Eastern part of "Krzywińsko-Osiecki" Landscape Protected Area is located in central part of Wielkopolska region. The land use of analyzed area is dominated by arable lands, smaller area is covered by forests. The aim of present study was to determine the current state of tourism development in Borek Wielkopolski and Piaski communes, as well as to evaluate the nature-cultural values of eastern part of "Krzywińsko-Osiecki" Landscape Protected Area. Afterwards the possibilities of tourism management were designed based on above mentioned analyses. For this purposes the calculation of tourist function's indexes, creation the map of valorization and the concept of tourism and recreation development with the aid of GIS tools were performed. The obtained results revealed, that tourist activity at Borek Wielkopolski and Piaski communes area is very low. However, eastern part of "Krzywińsko-Osiecki" Landscape Protected Area is characterized by a diversity of natural-landscape values. The proposed activities would influence on better recognition of natural values and increase of tourism attractiveness of analyzed area. Two tourist trails were proposed, as well as recreation development of water reservoir in Jeżewo and improvement of existing tourist infrastructure.

The delimitation of landscape units can be helpful in the preparation of studies related to landscape protection and landscaping. The aim of this article is to propose the modification of the method of local landscape delimitation developed for the landscape audit for the needs of protected areas. The comparison of two methods of delimitation indicates that the same area can be assigned to different landscape types and subtypes. The proposed modification of the method of landscape unit delimitation allows a more detailed reflection of the landscape and its links to the administrative boundaries of administrative communities.

Obszar chronionego krajobrazu i park krajobrazowy to zespołowe prawne formy ochrony przyrody, których przedmiot ochrony stanowią wartości przyrodnicze, historyczne i kulturowe oraz określone walory krajobrazowe danego terenu. Ustawa z dnia 16 kwietnia 2004 roku o ochronie przyrody przyznaje województwu samorządowemu uprawnienie do tworzenia prawa miejscowego, które za pomocą systemu zakazów może stanowić istotne ograniczenie własności nieruchomości leżących na terenie tych form ochrony przyrody. Dlatego też kontrola sądowa tego rodzaju aktów, powinna być dokonana szczególnie wnikliwie. Sądy  administracyjne ustalając zakres zastosowania zakazów sięgają nie tylko do dyrektyw wykładni językowej ale również systemowej i celowościowej. Analiza orzecznictwa wskazuje, że sądy administracyjne w szerokim zakresie powołują argumentację związaną z koniecznością prokonstytucyjnej wykładni przepisów prawa ochrony przyrody, celem rozwiązania istniejących konfliktów interesów (z jednej strony ochrona praw podmiotowym jednostek, a z drugiej potrzeba ochrony przyrody) na płaszczyźnie zasad obowiązujących w demokratycznym państwie prawnym.
The protected landscape area and landscape park are complex of legal forms of nature protection, the subject of protection being natural, historical and cultural values as well as specific landscape values of a given area. The Act of April 16, 2004 on Nature Protection allows the local government authority the right to create local law, which, by means of a system of prohibitions, may constitute a significant limitation of the ownership of real property located within these forms of nature protection. Therefore, judicial review of such acts should be made especially carefully. Administrative courts, when determining the scope of application of prohibitions, do not only refer to the language, but also the systematic and comprehensive language interpretation. Analysis of the case law shows that administrative courts broadly refer to the argumentation regarding the necessity of pro-constitutional interpretation of nature protection law, to resolve existing conflicts of interest (onthe one hand, protection of individual rights and on the other the need for nature protection) on the level of rules in a democratic state of law.

Problem of protection of cultural heritage and looking for the new identity of landscape in Urban zone and particular - in suburban areas, which are under the format protection as, for example: the landscape parks or nature and landscape reservesis extremely actual in region of Jurrasic Landscape Parks north and west from city of Cracow and its fringe zone. The rules of sustainable development causes to take care of harmony and beauty of existing landscape from one hand, from another one - the pressure of private and public developers and their investments on the background of so cal led "spatial planning" appear sometimes as chaotic and disharmonious shape of space. The most popular are the telecommunications satellite towers antennas, which are mostly as dominants or subdominants in local landscape, the extraordinary, contemporary residences, the owners of which used to locate them in "ecological niches", tourist and agricultural centers and, of course - the highways. In actual legislation - one of most important and common way of making the landscape architectonic guidelines are the expert studies and analysis, which are elaborated in accordance to rules of local management plans on so called "plans of protection" of landscape parka, national parks or nature reserves, arrangements of which are obligatory as the guidelines for local plans or administrative proceeding and pragmatic. The contribution deals with some examples of such studies and expert works and with pragmatic and theoretic conclusions for solution in the light of contemporary landscape management.

According to encyclopedic definition – the administration, which us connected in this issue to subject it means to man – contains the special way of conduction of human’s activity who are employed for realization of choose task. It contains creation, control and fluent regulation of rules of use (of norms, plans, instructions) for actual needs of interaction of this task for society an vice versa. Creation of homogenous theory of administration seems to be impossible, so the optimal solutions are rather elaborated for selected problems then the whole system. It worth to be remind at the moment the thoughts of one of famous creator of polish school of landscape architecture – professor Zygmunt Novák, who had said, among others: Only the man is able to put the fire on and he opens with is the great idea and reality, which is called the civilization. He had added also: The civilization as the result gives us, as the sum of society life of human beings the never ending destruction, from one side, which general visual picture are the rubbers’ landscapes, from another one – it develops the artificial forms in lucky cases excellent improved in surroundings and useful for mankind. But parallel this author worn us that improvement of spatial order a priori can be the destructive one. In opposite – the organic improvement of spatial order in different developing activities can be constructive. The difference comes from that, that the first one develops from ready form while the second one – from alive essence which builds form for itself. We know that nowadays it is difficult to say about strict protection, is means about the administration which deals only with conservation and keeps the former state of landscape. Most common and obvious is the protection throughout the creation or together with it. So that in newest Law of protection and care on monuments from 2003, the definition of cultural landscape and the form of its protection by so called cultural park is put dawn on very beginning in first articles and points of this parliament document. So it is interesting in which scale and scope this regulations is next to real life on field of creation and administration of protection of cultural landscape through giving this task for local authorities (community or society of communities) with suport of plan instrumentation, as the element of local law. On that situation influence the rules of European Landscape Convention, being ratified by polish government in 2006, which specifies some of fundamental keywords like: landscape, protection of landscape, politics in landscape, landscape management and administration. At least the different forms with different result of their statement, of spatial way of protection of nature and landscape (including the cultural one), which come from law of nature protection are in Poland. They are: national parks, landscape parks, nature reserves, ecological areas, geological points, landscape‐natural complexes, and areas of protected landscape. In case of those last – in management, financial, planning reality and the administration and social practice – this form of protection of landscape seems to be the empty rule. In accordance to professional experience of author in elaboration of different tasks for national parks; the Tatra, Pieniny, Bieszczady and Świetokrzyski ones and for the landscape parks of Yura, in central and eastern viovodships of Poland and in scope of cultural parks in Cracow, Warsaw‐Wilanów, and of fortresses in Zamość and Przemyśl – he would to share of his thoughts on administration of cultural landscape on different examples. The main idea is the role of expert in activity of administration service on different levels: the central and regional ones (the ministry, the board of national or landscape park, the regional conservatory of monument or nature), the social organizations (councils on ministry level; the culture and environment ones, board of parks, NGOs) and by the local authorities (on level of voivodship, boards of towns or communities and their services) As the complementary subject are the examples of special instructions; for completion and preparing of plan of protection of cultural park, projects of acts of creation of these parks, he state program of protection of monuments an case studies of so called difficult investments in cultural landscapes on examples of historic monumental towns like Sandomierz, Carcow, Oświęcim, Lower Kazimierz or Szydłów.

Strukturę krajobrazu można analizować biorąc pod uwagę różne kryteria, metody badawcze czy dane źródłowe. Pokrycie terenu jest tym komponentem krajobrazu, który jest kartowany i określany od stuleci. Jego znajomość jest bardzo istotnym czynnikiem w zrozumieniu i poznaniu relacji zachodzących pomiędzy człowiekiem a środowiskiem. Wykorzystane w opracowaniu referencyjne zasoby danych przestrzennych (BDO 250k i CLC 2000) wzajemnie się uzupełniają lub pokrywają. Prace badawcze związane z analizą struktury krajobrazu prowadzono na wybranych obszarach chronionych Pomorza. Obszarami tymi były wszystkie parki narodowe (4) i parki krajobrazowe (15) tego obszaru. Analizowane powierzchnie chronione reprezentują różne typy krajobrazów naturalnych. Strukturę krajobrazu obszarów chronionych analizowano z wykorzystaniem miar krajobrazowych. Obliczono i porównano następujące wskaźniki opisujące strukturą krajobrazu: liczbę klas pokrycia, liczbę płatów, łączną długość krawędzi, indeks kształtu, wymiar fraktalny oraz wskaźnik różnorodności Shannon’a. Porównań wskaźników między parkami dokonano w odniesieniu do różnych materiałów źródłowych.
Knowledge of land cover is essential for understanding and exploration of relations between Man and the environment. The land cover is closely related to the remaining elements of the geographical environment. It also illustrates the structural diversity of the geographic environment. Until the end of the last century, there had been no data representing full and reliable information about the land cover for the whole country. Maps and research on land cover as an element of the landscape were based on different mapping methods, various scales, and spatial ranges. Because of that, it was impossible to analytically compare and conclude on processes that were taking place. The implementation of the National Geographic Information Systems and activities related to the development of the CORINE Land Cover is a big step forward. It was aided by developing spatial imagery, by the universality of application of spatial information systems, and by the use of army data in civilian, formal cases. Source spatial data used in the paper complement each other and overlap. The research involving the analysis of a landscape structure was conducted in some protected areas (national and landscape parks) in Pomerania. The landscape structure in landscape parks was analyzed with landscape indices. The following indices describing the structure of landscape were calculated and compared: number of land cover classes; number of patches; circumference; shape index; fractal dimension; and Shannon’s diversity index. The indices were compared between the parks in relation to various scales of source materials.

The article outlines certain issues regarding land management within protected wildlife areas, such as national parks, nature reserves, landscape protection areas, NATURA 2000 areas, documentation sites, ecological areas, natural and scenic complexes. It discusses the regulations governing the establishment and management of such areas, the restrictions on land use, the principles of their economic use, as well as nature protection aims within the studies of spatial development, at the local and regional level. Ecologically protected areas in Poland represent a significant natural potential with a rich variety of nature forms and compose the structures of the ECONET network or the World Network of Biosphere Reserves. These areas frequently neighbour or surround each other. Sometimes, they are exposed to adverse influences from outside (the industry, the cities, transport), excessive tourism, or fire hazard. The existing restrictions and regulations regarding nature resources management, incorporated into conservation plans drawn up for national and landscape parks, nature reserves, or for other protected areas, become integral elements of local spatial development plans. The owner of a property situated in a transition (buffer) zone or in an protected area can demand this property to be repurchased or exchanged if there exist significant restrictions or difficulties concerning its use. Distinctive management principles are established then for protected areas and objects which safeguards them against misuse.

This paper presents the process of creation of the Wzgórza Strzelińskie (Strzelin Hills) Natural-Landscape Complex. It describes the rationale, the idea and the process of consultations and work on the resolution to establish the Complex, from the concept, through consultations to the adoption of the resolution. The paper discusses elements of natural and cultural values of the Complex that were the reason behind making Wzgórza Strzelińskie a legally protected site. Recommendations are presented concerning nature protection as well as prohibitions in force in the Complex. The paper lists potential threats to the natural environment, landscape and cultural resources of the Wzgórza Strzelińskie Natural-Landscape Complex.

Opis:
The article presents the problem of the settlements development in the Ojców National Park (ONP) and its buffer zone, both located in the suburban area of Cracow (Poland). The aim of the research was to recognize the social perception of this phenomenon, as well as the residents opinion about the limitations in spatial management related to the functioning of the Park. Interviews were made among 204 residents, and 40 representatives of local self-governments, cultural institutions, associations, administrators of tourist facilities and entrepreneurs. The local community perceives constraints in the new buildings construction and in enlargement or modernization of the existing ones as the main problem for people living in the ONP or its buffer zone. Driven by their particular interests, residents advocate the further development of the settlements and tourist infrastructure within the Park and the buffer zone, the liberalization of regulations, and even the liquidation of the Park’s buffer zone. They do not understand that the natural and landscape values (highly appreciated by them) can be degraded due to these activities.
