The issue of the solving of the problem of the raising level of the legitimating of power in the electoral process, which is really low in the eyes of citizens of Ukraine, is raised in the article. The institutional structure, procedures and the electoral process’ mechanisms give the contenders wide opportunities not only for the selfpromotion, but over persuasion of community in the personal ability to ensure effective public management. The process of the legitimating of the political power is being in progress at every stage of the election long before the official nomination of the candidates for the acquisition of the authority. The authors of the article suggest the following stages of the election: 1) Constituting; 2) Institutionalization; 3) Realization; 4) Control. The essential subjects of the power institutions’ formation in the democratic states are political parties. They commit a significant and sometimes decisive influence on the will of the voters. Besides, the parties are being one of the main subjects of the political legitimating during election. Another indicator of the democratic state is the freedom of the political opposition activity. Numerous attempts to regulate the statute of the political opposition in Ukraine were subordinated to the tasks of its constituting. The four stages of the political opposition constituting are singled out on this basis: 1990-2006; 2006-2007; 2007-2010; since October 2010. The organic component of the legitimating of power in the election is their recognition through the number of the specialized organizations, agencies and institutions of the Council of Europe, European Union, and OSCE, and CIS, etc. The indicators of the international (foreign) legitimating power in Ukraine are singled out in the article.

The aim of the paper is to analyse the sources of the crisis of legitimacy of the EU from the perspective of the intergovernmental paradigm. The paper also focuses on the nature of this crisis and the possibilities of increasing the legitimacy of the EU. The author claims that the crisis of legitimacy is a result of the fact that there is “too much Europe”, not “too little”. According to Andrew Moravcsik’s approach to intergovernmentalism, the EU crisis is a result of feeling that the European Union has ceased to be seen as an effective tool for realising the interests of the states, or that the states started to define their preferences in the integration process in an unreasonable way.

In political and philosophical terms public relations and society appear to be at odds with each other. Public relations as the representative of individual interests is opposed to the general wellbeing of society. The contradictions between PR and society should form the basis for an analysis of the relationship between PR and society from a system theory perspective (Luhmann, 1996). In the course of the examination one can differentiate between three levels of PR and society: (1) PR as part of society: in this regard the question will be what PR does for society. (2) Society in the PR environment: at this level the question will be how organisations regard society and how PR constructs societal models. (3) The entirety of PR sees itself as being apart from society: in a dynamic perspective the question here will be how the refl exive expectations change the relationship between PR and its environment.

Political participation is one of the most important democratic ideals. Democracy cannot function properly without citizens’ involvement. Moreover, low turnout can be a threat to democracy. There are two theoretical arguments why low voter turnout could matter in Central Eastern Europe. Firstly, countries in this region are still in a process of democratization. In such systems legitimacy of a regime by definition cannot be strong. Thus any device enhancing legitimacy, including widespread participation, is desired. Secondly, in non-democratic systems abstaining is one of the most common and well-known ways of de- legitimizing a regime. Therefore the main purpose of this paper is to analyze the relation between electoral turnout and legitimacy of democratic regime in Central Eastern Europe. In the first part I briefly discuss alternative models of democracy, which differently define the role of electoral participation. In the second part both legitimacy and turnout are discussed, while in the third part results of empirical analyses, reporting relations between the two variables are presented. The hypotheses are to be tested on the Consolidation of Democracy data.

The European Citizens’ Initiative (ECI) is the first transnational instrument of citizen-participation and agenda-setting worldwide and it has been created with the aim to bring citizens to the decision-making process in Europe. Its potential for creating a European public sphere and alleviating the democratic deficit has been emphasized either in EU political level and in Academia level. Thus, it is a participatory democracy mechanism and currently it could be one of the main instruments to increase the legitimacy of the EU. The ECI main goal is to enable citizens to influence the political agenda of the Union inviting the Commission to submit legislative proposals and to create a proper European public sphere. It is, therefore, an attempt to reduce the citizens’ disaffection. Such high expectations reflect normative criteria which form a difficult basis for empirical measurement. This paper analyses the ECI and whether it is a proper tool of participatory democracy. The paper especially answers the question about whether the ECI is the propitious participatory democracy tool aimed at reducing or eliminating the citizens’ disaffection with the main political institutions that is suffering the EU, besides the proposal of enhancement mechanisms. Thus, an in depth legal amendment of the ECI regulation would constitute a measure to be taken to strengthen EU’s and European integration’s legitimacy. This paper provides an overview of the theoretical expectations towards the ECI.

This paper examines the relationship between state and democracy in India. It probes the paradox that representative government is not always responsive government. There is a persistant gap between the practices of popular authorisation and the production of legitimacy. It examines this gap from two different directions. On the one hand, it looks at the the myriad mechanisms by which the strucutre of the state impedes democracy. On the other hand it looks at how inherited social inequality produces forms of politics that make the production of shared legitimacy difficult.

An exploration into the historical dimension of the social construction of authority provides insight into changing foundations on which claims about social problems are made. In contrast to the Middle Ages, the modern era has found it difficult to gain consensus on the meaning of authority. This historical shift in the status of authority provides the context for contemporary competitive claims-making about social problems.

The representation of legitimacy in Sassanian coins (Kavad I and Zamasp eras)In each era, social, cultural and political aspects, and their changes have a prominent role on the creation of the Governmental artworks that tries to act as a public media to show their power and legitimacy trends. This study wishes to survey the symbols of Sassanian coins and the role of this visual media from the power and legitimacy point of view during Kavad I (r. 488-531 AD) and Zamasp (r. 496-499 AD) eras, as a challenging period of the Sassanid dynasty. We try to show how Sassanid kings used artworks, especially coins, because of their spreads to transfer their legitimacy messages, thus they used it as the most principal media to show the power and its changes to publics. The result shows the changes during the first reign of Kavad I and after his deposing by clergies due to supporting the Mazdakites doctrine, raise of Zamasp to the throne and the second reign of Kavad I that they used various icons and symbols rooted in Zoroastrian beliefs to show their power and legitimacy according to condition changes. The emphasis of Kavad I on astrologic signs as the symbol of charisma and, in contrast, the representation of Zamasp, the successor of Kavad I after deposing, in the form of receiving diadem as a sign of his superiority and power, and the reuse of traditional symbols of legitimacy by Kavad I in the combination of diadem as the representation of his legitimacy after his second reign are some documents of visual changes of this challenging period. Wizerunkowa legitymizacja władzy na monetach Sasanidów (za Kavada i za I Zamaspa)W każdej epoce zmienne czynniki społeczne, kulturowe i polityczne mają istotne znaczenie dla tworzenia dzieł sztuki, które w sferze publicznej mają się stać nośnikiem legitymizowania przez sprawujących rządy ich władzy politycznej. Celem niniejszego studium jest zbadanie symboli przedstawionych na monetach bitych przez władców z dynastii Sasanidów i ich roli jako medium wizualnego w legitymizowaniu władzy w trudnym dla Sasanidów okresie za panowania Kawada I (488-531) i Zamaspa (496-499). Chcemy pokazać, w jaki sposób obaj królowie sasanidzcy w przekazie społecznym wykorzystywali dzieła sztuki, przede wszystkim monety, jako podstawowe medium dla ugruntowania legitymizowanych zmian na tronie. W rezultacie podjętych badań ustalono, że wobec zmiany sytuacji w pierwszym okresie panowania Kawada I i po jego obaleniu przez kapłanów z powodu wspierania przez króla nauk Mazdaka, po osadzeniu na tronie Zamaspa i w czasie drugiego panowania Kawada I wykorzystywane były różne wizerunki i symbole, zakorzenione w zaratusztranizmie, po to by umocnić władców i legitymizować ich władzę, adekwatnie do zachodzących zmian. Podkreślenie przez Kawada I roli znaków astrologicznych jako symbolu charyzmy, z drugiej zaś strony przedstawienie wizerunku Zamaspa – następcy usuniętego z tronu Kawada – jako tego, który otrzymuje diadem na znak jego zwierzchności i władzy, jak też ponowne wykorzystanie przez Kawada I tradycyjnych symboli legitymizacji w powiązaniu z diademem wyobrażającym go jako prawowitego władcę w drugim okresie jego panowania – to niektóre ze świadectw dokumentujących przemiany wizerunkowe w okresie trudnych wyzwań.

Scenario studies are seen as useful tools to support planning and decision making processes because they provide integrated projections of future trends and developments and their impacts on land use. They play an important role in facilitating cooperation and interaction at the science policy interface. This article contributes to new understandings of the role of science-based tools and instruments such as scenario studies at the science-policy interface. It uses a theoretical framework that connects the criteria of credibility, salience and legitimacy to the concepts of coproduction and boundary object to analyze the EUruralis project; a scenario study that addresses the future of agriculture and rural development in Europe. The findings demonstrate that aspects related to legitimacy contributed to the capacity of the EUruralis to function as a boundary object between the scientists and policymakers involved. They also show how cooperation in the EUruralis project resulted in joint learning and reflection. The article concludes by discussing the role of the EUruralis as a boundary object and connecting the findings to the concept of coproduction.

The author examines the role and effectiveness of the “more Europe” approach to the crisis in the general area of politics (in wide terms), and in relation to the crises in the European Union (in narrow terms). Assuming that the crisis is a perceived situation (coming from the field of perception), and not an objective and scientific set of data, the author tries to assess the actions of policy-makers and show what effects they cause. Referring to the postfunctionalist theory, it is shown in the article that “more Europe” means a strong politicization of the EU, which leads to the polarization – on the one hand, a stronger EU jurisdiction (based on output legitimacy), and on the other hand, the strengthening of national identities. Hence, the logic of technocratic and rational EU mechanism collides with the competition with pre-material values of the logic of identity. This is why the eurozone crisis, which was initially compatible with the logic of economic theories turned into a struggle for identity – with a role of the nation state and democracy in the background. The author concludes that the proponents of the “more Europe” approach do not realize the recently emerged conditions and contexts. Paying attention to the perception unveils that the strategy of “more Europe” can be counter-productive, because the decisions made under the pressure of the crisis may lead to even greater uncertainty and insecurity of those people affected.

In Itxassou in the French Basque Country, various forms of the heritagization of the cherries are coexisting : festivals, derivatives and ‚small-scale’ heritages are some of them. Three groups of people are taking part in the heritagization system. With the development of those various forms, an important matter appeared: the legitimacy of granting an heritage status. Different dimensions are intertwined in the heritagization of the cherries: the ‘territory’, the ‘terroir’ and the ‘land’. This study deals with the ‚land’ part of the subject which is closely related to the model of the Basque home, called the ‚Etxe’. The ‚Etxe’ ‚is telling’ its inhabitants what they can hand down. On the one hand, the ‚Etxe’ seems to directly grant a heritage status, as it enables to operate a selection between various items. On the other hand, the ‚Etxe’ seems to show its inhabitants how to grant a heritage status.

This article investigates the engagement of EU law with the interests represented and pursued by the Member States within the framework of the European Union. In principle, because the interests which the Member States feed into the EU governance machinery are formulated in political processes at the national level, and thus possess paramount political legitimacy, EU law may only interact with those interests when a clear and sufficient mandate has been provided for doing so. Such mandates follow from Treaty provisions or EU legislation. They embody common political agreements among the Member States by which they commit themselves to realising the specific interests they share, as well as achieving related common policy objectives. In practice, however, the boundaries of EU law’s mandate are difficult to determine with precision, and this may weaken the legitimacy of EU law’s interventions. The weaker legitimacy of the law raises particular problems in the law of the Single Market, where the interests pursued by national governments are subjected to filtering, moderation, and even transformation by the Court of Justice.

Th is paper looks at the future of journalism by studying journalists’ expectations of their profession and future roles. Expectations have been linked with industry legitimacy and reputation, making them a timely topic for journalism practice. Based on a qualitative study that has investigated diff erent journalists’ expectations in Finland, ranging from fi xed contract to freelancers, the results point towards increasing pessimism about the future of the media. Th e paper fi rst introduces the role of journalistic expectations. Secondly, it aims at connecting theory on journalistic roles with changes brought about by media convergence. It also aims at defi ning future roles of journalists based on recent trends and changes in journalistic work. All the results are presented from theory-driven qualitative interviews carried out with journalists in Finland, yielding 15 potential roles for future journalism development, ranging from errand boy to entrepreneur.

This article explains the relationship between subsidiarity and legitimacy of policies designed at EU level. Through means of theoretically informed analysis this paper claims that if the principle of subsidiarity is respected and implemented throughout the policy process, EU policy-making can aspire to satisfy the condition of both input and output legitimacy. The empirical part of the paper shows how, through a subsidiarity control mechanism known as the Early Warning System, national parliaments can collectively fulfill representative and deliberative functions in EU policy-making. Conclusions about the changing dynamics in parliamentary modus operandi in the field of EU affairs lead to forming a set of recommendations for further research.

The paper presents the results of a research project “Global study of the politicization of social networks.” According to the author, undermining the citizens’ trust in democratic institutions such as the parliament and political parties in various states leads not only to visible consequences – political absenteeism and social escapism, but also provokes a deeper process of the rapid politicization of Internet social networks. A content analysis of political discourse has been selected as the academic metho dology. The project has shown that in countries of various regions – from Europe to Latin America – there are pro-government, opposition, and moderately radical network communities. It is concluded that the politicization of modern networks is more conducive to the archaization and radicalization of social relations than strengthening the legitimacy of democratic regimes and constructive dialogue with the government of society. The most politicized social networks are Facebook and Twitter.
В работе публикуются итоги научного проекта – «Глобально- го исследования политизации социальных сетей». По мнению автора, подрыв доверия граждан различных государств к таким демократическим институтамкак партии и парламент приводит не только к видимым последствиям – политическому абсентеизму и общественному эскапизму, но и провоцирует более глубокий процесс стремительной политизации сообществ социальных сетей Интернета. В качестве научной методологии был избран контент-анализ политического дискурса. Проект показал, что в странах различных регионов – от Европы до Латинской Америки – существуют провластные, умеренно оппозиционные и радикальные сетевые сообщества. Сделан вывод, что политизация современных сетей пока больше способствует архаизации и радикализации социальных отношений, чем упрочнению легитимности демократических режимов и конструктивному диалогу общества с властью. Наиболее политизированными социальными сетями оказались Facebook и Twitter.
