Opis:: The Mikstat Parish is situated in the south of the Province of Wielkopolska, Poland. On the Cemetery Hill there is a small wooden church dedicated to St Roch, who has been venerated there for almost three hundred years. The local community are aware of the unusual vitality and form of this cult. The Saint Roch feast is a truly exceptional event there. St Roch is the protector of domestic animals who keeps them safe from infectious diseases. The feast celebrations and the patron saint integrate families and the local community. Many people try to participate in the feast preparations. As animals are blessed on this occasion, parishioners and visitors from all over Poland bring their animals and pray to St Roch to protect them. The cult of St Roch in this community also integrates families, because the celebrations are attended by whole families, including relatives residing outside the parish. In 2007 St Roch was pronounced patron saint of the town of Mikstat.

Opis:: This article is a combination of reporting and analysis, constituting a relatively innovative approach in the scientific literature. It combines a report on a science-topical conference with the author’s attempt to weigh up and analyse the 16 years (as of 2017 – Z.M.) of the “war on terror” in terms of security (both external and internal) and the Republic of Poland’s raison d’état with particular emphasis on what are termed “contemporary challenges and threats”, dynamically occurring in the so-called “broad security environment” (in the perspective of Central and Eastern Europevs. the EU and NATO) (see: Summary and Conclusions). The author has used his own holistic analytical-synthetic and predictive method in accordance with the analytical paradigm proposed by Col. dr hab. Opis:: The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.
