This study explores the challenges and prospects of implementing the Third Mission (TM) of Ukrainian higher education institutions (HEIs) amidst the Russian-Ukrainian conflict. Utilising a qualitative research approach, data were collected from eight Ukrainian HEIs participating in the Erasmus+ project “Community Universities: Strengthening Cooperation”. Findings reveal a lack of legislative clarity regarding TM, hindering its uniform implementation across institutions. Despite this, Ukrainian universities strongly commit to community engagement, with collaborative efforts to address societal needs. The study highlights the urgent need for legislative strengthening of TM and enhanced collaboration with communities to bolster the resilience of HEIs in conflict-affected contexts.

It presents the basic indicators on the educational activity of the adult residents of Poland and other EU countries. In this context, in this article is characterized the role of universities in the field of lifelong education, and the main challenges faced by Polish universities.

Do narzędzi zarządzania procesowego, uważanego obecnie za jedno z najbardziej nowoczesnych podejść do zarządzania organizacją, zaliczane są Key Performance Indicators (KPI), czyli różnego rodzaju wskaźniki i mierniki efektywności procesów. Pytanie badawcze dotyczy uwarunkowań zewnętrznych mających wpływ na decyzje o wdrożeniu tego typu rozwiązań w szkołach wyższych w Polsce, które działając w warunkach konkurencji rynkowej, coraz częściej sięgają po rozwiązania stosowane w środowisku biznesu. W celu znalezienia odpowiedzi na to pytanie przeanalizowano formalne rozporządzenia Ministerstwa Nauki i Szkolnictwa Wyższego, raporty z wizytacji Polskiej Komisji Akredytacyjnej oraz informacje z uczelnianych stron internetowych. Wynika z nich, iż wymogi ilościowe interesariuszy zewnętrznych, takich jak MNiSW czy PKA, są sformułowane raczej na poziomie makro i nie zawierają wskazówek dotyczących sposobów mierzenia poszczególnych procesów. Uczelnie nie są więc stymulowane w znaczącym stopniu do konstruowania systemów zarządzania jakością procesu dydaktycznego opartych na precyzyjnym mierzeniu efektywności procesów. W tym miejscu należy podkreślić, że mimo iż zaczyna się wprowadzać takie systemy, następuje to jednak dość powoli.
Tools of process management, which is considered one of the most modern management approaches, include Key Performance Indicators (KPIs), i.e. various indicators that measure performance. The research question concerns the external influences which affect the decision to implement such solutions in higher education institutions in Poland, which, in the context of market competition, are increasingly choosing solutions used in the business environment. In order to find an answer to this question, formal regulations of the Ministry of Science and Higher Education, as well as reports of school inspections of the Polish Accreditation Commission and information from the university websites were examined. The conclusion which can be drawn as a result is that the quantitative requirements of external stakeholders such as the Ministry of Science and Higher Education and the Polish Accreditation Commission are rather of a macro type and do not contain any guidance on how to measure individual processes. Schools are not, therefore, significantly stimulated to build quality management systems for the didactic process based on the precise measurement of process efficiency. It should be emphasised here, though, that the introduction of such systems has begun to take place, but is proceeding quite slowly.

The assessment of a university’s functioning is interesting in particular in the context of the development of the region in which it is located. The comprehensive assessment of a university should take into account the efficiency and quality of its functioning on the one hand, and the main processes it implements (didactics and research) on the other. In the analysis, efficiency was assessed according to the use of resources to achieve effects. Quality, on the other hand, was understood as fulfilling the expectations of the environment. The research conducted on the efficiency and quality of the leading public universities in the Mazovia region in comparison to the largest universities in Poland showed that in the study sample, the University of Warsaw obtained the highest level of efficiency both in the case of didactics and research. The highest level of quality of the didactic process, in turn, was achieved by another university functioning in Mazovia, the Warsaw School of Economics.
Ocena funkcjonowania uczelni wyższej jest interesująca w szczególności w kontekście rozwoju regionu, w którym jest zlokalizowana. Do kompleksowej oceny uczelni należy wziąć pod uwagę, z jednej strony efektywnościowe i jakościowe aspekty jej funkcjonowania, z drugiej strony główne procesy realizowane przez uczelnie: dydaktykę oraz badania. W przeprowadzonym pomiarze efektywność rozpatrywano przez pryzmat oceny wykorzystania zasobów w celu osiągnięcia efektów. Jakość natomiast rozumiana była jako spełnianie przez organizacje oczekiwań otoczenia. Przeprowadzone badania efektywności i jakości czołowych publicznych uczelni wyższych, funkcjonujących na terenie województwa mazowieckiego na tle największych uczelni działających w Polsce, wykazały, że w badanej próbie, zarówno w przypadku procesu dydaktyki jak również badań najwyższy poziom efektywności, równy jeden, uzyskał Uniwersytet Warszawski. W zakresie jakości realizacji procesu dydaktyki najwyższy poziom z kolei wykazała druga uczelnia funkcjonująca na terenie województwa mazowieckiego, Szkoła Główna Handlowa.

This article is devoted to innovative learning technology, namely web quest, an effective learning tool that promotes the cognitive activity of applicants for higher medical educational institutions, focused on today’s challenges related to forming an independent, creative, competent personality. The main attention is paid to using quests in studying chemical disciplines in distance learning. The purpose of the study is to identify the main aspects of web quests’ effectiveness in the training of future medical professionals, revealing the main stages of the organisation. Specific examples of quests are also given from my own practical experience. An analysis of recent publications on this issue was carried out, and as a result, we argue that scientific sources do not sufficiently cover tuse of web quests in the study of chemical disciplines in higher medical education institutions, which is the impetus for the study. The article presents the stages of organising quests for students in the discipline “Medical Chemistry”, which include both the actual creation of a blog (initial, thematic, address, final), as well as the choice of topic, goals, tasks, division of responsibilities between participants and publication of results during distance learning (online conferences, videos, projects, booklets, commercials, prevention essays). It is presented an analysis of a survey of teachers and students on the effectiveness of the introduction of this technology in the training of future medical professionals. The analysis of the results shows that web quests meet modern requirements for implementing the educational process in medical and educational institutions and contribute to acquiring professional competence. Teachers and students who participated in the survey noted that web quests are an effective modern technology that promotes motivation, interest in the subject and chosen profession, and the formation of key competencies that must have a modern medical professional to be competitive. Specific examples of involving students in web quests on the subject of “Medical Chemistry” during research activities in the scientific section of Cherkasy Medical Academy.

Celem artykułu jest wskazanie przesłanek stosowania benchmarkingu w uczelniach wraz z identyfikacją korzyści i ograniczeń używania tego narzędzia w środowisku szkół wyższych. W ramach badań przeanalizowano artykuły naukowe oraz raporty z przeprowadzonych projektów benchmarkingowych i na ich podstawie wskazano korzyści i ograniczenia aplikacji tego narzędzia. Wykorzystano również praktyczną wiedzę autorki czerpaną z doświadczeń w udziale w projekcie europejskim, polskim oraz zdobytą w trakcie wizyt studyjnych w HIS Hochschul-Informations-System GmbH w listopadzie 2011 roku oraz lipcu 2013 roku (od września 2013 roku zmiana nazwy na HIS HE im DZ - Deutsches Zentrum für Hochschul- und WissenschaftsforschungGmbH), instytucji z siedzibą w Niemczech, posiadającej wieloletnie doświadczenie w benchmarkingu uczelni.
The aim of the paper was to indicate premises of benchmarking application in higher education institutions and to identify benefits and constrains of benchmarking usage in higher education setting. Benchmarking became a tool systematically used in higher education institutions around the world. In Poland so far it has been used informally or partially. In the course of research, scientific papers and reports from benchmarking initiatives have been analysed. On this basis benefits and constrains of benchmarking usage in higher education institutions have been identified. Also important was practical knowledge of the author gained from the participation in European and Polish benchmarking project as well as conclusions from study visits in HIS Hochschul-Informations-System GmbH in November 2011 and July 2013 (since September 2013 the name of the institution has changed into HIS HE im DZ - Deutsches Zentrum für Hochschul- und Wissenschaftsforschung GmbH), a German institution specialised in benchmarking higher education institutions.

Opis:
The article is devoted to a new approach to the problem of rethinking the concept of development of the higher education system against the background of socioeconomic transformations in the country. A new look at the processes of transformation involves an innovative approach to the system of physical education: improving curricula. This approach is based on the introduction of new modern technologies in the educational process, as methods and techniques proposed by teachers of the Department of Physical Education. At the stage of reforming the higher education system, the requirements for the level of training of young professionals are growing: both literate and harmoniously developed and physically healthy specialists are needed, and the competencies gained as a result of training will contribute to functional professional tasks. The main tasks of legal institutions of higher education can be called the education of the individual, the formation and development of a young specialist who, having received professional knowledge, is ready to effectively implement them in accordance with the needs of modern society (Barsukova, Antipova, 2021). The discipline „Physical Education” at the National University „Odessa Law Academy” among other humanities disciplines forms the competencies of the profile aimed at studying the general laws of preserving and strengthening the health of the applicant, the formation of a harmoniously developed personality of young professionals (Golovchenko, 2001). In order to implement the main objectives of the discipline, the educational program for the preparation of applicants for higher education with a bachelor’s degree was revised. The existing curriculum in physical education is analyzed and evaluated.On the basis of the received data the correction of the maintenance of employment on physical training with the substantiation of introduction in educational process of the changes given by teachers is offered. The program is developed on the basis of laws and principles of physical education, legal documents that determine the order of higher education institutions and includes theoretical and practical teaching material. This program, according to the concept of development, is tailored to the wishes of applicants and has three main sections: Sports Games, Health Fitness, Rehabilitation Groups, each of which solves the main task of learning – physical development and rehabilitation of higher education. In this article we explore one of the most effective forms of motor activity of applicants – sports games. We have used sports games as a tool that promotes the quality of theoretical and practical skills of health, which provides students with successful mastery of professional knowledge (Krucevic, 2008).
Стаття присвячена новому підходу до проблеми переосмислення концепції розвитку системи вищої освіти на тлі соціально-економічних перетворень у країні. Новий погляд на процеси перетворення передбачає інноваційний підхід до системи фізичного виховання: удосконалення навчальних програм. Такий підхід ґрунтується на впровадженні у навчальний процес нових сучасних технологій; методів, запропонованих викладачами кафедри фізичного виховання. На етапі реформування системи вищої освіти зростають вимоги до рівня підготовки молодих фахівців: потрібні як грамотні, так і гармонійно розвинені та фізично здорові фахівці, отримані в результаті навчання компетенції сприятимуть виконанню функціональних професійних завдань. Головними завданнями юридичних установ вищої освіти можна назвати виховання особистості, формування та розвиток молодого спеціаліста, який, отримавши професійні знання, готовий ефективно реалізувати їх відповідно до потреб сучасного суспільства (Барсукова, Антіпова, 2021). Навчальна дисципліна «Фізичне виховання» у Національному університеті «Одеська юридична академія» серед інших гуманітарних дисциплін формує компетентності профілю, спрямовані на вивчення загальних закономірностей збереження та зміцнення здоров’я здобувача, формування гармонійно розвиненої особистості молодого спеціаліста (Головченко, 2001). З метою реалізації основних завдань дисципліни було переглянуто освітню програму підготовки здобувачів вищої освіти ступеня бакалавр. Проаналізовано та дано оцінку наявної навчальної програми з фізичного виховання. На підставі отриманих даних запропоновано корекцію змісту занять з фізичного виховання з обґрунтуванням впровадження у навчальний процес поданих викладачами змін. Програма розроблена на основі закономірностей та принципів фізичного виховання, нормативно-правових документів, що визначають порядок діяльності установ вищої освіти та включає теоретичний та практичний матеріал навчання. Ця програма, згідно з концепцією розвитку, складена з урахуванням побажань здобувачів та має три основні розділи: Спортивні ігри, Оздоровчий фітнес, Групи реабілітації, кожен з яких вирішує основне завдання навчання – фізичний розвиток та оздоровлення здобувачів вищої освіти. У статті ми досліджуємо одну з найдієвіших форм рухової активності здобувачів – спортивні ігри. Спортивні ігри ми застосували як засіб, що сприяє якісному засвоєнню теоретичних та практичних навичок здоров’я, що забезпечує здобувачам успішне оволодіння професійними знаннями (Круцевич, 2008).

The article deals with the analysis of phenomenon of digitalization of higher education as a factor of training of specialists who are able to provide professional functions in socio-economic conditions in the XXI century. The major directions of application of digitalization in education have been analyzed, the characteristic of digital educational environment has been carried out, the advantages and disadvantages (risks, related to the loose of skills in written fixation of the main ideas of the proposed material due to using electronic versions of educational programs, and, as a result, deterioration of the ability to remember and rethink it; risks of impaired ability to absorb large amounts of information due to «digest mania»; the risk of students’ developing so-called screen dependence; risks of possible reduction of mental abilities – «development of digital dementia»; risks of displacing live intercourse as communication, which in many cases is significantly more relevant for participants of the educational process than electronic learning technologies; risks related to health; threats posed by cybercrime; risks of system failures; risks of information manipulation) of digitalization of education have been highlighted. It has been generalized that digitalization of education – is a step to future that will change not just a content of educational courses, but also is a vector of information presentation. Development of digital technologies in the field of education is dictated by relevance and supported at the state level and in general. Digitalization – is a new social situation of «digital divide», «digital citizenship», «digital socialization». It has been emphasized that in the process of digitalization the structure of studying and the organization of the educational process are fundamentally changing. Use of new information and communication technologies is an initial condition of further development of digital pedagogy. From the point of view of methodology, digitalization of the higher education system is based on new educational standards, using the competence approach. It has been stated that today Ukrainian institutions of higher education use two-component information and educational environment, which combines the resources of international educational platforms with the content of personal developments, which contributes to the development of their own information potential. At the same time, it has been summarized that nowadays it is necessary to introduce modern digital base of educational process – the information and educational environment (IEE). The efficient implementation of the IEE is a basis for the development of any IHE. It has been found that digitalization of higher education will make changes in the qualification requirements of the teaching staff. Thus, instructors actively use digital technologies. IHE use new formats of knowledge transfer, first of all online courses. Such actions will lead to a serious restructuring of the educational process, changing the role of the teacher, who will not further explain any material, but will help to find the location of the necessary information and understand it.
У статті здійснено аналіз феномену цифровізації вищої освіти як фактору підготовки фахівців, котрі здатні виконувати професійні функції в соціально-економічних умовах ХХI століття. Проаналізовано основні напрямки застосування цифровізації в освіті, здійснено характеристику цифрового освітнього середовища, виокремлено переваги та недоліки (ризики, пов’язані з втратою, внаслідок використання електронних версій освітніх програм, навичок письмової фіксації основних ідей пропонованого матеріалу, і, як наслідок, погіршення здібностей його запам’ятовування та переосмислення; ризики погіршення здібностей сприймати великі обсяги інформації внаслідок «дайджест-манії»; ризик розвитку у студентів так званої екранної залежності; ризики можливого скорочення розумових здібностей –«розвиток цифрового недоумства»; ризики витіснення живого спілкування як комунікації, яка у багатьох випадках має істотно більшу релевантність для учасників освітнього процесу, ніж електронні технології навчання; ризики, пов’язані зі здоров’ям; загрози, що створюються кіберзлочинністю; ризики системних збоїв; ризики маніпулювання інформацією) цифровізації освіти. Узагальнено, що цифровізація освіти – крок у майбутнє, який змінить не лише зміст освітніх курсів, але й вектор презентування інформації. Розвиток цифрових технологій у сфері освіти диктується актуальністю та підтримується на державному рівні та широким загалом. Цифровізація – це нова соціальна ситуація «цифрового розриву», «цифрового громадянства», «цифрової соціалізації». Підкреслено, що в процесі цифровізації фундаментально змінюються структура навчання та організація освітнього процесу. Використання нових інформаційно-комунікаційних технологій є початковою умовою подальшого розвитку цифрової педагогіки. З точки зору методики, цифровізація системи вищої освіти спирається нові освітні стандарти, використовуючи компетентнісний підхід. Констатовано, що нині українські ЗВО використовують двокомпонентне інформаційно-освітнє середовище, в якому поєднуються ресурси міжнародних освітніх платформ з контентом власних розробок, що сприяє розвитку власного інформаційного потенціалу. Разом з тим, резюмовано, що нині необхідне впровадження сучасної цифрової бази освітнього процесу – інформаційно-освітнього середовища (ІОС). Ефективна реалізація ІОС є основою розвитку будь-якого ЗВО. Установлено, що цифровізація вищої освіти внесе зміни щодо кваліфікаційних вимог професорсько-викладацького складу. Так, викладачі активно використовують цифрові технології. ЗВО використовують нові формати передачі знань, насамперед онлайн-курси. Подібні дії призведуть до серйозної перебудови освітнього процесу, зміни ролі педагога, який надалі не пояснюватиме той чи інший матеріал, а допомагатиме знайти розташування необхідної інформації та зрозуміти її.

A characteristic feature of modern society is the changes in all spheres of life, which today drive the economy, science, culture, education, industry and determine the development of consulting. The sphere of consulting activities in the education system of Ukraine has expanded from vocational training to solving problems in the management of educational institutions, labor relations, service in public authorities, social security and more. The article highlights the specifics of consulting and highlights the features of providing consumers with consulting services. The essence of the advisory function is revealed, which is based on providing assistance to education managers, analysis, development, provision and monitoring of the effectiveness of the implementation of the requested positions. The necessity and peculiarities of providing consulting services in the field of education are widely covered and substantiated. The main features of consulting in higher education institutions are highlighted in the article. The directions of cooperation between consulting campaigns and educational institutions are described. An important place in this process belongs to the conduct of various studies for the needs of the education sector. Emphasis is placed on the legal support of educational activities, scientific and methodological support of the educational process and management consulting. An important place today is devoted to reforming the education system, focusing on ensuring the quality of higher education to the demands of modern society and the needs of the country’s development. In this process, consulting services in the field of quality assessment of higher education play a crucial role. Large-scale transformations in all spheres of human life enable educational institutions to effectively adapt to the changing external environment using consulting services in the field of higher education, based on the need to use the professionalism and deeper experience of professional consulting organizations.
Характерною ознакою сучасного суспільства є зміни в усіх сферах життя, які сьогодні рухають економіку, науку, культуру, освіту, промисловість та зумовлюють розвиток консалтингу. Стрімке зростання консультаційних послуг зумовлює розвиток консультаційної діяльності та передує значним втратам спричиненими через допущення помилок керівниками при управлінській діяльності тощо. Сфера консалтингової діяльності в системі освіти України розширилась від професійного навчання до вирішення проблем в управлінні закладом освіти, у трудових відносинах, службі в органах державної влади, соціальному забезпеченню тощо. У статті висвітлено специфіку консалтингу та виокремлено особливості надання споживачам консалтингових послуг. Стрімке зростання кількості консалтингових організацій висуває особливі вимоги до якості надання послуг та зростання попиту освітньої сфери. Розкрито суть консультаційної функції, яка ґрунтується в наданні допомоги менеджерам освіти, аналізі, розробці, наданні та моніторингу ефективності реалізації запитуваних позицій. Широко висвітлено й обгрунтовано необхідність та особливості надання консалтингових послуг в галузі освіти. У статті виокремлено основні функції консалтингу в закладах вищої освіти. Охарактеризовано напрями співпраці консалтингових кампаній та закладів освіти. Важливе місце в цьому процесі належить проведенню різноманітних досліджень для потреб освітньої галузі. Наголошено на правовому забезпеченні освітньої діяльності, науково-методичному супроводі освітнього процесу та управлінського консалтингу. Зокрема зазначено, що співпраця у сфері управління персоналом та проведення процедури незалежного експерного дослідження оцінювання якості освіти є перспективними напрямками співпраці консалтингових організацій та закладів вищої освіти. Важливе місце сьогодення присвячено реформуванню системи освіти, орієнтації на забезпечення відповідності якості вищої освіти запитам сучасного суспільства й потребам розвитку країни. У данному процесі вирішальну роль відіграють консалтингові послуги у сфері оцінювання якості вищої освіти. Маштабні перетворення у всіх сферах людського життя надають можливість закладам освіти ефективно пристосовуватись до змінного зовнішнього середовища використовуючи консалтингові послуги в галузі вищої освіти, грунтуючись на необхідністі використання професоналізму та більш глибокого досвіду працівників-професіоналів консалтингових організацій.
