    Opis:
    The paper approaches the biggest constructional catastrophe in Polish history. Article focuses on conditions and causes of crises. Conditions refer to: biophysical factors, natural and technical ones, different institutional rules acting in variable spheres of life, as well as various characteristics of community. All of them create context of actions of human beings. Those conditions combined with intentional, rationally bounded and opportunistic individual, transform into causes of social events (positive and negative). Catastrophe in Chorzo´w-Katowice was a result of all of those elements mentioned above. New institutional approach used in this paper seems to be the most productive to explain and understand different social crises.

    Opis:
    The purpose of the conducted research was to analyze the processual dimension of the transformations of a disabled person’s life which take place under the influence of experiences related to practicing sport. Therefore, the article attempts to discuss the issues related to the influence of sport institutions responsible for the organization of sport practiced by physically disabled individuals in their care. In the article, I try to prove the similarity of the sport structure with the educational system structure where, apart from the strictly educational functions, there are also socialization processes taking place, diverse in terms of measures and results. The basis for the realization of the purpose mentioned above was the personal experiences of the researched individuals. Hence, the research exploits qualitative data collected during participant observations and in-depth free interviews conducted among the disabled practicing sports. Analysis and interpretation of the research material was performed in accordance with the procedures of grounded theory. The article has been prepared as a consequence of research carried out between 2012 and 2015 among the society of the disabled who practice professional sports. The studies are related to the characteristics of a sports career of the disabled, which, regarding its specificity, is deeply rooted in institutionalized initiation practices regarding inclusion, continuance and the maintenance of the main action, i.e., practicing sport.

    W swoim artykule Elinor Ostrom przedstawia krytyczną analizę wyników wielu badań empirycznych, współczesnej teorii gier i własnych eksperymentów z dziedziny projektowania instytucji w odniesieniu do nadmiernej eksploatacji zasobów wspólnych. Autorka wskazuje na fakt, iż mając możliwość porozumiewania się, eksperymentowania i modyfikacji reguł instytucjonalnych, ludzie wypracowują różnorodne − niekoniecznie rynkowe − rozwiązania prowadzące do zrównoważonego zarządzania dobrami wspólnymi, do których rzekomo ma zastosowanie pojęcie "tragedii wspólnego pastwiska".
    In her article, Elinor Ostrom offers a critical account of a number of empirical studies, game-theoretic analyses and her own experiments in institutional design as applicable to the issue of overexploitation of common-pool resources. She argues that, given people's ability to communicate, experiment and modify institutional rules, they can develop various − not necessarily market-based − solutions with a view to achieving sustainable management of such resources to which the concept of the tragedy of the commons supposedly applies.

    This paper aims to assess the impact of the second-generation numerical fiscal rules on the effectiveness of public debt management in the Member States of the European Union. The research was conducted using dynamic panel models on a sample of 27 EU Member States over the period 2008–2021. The effectiveness of public debt management was determined by the level of public debt servicing costs, considering not only the impact of the quality of numerical fiscal rules on interest payments, but also other factors influenced by these rules, such as the quality of fiscal policy, the solvency of public finances and the quality of institutional governance. The motivation for this topic was to evaluate the effectiveness of the second-generation numerical fiscal rules following the changes made to their design in the context of the reconstruction of the EU fiscal surveillance system after the global economic and financial crisis of 2008–2010. The research has found that strong numerical fiscal rules improve the effectiveness of public debt management. In addition, stable fiscal policy and higher solvency of public finances, as well as political stability and the absence of violence, are conducive to lower public debt servicing costs. This paper enriches the literature by extending it with a new approach to fiscal rules, highlighting their multifaceted impact on the quality of public debt management.

    W okresie minionego półwiecza naukowa debata na temat polityki przemysłowej przechodziła różne fazy, prowadząc od aktywnego interwencjonizmu państwa, poprzez neoliberalizm, do interwencjonizmu o charakterze pasywnym. W efekcie stworzono imponujący zestaw instytucjonalnych koncepcji polityki przemysłowej. Szkicując te koncepcje wraz z instrumentami polityki przemysłowej, autor wysuwa następującą tezę: skuteczność instytucjonalnych reguł wspomnianej polityki zależy od tego, czy nieformalne instytucje oparte na interesach, systemach wartości ludzi itp., pozostają w zgodzie z regułami formalnymi. Analiza zawiera przegląd kilku hipotetycznych opcji w dziedzinie wymienionej wzajemnej relacji.
    Over the past half century, the research debate on industrial policy has intensified at certain points in time, starting from the active state intervention through the neoliberal approach to the passive state intervention. As a result, a set of the institutional concepts of industrial policy has been created. In outlining these concepts as well as instruments of industrial policy, the author puts forward a thesis: the effectiveness of institutional rules of that policy depends on whether informal institutions based on human interests, value systems etc., stay in line with formal rules. The paper reviews several hypothetical options regarding the interrelation in question.
