    Research was conducted to find out about the parents’ opinions on the intellectual potential of their children with Down syndrome and diagnosed intellectual disability studying in 4–8 grades of common, integration and special schools. Additionally, the factors determining the respondents’ opinions were analyzed. The paper uses the author’s questionnaire was placed on groups for parents of children with Down syndrome on the social network site Facebook. In addition, surveys were sent by e-mail to the primary school districts and non-governmental organizations that help children with Down syndrome. Fifty two questionnaires were collected. The results indicate that, despite intellectual disability, parents recognize the intellectual potential of their children. It can be assumed that assessments of the intellectual potential of students with Down syndrome and diagnosed intellectual disability are determined by their siblings in the intellectual norm, gender, using verbal speech, communication skills, social skills and opinions of their parents about their successes in school and progress as a result of the therapy.

    The article is a review, its aim is to present the scouting of knowledge. This is just one of the issues related to the commercialization of knowledge, especially with the initial stage of this process. Scouting is a method of identifying scientific projects that are characterized by high market potential. The article presents the scope of scout works and their tasks and competences. Also pointed to the problems that contribute to the discussion about the commercialization of research results.

    W artykule przedstawiono wyniki badań, stanowiące część większego projektu badawczego, którego inspiracją była krytyczna ocena jakości procedur konkursu na stanowisko dyrektora szkoły. Obecnie funkcjonujące rozwiązania, są nieadekwatne, brak jest kompleksowej wizji dotyczącej jakości przywództwa, zdolności poznawczych i pożądanego profilu osobowościowego dyrektorów polskich szkół. Głównym celem prezentowanych badań była empiryczna identyfikacja predyspozycji psychologicznych (osobowościowych i intelektualnych) i kompetencji menedżerskich nauczycieli – potencjalnych kandydatów na dyrektorów. W toku badań przeanalizowano profile 162 aktywnych nauczycieli za pomocą wystandaryzowanych narzędzi diagnostycznych i kwestionariuszy. W efekcie udało się zidentyfikować potencjał nauczycieli w zakresie wybranych predyspozycji i filozofii zarządzania.
    The article presents the results of the research, which are part of a larger research project inspired by the critical evaluation of the quality of competition procedures for the position of school head. The currently functioning solutions are inadequate, there is no comprehensive vision regarding the quality of leadership, cognitive skills and the desired personality profile of Polish school heads. The main goal of the presented research was the empirical identification of psychological (personality and intellectual) predispositions and managerial competences of teachers - potential candidates for directors. In the course of the study, the profiles of 162 active teachers were analyzed using standardized diagnostic tools and questionnaires. As a result, it was possible to identify the potential of teachers in terms of selected predispositions and management philosophies.

Оценка результатов внедрения осуществлена с точки зре- ния содействия национальных законодательств развитию интеллектуального потенциала стран Балтии.
    The article analyzes result of implementation of Bologna decisions and recommendations into national legislation of Latvia, Lithuania and Estonia. Explored such socially important and mandatory for participant countries Bologna declaration positions as: 1) accessibility of higher education; 2) quality of higher education; 3) higher educational establishments autonomy and academic freedoms; 4) previous education recognition. Evaluation of implementation results was carried out through assessment of the national legislation promotion of intellectual potential development.

    Achieving high competitiveness of Ukraine and ensuring a decent living standard is only possible if a flexible intellectual-innovation strategy development and effective mechanism for its implementation are developed. Today, the definition of strategic goals and objectives of innovative development of Ukraine becomes especially relevant. The innovation model of development should focus on instrumental support for the implementation of the intellectual potential of innovative resident enterprises. The purpose of the article is to define priority directions and improve the strategy of intellectual-innovative development of the national economy, and build an innovative development model for achieving high scientific and technical competitiveness of Ukraine. The structural and logical scheme of the research is determined, the methods of economic research used allowed to sufficiently characterize the strategy of intellectual-innovative development of the national economy on the basis of economic analysis, data comparison, and modeling. The article describes the directions, tasks, and goals of intellectual-innovative development. The dynamics of 2015-2019 scientific-technological and innovative development indicators of the national economy is analyzed. Peculiarities of innovative development and the main restraining factors of regional development are singled out. The analysis of normative-legal acts of scientific-technological and innovative development allowed the authors to single out intellectu-ally innovative vectors of the national economy development. A long-term strategy of intellectual-innovative development of Ukraine is proposed. The innovative model of development of national economy, methods, means, direct and indirect organizational-administrative and financial-credit levers of influence on innovative development of Ukraine are schematically described.

    The present paper discusses the outcomes of research realised as part of the ‘Recognising and encouraging the development of aptitude for learning mathematics in older kindergartners and primary school pupils’ project. To start with, data concerning the occurrence of mathematical giftedness in older pupils is offered together with an explanation of the reasons for the previous lack of interest in the issue of inclinations for mathematical giftedness in children. Subsequently, I present a description of the mental traits of older kindergarteners which indicate their inclination for mathematical giftedness. I also go on to outline the research programme on the basis of which I managed to: (a) develop diagnostic methods for determining the inclination for mathematical giftedness in children, (b) estimate the number of children manifesting an inclination for mathematical giftedness and children endowed with an inclination for outstanding mathematical giftedness, (c) determine the reasons why groups of children manifesting their mathematical giftedness become significantly reduced after the first months of education. Finally, I discuss the critical periods crucial for developing inclinations for mathematical giftedness in children. I additionally provide an explanation of why it is impossible to fix the neglected cultivation of an inclination for an aptitude in mathematics in the subsequent years of school education.

Ponieważ jednym z najważniejszych czynników wpływających na konkurencyjność i rozwój przedsiębiorstwa jest wiedza, która odpowiednio ukierunkowana stanowi podstawę tworzenia innowacji, celem tego artykułu jest analiza i ocena stopnia wykorzystania narzędzi służących ochronie własności intelektualnej związanej z procesem kreowania i wprowadzania innowacji w przedsiębiorstwach regionu tarnowskiego i Małopolski. Pierwsza część artykułu obejmuje prezentację oraz podział podstawowych narzędzi stosowanych przez przedsiębiorstwa w celu ochrony wiedzy jako najważniejszego zasobu wykorzystywanego do tworzenia innowacji. W drugiej części przedstawiono wyniki badań empirycznych obejmujących prezentację stopnia zastosowania narzędzi zabezpieczania wartości z innowacji przez przedsiębiorstwa regionu Małopolski w kontekście rodzaju prowadzonej działalności. Na podstawie badań można wnioskować, że przedsiębiorstwa posiadają zdolność do wprowadzania innowacji, jednak skala działań mających na celu zatrzymywanie wartości powstałej w wyniku tworzenia innowacji kształtuje się w analizowanych przedsiębiorstwach na niskim poziomie.
    Firms seeking to develop must work on their own innovative potential. In innovation activities this potential includes the innovative capabilities used in the creation, implementation and management of innovation. As one of the most important factors affecting competitiveness and enterprise development is knowledge, which, adequately targeted, is the basis for the creation of innovation. The purpose of this article is to analyze and assess the level of the use of tools for the protection of intellectual property associated with the process of the creation and implementation of innovations in enterprises of Tarnów and Malopolska Region. The first part of the article covers the presentation and division of basic tools used by businesses to protect knowledge as the most important resource used to create innovation. The second part of the article shows the results of empirical studies involving the presentation of the level of the use of tools to secure the value from innovation by the firms of the Malopolska Region, in the context of the type of activity. On the basis of the research it can be concluded that businesses have the ability to innovate, but the scale of operations aimed at the retention of the value created as a result of innovation in the analyzed enterprices is at a low level.

    The purpose of this article is an attempt to define the concept of industrial property management based on literature research and the author's own conceptual work devoted to the problem of defining this area. As a result of the conducted analyses, the author concludes that the hitherto and inconsistent interpretations of the notion of industrial property, as well as their detachment from management sciences, and giving them a character proper to legal sciences, gives rise to significant problems in the understanding and implementation of management processes in this area, and more importantly, also in the understanding of the importance and significance of this area for the proper management of a manufacturing enterprise. The author presents the view that the concept of industrial property must be understood more extensively in management sciences and, at the same time, broadly enough to allow for an unambiguous definition of industrial property management that would serve its stakeholders in a key way that does not raise any substantial doubts.
    Celem niniejszego artykułu jest próba zdefiniowania pojęcia zarządzanie własnością przemysłową na podstawie badań literaturowych i własnych prac koncepcyjnych poświęconych problematyce definiowania tego obszaru. W wyniku przeprowadzonych analiz autorka wnioskuje, że dotychczasowe i niejednolite interpretacje pojęcia własność przemysłowa, a także ich oderwanie od nauk o zarządzaniu i nadanie im charakteru właściwego dla nauk prawnych rodzi istotne problemy w rozumieniu i realizowaniu procesów zarządczych w tym obszarze, a co ważniejsze, również w rozumieniu wagi i znaczenia tego obszaru dla właściwego zarządzania przedsiębiorstwem produkcyjnym. Autorka prezentuje pogląd, iż pojęcie własność przemysłowa musi być rozumiane szerzej w naukach o zarządzaniu i jednocześnie na tyle szeroko, aby możliwe było jednoznaczne zdefiniowanie zarządzania własnością przemysłową, które w sposób kluczowy, niebudzący znaczących wątpliwości służyłoby jego interesariuszom.

    The aim of article was to prove the existence of the real difference between active intellect and potential intellect, based on the epistemological thought of Thomas Aquinas. Although many authors suggested such a character distinction, yet no one does not try to justifying it. In this article are comments on intellects in Aristotle account, very short history – following the Aquinas - of distinguishing and separating intellects. Presented is the same understanding of the real difference between existence and essence of beings created and in this light given difference between intellects, because Aquinas, actually never spoke about it in this way. A basic element of the article is to distinguish intellects on the basis of a formal rules of their objects and distinguish them on the basis of acts, which allows to build a proper argumentation. It has been shown that between what is recognized in the potential intellect is a disproportion, which may be removed by the allocation of truly different between potential and active intellect. Between intellects there is a real difference only in the case of the human intellect, since both in God and in the angelic beings, this differentiation is not needed. The real difference between intellects is based on the difference between the act and potency or being in act and being in potency, however, are not they act and potency relative to each other, but to the cognized object. Moreover, the active intellect as being in the act, is not determined nor determining the object of cognition potential intellect, it is not the object recognized by him. Finally, if the way of cognition depends on the mode of existence, the intellectual knowledge infinity of human remains in potency, by what must be in man two intellects.

    Opis:
    Opracowanie to zamierza odpowiedzieć na pytanie: Na ile etos pracy oraz kapitał ludzki mogą stanowić szansę rozwoju gospodarczego w skali państwa lub regionu? W związku z tym najpierw zostaną omówione pojęcia: kapitał ludzki wraz z pojęciami pokrewnymi (kapitał społeczny, kapitał intelektualny, potencjalny rynek pracy) oraz koncepcja pracy ludzkiej, której rdzeniem jest etos pracy. Na tle tych analiz zostaną przedstawione dwie strategie aktualizacji potencjalności, którą jest kapitał ludzki absolwentów szkół ponadpodstawowych, którzy chcą rozpocząć swoją pierwszą pracę: (1) strategia nauki pracy według zasad programu sponsorowanego przez państwo; (2) strategia rozwoju przedsiębiorczości w społecznościach lokalnych absolwentów szkół. Oczekiwany jest efekt w postaci wartości dodanej do rozwoju gospodarczego w tych regionach, gdzie zostanie wprowadzona eksperymentalnie jedna lub druga strategia dla absolwentów szkół z tego regionu.

    В статье акцентируется внимание на необходимость изучения влияния интеллектуального капитала на уровень стабилизации экономического состояния страны и регионов, и обеспечения социально-экономической безопасности. Указывается, что выход из системного кризиса и повышение конкурентоспособности страны возможно в случае эффективной реализации интеллектуальный потенциал и формировании интеллектуального капитала. Интеллектуальный потенциал становится главным условием экономического прогресса, а интеллектуальный капитал – важнейшим и самым ценным ресурсом для достижения этой цели и основой социально-экономической безопасности государства. Предлагается структура интеллектуального капитала, обосновывается методический подход к определению человеческого капитала. Представляется потенциал страны как соотношение потенциального капитала технологических преобразований и интеллектуального капитала. Указывается, что потенциальный и интеллектуальный капитал создают положительную разницу потенциала страны, являются источником экономического роста сбалансированных показателей деятельности страны, а их соотношение определяет его темпы развития и, соответственно, уровень социально-экономической безопасности. Ускорение евроинтеграции, реализация европейского вектора развития Украины невозможно без наличия соответствующего интеллектуального потенциала и достаточного интеллектуального капитала как овеществленной формы предварительной реализации соответствующего потенциала.
    The article focuses on the importance of analysing of intellectual capital impact on the level of stabilization of the economic condition of the country and its regions, and on the provision of socio-economic security. It is stated that the prevention of the systemic crisis and increasing competitiveness of the country is possible by effective implementation of intellectual potential and development of intellectual capital. The intellectual potential is becoming the main condition for economic progress. Intellectual capital is the most important and valuable resource to achieve this goal, and it’s the basis of socio-economic security. This article provides the intellectual capital structure and justifies the methodical approach to definition of the human capital. The potential of the country is represented as a correlation between potential capital and technological transformation of intellectual capital. The article indi-cates that potential and intellectual capital are a source of economic growth balanced performance of the country, their correlation determines the rate of development and, consequently, the level of socio-economic security. Acceleration of European integration, the implementation of the European vector of development of Ukraine is impossible without the availability of appropriate and sufficient intellectual potential of intellectual capital as a materialized form of provisional implementation of appropriate capacity.
    W artykule skoncentrowano uwagę na znaczeniu analizy wpływu kapitału intelektualnego na poziom stabilności uwarunkowań gospodarczych kraju i jego regionów oraz na zapewnianiu bezpieczeństwa społeczno-gospodarczego. Stwierdza się, że zapobieganie kryzysom systemowym oraz podnoszenie konkurencyjności kraju jest możliwe poprzez efektywne zaangażowanie potencjału intelektualnego oraz rozwój kapitału intelektualnego. Potencjał intelektualny staje się podstawowym warunkiem postępu gospodarczego. Kapitał intelektualny jest najistotniejszym i najbardziej wartościowym zasobem umożliwiającym osiągnięcie tego celu i stanowi podstawę bezpieczeństwa społeczno-gospodarczego. W artykule przedstawiono strukturę kapitału intelektualnego i przedyskutowano metodyczne podejście do definiowania kapitału ludzkiego. Potencjał kraju został odzwierciedlony poprzez korelację pomiędzy kapitałem potencjalnym a technologiczną transformacją kapitału intelektualnego. W opracowaniu wskazuje się, że potencjał i kapitał intelektualny stanowią źródło zrównoważonego wzrostu gospodarczego kraju, a ich współzależność determinuje stopę rozwoju, a w konsekwencji, poziom bezpieczeństwa społeczno-gospodarczego. Przyspieszenie europejskiej integracji i implementacja europejskiego kierunku rozwoju Ukrainy są niemożliwe bez dostępności odpowiedniego i wystarczającego kapitału intelektualnego jako zmaterializowanej formy wdrożenia odpowiedniego potencjału.
