Opis:
Risk scoring methods applied in risk assessments used in Turkey, differ from each other in terms of analysis methods, scoring the risks, presumption and sensitivity levels. This article aims to eliminate the effects of divergent results of different risk analyses of lifting equipments used in the building industry and develop a practical hybrid risk analysis and ranking method. In this study risks of lifting equipments used in the building industry were scored by conventional Fine-Kenney risk analysis method first. Secondly, with the experience of previous accidents on construction sites, the reasons of accidents were sorted into 7 main criteria, which being ‘Demographic’, ‘Behavioral’, ‘Machine Related’, ‘Working Environment Related’, ‘Economical’, ‘Administrative’ and ‘Organizational’ criteria and related sub-criteria. Developing these criteria was supported by the experience of inspections carried out by labour inspectors. The weighted scores of these criteria were calculated by AHP method using a questionnaire applied to 14 experienced labor inspectors. The weighted scores obtained by the analytical hierarchy process method (AHP) were multiplied by the scores obtained by Fine-Kinney risk assessment method and a new integrated risk assessment and ranking application was introduced. With this application, a different priority rank was created and which risk to be eliminated primarily was determined. The publication focuses on issues related to the culture of safety and the culture of quality. The aim of the publication is to analyze the literature on the subject of these two concepts and to present the relationship between the culture of quality and culture of safety. The integrated system should include the culture of an integrated management system, which will include issues related to individual partial cultures, for example the cultures of quality and safety presented in this publication. This concept includes all elements of the culture of quality and culture of occupational safety. This opens up new, interesting research fields, consistent with contemporary trends in both theory and practice of management sciences. Considering the practical dimension of management sciences, it is difficult to consider separately the "culture" of individual subsystems, where in most enterprises, especially industrial ones, these systems do not appear separately and are implemented in the form of an integrated system.

According to the recommendation of the IMO Resolution MSC.252(83), “Adoption of the revised performance standards for integrated navigation system (INS)”, the INS is introduced in order to enhance navigational safety by providing integrated and augmented functions to avoid geographic, traffic and environmental hazards. Its main task is to provide ‘added value’ for the officer of the watch (OOW), ship’s captain and pilot, to plan, monitor or control the navigational safety and progress of the ship. The system should support navigational safety by combining, processing and evaluating inputs from different connected sensors and sources to provide information, giving timely warnings of dangerous situations, system failures and degradation of the integrity of delivered and presented information. An INS is defined as such if workstations provide multifunctional displays integrating at least the following navigational tasks (functions): route monitoring, collision avoidance and alert management. The output data contains a description of the subsystems and devices included in the INS, and the principles of their cooperation and presentation of data, but it does not present recommendations for interfacing the INS with the ship’s radio communications equipment or standardised rules of operation by the user and presentation of information. These restrictions limit the possibilities of using this system in e-navigation. This paper identifies the importance of these limitations with respect to the need for further development of INSs, and presents proposals to solve this problem.

Currently operating enterprises are more and more willing to adopt a process approach in their structures. The process approach means the transition from traditionally understood management towards adapting to constantly changing environmental conditions. This change is accompanied by the possibility of using a wide range of tools of ICT technology, that allow modelling of any type of process occurring in the enterprise, including processes related to OHS. Thus, the objective of the paper is to indicate the opportunity for the integration of OHS processes with other processes (primary and auxiliary) of the organization using ERP systems. In the first part of the study, there will be indicated the determinants of the development of the process approach in modern enterprises. Subsequently, there will be characterized OHS processes against the background of other processes of the organization. In the third part, there will be indicated the most significant features of ERP systems. The last part will refer to the practical implementation of the process in the area of OHS in the Macrologic Merit system.

Postępująca automatyzacja i robotyzacja w zakładach pracy oraz coraz większa złożoność systemów sterowania maszyn zespolonych powodują konieczność ciągłej poprawy bezpieczeństwa funkcjonalnego maszyn przez prawidłową walidację systemów bezpieczeństwa. Mimo przeprowadzonego procesu walidacji potencjalne błędy programowe mogą ujawnić się w trakcie użytkowania maszyny jako ukryte naruszenia bezpieczeństwa. W artykule przedstawiono przykłady naruszeń bezpieczeństwa rzeczywistych zespołów maszyn oraz próby wdrażania rozwiązań zautomatyzowanych mechanizmów do wykrywania problemów z bezpieczeństwem. Kolejnym aspektem poruszanym w artykule jest nowe podejście do wykrywania ukrytych naruszeń bezpieczeństwa. Dzięki zastosowaniu modelu „cyfrowego bliźniaka” maszyny, programu generującego sekwencję zdarzeń do testowania systemów sterowania i zastosowanie wirtualnej rzeczywistości (wizualna weryfikacja programów bezpieczeństwa) możliwa jest maksymalizacja funkcji bezpieczeństwa funkcjonalnego zespołów maszyn.
The progressing automation and robotization in the industrial plants as well as the increasing complexity of the control systems of integrated machines make it necessary to constantly improve the functional safety of machines through the correct validation of safety systems. Despite the validation process carried out, the potential software errors may reveal during the usage of the machine as hidden security breaches. The article presents examples of security breaches of real machine tools and attempts to implement solutions of automated mechanisms for detecting security problems. Another aspect of the article is the new approach for detecting hidden security breaches. Using the „digital twin” model of the machine, a program that generates a sequence of events for testing control systems, and the use of a virtual reality (visual verification of the safety programs), it is possible to maximize the functional safety functions of the machine.

Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Artykuł zawiera m.in. ocenę zintegrowanego bezpieczeństwa dokonaną przez rybaków morskich.
The article attempts to bring closer the dangers faced by people working as sea fishermen. Every profession has its own specific threats. The safety of sea fishermen is an interdisciplinary issue. It deals not only with health and safety issues, but also with the role and tasks of the State on international territories. This article also includes self-assessment of the integrated safety among sea fishermen.

Małopolska Vistula River Gorge is located in the middle stretch of the Vistula valley between Zawichost and Puławy. Its great portion is supposed to be turned into a Geopark safely approachable by tourists along walking trails leading to planned geosites. While general criteria of geosite selection are oriented on promoting expected interesting attributes of the planned Geopark or, in a special case, on recognizing possible strong geological hazards such as volcanic, earthquake and tsunami phenomena, the inner problems of tourist safety are not commonly recognized. The Vistula Gorge and its close vicinity of Geopark is dedicated to cultural heritage, geological history, landscape and local folklore. The inner hazards of disasters are created here by steep, slippery paths, collapsible loessial canyons, rock-falls from weathered rock-walls, and high waters of the nearby river channel running alongside or flooding tourist footpaths. Recognition and preventing measures against such hazard require determination of the current engineering-geological conditions by testing rock and soil properties along the gorge, and by checking the likelihood of natural disturbance of the terrain safety. The vulnerability of exposed rocks to processes of natural erosion, steady weathering progress, turning steep clayey bluffs into slippery ground, and to an impact of long-term anthropogenic factors had to be recognized, checked, and tested for a final assessment of suitability of the selected place to serving as a Geopark. The special prognostic procedure of engineering-geological hazards was recommended, applicable prior to the Geopark planning stage. The procedure encompasses a thorough assessment of possible safe accessibility to particular geosites in the area designated to become a Geopark. The suitability of the selected area to serving as a Geopark was, thus, analyzed methodically with regard to a detailed engineering-geological and geomechanical evaluation of possible hazard factors within the whole terrain. Proven engineering geological methodologies were employed for the hazard assessment procedure. Each of the factors was subjected individually to close examination, with results recorded into a GIS integrated informative layer, and envisioned upon digital thematic maps. These maps remain to be used for the preparation of regional suitability maps of specific engineering-geological conditions.

Na początku lipca w Berlinie odbyła się prezentacja całej gamy pojazdów użytkowych Daimler AG: Safety Truck, Safety Van i Safety Coach, opracowanych w ramach globalnego programu "Shaping Future Transportation". Celem tego programu jest ochrona zasobów środowiska na turalnego, redukcja wszelkiego rodzaju emisji szkodliwych związków i hałasu z jednoczesnym zapewnieniem maksymalnego poziomu bezpieczeństwa w ruchu drogowym. W niniejszym artykule skupiono się przede wszystkim na rozwiązaniach stosowanych w sektorze autobusowym. Nie można jednak zapominać, że prace rozwojowe w zakresie systemów bezpieczeństwa są prowadzone całościowo i obejmują wszystkie sektory. Wynika to z faktu, iż pojazdy wszystkich sektorów uczestniczą w tym samym ruchu drogowym i podlegają wzajemnemu oddziaływaniu. Ponadto stosowanie rozwiązań uniwersalnych, wszędzie tam, gdzie jest to możliwe, pozwala na znaczne obniżenie cen rynkowych (dzięki uzyskaniu odpowiedniej skali produkcji).

This paper presents selected issues concerning the safety and hygiene of work in the aspect of the integrated management system and the system of management of safety and hygiene of work. Systematics of selected collective, individual and other means of protection was described. Analysis of the safety state was conducted at the Department of Mechanical Coal Processing, among others including legal grounds and specifications, threats and the occupational risk, analyses of accidents at work.

Aby realizować w pełni zadania związane z utrzymaniem akceptowalnego poziomu ryzyka zróżnicowanych operacji żeglugowych i portowych do pragmatyki procesów bezpieczeństwa transportu morskiego zaimplementowano zdywersyfikowane systemy monitoringu. Ich poziom integracji jest stosunkowo niewielki, co przy globalnym charakterze transportu morskiego i dążeniu do unifikacji procesów w nim zachodzących jest zjawiskiem niekorzystnym. Celem niniejszego opracowania jest wskazanie możliwości integracji istniejących systemów monitoringu bezpieczeństwa transportu morskiego, budowa oryginalnego homomorficznego modelu systemu zintegrowanego oraz przedstawienie jego zapisu w notacji algebraicznej. W artykule pozytywnie zweryfikowano hipotezę roboczą stanowiącą, iż istnieją teoretyczne przesłanki umożliwiające budowę koncepcji integracji systemów monitoringu bezpieczeństwa transportu morskiego zmierzającej do optymalizacji procesów zapewnienia bezpieczeństwa w transporcie morskim.
Due to the need for better understanding and management of maritime safety and security aspects several diversified monitoring systems have been implemented to the risk management processes. The integration level of these systems is not satisfactory which, taking into account a global tendency for integration and unification of all already implemented systems highlights existence of serious shortfalls in this field. Thus, the main aim of this paper is an identification of potential for further integration of existing systems and transformation into one completely integrated system. The proposal of homomorpfic integrated model has been shown as well as its algebraically notation. The working hypothesis stated that there is a theoretical potential for integration of maritime transport safety and security systems, has been positively proved.

Artykuł jest próbą odpowiedzi na pytanie jak zaawansowane technologie zastosowane we współczesnych autobusach miejskich znajdują odzwierciedlenie w rzeczywistej redukcji liczby zdarzeń drogowych i polepszeniu bezpieczeństwa użytkowania. Analiza dotyczy okresu 2013-2017 r. wdrażania i eksploatacji zrównoważonego transportu publicznego w mieście. Wprowadzono nowoczesne autobusy Autosan Sancity 10LF i Mercedes-Benz Citaro 12 CNG ale eksploatowane były wciąż starsze konstrukcje typu Jelcz 120 M/4 12 CNG i Solaris Urbino 12 CNG. Zbadano poziom zagrożenia bezpieczeństwa transportu miejskiego wynikający z liczby kolizji i wypadków. Ocenę przeprowadzono za pomocą wskaźnika W3 charakteryzującego poziom zagrożenia bezpieczeństwa systemu transportowego wywołany także intensywnością uszkodzeń układów autobusu w ciągu jednego roku. Oceniano prawdopodobieństwo wystąpienia uszkodzenia analizowanego układu P(U*) oraz istotność wpływu uszkodzeń tych systemów autobusów na zagrożenie bezpieczeństwa transportu miejskiego O.
The article is an attempt to answer the question how advanced technologies used in modern city buses, are reflected in the actual reduction of the number of road accidents and improving the safety of use. The analysis concerns the period 2013-2017 of implementation and exploitation of sustainable public transport in the city. These were modern buses Autosan Sancity 10LF and Mercedes-Benz Citaro 12 CNG as well as conventional structures Jelcz 120 M/4 12 CNG and Solaris Urbino 12 CNG. The level of threat to the safety of urban transport resulting from the number of collisions and accidents was examined. The assessment was carried out using the W3 indicator characterizing the level of transport system security risk caused also by the damage of bus systems in one year assessed: probability of failure of the analyzed P system (U*) and significance of damage to these bus systems to the risk of urban transport security O.

Opis:
This article looks at the architecture of the Integrated Communications Platform for the RIS Centres supporting inland navigation. It analyses the feasibility of application of satellite-based telecommunications, localization and navigation systems in inland navigation, and presents methods of integration of radio communications systems which carry out distress communications algorithms and procedures in inland navigation. Feasibility of integration of the AIS-SART and AIS-Satellite, guidance and positioning subsystems into the RIS Centre is examined. The technical specifications of the FleetBroadband and Mini-VSAT systems are examined for usability in the multifunctional information service of the RIS Centre Communications Platform.

W artykule przedstawiono wybrane wyniki prac analitycznych realizowanych w Instytucie Technicznym Wojsk Lotniczych (ITWL) w zakresie możliwości komputerowego systemu ewidencji danych, zbudowanego w Zakładzie Awioniki ITWL, wykorzystywanego m.in. do zarządzania niezawodnością i gotowością operacyjną zintegrowanego systemu łączności ZSŁ. Wykazano, że dane zgromadzone w bazie mogą być wykorzystane do wyznaczania i oceny parametrów eksploatacyjnych, w tym oceny niezawodności i gotowości operacyjnej, co jest jednym z niezbędnych elementów pozwalających na efektywną eksploatację systemu ZSŁ, który zabudowany jest na śmigłowcach wojskowych w Siłach Zbrojnych RP.
Paper presents the possibilities of computer-based data recording system, constructed and maintained in the Air Force Institute of Technology (AFIT) Division for Avionics, used among others to manage the operational readiness of the integrated communication system ZSŁ. It was shown that the data collected in the database can be used to determine and evaluate operational parameters, including reliability and operational readiness, which is one of the necessary element when it comes to an effective operation of the ZSŁ system, built on board Polish Armed Forces helicopters
