Opis:
A model to optimize the planning of the chemical integrated system comprised by multi-devices and multi-products has been proposed in this paper. With the objective to make more profits, the traditional model for optimizing production planning has been proposed. The price of chemicals, the market demand, and the production capacity have been considered as mutative variables, then an improved model in which some parameters are not constant has been developed and a new method to solve the grey linear programming has been proposed. In the grey programming model, the value of credibility can be suggested by the decision-makers, and the results of the production planning calculated by the model can help them to achieve their desired target. An actual case has been studied by the proposed methodology, and the proposed methodology can be popularized to other cases.

This article presents issues related to the implementation of performance-based budget in Poland and the arguments justifying the need for further strengthening activities in this area. The first section presents obstacles and concerns related to this new budget system raised by the experts. Next, the process of implementation of the performance budgeting is covered, with particular focus on the changes within the scope of organisation and coordination. The author discusses the connection between performance-based budgeting and strategic planning, in particular with the mid-term integrated strategies 2012–2020. In conclusion, she stresses the need for corrections and deepening the discussion on effective performance-based budgeting in Poland.

Opis:
Improving the technology for determining the investment attractiveness of urban land requires the development and implementation of an integrated assessment method. In this context, the formation of a system of indicators used for the integral assessment is very important. Based on the two-level system of factors proposed in the article, which influence the formation of investment attractiveness of urban land and using a hierarchical classification method, an appropriate system of indicators is constructed. The transition from factors to indicators is ensured by the established causal dependence, which characterizes the causal relationships between factors and functional-planning, territorial indicators, indicators of engineering and territory improvement, indicators of ecology, historical and cultural significance. In article it is proposed to consider the information support as a set of functional-planning, territorial, engineering support and improvement of the territory, environment, ecology, historical and cultural indicators, which are formed on the basis of normative legal acts, systematization of theoretical and methodological provisions, considering technological features and factors, which affect the investment attractiveness of land. Considering the existing directions for the implementation of technology for assessing the investment attractiveness of urban land, the economic, spatial, complex, multifactorial, rating approaches and approach based on the tools and results of mathematical modelling, considering technical, environmental, social and economic factors, which influence the investment attractiveness of urban land have been proposed.

This study aims to analyze the associated factors of marketing communication strategy planning in influencing the intention to visit the sports facilities at Si Jalak Harupat (SOR) in Bandung, Indonesia. The design of this study is a quantitative approach through a cross-sectional study. The data is collected by using a self-administered questionnaire to 100 visitors at SOR sports facilities in Bandung, Indonesia. This study considers two essential variables, namely integrated marketing communication planning (advertising, sales promotion, publicity, direct marketing and internet marketing) as an independent variable and intention to visit reflected by as a dependent variable. The data is analyzed by assisting the Structural Equation Modelling with Partial Least Square (XLSTAT-2018). The technique of data analysis consists of descriptive statistics and inferential analyses. By applying the PLS-SEM analysis, this study found that advertising, sales promotion and direct marketing do not significantly affect the intention to visit. Besides that, publicity and internet marketing have a significant effect on the intention to visit SOR's sports facilities in Bandung, Indonesia. This study is beneficial for planning, utilizing and making great potential for the existence of the sports facilities at SOR in Bandung, Indonesia. This study also recommends that the government develops sports facilities, including civilized aspects and improving sports performance at the regional and international levels. This study provides empirical evidence about the associated factor of marketing communication strategy planning in influencing the intention to visit the sports facilities at SOR in Bandung, Indonesia.
Niniejsze badanie ma na celu analizę powiązanych czynników planowania strategii komunikacji marketingowej, wpływających na zamiar odwiedzenia obiektów sportowych w Si Jalak Harupat (SOR) w Bandung w Indonezji. Projekt tego badania jest podejściem ilościowym poprzez badanie przekrojowe. Dane są zbierane za pomocą kwestionariusza do samodzielnego wypełnienia przez 100 odwiedzających obiekty sportowe SOR w Bandung w Indonezji. W niniejszym badaniu rozważono dwie podstawowe zmienne, a mianowicie zintegrowane planowanie komunikacji marketingowej (reklama, promocja sprzedaży, reklama, marketing bezpośredni, marketing internetowy) jako zmienną niezależną, a zamiar wizyty odzwierciedlony jako zmienna zależna. Dane są analizowane przy pomocy modelowania równań strukturalnych z wykorzystaniem metody częściowego najmniejszego kwadratu (XLSTAT-2018). Technika analizy danych obejmuje statystyki opisowe i analizy wnioskowania. Stosując analizę PLS-SEM, badanie to wykazało, że reklama, promocja sprzedaży, marketing bezpośredni nie wpływają znacząco na zamiar wizyty. Poza tym reklama i marketing internetowy mają znaczący wpływ na zamiar odwiedzenia obiektów sportowych SOR w Bandung w Indonezji. Badanie to jest korzystne dla planowania, wykorzystania i tworzenia wielkiego potencjału dla istnienia obiektów sportowych w SOR w Bandung w Indonezji. W studium tym zaleca się również rządowi rozwijanie obiektów sportowych, w tym aspektów cywilizacyjnych, oraz poprawę wyników sportowych na poziomie regionalnym i międzynarodowym. Niniejsze badanie dostarcza empirycznych dowodów na temat powiązanego czynnika planowania strategii komunikacji marketingowej, który wpływa na zamiar odwiedzenia obiektów sportowych w SOR w Bandung w Indonezji.

In this paper, development trends of information systems, information systems technology and enterprise information management were analyzed in the context of Industry 4.0 tools. In the first part (par. 1–2), fundamental definitions referred to the subject were presented as well as historic background of Integrated Management Information Systems. In the second part (par. 3), evolution and trends in ERP class systems, electronic economy tools and Product Lifecycle Management software were described. In the third part (par. 4–5), observed trends in information systems technology, in relation to Industry 4.0 tools, were discussed including manufacturing resources, production objects and novel management strategies approach. Many conclusions were related with actual manufacturing practices observed by the authors.

Opis:
The transformation processes that occur in the technical, informational, and economic spheres of the regions require the development of new conceptual approaches to the development of a full-fledged land use system based on an analysis of the problems of using underground real estate. Determination of the features of land use of underground real estate is based on a quantitative basis, which is built on a systematic, integrated approach. Indicators that determine the condition and use of underground real estate are of particular importance for the development of the approach. A method of estimating a generalized indicator of the use of underground real estate in the system of land use of regions based on an integrated approach, which includes the method of expert assessments by applying qualitative indicators characterizing the status and level of use of underground real estate, considering urban, spatial, investment and innovation legal and safety features is developed. The assessment results of the integrated indicator of underground real estate land use, as well as the results of the assessment by region, showed a low level of use of underground real estate in the land use system of the regions. It is determined that most of the lands in the regions have low levels of underground real estate use. Besides, there is a need to increase the use of underground real estate by developing appropriate methodological recommendations.

This article presents a tool for reaching consensus in the participatory planning of the conversion and renovation of an urban space. It is based on the main assumption of combining descriptive and normative approaches in the actions of experts. It is an innovative way to strengthen the possibility of expert assessment in the decision-making process concerning desired spatial transformations. The authors hereof resorted to their own long-term experience when elaborating a tool that can easily support the selection of the optimal solution for maximizing benefits and minimizing outlay. The issues presented herein refer to the Central European context, which is characterized by a low level of social trust and by contentiousness in making joint decisions. The tool presented herein can contribute to participatory planning practice by enabling an expert to select solutions that meet the highest eficiency criteria on more objective grounds. It can be used to identify the convergent expectations of various social groups, thus facilitating conflict mitigation and arrival at a consensus. As a result, it can underlie the process of building social trust.

The article has considered the general principles and capabilities of the medical support of NATO troops, confirmed the expediency of further transformation of tasks and functions of the state in terms of medical support of troops (forces) of the security and defense sector of Ukraine in crises through the approximation to the relevant NATO standards, justified the need to implement the Euro-Atlantic experience of rendering medical care, use the general framework of categories and concepts, principles of the evaluation of capabilities (assets) of medical support which will contribute to the development of integrated medical space for medical defense of troops (forces) and elaboration of individual crisis response model taking into account the basic international requirements. The authors have determined the priority tasks of further cooperation between Ukraine and the North Atlantic Treaty Organization in the context of the reforms of medical logistics. It has been substantiated the need to keep reforming military medicine in conformity with NATO standards and recommendations that will promote an active involvement of medical services of troops (forces) in medical support of national and multi-domestic contingents during crises and adaptation of interoperable medical capabilities of joint missions under the auspices of NATO and the UN. The research has analyzed the mechanisms of interdepartmental coordination on medical support of troops (forces) and proved the feasibility of using the experience of NATO member states in the organization and functioning of the system of medical support of the military contingent with the adaptation of NATO doctrinal documents to the realities of modern Ukraine.

The integrated investment plan is to be, after the amendment of the Act on Spatial Planning and Development, a new tool allowing for the development of urbanization opportunities initiated by private and institutional entities. This paper traces the background of design theory in terms of interdisciplinary integration mechanisms within spatial disciplines, and examines how ZPI can use these mechanisms. An initial attempt at a critical assessment and perspectives that emerge in connection with the expected introduction of this legal regulation was made, thus commenting on one of the first ways of legally sanctioned initiation of planning regulations by organized urban or architectural design.
Zintegrowany plan inwestycyjny ma być, po nowelizacji ustawy o planowaniu i zagospodarowaniu przestrzennym, nowym narzędziem pozwalającym na wypracowywanie możliwości urbanizacji inicjowanych przez podmioty prywatne i instytucjonalne. W niniejszej pracy prześledzono tło teorii projektowania pod kątem mechanizmów integracji wewnątrz dyscyplinarnej, w obrębie dyscyplin zajmujących się przestrzenią, a także zbadano w jaki sposób ZPI może te mechanizmy wykorzystywać. Podjęto wstępną próbę oceny krytycznej oraz perspektyw, które rysują się w związku ze spodziewanym wprowadzeniem tej regulacji prawnej, w ten sposób komentując jeden z pierwszych sposobów prawnie usankcjonowanego inicjowania regulacji planistycznych przez zorganizowane projektowanie urbanistyczne lub architektoniczne.

The rapid urbanisation of the world leads, among others, to dynamic development of metropolitan areas. The functional relationships between territorial units which make up a metropolitan area mean that the preparation of economically, spatially and environmentally coherent strategies needs to be coordinated at the metropolitan level in order to prevent negative effects of metropolisation and to ensure sustainable development of such an area. This in turn requires that the approach towards managing development shifts in favour of governance and integrated strategies. The paper aims at assessing whether the integrated planning and management is used in metropolitan areas in Romania. The desk research method was applied to analyse Romanian legislation for metropolitan areas, integrated strategies for the development of metropolitan areas and reports on their implementation. Interviews with representatives of selected associations of metropolitan areas provided additional valuable insight.
Zachodzące na świecie procesy gwałtownej urbanizacji prowadzą między innymi do dynamicznego rozwoju obszarów metropolitalnych. Powiązania funkcjonalne między jednostkami terytorialnymi wchodzącymi w skład obszaru metropolitalnego powodują, że w celu zapobiegania negatywnym skutkom metropolizacji i zapewnienia zrównoważonego rozwoju takiego obszaru należy koordynować na poziomie metropolitalnym przygotowanie spójnych gospodarczo, przestrzennie i środowiskowo strategii. To z kolei wymaga zmiany podejścia do zarządzania rozwojem w kierunku współrządzenia i zintegrowanego planowania rozwoju. Celem artykułu jest ocena, czy zintegrowane planowanie i zarządzanie jest stosowane w obszarach metropolitalnych Rumunii. W badaniach wykorzystano metodę desk research, w ramach której przeanalizowano rumuńskie ustawodawstwo dotyczące obszarów metropolitalnych, zintegrowane strategie rozwoju obszarów metropolitalnych oraz raporty z ich realizacji. Cennym uzupełnieniem informacji były wywiady z przedstawicielami wybranych stowarzyszeń obszarów metropolitalnych.

Artykuł dotyczy założeń prawnej koncepcji modelu zintegrowanego programowania rozwoju w Polsce. Zwrócona została uwaga na uwarunkowania zewnętrzne (wynikające z polityki i regulacji prawa unijnego), jak i wewnętrzne (krajowe), które należy uwzględnić przy tworzeniu zintegrowanego modelu programowania. Wskazuje się, że podejście zintegrowane to koncentracja działań ukierunkowanych na realizację strategicznych celów rozwojowych, które muszą mieć istotne znaczenie dla wszystkich krajowych podmiotów władzy publicznej: rządowych i samorządowych, a także partnerów społecznych i gospodarczych. Dlatego przy ich wyznaczaniu (i dla właściwego wykonywania zadań publicznych) istotne jest łączenie sił i zasobów oraz warunków krajowych, regionalnych i lokalnych, a także unijnych. Podkreśla się, że odpowiednio ukształtowany mechanizm zintegrowanego podejścia w programowaniu rozwoju kraju, powinien opierać się integrowaniu działań państwa w obszarze strategicznego programowaniu w prowadzeniu polityki rozwoju z planowaniem horyzontalnym i sektorowym. Budowaniu zintegrowanego modelu służyć mają przedstawione w artykule elementy prawnego mechanizmu programowania w prowadzeniu polityki rozwoju, jako rozwiązania wzorcowe. Przedstawione w artykule propozycje i wnioski służyć mają wypracowaniu zintegrowanego podejścia w programowaniu rozwoju, którego wdrożenie pozwoli na zwiększenie efektywności i skuteczności działań administracji publicznej.
This paper focuses on the premises underlying the legal concept of the integrated development planning model. The author draws attention to external exigencies (resulting from EU policies and the provisions of EU legislation), as well as internal (national) circumstances which need to be taken into account when devising an integrated model for planning. It is underscored that an integrated approach means concentrating action geared towards the accomplishment of strategic development goals that constitute major objectives both for all entities of public authority in the country, that is, governmental and self-governmental tiers, as well as for social and economic partners. Also, the author highlights that an appropriately constructed mechanism of the integrated approach in national development programming should rely on integrating state efforts in the domain of strategic programming for development policy with horizontal and sectoral planning. The paper thus outlines the components of the legal mechanism of development-related programming that are intended to serve the formulation of the integrated approach as model solutions. The suggestions and conclusions advanced in the paper may contribute to an integrated paradigm of development programming that, when implemented, will make it possible to enhance the efficiency and effectiveness of the actions undertaken by public administration.

Opis:
Truck arrival management (TAM) has been recognized as an effective solution to alleviate the gate congestion at container terminals. To further utilize TAM in improving the overall terminal performance, this study integrates TAM with the other terminal operations at a tactical level. An integrated planning model and a sequential planning model are presented to coordinate the major terminal planning activities, including quayside berth allocation, yard storage space allocation and TAM. A heuristic-based genetic algorithm is developed to solve the models. A range of numerical examinations are performed to compare two planning models. The result shows that: the integrated model can improve the terminal performance significantly from the sequential model alone, particularly when the gate capacity and the yard capacity are relatively low; whereas the sequential model is more efficient than the integrated model in terms of computational time.

Artykuł jest próbą pokazania możliwości i konieczności wprowadzenia nowej polityki rozwoju, bazującej na tzw. wymiarze terytorialnym – planów i procedur planowania zintegrowanego oraz zintegrowanych projektów systemowych. Autor próbuje pokazać, iż terytorializacja polityki rozwoju narzuca konieczność zintegrowanego planowania rozwoju. A czynnikiem wiodącym dla tej koncepcji jest orientacja polityki na tworzenie nowego jakościowo zasobu w formie kapitału terytorialnego. Autor definiuje pojęcie kapitału terytorialnego jako szczególny rodzaj relacyjnego kapitału ludzkiego, którego jakość jest uwarunkowana zrównoważonym rozwojem trzech powiązanych czynników: gospodarczych, społecznych i środowiskowych. Szczególny akcent kładzie na związek między zagospodarowaniem przestrzennym a jakością relacji gospodarczych i społecznych i produktywnością kapitału ludzkiego. W konkluzjach autor wykazuje, że przyjęcie koncepcji rozwoju w oparciu o budowanie kapitału terytorialnego nie będzie możliwe bez wprowadzenia procedur planowania zintegrowanego oraz zintegrowanych strategii rozwoju w odniesieniu do szeroko rozumianych obszarów funkcjonalnych.
The article is an attempt to show the possibility and necessity of the introduction the new development policy to the implementationof new development policy –based on the so-calledthe territorial dimension –the integrated planning model and integrated system projects. The author tries to show that the territorial dimensionof development policy imposes an integrated development planning. A leading factor for this concept is orientation of the policies on creation of a new resource in the form of territorial capital. The author defines the notion of the territorial capital, as a special type of relational human capital, the quality of which is conditional on the sustainable development of three related factors; the economic, social and environmental. A special accent has been put onthe relationship between physical planning , quality of economic and social relations and productivity of human capital. In the conclusions of the author shows that the adoption of the concept of development based on the building of the territorial capital, it will not be possible without the introduction of an integrated planning procedures and integrated development strategy in relation to defined functional areas.

Sales and Operations Planning (SOP) sprowadza się do zorganizowanej i skoordynowanej współpracy obszarów odpowiedzialnych za zarządzanie popytem i podażą w przedsiębiorstwie. SOP pozwala niwelować negatywne skutki dezintegracji w planowaniu i podejmowaniu decyzji operacyjnych, do których zaliczamy przede wszystkim konflikt celów (trade off) i zmniejszoną efektywność działań tak po stronie marketingu i sprzedaży (promocja sprzedaży, reklama), jak również, a może przede wszystkim po stronie operacji (produkcja, transport, magazynowanie, sterowanie zapasami, logistyczna obsługa klienta, zaopatrzenie). W referacie autorzy wskazują na istotę SOP, pokazują główne reguły jego projektowania i elementy składowe, podkreślają efekty jego wdrożenia, jednak przede wszystkim skupiają się na wpływie SOP na relacje między obszarami popytowymi i podażowymi w przedsiębiorstwie i w całym łańcuchu dostaw.
Sales and Operations Planning (SOP) comes down to the organized and coordinated cooperation of areas responsible for managing the supply and demand in the enterprise SOP lets eliminate adverse effects of the disintegration in the planning and for the decision making operating which we recognize conflict of purposes above all as (trade off) and reduced effectiveness of action so on the side of marketing and the sale (sales promotion, advertisement), as well as, and can above all on the side of the operation (production, transport, storing, stocks management, logistic customer service, procurement). In the paper the author is pointing at the SOP being, he is showing main rules of designing it and building blocks, he is underlining effects of accustoming him, however above all he is focusing on the SOP influence on the relations between demand and supply areas in the enterprise and in the whole chain add.
