    Opis:
    The concept of Smart Villages is essential for the development of rural areas, in terms of both creating new job opportunities and the quality of life in the countryside. It is based on modern tools and technologies improving the quality of life with better resources and a lower environmental impact. Many different solutions can be implemented within the Smart Villages concept, depending on the needs and potential of a given area. The article aims at the determination of the possibility of using data obtained from public registers for the needs of Smart Villages solutions. The research was carried out in the Mazowieckie Voivodeship in Poland. Selected solutions for rural development in the Smart Villages approach were indicated. The structure of farms, registration plots, and land use were determined. Areas requiring remedial processes such as agricultural land consolidation were marked. Data necessary to implement measures in rural areas were identified, and the possibilities of obtaining them from public registers were indicated. The data is necessary to diagnose the current state and determine further actions, including analyses aimed at taking measures for the sustainable development of rural areas. It was assumed that their acquisition would reduce the costs and time needed to implement the selected solutions within Smart Villages.

    Opis:
    Purpose: The main purpose of this paper is to identify new opportunities for the development of rural areas. A contribution to this should be the combination of modern tools and technologies that affect the improvement of the quality of life and the possibility of creating new jobs in rural areas. Design/methodology/approach: The paper employs the desk research method in the form of an analysis. The analysis of the available literature on the subject on smart villages and the examples of smart villages described in the paper rendered it possible to establish the facts, verify the data and present the results. Findings: The considerations presented in the article indicate that a key element in smart villages is smart human resources that respond to challenges and changes occurring in rural areas. In order to make a real change in a given area, collective action is required rather than individual, and, depending on incentives and local circumstances, these initiatives may prioritise economic, social or environmental issues - or a combination thereof. Practical implications: A common space for development and shared commitment of the rural population enables building social ties as an integral functioning of Smart Villages. Social implications: The needs of the rural community should always come first and the implemented solutions should be adjusted according to these needs, bearing in mind what resources that a given community has. Originality/value: The article is an original approach to the search for intelligent solutions that are meant to improve the development of rural areas and make life easier for rural residents.

    Zmiany zachodzące obecnie na obszarach wiejskich w Polsce wpisują się w koncepcję „inteligentnych wsi” (smart villages), która akcentuje znaczenie wiedzy i działań innowacyjnych dla funkcjonowania współczesnych wiejskich społeczności lokalnych i rozwoju obszarów wiejskich. Artykuł odnosząc się do zagadnienia społeczności lokalnej, przybliża obraz mieszkańców wsi Czarny Las, zwracając uwagę na specyfikę tej społeczności. W wymiarze empirycznym zasadniczym celem autorów jest weryfikacja tezy o występowaniu zależności pomiędzy wiedzą o własnej miejscowości a zaangażowaniem w lokalne sprawy na przykładzie konkretnej społeczności wiejskiej, jak również ustalenie czynników wpływających na oba wymiary. W tym celu zbudowano i wykorzystano wskaźniki dotyczące z osobna wiedzy i zaangażowania mieszkańców wsi Czarny Las w gminie Grodzisk Mazowiecki. Jako predyktory zarówno wiedzy o własnej wsi, jak i zaangażowania w jej bieżące sprawy przyjęto wiek, płeć, wykształcenie, czas zamieszkiwania w badanej miejscowości oraz formalny stan zameldowania. W celu określenia istotności statystycznej predyktorów wiedzy mieszkańców o miejscowości i ich zaangażowania na jej rzecz posłużono się analizą regresji wielokrotnej.
    Changes currently taking place in rural areas in Poland are in line with the concept of “smart villages”, which emphasizes the importance of knowledge and innovative activities for the functioning of contemporary rural local communities and the development of rural areas. Referring to the issue of the local community, the article presents the image of the inhabitants of the village of Czarny Las, paying attention to the specificity of this community. In the empirical dimension, the main goal of the authors is to verify the thesis about the dependence between knowledge about one’s own town place of living and involvement in local matters on the example of a specific rural community, as well as to determine the factors affecting both dimensions. For this purpose, indicators concerning the individual knowledge and commitment of the inhabitants of the village of Czarny Las in the commune of Grodzisk Mazowiecki, were created and used. Age, sex, education, time of residence in the examined town and formal registration status were assumed as predictors of both knowledge about one’s own village and involvement in its current affairs. In order to determine the statistical significance of the predictors of the inhabitants’ knowledge about the village and their involvement in it, the multiple regression analysis was used.

    The aim of the considerations was to identify the challenges related to smart villages arising in the Polish and European legal systems. The expansion of the smart villages concept has become more apparent the new Common Agricultural Policy which provides for the development of different legal mechanisms which, put together, will help to create a smart village. The legal, but also social and economic challenges related to this proposal have been indicated and supported by examples of the implementation of innovative villages in selected European countries, taking into account the influence of globalisation and Europeanisation on the very concept of intelligent villages. Further to that, potential threats from the adopted solutions, as well as their impact on the competitiveness of agriculture have been highlighted. It has also been shown that intelligent villages constitute one of the transmitters of innovation in agriculture and digital rural development.
    Celem rozważań jest identyfikacja wyzwań związanych z inteligentnymi wsiami w polskim i europejskim systemie prawnym. Rozwój koncepcji inteligentnych wsi jest bardziej widoczny w nowej Wspólnej Polityce Rolnej po 2023 r. Zakłada ona rozwój wielu mechanizmów prawnych, które razem będą tworzyć inteligentną wieś. W artykule wskazano przede wszystkim wyzwania prawne, ale także społeczne i ekonomiczne. Ich identyfikacja została wsparta przykładami wdrożeń innowacyjnych wsi w wybranych krajach europejskich. Przedstawione w artykule wyzwania uwzględniają również kwestie globalizacji i europeizacji koncepcji inteligentnych wsi. Jednocześnie odniesiono się do możliwych zagrożeń wynikających z przyjętych rozwiązań, a także ich wpływu na konkurencyjność rolnictwa. Wskazano, że inteligentne wsie są jednym z przekaźników innowacji w rolnictwie i cyfrowego rozwoju obszarów wiejskich.
    L’articolo si propone di identificare sfide fondamentali relative ai villaggi intelligenti negli ordinamenti giuridici polacco ed europeo. Nella nuova politica agricola comune dopo il 2023 lo sviluppo della concezione di smart village è più accentuato. Essa prevede di sviluppare vari meccanismi giuridici che nell’insieme porteranno a creare questo tipo di villaggio. Nell’articolo sono state messe in risalto soprattutto sfide giuridiche, accanto a quelle sociali ed economiche, supportate da concreti esempi provenienti da Paesi europei scelti. Nel contesto delle sfide discusse si è tenuto conto anche delle questioni riguardanti la globalizzazione e l’europeizzazione. Si è fatto altresì riferimento a possibili minacce risultanti dalle soluzioni adottate, nonché ad un loro impatto sulla competitività dell’agricoltura. È stato anche appurato che i villaggi intelligenti agiscono da cassa di risonanza per promuovere l’innovazione nel settore agricolo come anche l’innovazione digitale delle zone rurali.

    The objective of the study, on the basis of problem literature, is the presentation of theoretical concepts referring to rural development and practical support programmes of these areas available in Poland and the European Union (EU). In this context, rural areas are presented as the reference area for development policies, with particular consideration for the Cohesion Policy (CP), the Common Agricultural Policy (CAP), including the EU Rural Area Development Programme (RADP). Among the theoretical rural development concepts, particular attention was devoted to sustainable and balanced development forming the basis for shaping practical development programmes and identifying new theoretical approaches. The latter encompassed the smart rural areas concept, the resilience concept, local development programming, bottom-up endogenous development and the neo-endogenous concept of open development. It was concluded that the LEADER and LEADER+ neo-endogenous concept is an effective form of supporting rural area development, especially after the fifth extension of the EU with Central and Eastern European countries.
    Celem pracy jest przedstawienie aktualnych koncepcji teoretycznych odnoszących się do rozwoju obszarów wiejskich, a także praktycznych programów wsparcia rozwoju tych obszarów, prowadzonych w Polsce i Unii Europejskiej (UE). Analizę przeprowadzono na podstawie literatury przedmiotu. Przedstawiono obszary wiejskie jako przedmiot odniesienia polityk rozwojowych, ze szczególnym uwzględnieniem polityki spójności (PS) i wspólnej polityki rolnej (WPR), w tym programów rozwoju obszarów wiejskich (PROW) UE. Wśród teoretycznych koncepcji rozwoju wsi szczególną uwagę poświęcono teorii zrównoważonego i trwałego rozwoju, jako podstawy do kształtowania praktycznych programów rozwoju i wyłaniania się nowych innowacyjnych ujęć teoretycznych. Spośród tych ostatnich przedstawiono koncepcję inteligentnych wsi, koncepcję prężności, programowania rozwoju lokalnego, oddolnego rozwoju edogenicznego oraz neoendogeniczną koncepcję rozwoju otwartego. Uznano, że neoendogeniczna koncepcja LEADER i LEADER+ stanowi skuteczną formę wspierania rozwoju obszarów wiejskich, zwłaszcza po piątym rozszerzeniu UE na Europę Środkowo-Wschodnią.

    Opis:
    Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 provides for the need to include initiatives such as “Smart Villages” in territorial development strategies. An explanation is needed for the purposes of constructing and implementing this element of the strategy. The research undertaken for this purpose started with a structural analysis, which showed, among other things, that the terms smart village and smart villages occur in about 100 legal acts and its preparatory documents of the European Union from the period between 2015 and 2021. A general definition of smart village as a concept that aims to develop services through digital technologies and better use of knowledge, for the benefit of inhabitants and businesses, is provided in a 2017 Commission document. Although a later opinion of the European Committee of the Regions, proposed replacing this term with smart rural areas; both phrases appear in the most recent documents. A contextual analysis of the 2020 and 2021 acts and documents shows expanded common elements of the smart village and smart city concepts compared to the original ones. This provides justification to the search for theoretical support in publications on smart cities, which, in addition to the opportunities and benefits, also points to the need to strengthen personal data protection and cybersecurity.

    In this paper is proposed concept of an information model for development of smart villages in the Republic of Croatia in Slavonia region. An insight into the existing supply of structured knowledge and broadcasting of important information in areas relevant to ‘smart villages’ shows that there are hundreds of information emitters that provide information for use in development of local ‘smart village’ projects. Therefore, this project proposes: (a) introduction of a specific institution (mini consortium of several villages) implementation unit, which will identify information needs for the thematic group of belonging villages, and accordingly (b) construction of an appropriate information system. Based on the results of these analyses, the concept of the „Alberta Information System for the Development of Smart Villages”, for Osijek Baranja County is proposed.
