu artykułów.
Sport and its correspondence to the quality of life have been so far the subject of various articles and studies, also the scientific ones. In the past 20 years, a great deal of attention has been devoted to the quality of life, which in scientific research undergoes a significant transformation, that means the change in approaching and evaluating it. Sport as a part of life is not left behind as well. A lot of researches focus on many aspects of such activity, both theoretical and practical ones. This activity is also examined according to particular criteria specified by the subject and the research itself. This article is an integral part of the study “The influence of the local self-government policy in the field of sport and recreation on the citizens’ quality of life based on example of Polkowice Commune”, that was published in the DWSPiT Research Bulletin vol. 6. Its content includes the search for the ways the competitive sport influences the commune citizens’ quality of life, the recapitulation of the discourse and the final conclusions. The whole paper is completed by the list of bibliographies, common for both articles.

Subject and purpose of work: The aim of the study was to determine the significance of the borderland location as a factor in the development of the Terespol commune. The paper answers the questions how the borderland location is perceived by the inhabitants, whether it gives an opportunity for the development of the Terespol commune, and what is the significance of the borderland location compared to other factors in the commune's development. Materials and methods: The study uses the method of a survey with a representative sample of 50 inhabitants of the Terespol commune. The literature on the subject related to the factor of the borderland location and its role in local development as well as planning documents concerning the development of the commune were investigated. The analyzes were supplemented with a review of official statistical databases describing economic activity in the commune. The time scope of the research covers the years 1990-2021. Results: In the light of the research, the borderland location is the leading factor in the development of the commune, and keeping it on the current development path and the growing significance of this factor may increase the chance of building a “New Silk Road”. Other development potential are rich natural and landscape values which favour the expansion of tourism and agriculture. The potential of the local community – residents, local entrepreneurs, and local government – is assessed as low. In the opinion of the inhabitants the potential of the location is also not fully used. Conclusions: The commune's potential should be used in the development of additional production specialties, its multifunctionality and better adaptation to new socio-economic conditions resulting from the economic transformation and the challenges of increasing competitiveness. It is necessary to activate other functions and factors, whose significance has decreased over the years, including human capital activation. A fuller use of the commune's potential should be based to a greater extent on the participation of the local community

On the basis of statistical data for the year 2012 studies were conducted, which comprised territorial units on local level, i.e. communes in the province of Lublin. These studies were aimed at determining the role of local economy in the development of the Lublin region. The studies concerned the financial condition of particular categories of communes, their investment activity, as well as participation in European Union projects. The effect of regional surrounding conditions upon the formation of economic potential in the Lublin region was also assessed – in. a. urbanization level, economic structure, as well as the competitiveness of economy. Problems that the communes struggle with were indicated, together with the suggested solutions to them.

In accordance with the Electoral Code a person employed as a secretary or a treasurer of a commune (district, voivodeship) has a right to stand for election for a head of commune, a mayor and a president of the city. Employment on such a position under a civil-law contract can be assessed as a circumvention of rules, according to which local government employees should be employed – including the rules established in terms of recruitment, qualifications and duties.

Opis:
The article presents the results of the survey on the sustainable development’s level of 17 rural communes of Bialski district which is based on the statistical data collected from the Local Data Bank of the Central Statistical Office from 2012. On the basis of the obtained data, a selected group of indicators of environmental, economic and social dimensions has been specified which allows to measure the level of sustainable development in the indicated communes. The analysis of the indicators’ value has, through the usage of ranking process, allowed for extracting of three communes’ g roups reflecting differential level of sustainable development. Too significant differences in measurer’s values referring to dimensions of sustainable development in the examined subjects indicate their developmental disharmony which results in placing a commune in a group of a lower level of sustainable development.
Artykuł przedstawia wyniki badań poziomu zrównoważonego rozwoju 17 gmin wiejskich powiatu bialskiego w oparciu o dane statystyczne zgromadzone w Banku Danych Lokalnych Głównego Urzędu Statystycznego, pochodzące z 2012 r. Na podstawie uzyskanych danych dokonano wyliczenia wybranej grupy wskaźników wymiaru środowiskowego, ekonomicznego oraz społecznego, pozwalających dokonać pomiaru poziomu rozwoju zrównoważonego we wskazanych gminach. Analiza wartości wskaźników umożliwiła, poprzez zastosowanie procesu rangowania, wyodrębnienie trzech grup gmin odzwierciedlających zróżnicowany poziom zrównoważonego rozwoju. Zbyt duże różnice w wartościach mierników odnoszących się do wymiarów zrównoważonego rozwoju w badanych podmiotach świadczą o ich dysharmonii rozwojowej, co skutkuje plasowaniem gminy w grupie o niższym poziomie zrównoważonego rozwoju.
