Opis:
In this paper, the dome of a tank in the Świnoujście LNG terminal is analysed. Some of the rafter ribs at the connection with hangers were not mounted during construction of the tank dome. Therefore, it has become necessary to estimate its response, which has been done with the aid of some computational models of the dome, that have been created in the finite element method environment. Different local models are studied, aiming to recreate possible outermost conditions of the tank dome response, i.e. with or without composite action between steel and concrete parts of the tank dome. Static calculations with material and geometric nonlinearities are carried out on the computational models, enabling the creation of a load capacity envelope of the rafter with or without ribs. The obtained results are then used to decide if repair works need to be done and whether the missing ribs should be welded.

The present study shows the results of a 2D local seismic response (LSR) analysis, simulated for a geomechanical model consisting of a layered carbonate rock mass with hypogean karst caves and a structural–lithostratigraphic complex setting, in an area within the Municipality of Turi (Apulia, Italy). In this case study a Distinct Element Code (DEM) code (UDEC) was used for the LSR simulations conducted on a model both in the absence and in the presence of two overlapping karst caves. The preliminary stress–strain model analysis show some tensile yielding points clustered on the roof of the upper karst cave, already in static conditions, and the phenomenon becomes even more noticeable in dynamic conditions. This is perfectly in agreement with the real occurrence of a sinkhole that brought to the light the underlying karst cave, in the case study area, in the recent past. The amplification/deamplification factor (FA) was calculated as the ratio of the top value to the bottom value in the model, both of the max X-acceleration and of the spectral Fourier amplitude in three different ranges of frequencies, in order to estimate the effects of LSR on the X-component of the seismic input. According to the previous studies, the results obtained show a generalised deamplification of the seismic ground motion at the top of the model, both without and with underground karst caves, caused by the presence of the upper karst cave and by the seismic energy absorption because of layers’ discontinuity.

The article presents issues related to the consumption of sugar in the diet, describes the properties of cane sugar and assesses its availability on the local market, taking into account organic products. The research was based on the information provided by the producers on the packages of cane sugars available in selected stationary and online stores in Warsaw. The research material included 185 samples of sugar cane products, such as: sugar, powder sugar, sugar cubes and sticks, and cane syrup. Market analysis of the cane sugar concerned the availability of cane sugar, the variety of products, the market share of manufacturers and prices per 1 kg of product. The variety of cane sugars offered by online and stationary stores was comparable. Among the analyzed groups of cane products, sugar was the most accessible, whereby Demerara unrefined sugar having the highest market share. More than 1/2 of the cane sugar market was represented by Diamant, Sante and Królewski brands. Organic products accounted for about 30% of all products. The differentiating factor was the price of sugar cane products. The range of cane sugars available on the market was significantly more expensive than sugar from sugar beets. Organic products were about 2 times more expensive than conventional products. The analysis of the declared energy value of cane sugars showed that most of the assessed products advertised by producers as unrefined may be refined sugar with the addition of cane molasses.
W artykule przedstawiono zagadnienia związane ze spożyciem cukrów w diecie, opisano właściwości cukru trzcinowego i dokonano oceny jego dostępności na lokalnym rynku, z uwzględnieniem produktów ekologicznych. Badania przeprowadzono w oparciu o informacje podane przez producentów na opakowaniach cukrów trzcinowych dostępnych w wybranych sklepach stacjonarnych i internetowych na terenie Warszawy. Materiał badawczy obejmował 185 próbek produktów z trzciny cukrowej, jak: cukier, puder, cukier w kostkach i saszetkach oraz syrop trzcinowy. Analiza rynku cukrów trzcinowych dotyczyła dostępności cukru trzcinowego, różnorodności asortymentu, udziału producentów w rynku oraz ceny za 1 kg produktu. Wykazano, że dostępność asortymentu cukrów trzcinowych oferowana przez sklepy internetowe i stacjonarne była porównywalna. Wśród analizowanych grup produktów trzcinowych najłatwiej dostępny był cukier, przy czym największy udział w rynku miał cukier nierafinowany Demerara. Ponad 1/2 rynku cukrów trzcinowych była reprezentowana przez marki Diamant, Sante i Królewski. Produkty ekologiczne stanowiły około 30 % rynku cukrów trzcinowych. Czynnikiem różnicującym była cena produktów trzcinowych. Dostępny na rynku asortyment cukrów trzcinowych był dużo droższy niż cukier biały buraczany. Produkty ekologiczne były ok. 2 razy droższe niż produkty konwencjonalne. Analiza deklarowanej wartości energetycznej cukrów trzcinowych wykazała, że większość ocenianych produktów reklamowana przez producentów jako produkt nierafinowany mogła stanowić cukier rafinowany wtórnie zmieszany z melasą trzcinową.

RESEARCH OBJECTIVE: options and threats on a local level policy formulation, especially in a phase of its formulation through declared priorities created by stakeholders. THE RESEARCH PROBLEM AND METHODS: unclear relation between stakeholders and their hierarchy in the case, and unknown options how to improve examination process between them; about method, content analysis is used in the defined case (case study). THE PROCESS OF ARGUMENTATION: starts with content analysis of all documents about public transportation in Pilsen, continues with stakeholder relation analysis and summarizing patterns of public policy creation which depict possible problems – options how to solve them followed. RESEARCH RESULTS: there is a mutual harmony of public transport documents in Pilsen, but it depends on one stakeholder without proper rule to make the final decision in policy formulation; research options could be focus on informal practises; there could be problem with a lack of information if the whole policy is depended on one stakeholder (analytically informant), who do not want to participate. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: to combine formal information in examined documents with adding informal perceptions of stakeholders (non-structured interviews are recommended); to distinguish stakeholders with direct decision making power from those, who “only” prepare strategies; to focus on agenda setting of those stakeholders that prepare strategies – they formulate problem, so they create policy informally.

In the paper application of the local meshing plane concept is discussed and applied for overall gear quality assessment. Knowing the kinematic properties of the machine (i.e. gear teeth numbers) it is possible to modify the gearbox vibroacoustic signal in such a manner that its fragments will be linked to different rotating parts. This allows for presentation of a raw or processed gearbox signal in a form of three dimensional map on the plane "pinion teeth x gear teeth" called local meshing plane. Meshing plane in Cartesian coordinates allows for precise location and assessment of gear faults in terms of meshing quality of consecutive teeth pairs. Although the method was applied to simulated signals generated by a gearbox model, similar results were obtained for the measurement signals recorded during the back-to-back test stand experiment. Described method could be used for assessing the manufacturing quality of gears, the assembly quality as well as for the fatigue gear failure evaluation during normal exploitation.
W artykule przedstawiono możliwość wykorzystania lokalnej płaszczyzny przyporu do oceny jakości pracy przekładni zębatej. Znając własności kinematyczne przekładni (tj. liczby zębów kół) możliwe jest takie przekształcenie sygnału wibroakustycznego emitowanego przez przekładnię, że poszczególne jego fragmenty będą związane z kinematyką wirujących wałów. Pozwala to na przedstawienie oryginalnego lub przetworzonego sygnału w formie trójwymiarowej mapy na płaszczyźnie "zęby zębnika x zęby koła" nazywanej lokalną płaszczyzną przyporu. Płaszczyzna przyporu, we współrzędnych kartezjańskich pozwala na lokalizację i ocenę uszkodzeń przekładni poprzez ocenę jakości poszczególnych przyporów wszystkich par zębatych. Metodę zaprezentowano na przykładzie sygnałów generowanych przez model symulacyjny przekładni zębatej oraz zweryfikowano na stanowisku mocy krążącej. Opisana metoda może być używana zarówno do oceny jakości wykonania i montażu jak też do wykrywania uszkodzeń zmęczeniowych przekładni zębatych.

The aim of this article is a multi-faceted analysis of efficiency of public services provision on the example of Polish local governments and on the basis of local governments ranking published by daily newspaper “Rzeczpospolita”. The ranking list shows the local governments which care the most about development and quality of life. The established research period 2007–2013 will allow to answer the questions: did the leaders of ranking change and did the financial crisis in 2008–2009 have a significant impact on quality of life, and therefore on the efficiency of public services provision in the researched local governments? In the first part of this article the author considers the difficulties in defining the quality of life and public service efficiency. This chapter also presents research methods on the efficiency of public services provision used in the literature. The next part of the article includes the characteristic of local governments ranking list as a wide dataset, which characterizes efficiency of public services provision. The third part contains the analysis of the effectiveness of public services provision in the Polish local governments divided into three categories: cities with district rights, urban and rural municipalities, rural municipalities. In the last chapter of the article, a reader can be find the characteristic of the best fifteen cities with district rights in the public services provision and thus in developing the quality of life of residents.

Celem niniejszego artykułu jest ukazanie stanu wiedzy na temat oceny finansowej JST oraz potrzeby i własnej koncepcji stworzenia kompleksowej metody oceny zdolności kredytowej JST. Artykuł nawiązuje do oceny wskaźnikowej przedsiębiorców dokonywanej przez instytucje finansowe i wskazuje możliwość wykorzystania tych doświadczeń w ocenie samorządów. W pierwszej części autor prezentuje obecnie stosowane metody oceny zdolności kredytowej JST. Rdzeniem artykułu jest analiza możliwości wykorzystania doświadczeń instytucji finansowych w ocenie przedsiębiorstw do kompleksowej i stałej oceny JST. Ostatnia część artykułu zawiera przykładowe wskaźniki stworzone na wzór wskaźnikowej oceny firm.
The aim of the following article is to review the literature on financial evaluation of local governments and to emphasise the need of creating new methods of evaluation in this sector. The author makes references to the indicators applied by the financial institutions to business sector and points out the possibilities of adapting those experiences in assessing local governments.

Celem artykułu jest przedstawienie możliwości wykorzystania analizy wielowymiarowej w zarządzaniu strategicznym rozwojem lokalnym. Zaprezentowano nowe podejście do tego procesu, wspomagane metodą AHP oraz analizą porównawczą. Jako obszar badania wybrano powiaty górskie o podobnych cechach rozwojowych. Oceniono je pod kątem poziomu konkurencyjności, wykorzystując autorski model SEEGI, opisujący potencjał endogeniczny badanych jednostek. Na tej podstawie oceniono sytuację strategiczną badanych regionów.
The aim of the article is to present the possibilities of using multidimensional analysis in strategic management of local development. Presented here is a new approach to this process, aided by AHP (Analytic Hierarchy Process and benchmarking). As the area were selected chosen mountain districts with similar characteristics and development. They were rated in terms of the level of competitiveness, taking a supply points of view (SEEGI Model), describing their endogenic potential. On this basis, the strategic situation of the investigated districts was assessed.

W 2006 r. z inicjatywy sześciu gmin powiatu miechowskiego powstało Miechowskie Stowarzyszenie Gmin „Jaksa”, które skupia przedstawicieli trzech sektorów: społecznego, gospodarczego i publicznego. Obecnie tworzą je: 96 członków (osoby fizyczne) i 7 samorządów gminnych, starostwo powiatowe w Miechowie oraz trzy organizacje pozarządowe. Działalność skupia się przede wszystkim na rozwoju obszarów wiejskich. W ramach działalności statutowej stowarzyszenia została opracowana Lokalna Strategia Rozwoju (LSR). W latach 2009-2015 Lokalna Grupa Działania (LGD) przy Miechowskim Stowarzyszeniu Gmin „Jaksa” realizowała projekty zawarte w priorytetach Lokalnej Strategii Rozwoju, mianowicie: „Wartość dodana do życia na wsi”, czyli wzrost poziomu i jakości życia, a także aktywizacja i integracja mieszkańców oraz „Poprawa atrakcyjności turystycznej i promocja produktu lokalnego”, w tym rozwój turystyki, zachowanie lokalnego dziedzictwa kulturowego i historycznego. To główne kierunki działań Stowarzyszenia powołanego po to, aby w oparciu o środki unijne zaktywizować społeczność lokalną do budowania infrastruktury i wspólnego działania na rzecz rozwoju obszaru. W latach 2007-2015 na realizację zadań na terenie powiatu miechowskiego przeznaczono ok. 7,5 mln zł. Były to zadania, takie jak: „Małe projekty”, „Odnowa i rozwój wsi”, „Tworzenie i rozwój mikroprzedsiębiorstw” i „Różnicowanie w kierunku działalności nierolniczej”. Celem artykułu jest: -  określenie efektów działań i operacji realizowanych w ramach poszczególnych przedsięwzięć zgodnych z Lokalną Strategią Rozwoju, -  analiza liczby projektów realizowanych w ramach każdego z przedsięwzięć wraz z oceną, które są najlepiej oraz najgorzej realizowane, - przedstawienie struktury grup beneficjentów wnioskujących o wsparcie.
In 2006, upon the initiative of six municipalities of the Miechow district, Miechow Association of Municipalities “Jaksa” was founded. It brings together representatives of three sectors: social, economic and public life sector. It has currently 96 members (individuals) and seven local governments, county authorities in Miechow, and three non-governmental organizations. Its main activity focuses on rural development. As part of statutory activities, the association developed Local Development Strategy. In the years 2009-2015, Miechow Association of Municipalities “Jaksa” Local Action Group implemented projects which included the priorities of the Local Development Strategy, namely: “Added Value” to rural life - that is, an increase of the level and quality of life, as well as the activation and integration of citizens, and “Improvement of tourist attractiveness and promotion of local products” which includes development of tourism and preservation of the local cultural and historical heritage. These are the main ways of the Association, established on the basis of EU funds, in order to activate local community to build infrastructure and join actions for the development of local area. In the years 2007-2015, for the implementation of tasks in the Miechow district, about 7.5 million PLN has been allocated. Tasks carried out in the framework of the program included: diversification, creation and development of micro-enterprises, “Village renewal” and “Small Projects”. The purposes of this article are: -  identification of effects of actions and operations carried out within the framework of individual projects consistent with the Local Development Strategy, -  analysis of the number of projects under each of ventures together with an evaluation of which projects are the best and the worst implemented, -  presentation of the structure of beneficiary groups that request support.

To improve fitting of numerical results to experimental data, in the past, distances between nodes were decreased for whole mesh. A typical mesh generator for Finite Element Method (FEM) analysis ensures possibility to decrease distances between nodes for edges or surfaces of described geometries. Influence of local mesh refinement for a flat and round tensile specimen on fitting of numerical tensile simulation results to experimental data was presented in the paper. Local mesh refinement was performed for areas with the error values higher than threshold value. First iteration of flat and round mesh refinement has to improved correlation of numerical and experimental data with acceptable increase of mesh file size. Similar observations have been made for the second iteration of the flat specimen mesh. On the basis of analysis, shown that second iteration of round mesh refinement caused crucial increase of mesh file size and computation time with negligible fitting improvement.

Wydatki inwestycyjne stanowią istotną rolę w budżetach gmin jako podstawowych jednostkach samorządu terytorialnego kraju, stanowiąc o poprawie jakości życia społecznego mieszkańców. Są też ważną częścią zarządzania finansami gminy, jako że wydatki inwestycyjne finansowane są głównie ze źródeł zewnętrznych. Celem opracowania jest przygotowanie prognozy zadłużenia Gminy Chojnice w oparciu o analizę sprawozdań z wykonania budżetu za lata 2006 – 2010. Jako metodę badawczą zastosowano także analizę wskaźnikową. Z prognozy wynika, iż zadłużenie Gminy Chojnice będzie maleć z 25 mln zł w 2011 roku do 1 mln w 2019 roku.
Capital expenditures represent a significant role in the budgets of the municipalities as the basic units of local government of the country. They determined an improvement of the quality of inhabitants social life. Capital expenditures are also an important part of the financial management of the municipality because they are financed mainly from external sources. The aim of this paper is to prepare forecasts of Municipality Chojnice debt based on an analysis of the budget reports in the years 2006 - 2010. The ratio analysis was also used as the research method. The forecast shows that the debt of Chojnice Municipality will decrease from 25 million PLN in 2011 to 1 million PLN in 2019.

Opis:
Delamination crack growth is a major source of failure in composite laminates under static and fatigue loading conditions. In the present study, damage mechanics based failure models for both static and fatigue loadings are evaluated via UMAT subroutine to study the delamination crack growth phenomenon in Glass Fiber Reinforced Plastic (GFRP) composite laminates. A static local damage model proposed by Allix and Ladev`eze is modified to an non-local damage model in order to simulate the crack growth behavior due to static loading. Next, the same classical damage model is modified to simulate fatigue delamination crack growth. The finite element analysis results obtained by the proposed models are successfully compared with the available experimental data on the delamination crack growth for GFRP composite laminates.

The aim of the paper is to analyze the usefulness of foreign models of assessing financial condition for predicting financial distress in local governments and to verify whether they may be applied to Polish local government units. The selection of models and indicators was based on a review of foreign literature. Next, a quantitative survey was conducted to verify the assessments resulting from the theoretical analysis of the examined models. The studied group comprised municipalities with populations under 100,000 and the research covered the years 2010-2016. The study uses data from budget reports and consolidated balance sheets of local government units.

Local adaptation is a key concept in biology: shift of genetic structures of populations due to differential survival of genotypes is expected to lead to phenotypes providing an advantage in the local environment. Variation of sequences of twelve candidate genes was investigated in 13 Norway spruce (Picea abies (L.) Karst.) provenances originating from sites distributed along an altitudinal gradient from 550 to 1300 m a.s.l. Signals of selection were assessed in 103 single nucleotide polymorphisms (SNP). The Bayesian FST-outlier identification methods as implemented in the programs BayeScan and Arlequin did not identify any SNP with a clear evidence of selection. The approaches relying on SNP-climate associations (spatial analysis method based on logistic regression of allele frequencies with environmental variables, Bayesian method applied in BayEnv2) identified several relationships but none of them remained significant after correction for multiple testing. Gene flow, epigenetic inheritance and former management of the studied populations are discussed as potential reasons for this weak evidence of selec- tion signals.

Wyniki badań przedstawione w ramach niniejszego artykułu odnoszą się do problematyki zastosowania wskaźników opisujących finansowe aspekty funkcjonowania jednostek samorządu terytorialnego. Badania prowadzone były w wymiarze lokalnym (powiaty i gminy wchodzące w ich skład), gdyż to na tym poziomie świadczona jest większość podstawowych usług publicznych. Celem artykułu jest w szczególności próba identyfikacji wskaźników, które w największym stopniu opisują sytuację finansową w analizowanym przekroju. Zastosowana metoda Hellwiga w odniesieniu do danych z województwa dolnośląskiego z lat 2006-2012 wskazuje na istotne znaczenie w tym zakresie przede wszystkim udziału nadwyżki operacyjnej w dochodach ogółem oraz udziału zobowiązań wymagalnych w zobowiązaniach ogółem.
The results presented in this article relate to the issue of ratio analysis concerning financial aspects of the functioning of the local government units. The study was conducted at the local level (poviats and local municipalities belonging to them), since there the majority of public services are provided. The article aims in particular to identify indicators that describe the financial situation in the analyzed scale. Hellwig's method applied to the data from the region of Lower Silesia in the period of 2006-2012 indicates a significant role of the contribution of the operating surplus in the total income and the share of maturing liabilities in total liabilities.
