Opis:: Taiwan’s limited participation in international organizations and institutions depends heavily on its unique, but troublesome position in the world. It results from the fact that in 1949, the Nationalist Party authorities of the Republic of China were established on Taiwan, after the lost war on the continent. Meanwhile, the victorious Communist Party established the People’s Republic of China in the mainland. Throughout the course of the history of divided China, both governments competed for the representation of China in international organizations, however Taiwan’s international presence was largely limited. For example, in 2015 Taiwan participated in 37 international organizations, in addition to the observer’s status in 21 other, most of them of a regional range. It resulted from the development of some alternative strategies, markedly exemplified by Taiwan’s participation in international organizations and institutions in the Asia-Pacific region.

Opis:: Today, the region of Southeast Asia is one of the fastest growing regions in the world. It is here that the most dynamic economies sometimes called "Asian tigers" are brought together, as well as some of the poorest countries of the world are located. This is a politically, religiously and economically diversified area, although dynamic political changes taking place now in the poor countries of the region raise expectations on the even more rapid development of economic potential in the near future. As early as in the 1960s the countries of Southeast Asia, based on the experience in integration in other regions of the world, began to create a joint platform for cooperation, in the first phase of political and military nature, which, however, quickly evolved into an economic and political forum making it possible to create regional policy and compete with the biggest and most developed world economies.

Opis:: From feminist and critical point of view sport has been a sexist institution. Despite the women empowerment in sport they are still trivialized and marginalized. Research also shows that sport organizations may be exceptionally opposed to women, valuing hegemonic masculinity. Therefore the aim of this article is to check whether gender inequalities occur in Polish sports organizations and what is the scale of those inequalities in comparison to international and British organizations. The study used methods of examining official documents (information generated by other empirical data from official documents of the organisation). The sample consists of 17 Polish, 17 international and 17 British sports organisations. The results of research showed that in Polish sports organisations there are working less women than in the international and British organisations, there are also less women in committees and women committees (if they have been established). More women work in organisations which represent women-orientated sports disciplines.

Opis:: W artykule przedstawiono historię relacji Izraela z krajami Afryki Subsaharyjskiej w okresie 1956-1973 oraz przeanalizowano wpływ, jaki stosunki te wywierały na pozycję międzynarodową Izraela w omawianych latach. Szczególną uwagę poświęcono specyfice i skali izraelskiej pomocy rozwojowej oraz postawom wobec Izraela prezentowanym przez kraje Afryki Subsaharyjskiej, również na forach międzynarodowych. Aktywna polityka zagraniczna Izraela wobec Afryki wynikała zarówno z przesłanek idealistycznych, jak i z interesu narodowego. Izraelska pomoc techniczna i zaangażowanie dyplomatów w Afryce wyraźnie utrudniały państwom arabskim budowanie skierowanego przeciwko Izraelowi frontu w Organizacji Jedności Afrykańskiej oraz w Organizacji Narodów Zjednoczonych. Jednym z powodów rozpadu tej wyjątkowej relacji były wzrastające naciski państw arabskich na kraje afrykańskie, a k atalizatorem - wojna arabsko-izraelska 1973 r. Specyfika izraelskiego zaangażowania w Afryce stanowiła od lat osiemdziesiątych i stanowi również obecnie podstawę do stopniowej odbudowy relacji Izraela z krajami Afryki Subsaharyjskiej.(abstrakt oryginalny)
The article presents the history of Israel's relations with the countries of Sub-Saharan Africa between 1956 and 1973 and analyses the influence of these relations on Israel's international position in the period in question. In particular, the article focuses on the specificity and scale of Israeli development assistance and the attitudes towards Israel presented by the countries of Sub-Saharan Africa, including in international forums. Israel's active foreign policy in Africa resulted from both idealistic reasons and national interest. On the other hand, for the African countries regaining independence Israel was a desired partner as well, for numerous reasons. Israeli technical assistance and diplomatic efforts in Africa made it more difficult for Arab countries to establish a front aimed against Israel within the Organisation of African Unity and the United Nations. One of the reasons for the collapse of this unique relation was increasing pressure from Arab countries on African states, and its catalyst was the 1973 Arab- Israeli War. The characteristic features of the Israeli engagement discussed here constitute the foundation of the gradual restoration of Israel's relations with the countries of Sub-Saharan Africa that has been going on since the 1980s.(original abstract)

Opis:: Cultural determinants constitute an essential factor shaping the system of values professed by a given group. It is this system that is largely responsible for determining behaviour, communication or approach to cooperation. Cultural differences in international organisations often generate barriers to communication with the environment as well as management problems. The article presents the discussion on the subject of culture and its basic concepts as well as their influence on the activity of international enterprises to be found in literature. The paper presents and discusses findings from recent studies into communication and management problems related to cultural differences faced by international organisations which operate in the territory of Poland. The article is of the research nature.
Uwarunkowania kulturowe są bardzo istotnym czynnikiem kształtującym system wartości wyznawany przez daną grupę. Decyduje on w znacznym stopniu o zachowaniu, sposobie komunikacji czy podejściu do współpracy. Różnice kulturowe w organizacjach międzynarodowych są często przyczyną powstawania barier w komunikacji z otoczeniem oraz problemów w zarządzaniu. W artykule przedstawiono literaturowe rozważania na temat kultury i jej podstawowych pojęć oraz wpływu na działalność przedsiębiorstw międzynarodowych. Zaprezentowano również wyniki badania dotyczące problemów w komunikacji i zarządzaniu, z którymi borykają się organizacje międzynarodowe działające na terenie Polski, wynikających z różnic kulturowych. Artykuł ma charakter badawczy.
Культурные обусловленности – весьма существенный фактор, формирующий систему ценностей, исповедуемую данной группой. Он в значительной степени решает вопрос о поведении, способе общения или подходе к сотрудничеству. Культурные отличия в международных организациях часто являются причиной возникновения барьеров в коммуникации с окружающей средой, а также проблем в управлении. В статье представлены рассуждения в литературе о культуре и ее основных понятиях, а также о влиянии на деятельность международных предприятий. Представлены также результаты, касающиеся проблем в коммуникации и управлении, с которыми сталкиваются междуна- родные организации, действующие на территории Польши, вытекающих из культурных отличий. Статья имеет исследовательский характер.

Opis:: The international community faces a fragmented and transnational epidemiological threat, the severity and extent of which currently require an unprecedented level of intervention. Over the centuries, mankind has been confronted with a variety of epidemics that have always required a comprehensive action at the international level. According to the UN Security Council, the outbreak of the Ebola virus at the end of 2013 poses a particular threat to international peace and security, as the peace-building and development achievements of the countries most affected by the epidemic are jeopardised and may end in vain or be lost altogether. This in turn undermines the stability of the countries most affected. If the disease is not brought under control, this situation might lead to a new unrest and social tensions, and worsening of the political climate, or stigmatisation and a higher sense of uncertainty in the region. The resolution adopted by the UN Security Council on this matter has a historic dimension, as it has for the first time classified a public health problem as a threat to international peace and security. This happened despite the fact that international mobilisation had been delayed by several months, despite the obvious urgent need for action.
Społeczność międzynarodowa stoi w obliczu rozproszonego i ponadnarodowego zagrożenia epidemiologicznego, którego powaga i rozmiar wymagają obecnie niespotykanego poziomu interwencji. Na przestrzeni wieków ludzkość zmagała się z różnymi epidemia, co zawsze wiązało się z koniecznością kompleksowego działania na płaszczyźnie międzynarodowej. Zdaniem Rady Bezpieczeństwa ONZ epidemia spowodowana wirusem ebola, która wybuchła pod koniec 2013 r., stanowi szczególne zagrożenie dla pokoju i bezpieczeństwa międzynarodowego, ponieważ zdobycze w obszarze budowania pokoju i rozwoju krajów najbardziej dotkniętych epidemią mogą zostać zaprzepaszczone. To z kolei podważa stabilność krajów najbardziej nią dotkniętych. Jeśli nie zostanie opanowana, to sytuacja taka może doprowadzić do wybuchu nowych niepokojów i napięć społecznych, pogorszenia klimatu politycznego, stygmatyzacji i wzmocnienia poczucia niepewności. Podjęta w tej sprawie przez Radę Bezpieczeństwa ONZ rezolucja ma wymiar historyczny, gdyż po raz pierwszy problem zdrowia publicznego został zaklasyfikowany jako zagrożenie dla pokoju i bezpieczeństwa międzynarodowego. Stało się tak, mimo że mobilizacja międzynarodowa była spóźniona o kilka miesięcy, chociaż konieczność podjęcia działań była wówczas oczywista.

Opis:: This article addresses the origins and evolution of international organizations dedicated to international rail transport. From the beginning of rail history, most of the railway networks in Europe were built by numerous private companies, which continuously competed and collaborated with each other within domestic transport as well as international transport. European railway companies made connections across borders based on personal and financial network relationships and established various types of agreements and unions to make international traffic possible. This coalition allowed them to jointly operate member networks, including running direct trains and establishing tariff agreements. Since international transport has grown in size and complexity, international railway organizations have continuously evolved. This study proceeds as follows: the first section outlines the beginnings and development of international rail transport organizations. With the expansion of the rail network in Europe, international cooperation in the field of railways occurred early in the 19th century. This mainly took the form of bilateral or multilateral agreements or even treaties among the States. Initially, these agreements affected the establishment of international organizations. The second section draws out international organizations between the First World War and the Second World War. In the interwar period, the existing organizations continued to expand their scope of activities and new organizations were founded. The third section examines the impact of the Cold War on international rail organizations. During the Cold War, many organizations were established in Western Europe, with active international railway cooperation. In Eastern Europe, a new international organization was established under the influence of the Soviet Union. The fourth section explains changes in international organizations after the Cold War. After the collapse of the Soviet Union, the existing organizations steadily adapted themselves to changes in the political, economic, social, cultural and technological environments. Because of these various changes, new international organizations also emerged.(original abstract)
