    For years official development assistance (ODA) has been one of the most important forms of financial assistance provided to developing countries by highly developed countries. Despite the controversy over the effectiveness of assistance, it has become a permanent element of the international aid system. With the election of Donald Trump and one of the key slogans of his campaign – America first – the political climate around official development assistance is changing. The aim of the article is to analyze the role of official development assistance in political declarations of the current president of the United States.

    International trade appears to be strongly dependent on the political environment and institutional arrangements. In this context, the commented strand of economics is expected to follow the relationships that can be turbulent. The paper reviews the available literature on international trade, with a particular focus on aspects of the political economy. These threads are described in the context of the past and present literature, as well as prospects for future research. Over the decades, the focus of the debate has shifted strongly. The analysed issues reflect not only current events affecting the shape of international trade, but also the availability of data or the growing range of quantitative tools. The observed progress and evolution of the political economy of international trade has brought numerous conclusions of scientific and practical importance.

    Celem artykułu jest próba udzielenia odpowiedzi na pytanie o zakres i istotę obszaru badawczego nauki o stosunkach międzynarodowych. W naszym przekonaniu jest to problem najważniejszy, stanowiący o jej dyscyplinarności. Artykuł odnosi się do ontologicznych kryteriów wyodrębnienia dyscypliny i w tym sensie jest kontynuacją niektórych wątków zaprezentowanych w artykule pt. Przedmiot, teoria i metodologia nauki o stosunkach międzynarodowych („Stosunki Międzynarodowe – International Relations” 2015, nr 1, t. 51, s. 11–34). Sformułowane na potrzeby artykułu założenie mówi, że wyodrębnienie obszaru badawczego nauki o stosunkach międzynarodowych dokonuje się w oparciu o założenie ontologiczne. Dopiero na tej podstawie można w dalszej kolejności formułować założenie na poziomie epistemologii (teorii). Innymi słowy pytanie „co badać?” poprzedza kolejne – „jak badać?”. W artykule proponuje się zastosowanie następujących kryteriów delimitacji obszaru badawczego nauki o stosunkach międzynarodowych: instytucjonalne podstawy dyscypliny, rekonstrukcja pojęcia międzynarodowości, poziomy analizy, subdyscypliny.
    The aim of the article is to define the extent and nature of the scope of the discipline of international relations. It is our belief that this is the key factor determining its status as an academic discipline. This article addresses the ontological criteria for delimiting the discipline, and in this sense it continues certain threads presented in the article titled The Subject, Theory and Methodology of the Science of International Relations, published in Issue 1/2015 of “Stosunki Międzynarodowe – International Relations”. The thesis formulated for the purpose of the article comes down to the statement that delimitation of the scope of the discipline of international relations is performed on the basis of an assumption on the level of ontology. Only on this basis can we formulate a further assumption, on the level of epistemology (theory). In other words, the question: ‘What do we study?’ precedes another question: ‘How to study it?’. In the article the author proposes the application of the following criteria of delimiting the scope of the discipline of international relations: the institutional basis of this discipline, reconstruction of the notion of internationality, the level of analysis, subdisciplines.

    Celem artykułu jest analiza międzynarodowej ekonomii politycznej (MEP). W związku z tym zostaną w nim podjęte kwestie, które stanowią o statusie MEP jako subdyscypliny nauki o stosunkach międzynarodowych, tj. tradycje intelektualne, przedmiot badania, relacje polityki i ekonomii w stosunkach międzynarodowych, teoretyczno-metodologiczna tożsamość. Dodatkowe kryteria, które pozwalają wyodrębnić MEP jako subdyscyplinę, to także: wysoki poziom instytucjonalizacji w postaci stowarzyszeń i grup badawczych, sekcji i komitetów, czasopism naukowych poświęconych wyłącznie tej problematyce oraz rozwinięta dydaktyka w ramach programów kształcenia stosunków międzynarodowych.     According to a proposal by Robert Gilpin, international political economy, in the early stages of development referred to as 'political economy of international relations', is a recognised subdiscipline of international relations. It emerged in the early 1970s with the growing need for an integrated approach to political and economic phenomena and processes. It enjoys the status of a subdiscipline because of its specified scope of research, its methodological and theoretical identity as well as the high degree of institutionalisation in the form of associations and research groups, sections and committees, journals dedicated to this issue alone and highly developed didactics under programmes of education in international relations.     Utylitaryzm miał duży wpływ na scementowanie założeń myśli ekonomicznej - szczególnie w kształtowaniu jej aksjomatycznej podstawy: wyobrażenia natury człowieka - wolnego politycznie i ekonomicznie, racjonalnego i egoistycznego indywidualisty. Produktu europejskiej filozofii i historii: oświecenia, pozytywizmu, utylitaryzmu, Francuskiej Rewolucji czy brytyjskiego empiryzmu i liberalizmu. Przyjęcie koncepcji homo oeconomicus stało się punktem wyjścia do refleksji nad ekonomią dla szkoły klasycznej, neoklasycznej i po dzień dzisiejszy kształtuje rozumienie zjawisk ekonomicznych. Klasyczni twórcy utylitaryzmu: Jeremy Bentham, John Stuart Mill i Francis Edgeworth byli uznanymi ekonomistami. Wspomniane założenia, typowe dla cywilizacji Zachodu, legły u podstaw formowania postulatów ekonomii politycznej. Zakres ingerencji założeń utylitaryzmu w kształtowanie ekonomii jako nauki nadał kierunek jej rozwojowi, stanowiąc jednocześnie instrument metodologiczno-pojęciowy objaśniający naturę i mechanikę zjawisk ekonomicznych. Doktryna utylitarna wniosła do ekonomii pojęcie szczęścia, w nauce tej definiowanego jako użyteczność - przyczynku rewolucji marginalistycznej; uznawana jest za źródło ekonomii dobrobytu i teorii podziału; bezpośrednio kształtowała koncepcje państwa i prawa w ekonomii, rozwinęła teorię handlu międzynarodowego, a jej konsekwencjalizm daje działaniom ekonomicznym bezpośrednie odniesienie do zasad moralności. Wszystko to sprawia, że utylitaryzm jest bardzo przydatnym instrumentem rozumienia i tłumaczenia zjawisk ekonomicznych, szczególnie w obszarze kulturowym, który ją zrodził i w którym się rozwinęła. Pozwala na pełniejsze odczytanie rzeczywistości międzynarodowej w obszarze handlu, finansów czy przepływów czynników produkcji. (abstrakt oryginalny)
    Utilitarianism had big influence on the consolidation of the principles of economic thought - especially the development of its axiomatic position: the idea of the nature of man as a politically and economically free, rational and egoistic individual; a product of European philosophy and history: the Enlightenment, positiv ism, utilitarianism, the French Revolution or British empiricism and liberalism. The adoption of the concept of 'homo oeconomicus' was the starting point for reflection on economics for the classical school, for the neoclassical school, and to this day it keeps shaping the understanding of economic phenomena. The classical fathers of utilitarianism: Jeremy Bentham, John Stuart Mill, Francis Edgeworth, were all eminent economists. Those principles, typical of the 'Western' civilisation, became the cornerstone of the newly forming principles of political economy. The extent to which the principles of utilitarianism interfered with the development of economics as a science determined the direction of this development, at the same time providing a methodological and terminological instrument explicating the nature and mechanics of economic phenomena. The utilitarian doctrine introduced the notion of happiness into economics, defined in this discipline as utility - the foundation of the marginal revolution; it is considered the source of welfare economics and the distribution theory; it directly shaped the concepts of state and law in economics, it developed the theory of international trade, and its consequentialism provides a direct link between economic actions and moral rules. Given all the above, utilitarianism is a very handy instrument for understanding and explaining economic phenomena, especially in the sphere of culture, which gave rise to it and where it developed. It allows for a fuller examination of the international reality in the sphere of trade, finance or the flow of the factors of production. (original abstract)
