This paper investigates the relationship between energy use and economic development in five South-Asian countries using national-level panel data from 1990 to 2014. Although many studies have already addressed the nexus between energy consumption and economic growth, there is a mixed finding. According to many researchers, South Asian countries have expanded energy consumption since the 1990s. Therefore, energy consumption as a variable for a specific period is considered for the countries of Bangladesh, India, Nepal, Pakistan and Sri Lanka. Furthermore, foreign direct investment (FDI) and international trade (IT) are also considered to be related variables in this study. Pooled ordinary least squares, random effects, and fixed effects estimation techniques are used to provide a reliable estimation, offsetting the country fixed effects. The fixed effect model is the most effective model that reveals the association between electricity usage and growth factors, as per the specification test and Hausman test. A statistically significant correlation was found between international trade, FDI, economic growth, and power usage. FDI has the highest impact on the rising power demand, followed by global commerce and per capita GDP (gross domestic product). More specifically, the study findings reveal that increased power consumption causes more investment, which results in increased economic growth in South Asian countries. The findings of the study further show that FDI significantly impacted upon power consumption and the area of SAARC’s energy demand, resulting in the entry of new technology and an increase in both economic growth and energy consumption. Future policies may focus on investment in the energy sector to promote economic development.
W niniejszym artykule zbadano związek między zużyciem energii a rozwojem gospodarczym w pięciu krajach Azji Południowej na podstawie danych panelowych na poziomie krajowym w latach 1990–2014. Chociaż wiele badań dotyczyło już związku między zużyciem energii a wzrostem gospodarczym, wyniki są mieszane. Według wielu badaczy kraje Azji Południowej zwiększyły zużycie energii od lat 90. W związku z tym zużycie energii, jako zmienna dla określonego okresu, jest rozpatrywane dla krajów Bangladeszu, Indii, Nepalu, Pakistanu i Sri Lanki. Ponadto bezpośrednie inwestycje zagraniczne (BIZ) i handel międzynarodowy (IT) są również uważane za powiązane zmienne w tym badaniu. Aby zapewnić wiarygodne oszacowanie, kompensując efekty stałe kraju, stosuje się połączone techniki najmniejszych kwadratów, efekty losowe i efekty stałe. Model z efektem stałym jest najbardziej efektywnym modelem, który ujawnia związek między zużyciem energii elektrycznej a czynnikami wzrostu, zgodnie z testem specyfikacji i testem Hausmana. Wyniki badania pokazują ponadto, że BIZ znacząco wpłynęły na zużycie energii i obszar zapotrzebowania SAARC na energię, powodując wejście nowych technologii i wzrost zarówno wzrostu gospodarczego, jak i zużycia energii. Przyszłe polityki mogą koncentrować się na inwestycjach w sektorze energetycznym w celu wspierania rozwoju gospodarczego.

This paper introduces novel alternative maritime radio solutions for the improved Global Maritime Distress and Safety System (GMDSS) network and equipment within the Very High Frequency (VHF), Medium Frequency (MF) and High Frequency (HF) Ship Radio Station (SRS) terminals. Since its foundiing in 1959, International Maritime Organization (IMO) and its member states, in close co-operation with the International Telecommunication Union (ITU) and other international organizations, notably the World Meteorological Organization (WMO), the International Hydrographic Organization (IHO), the International Mobile Satellite Organization (IMSO) and the Cospas-Sarsat partners, have striven to improve maritime distress and safety radiocommunications, as well as general radiocommunications for operational and personal purposes. This paper also reviews concept of the GMDSS network, an overview of new propsed by author maritime VHF Data Link (VDL), maritime Radio Automatic Dependent Surveillance-Broadcast (RADS-B), an maritime GNSS Augmentation VDL-Broadcast (GAVDL-B). In addition, the type of the current radio Maritime VHF Data Exchange System (VDES), Maritime MF-band Navigational Telex (NAVTEX), and Maritime MF/HF-band Navigation Data (NAVDAT) are also described in this paper.

Since its founding in 1959, the International Maritime Organization (IMO) and its member states, in close co-operation with the International Telecommunication Union (ITU) and other international organizations, notably the World Meteorological Organization (WMO), the International Hydrographic Organization (IHO), the International Mobile Satellite Organization (IMSO) and Cospas-Sarsat partners, have striven to improve maritime distress and safety radio and satellite communications, as well as general communications for operational and personal purposes. This paper also reviews the principal concept of the GMDSS network, an overview of existing LRIT and maritime Integrated Radio-Automatic Identification System (R-AIS) and Satellite-AIS (S-AIS) networks. In addition, new proposed by author networks of the Satellite Data Link (SDL), Maritime GNSS Augmentation Satellite Data Link (GASDL), Maritime Global Ship Tracking (GST), and Maritime Satellite Automatic Dependent Surveillance-Broadcast (SADS-B) are also described in this paper.

This article presents the main recent developments in migration trends to and from Belarus. It studies these trends via the migration systems theory lenses, according to which Belarus belongs to the Eurasian migration system. The most significant migration flows are directed towards Russia, due to the existence of the Union State. However, over the last decade, Belarusian statistics have shown a gradual transformation in the direction of these migration flows. After the recession in Russia in 2015, the number of emigrants from Belarus to EU countries increased. The most significant changes have occurred in the migration dynamics between Belarus and Poland and Lithuania. The existence of the Pole’s Card makes it more difficult to measure the number of Belarusian immigrants in Poland, therefore, I provide a comparative analysis of Belarusian and Polish statistics in order to show a more realistic picture of the number and structure of Belarusian emigrants and the problem of underestimation in the sending country. Particular attention is paid to the consequences of the political situation in Belarus after 2020; this has become an additional push factor for emigrants and may also lead to a further reduction of Belarusian migratory links within the Eurasian migration system. Thus, the statistics for 2021 show a significant increase in the number of Belarusian emigrants to the EU, while emigration to Russia has remained at the same level.

Research background: The research article deals with impacts of international trade openness on institutions in less developed economies, namely in Africa. Purpose of the article: It investigates the impacts of international trade openness on institutional quality in Africa measured by twelve various variables. Methods: It applies generalized methods of moments to a dynamic panel data of 34 African countries in the period of 1988?2012. Institutional quality data come from International Country Risk Guide, the rest from World Development Indicators and UNESCO databases. Findings & value added: Our results indicate that in the case of Africa, trade openness seems to be a positive and significant determinant of institutional quality, however, it differs across various institutional variables. Trade openness brings a positive impact on government stability, bureaucracy and law and order, we also identify its conflict-mitigating effects. This happens, unfortunately, with an exemption for natural resources exports. Trade openness also positively influences security and socioeconomic conditions, although we find the link much weaker. Regarding our control variables, we find two interesting results. First, GDP per capita has a strong and positive association with institutional quality when measured by one bundled indicator, however, individual variables show different intensities. Second, we find a strong and positive association of net foreign direct investment inflows and government stability. The added value of this research lies not only in focus on the less researched relationship, i.e., how trade impacts the institutional quality, but dominantly in focus on many institutional variables at once and comparison of their effects. Other empirical studies usually focus on selected variables only, or on selected trade items (natural resources).

Przedstawiono rozwój międzynarodowych regulacji dotyczących ochrony danych osobowych, wskazując przy tym, w których krajach Europy Środkowo-Wschodniej obowiązują poszczególne dokumenty. Artykuł stanowi próbę oceny spójności międzynarodowych rozwiązań oraz ich realnego wpływu na ustawodawstwa krajowe.
The paper is a review of the most important standards of personal data protection developed by international organizations including the countries of Central and Eastern Europe. The paper describes both universal standards of the United Nations, as well as regional standards (Council of Europe and European Union) and the Organization for Economic Cooperation and Development. It presents the development of international regulations concerning the protection of personal data, indicating at the same time in which countries of Central and Eastern Europe the particular documents apply. The paper constitutes an attempt to assess the consistency of international solutions and their real impact on national legislation.

Research background: Some statistics are of a bilateral nature. This is how foreign trade data is organized. They are recorded both in the supplier and recipient countries, hence they are called mirror data. The data recorded at both trading partner countries are not the same for different reasons. Such differences between data on the same groups of transactions are often referred to as the asymmetry of mirror data. The information about the value of the flows of goods are of great importance in economic analyses and therefore their quality is particularly important. Purpose of the article: The aim of this paper is to present a new measure of data asymmetry - the aggregated quantity index with value-based weights. Methods: The proposed measure combines the quantity and the value of turn-over in individual trade relations. Such a measure makes it possible to eliminate basic deficiencies in value-based measures, while considering the specificity of trade in individual countries. The proposed measure of data asymmetry was confronted with several measures present in the literature and previously used by the Authors. The numerical example uses Comext data on intra-Community trade in 2017 provided by Eurostat. Findings & Value added: The proposed measure performs better than all the previously used data asymmetry indices. It is to some extent immune to exchange rate differences and inconsistencies resulting from the inclusion of transport and insurance costs in the value of goods. In addition, it gives lower weights to unimportant trade directions than other data asymmetry indices. Since the new index has proved to be better than the measures previously used, it is worth applying to those trade relations where the data are not de-rived from customs documents, but from declarations made by businesses, as in the case of intra-Community trade.

The aim of the study is to analyze the case law of the European Court of Human Rights on genetic information in the scope of international biomedical law, as expressed in the International Declaration on Human Genetic Data and the Convention on the Protection of Human Rights and Human Dignity in the Field of Application of Biology and Medicine. The Court held that the genetic information is protected under the law of the Convention on Human Rights and Fundamental Freedoms. The model of the right to respect for private life is reflected in its shape, as the Court noted in the Van der Velden v. The Netherlands and S. and Marper v. The United Kingdom cases. It leads to the conclusion that the provision of Article 8 of the Convention provides the protection of genetic information, subject to certain restrictions that are “in accordance with law” and “necessary in a democratic society”. Such conclusion is in compliance with art. 12, art. 17 (b) art. 21 (c) of the International Declaration on Human Genetic Data, and art. 11 of the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine.

Ukraine remains today one of the main migrant sending countries in Europe, with thousands of Ukrainians working in Czechia, Italy, Poland and Russia. In this regard, Ukraine shares the previous experience of Central European countries such as the Baltic States, Poland and Slovakia, that in the 1990s and early 2000s registered first temporary, and later permanent, outflows. In more recent years, however, many Central and Eastern European countries started to register increasing numbers of immigrants and some of them have switched from net sending to net receiving migration regimes. The objective of this article is to discuss the possibility of a similar turnaround in Ukraine; to this end, we investigate the main quantitative data on migration from and to Ukraine, and interpret this information in the light of selected theoretical approaches that have been used to explain migration in Central and Eastern Europe. The available data reveal high levels of labour emigration of both temporary and permanent character, the increasing propensity of migrants to settle down in the host countries, and the growing involvement of the youngest cohorts in the emigration. Despite this evidence we argue that the current situation by no means constitutes a premise for reversing the outflow from Ukraine. We conclude that the most recent improvements in general economic indicators will not lead to high levels of immigration without an active labour market policy towards foreigners.

One of the most important factors affecting international trade is exchange rate fluctuations. To date, studies that have analyzed the effect of exchange rates have shown that the effect can vary from sector to sector and from country to country. The fact that this relationship has not been extensively studied in the fisheries industry is the motivation for this study. In this regard, the aim of this study is to determine whether changes in the real exchange rates of countries affect their fisheries production levels. Accordingly, we used the causality test developed by Emirmahmutoglu and Kose (2011), which takes into account both cross-sectional dependencies and heterogeneity. The data set used in this study consisted of 27 annual observations from 38 countries from 1990–2016. The results revealed that changes in the real exchange rate affected fisheries production. This situation shows that changes in exchange rates may affect the international demand for fisheries and serve as a source of motivation for producers.

Wprowadzenie w Polsce systemu INTRASTAT wraz z wejściem naszego kraju do Unii Europejskiej 1 kwietnia 2004 roku spowodowało nałożenie na podmioty prowadzące obrót towarowy z innymi państwami członkowskimi UE obowiązku przekazywania informacji o zrealizowanych przez nie obrotach. Dane o handlu wewnątrzwspólnotowym z poszczególnych krajów gromadzone są przez Eurostat i udostępniane w postaci bazy Comext. W celu określenia jakości danych o wewnątrzwspólnotowej wymianie towarowej zbadano różnice między deklarowanymi wartościami wywozu towarów z Polski i przywozu z Polski do pozostałych krajów unijnych. Celem artykułu jest analiza jakości danych o polskim handlu wewnątrzunijnym w podziale na działy nomenklatury scalonej CN oraz utworzenie rankingu działów pod względem jakości danych, rozumianej jako rozbieżność między danymi lustrzanymi. Pomiaru jakości danych dokonano z wykorzystaniem zagregowanych wskaźników rozbieżności. Zaprezentowano ranking działów według wyznaczonych wartości wskaźników, osobno dla wewnątrzwspólnotowych dostaw towarów (WDT) i wewnątrzwspólnotowych nabyć towarów (WNT). Wykorzystano dane z bazy Comext dotyczące transakcji wewnątrzwspólnotowych polskich eksporterów w 2017 roku. Efektem przeprowadzonego badania było wskazanie działów o największych względnych rozbieżnościach między danymi lustrzanymi (najniższej jakości danych). W działach o najniższej jakości wskazano wewnętrzną strukturę rozbieżności według krajów oraz pozycji klasyfikacji towarowej. Problem jakości danych dotyczących handlu wewnątrzwspólnotowego jest poruszany w Polsce jedynie w publikacjach GUS‑u. Brak jest prac naukowych w tym zakresie. Dlatego też autorzy postanowili wypełnić tę lukę i prowadzić badania nad źródłami informacji, które są podstawą wielu analiz gospodarczych.
Adopting the Intrastat system in Poland on its EU‑accession on 1st May, 2004 imposed a new obligation on companies trading goods within the EU. They are obliged to provide information on their intra‑Community trade in the form of monthly declarations. Data on intra‑Community trade from all Member States are collected by Eurostat and disseminated in the form of the Comext database. In public statistics, special attention is being paid to data quality. It is constantly monitored and certain actions are taken to improve it. In order to assess quality of data on intra‑Community trade, the authors have calculated differences between declared values of supplies of goods from Poland as well as foreign acquisitions originating in Poland. The aims of the paper are an analysis of quality of data on Polish intra‑Community trade in goods within Combined Nomenclature chapters as well as creating a ranking of chapters with regard to data accuracy (one of quality dimensions) which we define in terms of divergence between mirror data. Data accuracy was measured with the use of aggregate data quality indices. The ranking of Combined Nomenclature (CN) chapters was presented according to the calculated index value for both intra‑Community supplies of goods (ICS) and intra‑Community acquisitions (ICA). We utilised data on Polish exporters’ transactions from 2017 from the Comext database. In the research results, we indicate those chapters for which large relative discrepancies between mirror data are observed (thus data quality is low). For chapters with low data quality, we present inner structures of discrepancies by country and by CN position. The problem of quality of data on intra‑Community trade is addressed in Poland only in publications of the Central Statistical Office/Statistics Poland. There are no scientific publications on this subject. Therefore, the authors decided to fill this gap and conduct research on sources of information which is the basis for many economic analyses.

Opis:
Celem przedstawionego w artykule badania jest ocena jakości danych dotyczących handlu zagranicznego wewnątrz Unii Europejskiej (UE). W badaniu wykorzystano dane za 2017 r. pochodzące z bazy Comext, udostępnianej przez Eurostat. Zbadano różnice między deklarowanymi wartościami wywozu towarów z danego kraju a danymi o przywozie z tego kraju do innych krajów UE. Różnice te częściowo wynikają z przyjętych progów statystycznych i odzwierciedlają jakość zgromadzonych danych. Kraje unijne porównano także pod względem zbieżności danych o wywozie i przywozie towarów z poszczególnych krajów. Wykorzystując miary rozbieżności danych, uszeregowano kraje pod względem poziomu jakości danych statystycznych, co stanowi element innowacyjny w badaniach handlu zagranicznego.
The objective of presented analysis is to assess quality of data on foreign trade within the Union. Data from Eurostat’s COMEXT database was used. The differences between declared export quantities of foods from a given country and data on imports from this country to other member states gathered by Eurostat have been analyzed. These differences partly result from the adopted statistical thresholds and reflect the quality of the collected data. The authors have compared EU member states based on convergence of data on dispatches and arrivals of goods from each country. Using data discrepancy measures member states were ranked with regard to statistical data quality, which is an innovation in foreign trade research.

The idea of open borders, social and economic integration, as well as democratic processes will contribute to a greater mobility of the European citizens. Ease and freedom of movement, possibility of taking up employment abroad and therefore developing social links all systematically increase the frequency of events of international character which affect the marital state of persons. This trend has been observed in Poland for a long period of time, hence there often arise questions what to do for the citizens to be able to solve their family problems in register offices of their own accord and without unnecessary burden of bureaucracy despite apparent legal conflicts. Certainly, international operations concerning registrations with register offices at all levels must be unified, ranging from international bodies, such as the International Commission on Civil Status, to local registrars is particular countries. With a view to using IT and other new technologies efficiently, we are faced with new challenges in terms of standardization and harmonization of deeds and documents, electronic information exchange and its protection. In 2004, the Ministry of Internal Affairs and Administration came up with the project called “Restructuring and integration of the national registers PESEL2”. Since the Ministry evaluated the computerization of register offices as unsatisfactory and slow, the construction of the Central Registry of Civil Status was postponed for the years 2009-2010 and is to be realized as part of “pl.ID – Polish ID card” project. This will allow for an introduction of the electronic identity card which will enable the holder to verify his/her identity in the IT systems of public administration. The Central Registry of Civil Status is scheduled to start at the beginning of 2011, and restructuring and integration of the existing register offices will take place. The goal of the project “pl.ID – Polish ID card” is, among others, to restructure the existing registers (PESEL – Universal Electronic System for Registration of the Population, OEW – National Registry of Issued and Lost IDs), the creation of new ones (CROASC – Central Registry of Copies of Personal Status Certificates) and their integration.

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

Opis:
The traffic density is a basic characteristic of marine traffic for some navigational area. In the case of narrow channels such as Strait of Split (Splitska vrata), apart from the traffic density, the number of simultaneous ship passages is also important as well as ships characteristics. Based on such data, additional navigational safety guidelines and regulations may be planned for the observed area. The purpose of this research is to determine the number of simultaneous ship passages via Strait of Split for a certain period of time. Collected AIS data in SPNMEA format was decoded by AIS Decoder online program to csv file. For five randomly selected days in the summer period, based on AIS data, the number of simultaneous ship passages was determined and ships information presented.
