The article deals with regional differences in the use of the EU funds allocated to pro-ecological measures in Poland. The research covers support for land management in mountain areas and other less-favoured areas (LFAs), agri-environmental programme, afforestation of agricultural and non-agricultural land implemented under the 2007-2013 Rural Development Programme. The analysis was made by voivodeships on the basis of data from the Agency for the Restructuring and Modernisation of Agriculture and Statistics Poland. Ward’s method was used for the division of voivodeships into groups with similar intensity of absorption of funds from pro-ecological measures. Three groups of voivodeships, most similar internally and with the largest differences between them were selected. It has been stated that the highest level of use of RDP funds concerned the voivodeships of northern and western Poland, while their lowest use was in the voivodeships of the south-eastern part of the country and in Łódź.

Opis:
The purpose of the article is to indicate and assess the impact of the legal regulations specifying the rights and obligations of the owner of agricultural land with trees and forest land included in the farm in the context of the activity conducted on that farm and environmental protection. The issues in question are wide, therefore the article focuses primarily on the afforestation of agricultural lands. It presents the evolution of legal regulations and the rights and obligations of agricultural producers who have afforested, including the maintenance of forests. The paper refers also to the law on the protection of agricultural and forest lands. Additionally, the paper discusses the permission to remove trees from the farmland and selected regulations concerning the subject of trees in the farms in the civil code and tax laws. In the conclusions the author states that the legislator tries to support, on the one hand, the protection of the environment (e.g. enlarging the forest area, quantitative and qualitative protection of forest land) and, on the other hand, the activity of an agricultural producer in this area by means of financial instruments (financial means related to afforestation of agricultural land, tax exemptions, compensation for obligatory afforestation or shrub planting).

The article highlights the problem of natural agricultural-land afforestation with insufficient forest cover of the area. The article purports to substantiate land consolidation aimed at the rationalisation of agricultural and forest land management in such conditions. The authors identify the main approaches to the issue of natural agricultural land afforestation. The afforested areas of agricultural land are suggested for redesignation as a forest resource as a result of a swap and reallotment of land plots. As an example, consolidation of available land, in the conditions of natural afforestation, has been accomplished based on a number of land masses in Chernihiv Oblast’, Ukraine. Resulting from the project implementation, better configuration and improved layout of agricultural land plots have been achieved, while the length and placement of country lanes have been optimized. The reforested agricultural areas within the specific land mass have been redesignated as a forest resource. The advantages and disadvantages of natural afforestation in land consolidation are identified in contrast to alternative approaches. The research findings can be used by territorial communities in the upgrade of land management practices, laying out and redesign of landscape parks and other nature conservation areas that include areas of business activity.

Uwzględniając zróżnicowanie gmin wiejskich pod względem ich preferencji zalesieniowych, przeprowadzono delimitację, która posłużyła jako wskaźnik poziomu absorpcji środków unijnych w jednym z działań proekologicznych PROW.
The paper offers a spatial analysis of the participation of agricultural holdings in Measure 5 of the Rural Development Programme (RDP), Afforestation of agricultural land, in the years 2004–2006. Taking into account the heterogeneity of rural communes in terms of their afforestation preferences, a delimitation was carried out that served as an indicator of the level of absorption of the Community means under one of the pro-ecological RDP measures. The study showed that those rural communes in which afforestation needs are great and very great (over 15 points) had not made full use of this potential to introduce changes into their farming. Ade-pendence between great afforestation preferences and a high activity of agricultural holdings in acquiring afforestation means and high afforestation intensity was recorded in a mere 3.4% of rural communes of this type, situated largely in the western and northern regions of the country. This can be due, on the one hand, to the afforestation conducted in the previous years (cf. Polna 2006), and on the other, to greater profitability of agricultural production after Poland’s accession to the European Union in 2004. An unfavourable development is certainly also intensive afforestation conducted in areas that do not need it (under 10 points). This dependence was observed in 4.7% of rural communes of this type, which suggests that a substantial role in the distribution of farmland afforestation is played by private landowners’ eagerness to implement this measure. Hence, it is important to popularise afforestation policy among farmers, and to raise their ecological awareness.

In Poland, the afforestation rate is slowing down from year to year. An analysis of the demographic structure of land owners suitable for afforestation may contribute to a better recognition of trends and needs in order to increase the effectiveness of National Programme for the Augmentation of Forest Cover implementation, and thus increase interest in RDP activities. The aim of the study was to verify whether interest in afforestation among farmers is the same across the country in different age groups. The data presented in the publication come from the resources of the Agency for Restructuring and Modernization of Agriculture (ARiMR). The data covered the years 2004–2018 and were sorted by: voivodships (16), age group of beneficiaries of subsidies (4 groups), year of submitting the application (15 years) and the number of applications submitted. Beneficiaries were divided into four age groups: up to 30 years old, 31–40 years old, 41–60 and older than 60 years. Interest in afforestation changed in the period after Poland’s accession to the European Union. In recent years, there has been a significant decrease in the number of applications for afforestation subsidies submitted. There are also significant differences between the voivodships in the number of applications submitted. Farmers from eastern and southern Poland are more active in submitting applications for afforestation, and will reduce the so-called Recovered Territories in the western, northern and north-eastern part of Poland. Most afforestation in the entire analysed period is carried out by farmers aged 41–60 years. In the initial period, more applications were submitted by farmers of age over 60 years. In recent years, however, young farmers, that is, up to 40 years, are more interested in afforestation, than other groups. To increase interest in afforestation, more support should be directed to young farmers who, as part of farm specialization, may receive additional incentives for afforestation of land that is less useful to them.

Opis:
Research on the effect of birch regeneration on changes occurring in the environment on former farmlands included a quantitative and qualitative analysis of the biomass growing on the research plots. Five experimental plots were selected in the Mazovia region: two in Dobieszyn and the Kampinos National Park and one in Kozienice. The analysis performed on each plot was concerned with the amount and chemical composition of biomass in four patches of vegetation, characterised by the different ages of the birch trees growing there. The vegetation patches were classified according to age group, i.e. I: 1–4 years old, II: 5–8 years old, III: 9–12 years old and IV: over 12 years old. Biomass samples were collected in the field and determined in kg DM/ha using the following components: roots, stem, bark,branches, assimilation apparatus, litterfall and the total biomass of the other (except birch) plants. For all the above-mentioned groups, the content of the elements N, C, S, Ca, K, Mg, Na, P, Mn, Cu, Fe, Zn, Pb, and Cd was determined. This allowed us to obtain both the values of the concentrations of particular substancesand their allocation in both the organic matter and litterfall. The aim of theresearch was to discover whether the allocation of elements changes with the age of birch growing on former farmland.

W pracy przedstawiono koncepcję zagospodarowania erodowanych stoków doliny, stanowiącej mikrozlewnię dolnej części dorzecza Opatówki. Biorąc pod uwagę zagrożenia erozyjne występujące przy aktualnym stanie użytkowania gruntów, przestrzenne ich rozmieszczenie oraz zalecenia agrotechniki dla obszarów erodowanych, wykazano konieczności wprowadzenia zmian w zagospodarowaniu terenu ze szczególnym uwzględnieniem możliwości pozyskania gruntów do dolesień. Przyczyni się to do poprawy zdegradowanego krajobrazu oraz zabezpieczy przed kolejnymi skutkami działania erozji, co w dobie obowiązującej doktryny rozwoju zrównoważonego uznać należy za pierwszoplanowe.
The study presents a concept of development of eroded slopes of a valley, being a micro-basin of the lower part of the Opatówka river drainage area. Taking into account the erosion threat existing in the present state of land exploitation, its spatial arrangement and recommendations of agricultural science for eroded areas, the necessity of making changes in land development was emphasized, with special focus on the possible use of the land for additional afforestation. This will contribute to the improvement of the degraded landscape and will protect against subsequent effects of erosion, which in the times of the sustainable development doctrine should be considered as a major task.

The paper analyzes the spatial and temporal diversity of afforestation of non−forest land, with particular emphasis on land not being the property of the State Treasury, before joining the European Union and as part of subsequent stages of the Rural Development Program. Data from the databases of the Statistics Poland and from the Agency for Restructuring and Modernisation of Agriculture was used. Afforestation in the period 2001−2018 was carried out with varying intensity throughout the country and in individual years. This condition was largely influenced by availability of land for afforestation and the form of land ownership. The history of the individual regions is clearly visible as well. Private forests occupy the smallest area in the territories incorporated into Poland after World War II, also in part of the former Prussia region and in the area covered by so called the ‘Wisła’ Operation in south−eastern Poland. In turn, in Podlasie and Lubelszczyzna regions (eastern Poland), the share of private forests is significant. The biggest changes in the afforestation structure took place after the introduction of subsidies for their establishment and care, after Poland’s accession to the European Union. In the period 2004−2018, the scope and criteria for granting the subsidies changed. New categories, which were to encourage beneficiaries to use this form of support, appeared. In 2004−2007 part of the Rural Development Program the area of afforested land in relation to the number of beneficiaries or issued decisions was the largest, while in subsequent campaigns the afforestation area decreased, despite the increase in the level of subsidies. The most important reasons for reducing the interest in afforestation are: decreasing resources of land intended for afforestation, greater interest among farmers in competitive payments for agricultural land, complicated bureaucratic procedures related to afforestation. The paper also highlights the most important restrictions that inhibit afforestation. These include: exclusion from afforestation of land located in Natura 2000 areas, exclusion of grassland (meadows and pastures) from afforestation and limitation of the aid granted for afforestation to one farmer to an area not exceeding 20 ha in the entire Program period. Lifting these barriers can have a positive effect on the creation of new afforestation or improvement of existing ones.

Ostatnie 25 lat w Polsce cechują duże zmiany społeczno-gospodarcze, wyraźnie widoczne także w pokryciu i użytkowaniu terenu. W artykule przedstawiono charakterystykę ilościową, jakościową oraz przestrzenną zmian w pokryciu terenu, jakie zaszły w Polsce w latach 1990-2012, ze szczególnym zwróceniem uwagi na okresy: 1990-2000, 2000-2006 oraz 2006-2012. Analizy zostały wykonane na podstawie danych zgromadzonych w bazach CORINE Land Cover. Podstawowym celem badań była ocena zmian pokrycia terenu, które są następstwem zmian sposobu użytkowania ziemi w Polsce w okresie transformacji systemowej na przełomie XX i XXI wieku. Szczegółowo przeanalizowano przejmowanie gruntów rolnych i leśnych na budowę dróg oraz powiększanie terenów zabudowanych. Otrzymane wyniki pokazują, że powierzchnia zmian była stosunkowo niewielka i w żadnym z analizowanych okresów nie przekroczyła 1% powierzchni kraju. Zaobserwowano, że od 1990 roku następuje systematyczne zwiększanie terenów antropogenicznych głównie kosztem terenów rolniczych (gruntów ornych, sadów i plantacji oraz łąk i pastwisk) i zalesionych.
The last 25 years in Poland are characterized by large socio-economic changes, clearly visible in the land cover. The article presents quantitative, qualitative and spatial characteristics of land cover changes in Poland in the years 1990-2012, with special attention paid to the periods 1990-2000, 2000-2006 and 2006-2012. The analyses base on CORINE land Cover data. The main objective of the study was to analyze the urbanization and accompanying land take of agricultural lands and forest for the construction of roads and the spread of built-up areas. The results show that the area of land cover changes was relatively small and it does not exceeded 1% of the country's territory. Since 1990 a systematic increase in anthropogenic areas is observed which is accompanying with afforestation, and decrease of arable lands.

The objective of this study is to identify differences between the afforestation subsidies from European Union (EU) obtained by beneficiaries from Podlaskie and Wielkopolskie Voivodships (918 and 618 beneficiaries respectively) as part of RDP 2007-2013. The survey results showed faster increase of forest rate growth in Podlaskie Voivodship, which is classified as a less economically developed region. When compared to Wielkopolskie Voivodship, Podlaskie Voivodship received higher subsidies; nevertheless, the average sum obtained (in thousand EURO) per beneficiary was lower in Podlaskie than in Wielkopolskie.

The paper presents the diversity of natural and anthropogenic forest communities occurring in post-cultivated fields in Glinno Ługi. An impoverished fresh pine forest association (Leucobryo-Pinetum) and nine secondary forest communities have been distinguished in the transect line (1.16 km in length). Factors influencing the structure and species composition of recent forest communities, such as habitat properties, previous land use forms and the intensity of forest management, are described.

The current paper presents the results of evaluation of the influence of selected measures within Rural Development Programme (RDP), such as spatial development, afforestation, land consolidation, water management, village renewal and agri-environmental programmes on rural areas in Poland. The data used in the study cover the years 2004-2015, and were collected from the reports of Ministry of Agriculture and Rural Development, Polish Agency for Restructuring and Modernisation of Agriculture (ARMA), Polish Central Statistical Office (CSO), with special consideration given to normative acts concerning the Rural Development Plan 2007-2013 and 2014-2020, and the results of a study on different aspects of rural development conducted at the Institute of Soil Science and Plant Cultivation – State Research Institute in Puławy (IUNG-PIB). Our study clearly shows that aforementioned measures differ significantly in terms of the level of implementation in Poland. Thus, the spatial development operation, one of the most important activities in relation to the sustainable development of rural areas, has not been introduced in RDP as s separately task. Additionally, the initiatives regarding water retention were also not fully implemented under the RDP 2007-2013 because of the shortage of time. The process of land consolidation has contributed only to very little change in land use, from about 1% in “classical” method to 4% in “complex” method of land consolidation in the total area. On the other hand, a decline in reforestation has been observed in comparison of RDP 2004-2006 and RDP 2007-2013, which is considered to be appropriate and should lead to the target rate of afforestation of approximately 33%. The village renewal measure was entirely introduced and has a very positive effect on the agricultural environment. Agri-environmental programme plays an important role for both ecological and economical aspects of the agricultural environment and its realization covers a very wide range of actions. In conclusion, all the analysed measures have a very positive effect on the agricultural environment. However, they should be implemented more quickly and comprehensively which should lead to a more sustainable development of rural areas in Poland.

Opis:
Opracowanie poświęcono analizie zmian zasobów ziemi rolniczej w Polsce w latach 1946 – 2013. Zwrócono szczególną uwagę na strukturę ubytku UR według klas bonitacyjnych. Krytycznie oceniono wysoki udział wyłączonej dobrej ziemi rolniczej na cele nierolnicze. Podkreślono, że kontynuowanie takiego postępowania, przy nieprzestrzeganiu odpowiednich przepisów prawnych chroniących zasoby dobrych rolniczo gleb, zagraża szeroko rozumianemu bezpieczeństwu żywnościowemu. Za korzystne rozwiązanie uznano, ze względów społeczno-gospodarczych i ekologicznych, zalesianie słabej ziemi rolniczej, jeszcze nie tak dawno odłogowanej. Podkreślono rolę zalesiania w tworzeniu nowych dóbr publicznych, które są coraz bardziej doceniane przez ogół społeczeństwa.
Development of the resources devoted to the analysis of changes in agricultural land in Poland in the years 1946–2013. Special attention is paid to the structure of UR loss of quality classes. Critically rated high share of off good agricultural land for non-agricultural purposes. It was stressed that the continuation of such conduct, while non-compliance with the relevant legal provisions protecting the resources of good agricultural soils, threatening food security broadly understood. As a positive option was considered in socio-economic and ecological afforestation of agricultural land poor, not so long ago set aside. The role of reforestation in the creation of new public goods, which are increasingly appreciated by the general public.
