    In this paper we propose to look at rural landscape from the perspective of heritage. The issue of landscape is presented in the context of contemporary factors which result from the evolving approach both to the notion of heritage itself and to the rules of its conservation. It was noted that activities which identify not only the natural value of landscape but also its historic, cultural, visual, aesthetic and symbolic values, as well as activities which define a heritage community should become a permanent component of current works on integrated rural development. Rural landscapes are cultural landscapes emerged as a result of a long interaction of environmental factors with the activities of a community living in a given area. In these landscapes traces of the past can be seen in a form of landscape patterns. Identifying and defining landscape heritage should be an important component of spatial planning processes. Landscape is shaped on a local scale. In the spatial planning system existing in Poland it is local governments which are the authorities with the largest responsibility over spatial planning. The mere conservation of landscape resources without any measures which aim at planning and managing these resources is not sufficient as an effective management tool. In this paper we propose activities which serve to identify and assess the elements of landscape heritage of a given locality and which may be taken up by a local government interested in building a sense of local identity and creating a bond with the local area. The observations we present are set against legal solutions introduced with the Law of 24 April 2015 on amending certain laws in connection with strengthening the landscape conservation instruments (Ustawa 2015).

    The article describes the one sided global discussion on urbanization without developing sufficient future oriented comprehensive visions and strategies for rural areas. Mostly the concepts are about agriculture, nearly nothing about establishing central places and small and medium-sized enterprises (SME) in rural areas. Europe and Germany still believe in the principle of cohesion and the goals of Territorial Agenda 2020 in indigenously developed rural areas despite some controversial discussions about the need and outcome of specific and even enhanced strategies and measures in shrinking periphery regions. It is not primarily a question of economy to support rural areas but it is first a question of human rights, dignity and territorial justice. The constitutional demand of equivalent living conditions in Germany is a visible expression and result of territorial justice. Fortunately, this issue of justice is now a hot matter of political discussion in Bavarian Parliament. In the second part of the article the indispensable roles and contributions of civil society and NGOs as independent partner and coproducer of the state like the Bavarian Academy are described.

    The paper attempts to describe the possibilities of shaping the environment and spatial development of the rural administrative areas of Białowieża, using the tools of planning documents. The natural and cultural space of Białowieża rural administrative district is particularly sensitive to any investment activities. It is impossible to overestimate its value, and the need to take care of it is a natural necessity, determining all activities, especially planning and architectural-urban planning ones, responsible for its future shape. The aim of the study is to indicate ways of searching for such possibilities so that the two – natural and cultural – structures harmoniously interpenetrate each other. Subsequent steps and activities are described in detail, starting with a very precise identification of the resources of the space under analysis, followed by the execution of an architectural and urban planning inventory, conducting a nature and landscape study up to the development of a list of parameters and indicators, and ending with the development of a three-dimensional model of the settlement units of the rural district, based on the provisions of the draft local spatial development plan.

    Rural development policies lately take an inter-sectoral area-based approach. This turn raises questions relating to governance on the one hand and issues relating to the participation of different sectors therein on the other. In this paper I present a case study from Germany, focussing on three area-based rural development funding programmes, two temporary pilot programmes and a mainstream scheme. The concept of regional governance is shown to play a crucial role in the implementation of pilot programmes, while mainstream policy only partly is affected. Forestry as a sector was found to only play a minor role in such processes of regional governance. This paper reveals sector – internal as well as – external causes of this phenomenon and closed with conclusions on how to (sector-internally and – externally) enhance forestry participation to area-based rural development programmes.

    The aim of the paper is to show the role of users of commercial agricultural holdings in the development of local areas and to select instruments of the Common Agricultural Policy (CAP), which are significant in building developmental potentials of agriculture and rural areas in Opole Province. The modernization processes going on in commercial agriculture result in its de-placement. Thanks to instruments of the Common Agricultural Policy (CAP) there follows a re-rooting of agriculture in the territory. On the basis of survey research carried out in 2014 in 100 commercial agricultural holdings based in Opole Province, which were selected for the purpose, the authors present an analysis of farmers’ opinions concerning different instruments of the CAP, which favor sustainable development of the country and agriculture. According to the farmers, the action “Modernization of agricultural holdings” make the priority instrument of the Program of Rural Areas Development (PRAD), while improvement of agricultural holdings’ profitability has facilitated the process of their ecological modernization. The results of the research confirm the fact that farmers still make a vital developmental environment in the rural areas of Opole Region. However, the research has revealed their weak support for financing of grassroots institutions within the actions of the Program of Rural Areas Development, which can pose a barrier to implementing the paradigm of integrated territorial development.

    Rural environment, due to its specific characteristics, requires an adjustment of the pedagogical approach in education. This environment is characterized by: 1) life at work, family life, social life, life in leisure time, all focused and running according to the rhythm of the profession; 2) attaching no importance to discussions and speeches – facts and deeds are of the greatest importance; 3) relative difficulty in articulating and sharing thoughts; 4) possible inferiority complex towards the people of the city; 5) professed prejudgments can lead to doubts about the right to education and development; 6) established belief that one should not change habits; 7) lack of trust in the novelty and the unknown; 8) mentality inducing the situation when innovations are introduced by influential people or leaders; 9) independence of character and activity; 10) importance of cultural transmission; 11) and predominance of the oral tradition over the written one. Some countries have successfully adapted education to the reality of rural life. Others are trying to do so, also being quite successful in that. “Despite different cultures, all peasants react in the same way!” (Blois, interview).
    Le milieu rural présente quelques caractéristiques induisant une pédagogie de formation adaptée. Parmi ces caractéristiques, on peut relever : 1) la vie de travail, la vie de famille, la vie sociale, la vie de loisirs, orientées et rythmées par les exigences de la profession ; 2) le poids faible des discussions ou des discours : seuls les faits et les actes ont de la valeur ; 3) la difficulté relative à s’exprimer et à faire connaître sa pensée ; 4) un éventuel complexe d’infériorité face au citadin ; 5) des préjugés ténus qui peuvent faire douter d’avoir le droit de se cultiver et de s’épanouir ; 6) l’idée prégnante qu’il ne faut surtout rien changer aux habitudes ; 7) une certaine méfiance face à la nouveauté et à l’inconnu ; 8) la mentalité qui oblige à faire passer l’innovation par des personnes influentes ou par des leaders ; 9) une indépendance de caractère et une autonomie d’entreprise ; 10) le poids de la transmission ; 11) et de la tradition orale par rapport à l’écrit. Certains pays ont innové pour adapter la formation à cette réalité, avec des succès incontestables. D’autres pays s’y essaient avec des succès non négligeables, car « même si la culture n’est pas la même, tous les paysans réagissent de la même façon ! » (Blois, entretiens).

    This paper presents a local initiative in Romania, Alba County, which tries to establish general guidelines for the sustainable development of a local community that consists of three towns and eight villages. The analysis conducted in this paper is focused on economic activity. The turnover of the companies located in the eleven localities that compose the Intercommunity Development Association – Alba Iulia have been studied. The authors’ objective is to determine the influences effecting the localities and to establish the core of the economic development of this partnership which is trying to surpass the barriers between rural and urban and to form a community able to valorize its potential according to the principles of sustainable development.
    Artykuł ten przedstawia lokalną inicjatywę w obszarze Alba County (Rumunia). Do jej realizacji pozyskano trzy miasta i osiem wsi. Inicjatywa ta próbuje ustalić ogólne wytyczne dla zróżnicowanego rozwoju społeczności lokalnej. Analiza prowadzona w tym artykule koncentruje się na działalności gospodarczej. Prowadzone badania opierały się na analizowaniu obrotów firm zlokalizowanych w jedenastu miejscowościach, które tworzą stowarzyszenie wspólnotowe – Alba Iulia. Celem autorów jest określenie wpływów obserwowanych między miejscowościami i ustanowienie rdzenia rozwojowego dla partnerstwa, które polega na przekroczeniu granicy pomiędzy wsią a miastem poprzez tworzenie wspólnoty rozwojowej zdolnej do waloryzacji potencjału, zgodnie z zasadami zrównoważonego rozwoju.
    Эта статья представляет местную инициативу в Румынии, область Алба Коунты. В статье была проведена попытка установления общих целей для уравновешенного развития местного общества. Исследование поводилось на базе трех городов и восьми деревень. Анализ, проделанный в данной статье, концентрируется на хозяйственной деятельности. Охватывает он исследование финансовых оборотов фирм локализованных в одиннадцати населенных пунктах, которые объединены в Общество внутриобщинного развития - Алба Юлиа . Целью исследований было определение связи между населенными пунктами, а также стержня хозяйственного развития для партнёрства, которое старается преодолеть границы между деревней и городом, а также создаёт общность способную к валоризации его потенциала, согласно принципам уравновешенного развития.
