Opis:
The European Union is focusing on military capabilities and the fight against terrorism, but to a lesser extent on employment opportunities for immigrant integration, human rights and peace-building and the sustainability of countries and societies in Europe and around it. The European Union has always been proud of its soft power and will continue to do so in the area of security and defence. On the other hand, the idea of Europe as an extremely “civilian power” does not correspond to the changing reality. In this regard, the EU will need to deepen its transatlantic relationship and its partnership with NATO.

Opis:
Referring to the controversy over scientific status of Darwinian theory of evolution and intelligent design theory, author reviews the key notions in the philosophy of Karl Popper, such as falsifiability, testability or refutability of a theory. His aim is to check the accuracy of the use of these notion in the argumentation of William Dembski who is a proponent of intelligent design theory. Dembski invokes Popper in his argumentation regarding refutability of this theory, but author shows that Dembski distorts Popperian concept of falsifiability. He indicates also that Dembski’s objection that Darwinism is unrefutable is mistaken and proofs that even in the light of Dembski’s own criterions the theory of intelligent design turns out to be unfalsifiable.

The light-emitting diode (LED) is an essential component of intelligent street lighting (ISL) systems. An efficient ISL system can not only reduce power consumption by planning LED illuminating time but also reduce maintenance costs through a high degree of automation. In this paper, a buck-boost converter is used to realise composite transmission of power and signals for an ISL system. The power is modulated by the pulse width modulation (PWM) approach, and the switching ripple generated in the PWM process is utilised as the carrier of the signals transmitted between the remote-control centre and the slave nodes. Moreover, the proposed model involves a ‘request to send (RTS)/confirm to send (CTS)’ mechanism to avoid signal conflicts. Compared with the conventional power line communication (PLC) approach, the proposed transmission scheme has the advantages of simple circuit structure and simple system wiring. Additionally, a simulation model built in MATLAB/Simulink proves the designed transmission method has strong anti-noise ability.

Opis:
Multi-Criteria Group Decision Making (MCGDM) aims to find a unique agreement from a number of decision makers/users by evaluating the uncertainty in judgments. In this paper, we present a General Type-2 Fuzzy Logic based approach for MCGDM (GFLMCGDM). The proposed system aims to handle the high levels of uncertainties which exist due to the varying Decision Makers’ (DMs) judgments and the vagueness of the appraisal. In order to find the optimal parameters of the general type-2 fuzzy sets, we employed the Big Bang-Big Crunch (BB-BC) optimization. The aggregation operation in the proposed method aggregates the various DMs opinions which allow handling the disagreements of DMs’ opinions into a unique approval. We present results from an application for the selection of reading lighting level in an intelligent environment. We carried out various experiments in the intelligent apartment (iSpace) located at the University of Essex. We found that the proposed GFL-MCGDM effectively handle the uncertainties between the various decision makers which resulted in producing outputs which better agreed with the users’ decision compared to type 1 and interval type 2 fuzzy based systems.

The application of quadcopter and intelligent learning techniques in urban monitoring systems can improve flexibility and efficiency features. This paper proposes a cloud-based urban monitoring system that uses deep learning, fuzzy system, image processing, pattern recognition, and Bayesian network. The main objectives of this system are to monitor climate status, temperature, humidity, and smoke, as well as to detect fire occurrences based on the above intelligent techniques. The quadcopter transmits sensing data of the temperature, humidity, and smoke sensors, geographical coordinates, image frames, and videos to a control station via RF communications. In the control station side, the monitoring capabilities are designed by graphical tools to show urban areas with RGB colors according to the predetermined data ranges. The evaluation process illustrates simulation results of the deep neural network applied to climate status and effects of the sensors’ data changes on climate status. An illustrative example is used to draw the simulated area using RGB colors. Furthermore, circuit of the quadcopter side is designed using electric devices.

Opis:
The GNSS positioning performance is commonly defined and described in terms unspecified to particular GNSS-based application. The approach causes difficulties to GNSS application developers, operators, and users, rendering the impact assessment of GNSS performance on the GNSS application Quality of Service (QoS) particularly difficult. Here the Probability of Occurrence (PoO) Model is introduced, which allows for a risk assessment of the probability for the GNSS positioning accuracy failure to meet the requirements of the particular GNSS-based application. The proposed PoO Model development procedure requires a large set of position estimation errors observations, which shall cover a range of classes of positioning environment (space weather, troposphere, multi-path etc.) disturbances affecting GNSS positioning accuracy. As result, the PoO Model becomes a tool that returns the probability of failure in meeting the positioning accuracy requirements of the GNSS applications considered, thus providing the input for a GNSS deployment risk assessment. The proposed PoO Model and its development procedure are demonstrated in the case of polar region positioning environment, with raw GNSS pseudorange observations taken at the International GNSS Service (IGS) Network reference station Iqualuit, Canada are used for the PoO Model development. The PoO Model proof-of-principle is then used to estimate the probability of the unmet required positioning accuracy for a number of polar maritime navigation applications. Manuscript concludes with a discussion of the PoO Model benefits and shortcomings, a summary of contribution, and intentions for the future research.

Opis:
Computers have been employed in education for years. They help to provide educational aids using multimedia forms such as films, pictures, interactive tasks in the learning process, automated testing, etc. In this paper, a concept of an intelligent e-learning system will be proposed. The main purpose of this system is to teach effectively by providing an optimal learning path in each step of the educational process. The determination of a suitable learning path depends on the student's preferences, learning styles, personal features, interests and knowledge state. Therefore, the system has to collect information about the student, which is done during the registration process. A user is classified into a group of students who are similar to him/her. Using information about final successful scenarios of students who belong to the same class as the new student, the system determines an opening learning scenario. The opening learning scenario is the first learning scenario proposed to a student after registering in an intelligent e-learning system. After each lesson, the system tries to evaluate the student's knowledge. If the student has a problem with achieving an assumed score in a test, this means that the opening learning scenario is not adequate for this user. In our concept, for this case an intelligent e-learning system offers a modification of the opening learning scenario using data gathered during the functioning of the system and based on a Bayesian network. In this paper, an algorithm of scenario determination (named ADOLS) and a procedure for modifying the learning scenario AMLS with auxiliary definitions are presented. Preliminary results of an experiment conducted in a prototype of the described system are also described.

We propose a unified model for the enforcement of safety and security of cyber-physical systems in critical applications. We argue that the need for resilience of a critical system requires simultaneous protection from hazards (safety) and from unauthorized access (security). We review how the critical system properties are handled and present a framework for their modeling. Then we present a model for the enforcement of critical system properties through situational awareness, including threat monitoring, data analysis and state prediction for decision making. We conclude by presenting a case study of a power grid simulation and advocate the ability to move from today's reactive approaches to proactive ones that aim at avoiding system failures.

A good building is characterized by structural and installation flexibility. Its another important feature consists in adaptability i.e. in potential subdivisions and modification of the functions owing to the fact that the type of activity conducted in a building object may be changed in course of its service life. There are several market requirements to be met by a building. The basic requirements are: the profit for the owner and developer, effective use of available space, low maintenance costs and possibility to generate profits. It is possible to determine the principles of engineering (POE) for a building on the basis of an assessment of quality of the already existing buildings. The following quality categories are determined in the framework of this method: technical, functional, behavioural, organizational and economic category. The users of the building as well as their needs and location in the building and the needs of this building are further elements to be considered. The purpose of the present article is to establish a definition of an intelligent building and to present a model of building automation system in this type of building as well as to present the examples illustrating the use of computer in order to reduce electric energy consumption. The issues associated with the designing of energy efficient systems in the scope of building management have also been discussed.

This paper continues work from part 1 where a high precision estimator for energy efficiency and indoor environment based on artificial neural networks (ANN) was examined. Part 1 demonstrated that creating a precise representation of a mathematical relationship one must evaluate the stability and fitness under randomly changing initial conditions. Now, we extend our requirements for the model to be rapid and precise. At the end of this work we obtain a road map for the design and evaluation of ANN-based estimators of the given performance aspect in a complex interacting environment. This paper also shows that ANN system designed may have a high precision in characterizing the response of the building exposed to variable outdoor climatic conditions. The absolute value of the relative errors, MaxAR, is less than 2%. It proves that monitoring and ANN-based characterization approach can be used for different buildings, including those with the best environmental performance.

To understand the behavior of such networks as well as to provide good services to the travelers many issues have to be managed, some of them are: call handover between vehicles in vehicular network, speed Vs capacity, security of call, network topology, and network fragmentation. In this paper we study such vehicular networks and explain these issues and the related work. Detailed study of practical node mobility models based on mobility states and the quality of practical links based on received signal strengths are used as inputs for system capacity studies. Experiments were run in Sydney based on drive tests with mobile terminals deployed on them. Then some new ideas for managing the vehicular networks are proposed.
