    Opis:
    This article analyses issues related to the financing and effectiveness of health care systems. The first section reviews the new concept of sustainable development adopted by the United Nations – Agenda 2030. The next two sections present the process of health care transformation in Poland and the basic indicators of health financing in the European Union member states (total expenditure on health, general government expenditure, private expenditure, out-of-pocket expenditure). The final section assesses the selected health indicators for Poland versus the EU member states, with particular focus on the Euro Health Consumer Index produced by the Health Consumer Powerhouse.

    The paper looks at the theoretical basis of research on social inequalities in health from the life‑course perspective. The author states that numerous studies have proven that the living conditions in the prenatal period, childhood and adolescence influence health at the later stages of life. The article introduces recent international publications focusing on effective intervention programs and systemic solutions implemented in various countries. Examples of interventions aimed at different age groups and specific health‑related problems are also discussed.

    Niniejszy artykuł skupia się na kwestii wiarygodności dziewiętnastowiecznych brytyjskich raportów konsularnych jako źródeł w badaniach handlu międzynarodowego w Zanzibarze. Autor zestawia ze sobą dane statystyczne zawarte w wyżej wymienionych dokumentach z pochodzącymi z raportów francuskich i amerykańskich, a także z korespondencją amerykańskich i niemieckich przedsiębiorstw handlowych prowadzących działalność w Zanzibarze. Analiza pokazuje, że dane ujęte w brytyjskich raportach pochodzą z generalnie wiarygodnych źródeł, które jednak udostępniane były jedynie w okresach spadku koniunktury. Chociaż w statystykach pojawia się niewiele nieścisłości, to prawdopodobne jest, że dane były znacząco zaniżane. Nie wyklucza to jednak dużego stopnia wiarygodności raportów w odzwierciedlaniu struktury lokalnego handlu i najważniejszych tendencji w nim występujących.   The article concerns the reliability of nineteenth-century British consular reports as a source for the study of international trade in Zanzibar. The author confronts the statistical data contained therein with reports from France and the United States, as well as with the correspondence of US and German trade companies operating in Zanzibar. The author concludes that the data contained in the reports derives from essentially reliable sources, access to which, however, was only possible in the years of economic downturn. Although few inconsistencies can be found in the statistics, it is likely that they include significant underestimations. However, this does not preclude a significant degree of credibility in terms of the structure and general trends of the trade.

    The theme of the article is “risk” considered as a category of research – with a widely developed methodological base-and its application to the analysis of contemporary international relations. Various proposals of scientists in different sciences for defining risk are presented. Moreover, reports concerning risk by selected international organisations are included. These reports indicate the important role of risk as a feature of the contemporary international environment and they are a great source of information for researchers of international relations.
    Tematem artykułu jest ryzyko, traktowane jako kategoria badawcza – z szeroko opracowaną bazą metodologiczną i możliwością jej zastosowania w analizie współczesnych stosunków międzynarodowych. Przedstawione zostały propozycje definicji wypracowane przez różnych znawców „ryzyka” oraz wyniki raportów wybranych organizacji, które po pierwsze coraz powszechniej stosują analizy ryzyka w swoich opracowaniach i po drugie są źródłem istotnych informacji służących budowaniu strategii bezpieczeństwa międzynarodowego. Celem artykułu jest zwiększenie zainteresowania naukowców zastosowaniem kategorii ryzyka do badań w stosunkach międzynarodowych.

    Opis:
    The principles of civil aviation safety are considered. At present time, aviation is an ultra-safe system, (i.e. a system that experiences less than one catastrophic safety breakdown every one million production cycles). But, unfortunately, we can never state that aviation activities will be absolutely safe. In current conditions the increase of the civil aviation safety level is one of the principal objectives of the world air transport development. The paper pays special attention to the civil aviation threats and risks in the context of globalization processes. The investigation deals with problems of global implementation of Annex 19 to the Convention of the International Civil Aviation. Present research paper discusses new theoretical approaches to searching for methods to assess the “safety space” of civil aviation activity. Special attention is paid to an effective test, proposed by A. Wald.
