Opis:
The author discusses the main sources of marine environment pollution and measures to prevent, reduce, and control to ensure effective protection, and cooperation on a global or regional basis. Legal measures have been included for enforcement with respect to the marine environment from harmful effects that may arise from pollution from land-based sources, pollution by dumping, pollution from vessels, and pollution from activities in the Area. Enforcement comprises proper measures by flag and port States as well as coastal States. Topical issues have been discussed rules and principles regulated by the United Nations Convention on the Law of the Sea (1982). i.e. uses of the seas and oceans, the conservation of their living resources" and the study, protection, and preservation of the marine environment. Also, the same selected matters of the marine environment protection and regional co-operation in Europe as well as in Asia and Pacific rims have been included.

The author of this article presents the notion and meaning of international protection of the marine environment and offers a solid legal and philosophical background to this issue. He points at and systematically analyzes a kind of compendium of selected main legal and philosophical principles as environmental values, included in the United Nations Convention on the law of the sea (1982). The author discusses both environmental management at seas as a global system and topical issues in the light of international legal instruments, doctrine, and some practical experiences. He also shows the environmental law as an increasingly important area of new interdisciplinary study and addresses how this law and science may best able to address the key issues facing the marine environment in the 21st century.

W artykule przedstawiono problematykę oraz metodologię programu badawczego International Social Survey Program (ISSP) Environment. Ten międzynarodowy program badawczy realizowany jest w krajach członkowskich w taki sposób, iż poszczególne moduły tematyczne (w tym wypadku - moduł dotyczący ochrony środowiska naturalnego) są realizowane w kilkuletnich cyklach, co pozwala zarówno na porównania międzynarodowe, jak też obserwowanie dynamiki zmian w poszczególnych krajach. Badania prowadzone są metodą kwestionariuszową, na ogólnokrajowych próbach losowych o wysokim stopniu reprezentatywności. Problematyka ISSP Environment zawiera zagadnienia istotne także z perspektywy idei zrównoważonego rozwoju. Celem artykułu jest zapoznanie badaczy z programem oraz rekomendowanie konkretnych narzędzi pomiaru zawartych w kwestionariuszu ISSP Environment (związanych bezpośrednio z ideą zrównoważonego rozwoju) - zarówno do wykorzystania w analizie zbioru danych ISSP Environment, jak również w badaniach własnych.
The article presents the issues and methodology employed in a cross-national research program - the International Social Survey Program (ISSP) Environment. The program consists of different topical modules (the module on environment protection is described in the article), which are carried out in participating countries in a few year cycles. This allows for cross-national comparisons as well as observation of the dynamics of changes in each country. A questionnaire method on highly representative national random samples is employed in the research. The ISSP Environment deals with the issues which are essential also from a sustainable development perspective. The purpose of the article is to present the program to the researchers and recommend some specific measurement tools (closely connected with the idea of sustainable development) included in the questionnaire of the ISSP Environment to be used in the analysis of the ISSP Environment data set, as well as in the personal research.

Opis:
The right to environment is one of the fundamental rights of the individual and collective rights. Hence, the legal environmental protection also requires ethical and economic elements that are derived from the precautionary principle. Its assessment should always be interpreted in the context of the cultural changes taking place to pro-mote new aims and values. Because of that, nowadays legal environment protection is combined with the princi-ple of sustainable development, which requires foresight in anticipating the possible consequences of human activities. Given the intensive development of technologies based on the use of living biological systems, the issues of intergenerational justice are complicated. Sustainable development policy, solving problems of re-source use and taking into account the integrity of the nature's various elements, requires education and devel-opment of environmental ethics which should be understood as restrictive ethics, i.e. the choice and willingness not to abuse available resources. This ethics consists of accountability and respect for future generations which also have the right to inherit the environment that fits for life and that provides opportunities for development.
Prawo do środowiska zalicza się do podstawowych praw jednostki i do praw grupowych. Stąd prawna ochrona środowiska wymaga również uwzględnienia elementów etycznego i ekonomicznego wywodzących się z zasady przezorności. Jej oceny należy zawsze dokonywać w kontekście zachodzących zmian kulturowych promujących nowe cele i nowe wartości. Toteż obecnie najczęściej łączona jest z zasadą zrównoważonego rozwoju, która nakazuje dalekowzroczność w przewidywaniu możliwych konsekwencji działalności człowieka. Wobec inten-sywnego rozwoju technologii opartych na wykorzystaniu żywych systemów biologicznych równie skompliko-wanie przedstawiają się kwestie sprawiedliwości międzypokoleniowej. Polityka zrównoważonego rozwoju, a więc rozwiązywania problemów wykorzystywania zasobów z uwzględnieniem integralności różnych elementów natury, wymaga edukacji i rozwijania etyki środowiskowej, którą należy rozumieć jako etykę ograniczania, tj. wyboru i gotowości do nienadużywania dostępnych zasobów; etykę, na którą składa się odpowiedzialność i poszanowanie przyszłych pokoleń, które tak jak my mają prawo odziedziczyć po nas środowisko nadające się do życia i dające szanse rozwoju.

The article focuses on the international concepts, ideas and theories concerning the fundamental functions/services in the sphere of public health. Particularly it concerns the environmental problems, the influence of this functions on the public health priorities identification. The main goals of the work are the international approaches identification and description of the observed frequency of the environmental actions inclusion on the lists of public health functions. The nature and specifics of the analyzed issue as well as the Polish approach are presented in the context of the National Health Program for 2007–2015. The main theme of the paper relates to the basic questions: how and in which way the internationally identified and listed public health functions influence the priorities established in Poland and if the environmental actions are being included?

The purpose of the paper is to identify difficulties connected with the performance by Chief Inspector of Environmental Protection of the tasks defined in the Order No 1013 2006 of the European Parliament and of the Council dated 14 June 2006 on shipments of waste. It is claimed that international shipment of waste in the form of vehicle is illegal. The lack of clarity and accuracy of the regulations of substantive law concerning determination of CHIEP’ tasks in that field (especially in the context of the absence of binding guidelines for legal interpretation of these regulations) results in an uncertainty regarding accuracy of the judicial proceedings and decision recognising a damaged vehicle transported across the border as waste. This, in consequence, increases the risk of a breach of the constitutional ownership right, as well as the probability of allegation of improper implementation of the European Union law. Some alternative ways in which waste may be transported have been offered.
Artykuł ma na celu zwrócenie uwagi na trudności związane z wykonywaniem przez Głównego Inspektora Ochrony Środowiska (GIOŚ) obowiązków ciążących na tym organie na podstawie rozporządzenia nr 1013/06 Parlamentu Europejskiego i Rady z 14 czerwca 2006 r. w sprawie przemieszczania odpadów, tj. w zakresie stwierdzenie, że międzynarodowe przemieszczanie odpadów w postaci pojazdu ma charakter nielegalny, i określenie sposobu postępowania z tym odpadem. Brak jasności i precyzyjności przepisów prawa materialnego w zakresie określenia zadań GIOŚ w tym zakresie (w kontekście braku szczegółowych wiążących wytycznych interpretacyjnych), powoduje „niepewność” co do prawidłowości prowadzonego postępowania i wydanego rozstrzygnięcia w sprawie uznania uszkodzonego pojazdu przewożonego przez granicę za odpad. Zwiększa to ryzyko naruszenia konstytucyjnego prawa własności, ale też prawdopodobieństwo zarzutu nienależytej implementacji unijnych norm prawnych przez organy administracji publicznej.

Nowadays, the situation of the youth on the labour market is difficult. The high rates of unemployment among young people, especially those with higher education, made it difficult for them to start their career path on the labour market. What is more, the rising unemployment have decreased options for the individuals to get job of their own choice. On the other hand, employers encounter problems with recruiting new employees. According to Study of Human Capital, in the years 2010-2013 approximately 3/4 of employers in Poland reported problems with finding new employees. Candidates to work had not met their expectations. What are the employers' expectations towards candidates to work? The purpose of this article is to answer the question - what competencies are important on today's labour market? The paper aims also to demonstrate the problem of skills mismatch on the labour market. Skills mismatch occurs when individuals' actual level of skills exceeds or falls short of the level of skills required for their jobs. Skills mismatch has become a substantial concern among policy makers. Discrepancies between the demand and supply of skills on the Polish labour market are noticeable. The context of above observations are „future skills”. It is expected that over the next several years such competences as analytical thinking, ability to work in an international environment or the ability to search and filter information will be essential on the labour market.

The aim of this paper is to map the issue of environmental protection of outer space from the perspective of regulations of existing corpus iuris spatialis. The issue of the environmental protection of outer space has been a subject of considerable discourse which leaves many questions unanswered from the present corpus iuris spatialis perspective. There is no doubt that environmental concerns are an issue for the outer space legal regime and that the human activities in outer space pose a serious threat to future generations and uses of space. The article consists of five parts. In Parts I and II, the author deals with the problems of definitions of the environment of outer space and the environmental threats connected with human activity in the outer space; Parts III and IV present an overview of corpus iuris spatialis from an environmental protection perspective, and principles of international environmental law from the perspective of the future regulation iuris spatialis. Part V presents some final remarks.

Artykuł koncentruje się na środowisku międzynarodowym, czyli jednej z głównych zmiennych procesu umiędzynarodowiania firm z punktu widzenia międzynarodowej przedsiębiorczości. Podstawowym celem badania jest identyfikacja kluczowych czynników umiędzynarodowiania się firm, a jednocześnie badanie wpływu tego czynnika w procesie umiędzynarodowienia polskich firm. Praca przedstawia częściowe wyniki badania obejmującego próbkę składającą się z 355 firm działających w Polsce. Kwestionariusz został opracowany w roku 2015 w ramach projektu OPUS 4 przeprowadzonego na Uniwersytecie Ekonomicznym w Krakowie. Dzięki informacji uzyskanej od polskich firm, badanie to odkryło, że czynniki przyciągające mają pozytywny wpływ na poziom umiędzynarodowienia badanych przedsiębiorstw. Firmy wytwórcze są głównymi beneficjentami procesów umiędzynarodowienia, a polskie firmy, założone jako globalne, wykorzystują swoje nastawienie na ekologię. Wyniki przedstawionego artykułu to punkt wyjścia do dalszych analiz, w tym nie tylko prostego siedmiowymiarowego podejścia PLESCET, lecz także procesu uczenia się organizacji, akumulacji wiedzy pochodzącej ze środowiska oraz wykorzystania szans ekologicznych.
The article focuses on the international environment, which is one of the main variables in the internationalization process of firms from the perspective of international entrepreneurship. The main goal of this study is the identification of the key factors in the internationalization of the firms, inherent in the international environment, and the exploration of the impact of these factors on the process of the internationalization of Polish firms. The paper presents the partial results of a survey based on a sample of 355 companies operating in Poland. The questionnaire was completed in 2015 as a part of the OPUS 4 project as carried out at the Cracow University of Economics. Using information from Polish companies, the study finds that pull factors have a positive influence on the level of internationalization of the examined businesses. Production companies are the main beneficiaries of the internationalization process and Polish born globals take advantage of their adjustments to the ecology. The results presented in the article are just a starting point for further analyses, including not only the simple seven-dimensional PLESCET approach, but also the process of organizational learning, the accumulation of knowledge coming from the environment, and the taking advantage of environmental opportunities.

Opis:
W dużym uproszeniu można przyjąć, że ogólne modele przedsiębiorczości międzynarodowej wykorzystują do wyjaśniania procesów internacjonalizacji przedsiębiorstw (zwłaszcza małych i średnich – MŚP) następujące trzy grupy zmiennych: (1) przedsiębiorcę jako kluczowy element modelu, w tym jego cechy, kognitywność, percepcję i dynamiczne kompetencje, (2) uwarunkowania środowiskowe (tj. otoczenie biznesu), w tym związane z rynkiem krajowym, jak i z rynkami międzynarodowymi, (3) przedsiębiorczy proces rozpoznawania okazji rynkowych, w tym odkrycie przedsiębiorczych szans, ich ocenę oraz wykorzystanie. Międzynarodowe uwarunkowania internacjonalizacji przedsiębiorstw, czyli uwarunkowania zewnętrzne związane z otoczeniem zagranicznym, stanowią jedną z trzech głównych zmiennych objaśniających proces internacjonalizacji firm z perspektywy przedsiębiorczości międzynarodowej. Głównym celem poznawczym artykułu jest identyfikacja kluczowych czynników internacjonalizacji przedsiębiorstw związanych z otoczeniem międzynarodowym oraz eksploracja wpływu tych czynników na proces internacjonalizacji polskich firm. Artykuł prezentuje cząstkowe wyniki badań na próbie 355 przedsiębiorstw. Ankietyzacja została zrealizowana w 2015 roku w ramach grantu OPUS realizowanego na Wydziale Ekonomii i Stosunków Międzynarodowych Uniwersytetu Ekonomicznego w Krakowie.
While explaining the internationalisation processes of firms (especially SMEs), the general models of international entrepreneurship generally use the following three groups of variables: (i) the entrepreneur as a key element of the model, including its characteristics, cognition, perception and dynamic competences, (ii) environmental conditions (i.e. the business environment), including those inherent in the domestic market and in international markets, (iii) the entrepreneurial process of recognizing market opportunities, including the discovery of entrepreneurial opportunities, their evaluation and utilization. International conditions for the internationalization of firms or external conditions inherent in a foreign environment, are one of the three main variables of internationalization process of firms from the perspective of international entrepreneurship. The main objective of this article is to identify the key factors inherent to internationalization of firms in the international environment and the exploration of the impact of these factors on the internationalization process of Polish firms. The article presents the partial results of survey based on a sample of 355 firms operating in Poland. The questionnaire was completed in 2015 within OPUS 4 project carried out at the Faculty of Economics and International Relations of the Cracow University of Economics.

The research presented in the article seems to confirm the assumption that e-learning and ICT development contribute to the quality of educational services, to the development of information society competences and to the increased competitiveness of institutions of science and education. E-learning participants aim at: increasing comfort in the scientific and educational process; lifelong learning goals; the personalization of education; the formation of new scientific and educational cooperation and intercultural competence; self-fulfilment in education and work; increased openness of the scientific and educational environment; and enhancing self-organizational effects which support the sustainable development of the university environment. The research was conducted at the University of Silesia within the framework of IRNet project.
