    The article presents the opinions and views of the outstanding British politician and thinker, Edmund Burke (1730– 1797), on the situation of the Commonwealth. Burke devoted little attention to Polish affairs, but using its example, he formulated some theses on the internal and external reasons for the collapse of states. These views he developed in the last years of his activity, focusing on the French revolution.

    Opis:
    There is no legal definition of a hybrid war in international public law, but what is happening on the Polish border with Belarus can be called a new type of border conflict. The situation on the Polish, Lithuanian and Latvian borders is evolving in a dangerous direction for the security of these countries and the security of the European Union, but it is also a humanitarian crisis. Public international law contains norms which give guidance on what steps should be taken. However, the development of the situation depends on the decisions of the countries involved in this border conflict. This conflict on the eastern border of the European Union has many aspects. This paper will provide an overview and explanation of the most important of them. Provisions of public international law and Polish national solutions related to migration and resolving such conflict situations are also discussed. This conflict is shown in a broader perspective of other hybrid actions used by Russia.
    W prawie międzynarodowym publicznym nie ma legalnej definicji wojny hybrydowej, ale to, co dzieje się na granicy Polski z Białorusią, można nazwać nowym typem konfliktu granicznego. Sytuacja na granicy Polski, Litwy i Łotwy ewoluuje w niebezpiecznym kierunku dla bezpieczeństwa tych krajów i bezpieczeństwa Unii Europejskiej, ale jest to również kryzys humanitarny. Prawo międzynarodowe publiczne zawiera normy, które dają wskazówki, jakie kroki należy podjąć. Jednak rozwój sytuacji zależy od decyzji państw zaangażowanych w ten konflikt graniczny. Konflikt na wschodniej granicy Unii Europejskiej ma wiele aspektów. Niniejszy artykuł zawiera przegląd najważniejszych z nich. W artykule omówiono przepisy prawa międzynarodowego publicznego, prawa Unii Europejskiej oraz polskie rozwiązania krajowe związane z kryzysem migracyjnym. Konflikt ten pokazano w szerszej perspektywie innych działań hybrydowych stosowanych przez Rosję.

    This article attempts to define what contemporary globalization is and present opportunities and threats this process generates.     Visegrad Four (Czechia, Hungary, Poland and Slovakia) countries, known on international arena as V-4, never being strictly unifi ed grouping, in the context of the migrant crisis in the EU (2015 and after) seemed to emerged as one, unifi ed voice, at least in this particular issue. Due to the fact that especially Hungary and Poland are increasingly treated as a (nationalistic and populist) challenge toward the European values, as defined in so called Copenhagen criteria, the Author is trying to fi nd the answer about the future of the V-4 in the EU in the years to come.

    The article is devoted to the study of the place, role and regulatory framework of economic security, identifying it as a key component in the national security system of Ukraine. The theoretical and methodological approaches to defining the categories of “economic security” and “national security” have been examined in this article. Objects and subjects of economic security of the state have been defined; the basic threats to economic security have been allocated. The purposes of the economic security system and the measures that must be provided to achieve it have been formed. It has been noted that the national security today is an important attribute of foreign, domestic and military policy of the state. A special place in the system of acts dealing with the ensuring of economic security the program constituent documents have, namely: strategies, concepts, doctrines that constitute a system of officially accepted views in the state, as they are constituent. Indicators of economic security have been identified, which are the most important indicators of the business situation in the economy and the effectiveness of the economic policy of the state. The national economic interests which are necessary to be considered at decision-making on maintenance of economic safety have been listed. 106 Valeriy Hnatenko Ensuring of the economic security is achieved through the development and implementation of a set of measures aimed to neutralize threats to economic security. The article outlines the main directions of the state policy in the field of economic security of the country. It has been concluded that the problem that had developed in the economy of Ukraine requires the development and implementation of economic security strategies for the short and long term, is actual as never before, and needs further researches.

    The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

    Zapewnienie bezpieczeństwa w szkołach jest jednym z ważniejszych obowiązków dyrektorów i nauczycieli, ale stawia również wyzwania przed organami nadzorującymi oraz ministrem właściwym do spraw oświaty i wychowania. Dochodzi tam bowiem coraz częściej do incydentów wpływających na bezpieczeństwo uczniów i nauczycieli. Przedmiotem ogólnopolskiej kontroli, koordynowanej przez Delegaturę NIK w Łodzi, było sprawdzenie przygotowania tych placówek na wypadek wystąpienia zagrożeń wewnętrznych i zewnętrznych. Ujawniła ona, że szkoły nie były odpowiednio zabezpieczone na takie sytuacje, a podejmowane przez dyrektorów działania często okazywały się nierzetelne.
    The Supreme Audit Office has conducted an audit of protection of schools against in ternal and external dangers, as more and more incidents can be observed that affect the safety of students and teachers. Providing safety in schools is one of the main obli gations of headmasters and teachers, but it is also a challenge to the entities that super vise schools and to the minister responsible for education and schooling. The results of the audit are not positive, though. The activities of the Ministry of National Education have been positively assessed, but not the situation in schools and the bodies that man age schools. The audited schools were not properly prepared for internal and external dangers, and in many cases the measures introduced by headmasters to ensure safety were not appropriate. Schools cannot count on support of the bodies they are super vised by, either, whose engagement in the activities aimed to ensure safety of students and teachers was very limited.

    The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

    Bezpieczeństwo ekonomiczne istotnie decyduje o niezakłóconym funkcjonowaniu gospodarki oraz jej rozwoju. Jego skuteczne i efektywne kształtowanie zależy od racjonalnego rozpoznania i wykorzystania wielu zmiennych w czasie i przestrzeni. Można je sklasyfikować jako czynniki zewnętrzne i wewnętrzne. Jako istotne uwarunkowania zewnętrzne bezpieczeństwa ekonomicznego należy uznać aktywny udział w procesach globalizacji i integracji gospodarczej, przepływy kapitału zagranicznego oraz konsekwencje nadmiernych nierówności na świecie. Z licznych uwarunkowań wewnętrznych szczególnie silne jest oddziaływanie poziomu rozwoju ekonomicznego i jego dynamika, równowaga ekonomiczna i finansowa oraz przejawy ich braku, nieuzasadnione zróżnicowanie dochodów i majątku, rozbudowana szara strefa, korupcja oraz charakter polityki społeczno-gospodarczej. Analizy wpływu determinant bezpieczeństwa ekonomicznego na jego poziom i charakter wykazały, że bezpieczeństwo ekonomiczne Polski utrwaliło się na średnim europejskim poziomie. Postulowane i oczekiwane umocnienie bezpieczeństwa ekonomicznego wymaga aktywnego oddziaływania na uwarunkowania jego kształtowania i będzie w najbliższych latach kształtowane w warunkach znacznego ryzyka i niepewności.
    Economic security substantially decides an uninterrupted functioning of economy and its development. Its efficient and effective formation depends on the rational recognition and use of many variables over time and in space. They may be classified as external and internal factors. As important external determinants of economic security should be considered an active participation in the processes of globalisation and economic integration, foreign capital flows, and consequences of excessive imbalances in the world. In the numerous internal determinants particularly strong are the impact of the level of economic development and its dynamics, economic and financial equilibrium as well as symptoms of lack thereof, unreasonable differentiation of incomes and assets, enlarged grey area, corruption, and the nature of socioeconomic policy. Analyses of the impact of determinants of economic security on its level and nature have shown that Poland’s economic security has retained at the average European level. The postulated and expected reinforcement of economic security requires an active influencing the determinants of formation thereof and will be shaped in the years to come under the conditions of considerable risk and uncertainty.
