Opis:
The number of cars participating in highway traffic is still growing as well as the necessity of quick and fluent transport between different locations. Therefore, ensuring the fluency and safety in highway traffic is becoming an essential problem in recent times. If only the driver knew about a danger waiting behind the bend, he would slow down; if someone got the information about a traffic jam 10 km earlier, he would probably take a different road or stop. This paper aims at providing transport telematics solutions which ensure simple, fast and efficient means for highway traffic management. The ad hoc algorithms presented concern broadcasting within highway traffic and assume the collisions detection and a single hop network. Installing a simple transmitter and receiver on every car is considered. Energy efficient size approximation algorithms and a leader selection procedure are presented and discussed, including simulations.

Od dawna, niemal bezkrytycznie, przyjmuje się w literaturze, że referendum lokalne obligatoryjnie przeprowadza się we wszystkich trzech jednostkach samorządowych w sprawie odwołania organów stanowiących, a w gminie także wójta oraz w sprawie samoopodatkowania mieszkańców na cele publiczne. Pogląd ten znajduje w pełni uzasadnienie w odniesieniu do odwołania rady/sejmiku i samoopodatkowania się mieszkańców – w odpowiednich przepisach prawodawca bowiem wyraźnie stanowi, że w tych sprawach rozstrzyga się wyłącznie w drodze referendum. Natomiast w stosunku do referendum w sprawie odwołania wójta można mieć już wątpliwości, czy rzeczywiście powinno się je klasyfikować w ten sposób. W żadnym bowiem przepisie legislator nie wskazuje, żeby również odwołanie wójta następowało wyłącznie w drodze referendum. Z tych względów autorka poddaje wnikliwej analizie szereg przepisów, na podstawie których próbuje ustalić, czy przyjmowane powszechnie założenie o odwołaniu wójta wyłącznie w drodze referendum jest słuszne i wolne od jakichkolwiek zarzutów.
For a long time it has been almost uncritically accepted in literature that a local referendum is held obligatorily in all three self-governing units on determining bodies dismissal, and in an administrative district also on a borough leader dismissal and on selftaxation of inhabitants for public purposes. This opinion is fully justified with reference to the dismissal of council/regional council and self-taxation of inhabitants – so in appropriate provisions the legislator explicitly determines these issues to be decided only by means of referendum. On the other hand, as far as the referendum on borough leader dismissal is concerned, doubts may arise about referendum classification. There is no provision in which the legislator points out that supposedly the dismissal of a borough leader could occur exclusively by means of referendum. Because of this the author makes a thorough analysis of a number of provisions on the basis of which she attempts to establish whether the generally accepted assumption about the dismissal of a borough leader only by means of referendum is legitimate and free of any objections.

This article includes two main issues: leader effect (parties’ leaders impact on electoral decisions) and increase of social influences on Prime Minister choose. The main aim is to answer two research questions: firstly, to what degree electoral decisions were determined by parties’ leaders, and secondly, to what degree Poles would like to change Prime Minister choose principle? The majority of PO (Civil Platform) electorate (about 30 per cent) were determined by negative attitude to Jarosław Kaczyński. Getting votes against PiS’s (Law and Justice) leader was a tactical choice. The proportion of such answers to the real election results leads to the conclusion that this negative vote was very important cause of PO win. The results of research confirm the thesis about high leader influence on three committees which got the greatest number of all votes. It was especially connected with Palikot’s Movement (RP) results. Here, strong and recognizable leader influenced the victory over PSL (Polish People’s Party) and SLD (Left Democratic Alliance). However, we have to remember about popular slogans of this movement, which was shown by research results. Almost half of all researchers would like to change Prime Minister choose principle. However, we cannot expect a public debate to begin, because Polish Citizens do not propose this issue as subject of sociopolitical discourse. What is more, parties are not interested in this postulate, which is seen in parliamentary debate and parties’ documents.

The main category in this article is electoral presidentialization, understood as a tendency of voters’ behavior to mirror the decisions typical for presidential elections. Here, the category under consideration is analyzed in two dimensions: leader effect and social approval for the organization of television debates of the leaders of two most important parties. The author explains the process in question on the basis of quantitative and percentage distribution of answers to two questions to be found in three editions of the nation-wide electorate study “Political Preferences”. This article concerns voters’ preferences in a survey that was conducted just after the self-government election in 2018. In order to grasp the specificity of electoral behavior in this particular voting, the analysis was conducted in a comparative manner, and the subject of comparison was the 2015 election to the Sejm. The results of studies organized in 2012 and 2013, when no election was organized in Poland, were also referred to in a necessary scope.
