Opis:: The article aims to present the current situation in Ukraine through international relations theory that is able to provide the necessary theoretical background to analyse the complex problems that unfold in the contemporary international environment. These problems are analysed through several perspectives including realist, postmodern and socialconstructivist dimensions, as well as from the point of view of classical institutionalism. What is more, on the basis of their deliberations, the authors describe several possible scenarios of the future events, including the strategy of Russia to continue destabilization in Ukraine in order to seize control over its entire territory and the long-term effects of international sanctions on the Russian economy with the possibility of the collapse of the aggressor state. Nonetheless, the Crimean crisis reveals an important fact that, according to the authors, has deep ramifications for the entire international security system – at present, the international community is not able to exert influence on any of the nuclear powers through military means. While other, non-military means of influence can be used, such as broad economic sanctions or political isolation of an aggressor-state, they are not effective immediately thus allowing the aggressor states to violate international law with a feeling of impunity and invincibility.

Należy tu zwrócić uwagę nie tylko na teorię systemów czy analizę systemową jako metodę badawczą, ale również na funkcjonującą w literaturze kategorię systemu bezpie-czeństwa. System bezpieczeństwa jest jednym z typów systemów społecznych. Wykorzysty-wanie podejścia systemowego nie jest jednak adekwatne do analizy wszystkich problemów z zakresu nauk o bezpieczeństwie.
Security studies, as one of the social sciences, use a number of categories that are relevant to other disciplines, giving them a meaning related to different dimensions of securi-ty. The purpose of this article is to describe the category of system as useful for research in security studies. It should be noted not only on systems theory and systems analysis as a method of research, but also on the functioning in the literature category of security system. The security system is one of the types of social systems. Using a systemic approach, howev-er, is not adequate to analyze all the problems of the security.

Opis:: The new late Westphalian international system is strongly connected with the process of globalization. It changed and challenged the traditional role of the state. It is impossible to be independent or self-sufficient in such a system. There are many new non-state players in the international relations. Terrorist organizations or transnational companies can act across state borders. We have also many other phenomena, like drugs and arms trafficking, illegal migration, the need of energy security, weapons of mass destruction or the global financial crisis. That is why states have to act together to deal with such problems. The system of international interdependence forces to change the traditional meaning of state’s sovereignty and security. The participation in some specific international organizations, like the European Union, changes the role of the state. We can analyse the process of erosion of state’s sovereignty or the transition of the part of the state’s sovereignty to some transnational decision making structures. The question is, how much sovereignty we can give up to keep our identity? This question is a key issue in the process of Turkey’s integration with the EU. The new international situation made Turkey a much more active and pragmatic player. In late Westphalian system Turkey is an important part of the regional security in Eurasia not only in military sense but also in economic, cultural or political dimensions. Turkey enjoys a special location between Europe and Asia along one of the world’s biggest trade routes. It is a geopolitically significant country—European and Asian at the same time. Such a position made Turkey a state with a very specific international role in establishing a dialog between civilizations. It can be also a key element of the energy security of the European Union as a corridor for the resources from the Caucasus and Central Asia regions to the European markets. Turkey is also a very important element in the transatlantic security system. It may play a significant role in the Western counterterrorism strategy in the Middle East and Central Asia. Turkey could make a valuable contribution to the European Security and Defence Policy (ESDP). Turkey needs a peaceful neighbourhood and security borders to continue its internal reforms which are important to adapt to the new late Westphalian international system. In this analysis, it is necessary to explain the main thesis: what is the Westphalian international system, the late Westphalian international system, what the place of Turkey is in the late Westphalian international system and how it influences the Turkish security
Celem pracy jest przedstawienie specyfiki systemu późnowestfalskiego oraz analiza bezpieczeństwa Turcji w kontekście adaptacji do nowej rzeczywistości międzynarodowej. Specyficzna pozycja tego państwa na arenie międzynarodowej stanowi wyzwanie dla jego bezpieczeństwa nie tylko w wymiarze militarnym, ale również politycznym, kulturowym i gospodarczym. Późnowestfalski system międzynarodowy jest ściśle związany z procesami globalizacji. W wyniku intensywnych przemian zachodzących w środowisku międzynarodowym, zmieniła się tradycyjna rola państwa. Podmioty niesuwerenne stają się coraz bardziej aktywne i wpływowe. Organizacje terrorystyczne, czy korporacje transnarodowe bez problemu przenikają granice państw będąc wyzwaniem dla ich bezpieczeństwa. Państwo nie jest w stanie działać niezależnie, by stawić czoła takim zjawiskom, jak nielegalna migracja, przestępczość zorganizowana, proliferacja broni masowego rażenia, globalny kryzys międzynarodowy, czy brak bezpieczeństwa energetycznego. W tak nieprzewidywalnym i turbulentnym środowisku, zmienia się również znaczenie pojęcia suwerenności. Uczestnictwo w organizacjach międzynarodowych wynika z potrzeby współpracy między państwami oraz jest odzwierciedleniem narastających współzależności międzynarodowych. Unia Europejska jest specyficzną organizacją, która powoduje transformację funkcjonowania państw, które przekazują część swojej suwerenności na rzecz struktury ponadnarodowej. Turcja znajdując się w bardzo newralgicznym miejscu na mapie, jest szczególnie wrażliwa na wszelkie zmiany zachodzące w jej środowisku zewnętrznym. Państwo to bardzo wyraźnie doświadczyło przemian międzynarodowych związanych z przejściem od zimnowojennego systemu bipolarnego do współczesnego, późnowestfalskiego. Turcja jest kluczowym elementem bezpieczeństwa międzynarodowego w Eurazji. Jest to państwo od wielu lat walczące z międzynarodowym terroryzmem, nielegalną migracją oraz zorganizowaną przestępczością. Prowadząc zrównoważoną politykę zagraniczną, zgodnie z zasadą: „pokój w domu, pokój za granicą,” Turcja próbuje utrzymywać i rozwijać poprawne stosunki ze swoimi sąsiadami bliskowschodnimi i kaukaskimi. Państwo to ma ogromne znaczenie strategiczne dla Europy i z tego powodu, może być bardzo wartościowym elementem tworzącej się Europejskiej Polityki Bezpieczeństwa i Obrony (ESDP).

Unfortunately co-operation between these both organisations still maintain difficult, complex and challenging problem.
W artykule poddano analizie rolę Unii Europejskiej (UE) i NATO w systemie bezpieczeństwa międzynarodowego. W oficjalnych dokumentach często pojawia się stwierdzenie, że UE i NATO to wyjątkowi partnerzy. Obie organizacje łączą wspólne wartości, a 22 państwa członkowskie NATO należą też do UE. Podkreśla się, że UE i NATO mogą, a nawet powinny wzajemnie się wspierać i uzupełniać w dziedzinie międzynarodowego pokoju i bezpieczeństwa. Niestety, współpraca pomiędzy nimi stanowi trudny i złożony problem.

The contemporary state remains an important actor of the international scene and the creator of the international order, including the peace order. Interacting with other subjects of international relations it also creates a security level, using for this owned instrumentarium and features as well as the scope of interdependence. The article shows theoretical frames of political phenomena and processes that shape the security of the contemporary state in international relations, which will allow to specify its role as a creator and subject of the system of international security.

Opis:: National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Opis:: The right to social security is recognised as a human right implemented through the activities of a particular country, and therefore one difficult to guarantee in complex situations regarding nationality or place of residence of singular persons or families. In order to regulate their situation, states create legal instruments at international or supranational level. Also the role of national law is important here. This study presents selected legal aspects of ensuring social security for Ukrainian citizens residing in Poland. It focuses on benefits outside the scope of the universal social insurance system, i.e., mainly on social benefits that are not directly related to professional activity.
Prawo do zabezpieczenia społecznego jest uznawane za prawo człowieka realizowane poprzez działania konkretnego państwa, a zatem trudne do zagwarantowania w sytuacjach złożonych pod względem przynależności państwowej lub miejsca pobytu poszczególnych osób i rodzin. Dla pożądanego uregulowania ich sytuacji państwa tworzą instrumenty prawne na szczeblu międzynarodowym lub ponadnarodowym. Istotna jest przy tym rola prawa krajowego. Niniejsze opracowanie przedstawia wybrane prawne aspekty zapewnienia bezpieczeństwa socjalnego obywatelom Ukrainy mieszkającym lub przebywającym w Polsce. Skupia się na świadczeniach pozostających poza zakresem powszechnego systemu ubezpieczeń społecznych, a więc głównie na świadczeniach socjalnych, które nie pozostają w bezpośrednim związku z aktywnością zawodową.

Opis:: Rapid technological development increasingly defines activities of individuals, societies and nation states. Its pace is high, and it causes problems in social absorption of its already visible effects as well as anxiety about their influence in the future. 3D printing technology is one of the significant manifestations of technological development. The purpose of the paper is to outline its possible effect on international system in the future. The analysis starts with a short introduction, supplemented by an overview of Polish and international literature, concerning 3D printing technology. Then, the author outlines a methodology and formulates hypotheses and research questions. This section is followed by the conceptual framework with crucial categories and their definitions. In the next section, the author verifies the hypotheses and presents possible economic consequences of 3D printing development and its influence on the structure of international conflicts, which creates a picture of the probable impact on the international system as a whole.
Szybki rozwój technologiczny ostatnich lat w coraz większym stopniu definiuje przestrzeń, w której funkcjonują jednostki, społeczeństwa i państwa. Tempo tego procesu jest wysokie, czego konsekwencją są trudności w społecznej absorbcji jego już widocznych efektów oraz niepewność co do charakteru ich wpływu na życie w przyszłości. Jednym z owoców postępu jest technologia druku 3D. Celem niniejszej analizy jest zarysowanie skutków, jakie jej szybki rozwój może wywrzeć w przyszłości na system międzynarodowy. Analizę otwiera krótkie wprowadzenie do badanego zagadnienia, uzupełnione o przegląd najważniejszych publikacji na ten temat. Następnie autor charakteryzuje metodologię, stawia hipotezy oraz niezbędne do ich weryfikacji pytania badawcze. Część ta zawiera także refleksję nad prognozowaniem w nauce o stosunkach międzynarodowych. Kolejna zawiera najważniejsze z punktu widzenia wywodu pojęcia oraz ich definicje. Następnie autor przechodzi do weryfikacji postawionych hipotez, analizując ekonomiczne konsekwencje rozwoju druku 3D oraz jego wpływ na strukturę konfliktów międzynarodowych, przez co tworzy obraz prognozowanych konsekwencji tego procesu dla funkcjonowania systemu międzynarodowego.

Opis:: The article presents the results of research on the international distribution of power in the Middle East and North Africa (MENA). Applying the synthetic formal powermetric model, the international distribution of power (IDP) in three vectors (perspectives): economic, military and geopolitical has been obtained. The pole structure of IDP system in these three dimensions and its main determinants were defined. The research area covers the MENA states, as well as the United States and the Russian Federation as the external actors. The research results are relevant to the decisionmaking process of the political system of states directly or indirectly involved in international security in MENA.
W artykule przedstawiono wyniki badań dotyczących międzynarodowego rozkładu potęgi w krajach Bliskiego Wschodu i Afryki Północnej (MENA). Stosując syntetyczny formalny model potęgometryczny, uzyskano międzynarodowy rozkład potęgi (IDP) w trzech wektorach (perspektywach): ekonomicznym, wojskowym i geopolitycznym. Określono strukturę biegunową układu IDP w tych trzech wymiarach i określono jego główne determinanty. Obszar badawczy obejmuje państwa MENA, a także Stany Zjednoczone i Federację Rosyjską jako podmioty zewnętrzne. Wyniki badań odnoszą się do procesu decyzyjnego systemu politycznego państw bezpośrednio lub pośrednio zaangażowanych w bezpieczeństwo międzynarodowe w MENA.

Opis:: The contemporary man should recognize the safe being of states and the international peace (as well as one’s freedom) for axiological values, and at the same time he should have a sense of direction about ethnic and religious possible conflicts, which constitute the real danger of safe existence of residents of the European Union (and world’s). Peculiarly today the area of the Western Balkans worries because it is the most serious conflictual territory in Europe. Relatively numerous are also conflicts with the participation of the countries which belong to the Commonwealths of Independent States. therefore one should notice meaning of the European Union in taking many responsible initiatives for safe existence of her citizens.

Opis:: Niniejszy referat dotyczy oceny zagrożeń terrorystycznych skierowanych przeciwko międzynarodowym portom lotniczym. W szczególności skupia się na współczesnych sposobach działania organizacji terrorystycznych. W ramach referatu określono współczesne, istotne ryzyko, związane z zagrożeniami terrorystycznymi na lotniskach, oraz możliwe metody i sposoby jego minimalizowania.
The paper refers to aviation threat assessment in light of current dimension of terror against international airports, in particular taking into consideration current threats and modus operandi of terrorist’s organizations. Within this document highlighted current significant risk for airport environment, as well as possible methods and measures to mitigate thereof.

Chiny stały się kluczowym aktorem na międzynarodowym rynku energetycznym. Są nieodzownym źródłem popytu i finansowania dla wielu państw uzależnionych od eksportu surowców energetycznych. Efektywnie wykorzystują sektor energetyczny dla umocnienia swojej pozycji politycznej i gospodarczej w systemie międzynarodowym. Paradoksalnie, w obecnych warunkach rynkowych uzależnienie od importu ropy naftowej stanowi potencjalny atut Chin.(abstrakt oryginalny)
The aim of this paper is to present the consequences of the energy revolution for China's energy security policy. In the 21st century, China became a key actor on the international energy market. It is an indispensable source of demand and financing for many countries dependent on the export of energy resources. China effectively uses the energy sector to strengthen its political and economic position in the international system. Paradoxically, in current market conditions, dependence on oil imports is China's potential advantage.(original abstract)

Opis:: Th e content of this article constitute a description of the results of studies that relate the theoretical foundations of the science of defense and security sciences, fi rst of all being, genesis, scientifi c apparatus and identifi cation of these disciplines. Furthermore, the considerations were also the views of terminology related with the wider defense and security, it presents the origins of the science of defense and science of safety which were selected from former military sciences, as well as in the whole of the present problems characterized became an object of study of these disciplines and their identifi cation, nature, scope, formal separation in other sciences. Th e article includes content that relate to the explanations describing the identifi cation of security and defense. It presents the current importance of selected basic terms of system and related safety disciplines of science and the science of defense. Th e descriptions and explanations allow you to bring issues of their identity. Th e subject of the investigations presented in this article are primarily diff erences between the teachings of security and defense sciences. Referring to previous work in both areas by indicating their origin and the need to distinguish the subject of research. While both disciplines within the social sciences can use a common methodology, it distinguish their subject knowledge is regarded as a prerequisite for the functioning of these disciplines.
Treść niniejszego artykułu stanowi opis wyników badań, które dotyczą teoretycznych podstaw nauk o obronności i nauk o bezpieczeństwie, przede wszystkim istoty, genezy, aparatu naukowego oraz identyfi kacji tychże dyscyplin naukowych. Ponadto przedmiotem rozważań były poglądy terminologiczne związane z szeroko rozumianą obronnością i bezpieczeństwem, przedstawiona została geneza powstania nauk o obronności i nauk o bezpieczeństwie, które wyłoniono z byłych nauk wojskowych, a także w całokształcie rozpatrywanej problematyki scharakteryzowano przedmiot badań tychże dyscyplin naukowych, ich identyfi kację, istotę, zakres oraz formalne wyodrębnienie w systemie nauk. W artykule zawarto treści, które dotyczą wyjaśnień opisujących identyfi kację bezpieczeństwa i obronności. Przedstawiono w nim aktualne znaczenia wybranych, podstawowych terminów systemowych oraz związanych z dyscyplinami nauk o bezpieczeństwie i nauk o obronności. Przedstawione opisy i wyjaśnienia pozwalają przybliżyć kwestie ich tożsamości. Przedmiotem dociekań prezentowanych w niniejszym artykule są przede wszystkim różnice między naukami o bezpieczeństwie a naukami o obronności. Odnosząc się do dotychczasowych prac w obu dziedzinach, wskazano ich rodowód i konieczność rozróżnienia przedmiotu badań. O ile obie dyscypliny, mieszczące się w dziedzinie nauk społecznych posługiwać się mogą jednolitą metodologią, o tyle rozróżnienie ich przedmiotów poznania jest traktowane jako warunek konieczny funkcjonowania tych dyscyplin.
