The paper examines the effects of intra- and inter-regional knowledge spillovers on innovative activities in German states using the augmented Griliches-Jaffe knowledge production function. The “Harris market potential” type index is calculated to proxy for inter-regional knowledge transfers of two types: industrial knowledge transfers generated from the business enterprise sector and academic spillovers generated from universities across all German states. The model also includes the concentration of high-tech enterprises, in order to capture the agglomeration effect in the local economy. The estimation results reveal that not only do local private and university research efforts have a positive and significant effect on local innovative activities, but there are also important interregional knowledge spillovers across the German regions.

Opis:
This paper tries to find how firms use IPRs in the form of patents to protect innovation capital and find determinants of their effectiveness. The research is based on a large sample of 2960 Polish manufacturing firms that were engaged in developing and/or implementing a product or process innovation in the years 2010–2012. Besides descriptive statistics which show firms’ attitudes toward the effectiveness of patents and their determinants, I apply the knowledge production function to find a link between patent propensity, R&D and innovation performance. Descriptive analyses show that Polish manufacturing firms rarely use patents as the appropriability mechanism, which results in the low level of their perceived effectiveness. It also turns out that the perceived effectiveness of a patent depends on a firm’s size, the innovation type and technological opportunities. In turn, the results of the knowledge production function estimation allow me to conclude that an increase in patent propensity affects the firm’s innovation performance positively.

every scientific discipline, every university and college, every institute, every research project, every researcher is, due to the “double-faced conception of science” (dear, 2005, p. 404), confronted with the question of the relationship of scientific autonomy and scientific relevance (utility, applicability). T he fields of educational science in particular are rooted in this double horizon of expectation. The theoretical handling of the difference of autonomy and accountability is therefore also an ongoing theme and the theories offered take the following three directions: to choose one or the other, to unite both poles in harmony or to tolerate the conflict-causing dual membership. In this article another assumption will be made other than the separation, harmonisation or oscillation theory, namely that scientific and practice discourse complement each other: the question of utility serves the question of truth and vice versa.
