    The aim of the paper is to analyze the relationship between the perception of the barriers in establishing an international cooperation and information sources applied while looking for foreign partners. The paper presents the results of the study on 278 Polish exporters and importers cooperating with partners from China and Germany. The companies were divided in two clusters differing in the perception of the barriers in establishing the cooperation with partners from China and Germany. The analysis revealed that these clusters differ only to a modest extent regarding the information sources applied to find a foreign partner. However, significant differences regarding the way of verifying the partner’s reliability were shown. This effect did not depend on the partner’s country of origin.
    Celem artykułu jest analiza związku postrzegania barier w nawiązywaniu współpracy międzynarodowej oraz źródeł informacji wykorzystywanych podczas poszukiwania partnera zagranicznego. Zaprezentowano wyniki badania 278 polskich eksporterów i importerów współpracujących z partnerami z Chin i z Niemiec. Przedsiębiorstwa podzielono na dwa skupienia w zależności od postrzegania przez nie barier w nawiązywaniu współpracy z partnerami z Niemiec i z Chin. Analiza wykazała, że skupienia te w niewielkim stopniu różnią się między sobą jeśli chodzi o źródła informacji wykorzystywane podczas poszukiwania partnera zagranicznego, natomiast występują między nimi istotne różnice dotyczące sposobu weryfikacji wiarygodności potencjalnego partnera. Efekt ten występował niezależnie od kraju pochodzenia partnera.

    In this research work, the author focuses on the analysis of the activity towards the Transatlantic Trade and Investment Partnership (TTIP) between the European Union and United States. It has been emphasized that the talks will reduce regulatory barriers. New agreements to remove trade barriers aim at reducing dead-weight costs and at increasing net social gains from international trade. The article examines the impact of free trade agreements like TTIP and, in particular, investor-state dispute resolution mechanisms in reducing the power of national governments to regulate and eliminate market inequality. The article offers examples of successful regulatory cooperation efforts in the hope that it will shed light on possible approaches to addressing regulatory divergences. Ideally, the best way to address problems arising from regulatory divergence would be on a multilateral basis, while taking into account the relations of the EU and the US with other countries. The main aim of the article is the presentation of the challenges for TTIP negotiations. The particular objective of the research task is the regulatory trade barriers in US-EU foreign trade policy, the nature and the promoters of TTIP, the interrelationship between regulatory standards and international cooperation in TTIP. The general theoretical approach will be of broad interest to economists interested in international questions, especially transatlantic cooperation, as well as to political scientists. The main methods applied in this research were the institutional method, comparative method, documentation method and statistical methods. Additionally, the methods of deductive and inductive forecasting were applied.

    The article presents the possibilities of overcoming barriers in international cooperation from the point of view of a research unit. The goal of the article is the presentation of good management practices in international cooperation in the area of R&D between the Institute of Aviation and General Electric, which reduce the level of uncertainty of cooperation. In the text the results of quantitative research concerning barriers for technological cooperation between Polish entities and foreign partners were used. Case study analysis revealed the possibility of reducing these barriers. Data for the case study were collected in interviews with the managers of both the Polish and the American partner. Partner cooperation between organizations brings mutual benefits and motivates the partners to pursue further development of cooperation and reduces the transaction costs resulting from cooperation in a sensitive area. Both organizations have worked out a series of good practices of international cooperation in the area of R&D, which can be used for overcoming barriers in establishing international R&D cooperation by Polish companies.
    Artykuł przedstawia możliwości przełamywania barier we współpracy międzynarodowej z punktu widzenia jednostki badawczej. Celem artykułu jest prezentacja dobrych praktyk zarządczych współpracy międzynarodowej w obszarze B+R między Instytutem Lotnictwa a General Electric, które obniżają poziom niepewności kooperacji. W tekście wykorzystano wyniki badań ilościowych dotyczące barier współpracy technologicznej między polskimi podmiotami a zagranicznymi partnerami. Analiza studium przypadku wykazała możliwość ograniczenia tych barier. Dane do studium przypadku zostały zebrane w wywiadach z menedżerami zarówno polskiego jak i amerykańskiego partnera. Partnerska współpraca pomiędzy organizacjami przynosi obopólne korzyści i motywuje partnerów do dalszego rozwoju współpracy i obniża koszty transakcyjne wynikające ze współdziałania we wrażliwym obszarze. Obie organizacje wypracowały szereg dobrych praktyk współpracy międzynarodowej w obszarze B+R, które mogą zostać wykorzystane do przełamania barier w nawiązywaniu międzynarodowej współpracy B+R przez polskie przedsiębiorstwa.

    In this research paper, the author focuses on the analysis of the implicationsof the Transatlantic Trade and Investment Partnership (TTIP) for China. In the recently launched TTIP negotiations between the USA and the European Union, it has been emphasized that the talks will make reducing regulatory barriers a signature issue. The emphasis on overcoming these barriers has generated some excitement, with large figures being offered as estimates of the resulting economic gains. New agreements to remove trade barriers aim at reducing dead-weight costs and increasing net social gains from international trade. This paper examines the problem of regulatory barriers and offers an assessment of what can be achieved. Ideally, the best way to address problems arising from regulatory divergence would be to take into account the relations of the EU and USA with China in terms of multilateral collaboration. The main aim of the paper is the presentation of the TTIP’s implications for China. The particular objective of the research task here is the regulatory trade barriers in the USA-EU foreign trade policy, the nature and the promoters of the Transatlantic Trade and Investment Partnership (TTIP), interrelationship between regulatory standards and international cooperation in the TTIP, and TTIP’s impact on China.
    W niniejszym artykule Autor koncentruje się na analizie implikacji Transatlantyckiego Partnerstwa Handlowego i Inwestycjnego (TTIP) dla Chin. W ostatnim czasie w związku z negocjacjami w sprawie owego TTIP między USA a Unią Europejską, podkreślano, że rozmowy te mają doprowadzić do redukcji barier regulacyjnych, a to z kolei miało doprowadzić do istotnych korzyści ekonomicznych. W niniejszym artykule analizuje się problem barier regulacyjnych i dokonuje się oceny tego, co może zostać w związku z tym osiągnięte. Idealnie, najlepszym sposobem, aby rozwiązać problemy wynikające z rozbieżności regulacyjnych byłoby, na zasadzie wielostronnej współpracy, również uwzględniać stosunki UE i USA z Chinami. Głównym celem artykułu jest prezentacja implikacji TTIP dla Chin. W szczególności celem badawczym pozostają m.in. regulacyjne bariery handlowe polityki handlu zagranicznego w stosunkach transatlantyckich USA–UE, oraz specyfiki TTIP.
