Opis:: Current spatial planning system is based on sectorial dvisions or administrative structure. During occurring phase of transformation of cities and regions, functionally connected groups of cities also emerge. Such cities are becoming interdependent, especially by their labor markets. Apart from the causes and form of the process, contextual approach of development conditions is becoming more significant. The new approach to management of regional development has to be accompanied by preparation of new tools for objective delimitation of problem area and identifi cation of new development trends. Such approach will enable cities to become part of modern and globally competitive economy, partially by focusing on priorities for all partners. In European and national regional policy specific expectations are being made regarding development of cities and their functional areas. Those expectations are mainly related to development impulses on regional and cross-regional levels. Despite high requirements, tools and approaches for their development are insufficient. If urban functional areas are to become development poles, they require higher level of integration and systematic implementation of strategic development procedures. The aim of integration of urban functional areas is mostly found in quality and creating proper conditions for development of new activities and functions. If those areas have to fulfi ll their role in regional structure, they have to develop towards creating new values and relations between entities, which will result in innovation and creativity.

Opis:: The reflections presented in this paper are focused on the problem of the conflict that takes places at the point of contact of two cultures during social interventions in the communities of foreigners residing in Poland. That is why three research perspectives have been presented. The first one is an analysis of the legal solutions pertaining to the acquiring of the status of a legal alien. The second aspect of the research is connected with the features of the institutional forms of social support for foreigners. In the further area the indicators of cultural differences of the investigated group have been discussed and it has been attempted to define the potential areas of conflict. The scientific exploration was aimed to specify to what extent cultural differences condition the process of the foreigners’ adaptation to a new socio-cultural reality. Furthermore, an attempt was made to answer the question whether the institutions intended to help foreigners can constitute an area of compromise. For this aim the differences between the levels of expectations represented by the administrative and social services and the foreigners themselves have been shown.

Opis:: This article discusses deepening of European integration resulting from the reforms of eurozone in the context of the Optimum Currency Areas (OCA) theory. The paper begins with an outline of the OCA theory crucial findings. The second section discusses the importance of proper selection of monetary union membership criteria. Next, the deepening of the European integration in light of the endogeneity of currency area optimality hypothesis is discussed. The final section emphasizes possible changes in the balance of costs and benefits of monetary integration for countries that have not yet fulfilled the necessary conditions for the adoption of the euro.

Opis:: Treścią artykułu jest analiza instrumentarium zarządzania kryzysem fiskalnym w Eurolandzie. Autor stawia tezę, że zarządzanie kryzysem fiskalno-bankowym w Eurolandzie wymaga innowacyjności transformacyjno-wydajnościowej, a nie innowacji podtrzymującej mechanizm funkcjonowania strefy euro i całej UE. Jakby to paradoksalnie nie brzmiało, o innowacyjności w zarządzaniu procesem integracji europejskiej może świadczyć powrót do przeszłości, czytaj: przywrócenie dominacji ekonomii nad polityką integracji.
The content of the article is an analysis of instruments for managing the fiscal crisis in the Euroland. Th e author puts the thesis that managing the fiscal and banking crisis in the Eurozone requires transformation - and effi ciency - related innovativeness and not innovation supporting the mechanism of functioning of the Eurozone and the whole EU. Though it may have sounded paradoxically, innovativeness in managing the process of European integration may be witnessed by the return to the past, read restoration of the dominance of economics over the policy of integration.
