Migration is an integral part of human history. International migrations are one of the most important social phenomena in the modern world and in Poland. Their trends and reasons, shaping up in time, are the fundation for conducting research into this process. The scale of the departures also makes the problem increasingly significant for social researchers. The article presents the essence of contemporary migrations of Poles from the countryside and most of all, it shows readiness of young people to move abroad. It shows the scope of migration and the main features of contemporary Polish migration. It was developed based on the result of research, which was conducted among high school students who had been demonstrating readiness to migrate.

The subject of this article is a reflection on the impact of Polish migration processes on the level of socio-political security of the state and its citizens. This problem aroused much excitement since the early 90s of the twentieth century, because for some part of Polish society, the presence of immigrants caused public concern, in the opinion of others, it was desirable. In the article there is a brief analysis of the influx of foreigners to Poland for permanent residency with the division of their origin and the size of the flow of immigrants across Polish borders. There is also a reference to concrete examples of demonstration of dissatisfaction of Polish people due to the presence of foreigners. Subsequently in this article, it is referred to the adverse phenomena which, in the opinion of Poles, emerged with the influx of immigrants and could put a strain on the security level. These include: an increase in crime, illegal immigration, illegal employment and buying out Polish grounds. The analysis of these four issues was to assess whether they are indeed a real threat.
Przedmiotem niniejszego artykułu są rozważania na temat wpływu procesów migracyjnych do Polski na poziom bezpieczeństwa społeczno-politycznego państwa i jego obywateli. Problemu, który od początku lat 90. XX wieku budził wiele emocji, ponieważ dla części polskiego społeczeństwa obecność imigrantów wywoływała niepokój, a w opinii innych była pożądana. Dokonano analizy napływu cudzoziemców do Polski na pobyt stały z podziałem na ich pochodzenie oraz rozmiarów przepływu imigrantów przez polskie granice. Odniesiono się także do konkretnych przykładów demonstracji niezadowolenia Polaków z powodu obecności obcokrajowców. Odwołano się do niekorzystnych zjawisk, które w opinii Polaków pojawiły się wraz z napływem imigrantów i mogły nadwyrężyć poziom bezpieczeństwa. Do nich zaliczono: wzrost przestępczości, nielegalnej imigracji, nielegalnego zatrudnienia i wykupu polskiej ziemi. Analiza tych czterech zagadnień miała na celu zbadanie czy rzeczywiście są one realnym zagrożeniem.

One of the characteristic features of modern world are migrations of people. They are caused either by social or economic and political reasons of respective states and regions of the world. Population processes constitute, at present, a global problem. In the consequence of population’s number fast increase and the irregular economic development of the world, they still remain as an actual research question. An universal regularity of present migratory processes is a decrease of birth rate along with improving the life conditions. The highest birth rate can be observed in the poorest countries. Depopulation tendencies occur, in turn, in economically developed countries. Apart from economic factors, the differences in population increase, are also influenced by social and cultural conditions of a certain region, and the evolution of political system and programs of ruling elite. Greatly diverse is also, so called, the “quality” of contemporary migration. It is presented alike by poor, uneducated people and highly educated specialists from different fields of social and economic life.

This article concerns research conducted on the casual connections between modern global migratory processes and basic socio-economic and safety indexes for countries around the world countries. On the basis of new official dataset there was developed a cluster model of countries distributed according to the basic indicators which characterize migratory streams (emigration/ immigration), safety and macroeconomic indexes, related to the international migration. It is established that, in general, people are moving to safer countries that can provide them with better opportunities and social guarantees. The factor models for emigration and immigration processes, and international migration in general have been constructed. The main factors that prompt people to change their place of residence and the economic and safe effects of unprecedented levels of international migration are revealed. The empirical research examined in this paper confirmed the causal link between the volumes of international migration flows and the growth of Foreign Direct Investment in home countries and the reduction of security in host countries. The lack of statistical connection between immigration and emigration flows has been established.

he Atlas Temático Observatório das Migrações em São Paulo – Migrações Internacionais (The-matic Atlas Migration Observatory in São Paulo – International Migrations), launched by the Center for Population Studies Elza Berquó, from State University of Campinas (Unicamp), ana-lyzes the social and demographic characteristics of international migration in Brazil, especially in the State of São Paulo, between 2000 and 2016. It provides information on the nature of mi-gratory flows to Brazil in the 21st century, such as the presence of black and indigenous interna-tional migrants, and the distribution of immigrants throughout the country. The Atlas provides subsidies for the development of public policies towards this population.

This article discusses the phenomenon of international migration, including its scale, dynamics and barriers. At present, the dynamics of international migration exceeds the growth rate of the world population, however, this share is still low. In 2015 it reached just over 3% of global population. The article presents the main reasons for international migration, destination countries and sending countries. The main destination of migration remain the developed states with the undisputed leader of the United States. A small scale of international migration from the poor regions results from low income level of the population.
W artykule omówiono zjawisko migracji międzynarodowych z uwzględnieniem skali, dynamiki oraz barier. Obecnie dynamika migracji międzynarodowych przewyższa dynamikę wzrostu liczby ludności świata, niemniej udział ten wciąż pozostaje na niskim poziomie, bowiem w 2015 r. osiągnął nieco powyżej 3% populacji świata. W artykule przedstawiono główne przyczyny migracji międzynarodowych, ukazano państwa docelowe i państwa wysyłające. Głównym kierunkiem migracji pozostają państwa rozwinięte z niekwestionowaną pozycją lidera Stanów Zjednoczonych. Niewielka skala migracji międzynarodowych z regionów ubogich wynika z niskiego poziomu dochodów mieszkańców.

The article provides an overview of current trends in international migrations based on figures and reports of international institutions and organizations, with special focus on the unprecedented scale, feminization, and privatization of the migration processes. The analysis of migratory trends is followed by a discussion of issues related to the protection of migrants’ rights in the context of measures put in place to prevent an inflow of undocumented migrants and the initiatives proposed in this respect by the United Nations and the European Union.

Motywacja: Swobodny przepływ pracowników, szczególnie w wieku produkcyjnym, przejawia się migracją związaną głównie oddziaływaniem na przebieg karier zawodowych. Opuszczanie danego terenu przez wysoko wykwalifikowaną kadrę nazywany jest drenażem mózgów. Obserwowany w Polsce, osłabia gospodarkę oraz budzi coraz większy niepokój ze względu na fakt odpływu młodych, wykwalifikowanych osób. Cel: Celem artykułu jest zdefiniowanie skali zjawiska drenażu mózgów z uwzględnieniem jego przyczyn na podstawie wybranych definicji. Materiały i metody: Wykorzystano krytyczną analizę źródeł wtórnych, a także literatury podmiotu. Materiał empiryczny stanowią dane Głównego Urzędu Statystycznego oraz Centrum Badania Opinii Społecznej. Wyniki: Na podstawie przeprowadzonej analizy można uznać, że problem drenażu mózgów jest ciągle aktualny w gospodarce, a z czasem może narastać. Jego intensywność obserwowana jest głównie na wschodzie i południu Unii Europejskiej (UE), gdzie państwa odznaczają się najmniejszą zdolnością do zatrzymywania talentów. W Polsce odnotowano największą mobilność wykwalifikowanej kadry na terenie UE.
Motivation: The free movement of employees, especially of working age, is manifested by migration related mainly to the impact on professional careers. Leaving a given area by highly qualified staff is called brain drain. Observed in Poland, it weakens the economy and raises growing concern due to the outflow of young, qualified people. Aim: The aim of the article is to define the scale of the brain drain phenomenon taking into account its causes based on selected definitions. Materials and methods: Critical analysis of secondary sources as well as subject literature was used. Empirical material is the data of the Statistic Poland and the Public Opinion Research Center. Results: Based on the analysis, it can be concluded that the problem of brain drain is still current in the economy, and may increase over time. Its intensity is mainly observed in the east and south of the European Union (EU), where countries have the least ability to retain talent. In Poland, the highest mobility of qualified staff was observed in the EU.

This article presents the special status of Poland, namely as a country that both sends out and takes in large numbers of migrant workers. Drawing on the world systems theory, the role attributed to Poland is that of semiperiphery, which means a specific kind of suspension between the status of an immigration centre, resembling western Europe, and the status of a migration periphery, such as the one constituted by the eastern part of the continent. Poland continues to be viewed as peripheral by its own citizens who decide to emigrate and, at the same time, becomes an immigration sub-centre for migrants coming from less-developed countries. In this article, the distinctive features of the special position of Poland are discussed. The conclusions drawn are supported by empirical evidence, including data on migration flows and interviews both with Poles working abroad and foreigners employed in Poland.

Artykuł stanowi próbę odpowiedzi na pytanie, czy zbudowany w XX w. system instytucjonalno- -prawny jest skuteczny w obliczu zjawiska współczesnych dynamicznych migracji do państw członkowskich Unii Europejskiej. W pierwszej części artykułu autorka przytacza przebieg budowy systemu wsparcia dla uchodźców w dwudziestowiecznej Europie oraz wskazuje przyczyny powstania poszczególnych instytucji wspierających uchodźców. W następnej kolejności analizie zostaje poddane zjawisko dynamicznych migracji wywołanych konfl iktem syryjskim, a określanych mianem „kryzysu uchodźczego”. Autorka opisuje jego przebieg, dynamikę i skalę. W ostatniej części tekstu znajduje się próba odpowiedzi na pytanie badawcze w kontekście przebiegu zmian w polityce migracyjnej UE i działań, które zostały podjęte w ciągu ostatnich dwóch lat.
Th is article attempts to answer the question whether the institutional and legal system built in the 20th century is effective in the face of modern dynamic migration to the Member States of the European Union. In the first part of the article, the author cites the construction of the refugee support system in twentieth-century Europe and indicates the reasons for the establishment of individual institutions supporting refugees. Next, the analysis is subject to dynamic migration caused by the Syrian conflict, referred to as the ”refugee crisis”. Th e author describes his course, dynamics and scale. The last part of the text attempts to answer the research question in the context of the evolution of EU migration policy and the actions that have been taken in the last two years.

The right to social security is recognised as a human right implemented through the activities of a particular country, and therefore one difficult to guarantee in complex situations regarding nationality or place of residence of singular persons or families. In order to regulate their situation, states create legal instruments at international or supranational level. Also the role of national law is important here. This study presents selected legal aspects of ensuring social security for Ukrainian citizens residing in Poland. It focuses on benefits outside the scope of the universal social insurance system, i.e., mainly on social benefits that are not directly related to professional activity.
Prawo do zabezpieczenia społecznego jest uznawane za prawo człowieka realizowane poprzez działania konkretnego państwa, a zatem trudne do zagwarantowania w sytuacjach złożonych pod względem przynależności państwowej lub miejsca pobytu poszczególnych osób i rodzin. Dla pożądanego uregulowania ich sytuacji państwa tworzą instrumenty prawne na szczeblu międzynarodowym lub ponadnarodowym. Istotna jest przy tym rola prawa krajowego. Niniejsze opracowanie przedstawia wybrane prawne aspekty zapewnienia bezpieczeństwa socjalnego obywatelom Ukrainy mieszkającym lub przebywającym w Polsce. Skupia się na świadczeniach pozostających poza zakresem powszechnego systemu ubezpieczeń społecznych, a więc głównie na świadczeniach socjalnych, które nie pozostają w bezpośrednim związku z aktywnością zawodową.

For centuries, migrations have been features of social communities, and it is quite certain they will remain so in the future. However, what marks certain periods or circumstances are the causes of migrations, their manifestations, extent, dynamics, the general directions of migrant movement, and the corresponding effects on the safety of individuals, regions, and even international security. In this paper we have defined what migrations are and discussed their effect on human trafficking one of the most dangerous forms of organised crime - and the security challenges in this domain in the European Union area, also with regard to international security. In terms of the variety of its exploitative objectives, human trafficking is an international, organised, criminal phenomenon with severe consequences on the security, well-being, and human rights of its victims. In the opinion of many, sexual exploitation is one of the most widespread forms of exploitation of human trafficking victims in practice. According to data available to Europol, 10,000 migrant children have so far disappeared after their arrival on European soil. The scope and dynamics of migratory movements of the last few years, and their relation to numerous illegal activities, certainly affect the security of individuals and regions, as well as international security. It is important to consider whether the European Union, in attempting to protect the national security of EU states by numerous restrictive measures, has achieved that in reality, or has actually produced the opposite effect in this area.

The article concerns a crucial period for the immigration of IT workers from Belarus, i.e. the second half of 2020 and the first half of 2021. From the point of view of the theory of international relations, it should pay attention to two levels in research on the issues of economic cooperation: domestic and international one. In the article, the author will point out the link between migration and the international and political conditions of the development of the IT sector in Belarus. The research hypothesis put forward by the author is related to the link between the causes of migration and the economic and political conditions that developed in Belarus in the 21st century. Authoritarian systems, according to the author, may favor economic development and create conditions for running a business in a specific way, but the security of such activity itself is limited.
Целью статьей является указание актуальных факторов, формирующих экономические миграции, с позиций исследований теории международных отношений. В статье анализируется переломной период иммиграции айтишников из Беларуси, т.е. второя половина 2020 г. и первая половина 2021 г. С точки зрения теории международных отношений следует обратить внимание на два уровня в исследованиях по вопросу экономического сотрудничества: внутренний и международный. В статье автор укажет на связь миграции с международными и политическими условиями развития ИТ-сектора в Беларуси. Выдвинутая автором исследовательская гипотеза указывает на связь причин миграции с экономическими и политическими условиями, сложившимися в Беларуси в XXI веке. Авторитарные системы, по мнению автора, могут благоприятствовать экономическому развитию и создавать условия для ведения бизнеса определенным образом, но безопасность самой такой деятельности ограничена.
