The bill is based on bill is based on the concept of extending the ability of the relevant (supervising) minister to exercise effective supervision over the activities of research institutes. Determination of the rules of operation and a model of supervision over the research institutes belongs exclusively to the statutory matters. The legislature has a discretion when it comes to establishing their organizational system and shaping the nature of their relations with the public administration apparatus. The decision on awarding broad freedom of action to research institutes is a decision of the legislature and as such may be subject to modification. There are no legal obstacles for extending the scope of supervision over research institutes.

The article focuses on the Attilio Begey Institute of Polish Culture which was created in Turin in 1930, after the death of Attilio Begey in 1928, due to the initiative of Roman Pollak and with Italian and Polish governmental support, as well as with the voluntary help of Italian Polonists. After a few years, the institution became one of the best-performing pro-Polish organizations in Italy. In the article, I point out the Polish and Italian opinions about the activities of this pro-Polish phenomenon in the capital of Piedmont in the first years of its existence.

Polish Institute in Sofia (former Polish Cultural and Information Centre) is one of the oldest cultural institutions of this type in the Balkans and the most important centre for promotion of Polish culture in Bulgaria. For many years it has been supporting Polish-Bulgarian con-tacts in the field of science and culture arranging courses of Polish language for Bulgarians, cooperating with Bulgarian universities, Slavic Studies Institutes and other cultural institu-tions. Paper presents history of the Institute, its activities in different fields (promotion of Polish literature, music, arts, science etc.) and its contribution to relations between the two countries.

In this paper we described three Art & Science projects organized by the Nencki Institute of Experimental Biology (Polish Academy of Sciences), Marcel Nencki Foundation for the Support of Biological Sciences and the Art Department of the University of Rzeszów. First project, celebrating the 100th anniversary of theNencki Institute, was entitled “Biological imaging: inspiration by invisible world” and took place in Mikołajki in 2017. Next two projects were relating to “Art of Biodiversity” (Rzeszów, 2018) and “Power of Biological Structures” (Przeworsk, 2019). The aim of the projects was to introduce ideas of modern experimental biology to artist. All symposia/workshops were followed by few exhibitions at the Nencki Institute of Experimental Biology, Art Department of the University of Rzeszów, etc. Some of paintings originated during these projects established Nencki Art Collection, collection of modern art at Nencki Institute of Experimental Biology.

This article analyses the Polish maritime programme after the Second World War, as expressed in scholarship of two main Polish research institutions: the Baltic Institute and the Western Institute. Given the considerable border changes at the end of the war, which incorporated a long coastline and three major ports on the Baltic Sea (Danzig/Gdańsk, Stettin/Szczecin and Gdynia) into post-war Poland, the maritime programmes gained a new basis for operations in comparison to the interwar period, and thus had to be adapted accordingly. They contained both continuities and modifications: in ideological terms they were based on the prewar premises of Poland’s origins as a Baltic Sea country, and had a strong anti-German dimension. On the other hand, they were more pragmatic and concentrated on the organization of the maritime economy and education. Similarly as in the interwar period, they were also seen as a modernizing project: the maritime economy and education were supposed to connect the Polish nation with the whole world, and thus assure its equal status as part of the Western world.

It could be stated that the history of the mining and earth science in Poland is much anterior than the dynasty of the Polish Piast's kings. The different mineral resources were already recognized and exploited in the mediaeval times at the territory of Poland. Very important event was establishing of the Ore's Commission by the king Stanislav August Poniatowski in the 1782. Partotion of Poland stopped considerably development of the geological sciences in Poland. However, some important investigations and organization measures were undertaken. The name of the Stanislav Staszic should be mentioned who is considered as "father of the Polish geology". Several outstanding followers should be mentioned too, e.g.: Georg Gottlieb Pusch, or Ludwig Zejszner. Many Polish geologists emigrated and contributed much to the important geological discoveries in other countries as: Paweł Edmund Strzelecki (America, Australia, Tasmania and New Zealand), Ignacy Domeyko (Southern America), Aleksander Piotr Czekanowski and Jan Czerski (Asia), and many others. In the end of the XIX century several initiative started devoted establishing in Poland national geological survey. The idea of Józef Morozewicz prevailed to establish the Polish Geological Institute within the structure of the Ministry of Industry and Trade. These ideas could be realized when Poland get independence in November 1918. Several members of the Parliament, undertaken the initiative to constitute the Polish Geological Institute, which was accepted in April 1919. Official opening of the Institute took place on 7th May 1919 in the Staszic Palace, which was the first seat of this organization. Two years later the PGI status and budget was accepted by the Polish government and Józef Morozewicz has got director's nomination from the Head of State Józef Piłsudzki. In these difficult times big organizational efforts were made to enable performing of the basic survey tasks and investigations, First staff of the Institute has included above 30 persons (17 geologists). In the first years of activities PGI geologists undertaken studies in the different parts of Poland, among them: the Carpathians, High Tatra's, Carpathian Foredeep, Upper Silesia, the Holy Cross Mountains as well as Polish Lowlands. The results of these studies were printed in the yearly reports. Several important discoveries were reported, for example: first suggestions concerning existence of the coal deposits in the Lublin Basin, iron deposits in Rudki, phosphorite resources in Rachów or salt deposits in Kłodawa. Simultaneously the geological mapping survey was performed. Two important maps at a scale of 1:750 000 was published: Geological Map of Poland and Geological Map of the Natural Resources of Poland. Several maps in the bigger scale was printed, too. In the meantime, the Institute has obtained a new parcel at the corner pf the Rakowiecka and Wiśniowa streets where two buildings were erected, in 1926 and 1936. In March 1938, President of Poland accepted new decree concerning geological survey of Poland which was performed by the Polish Geological Institute and Geological Council. The role of the PGI has grown and the budget increased substantially. Unfortunately this positive trend was stopped due to the beginning of the Second World War. The part of the PGI together with Director Karol Bohdanowicz started evacuation on 6th September 1939. The first heroic period of the Institute came to the end.

Science, including the research achievements and the activities of research and development units are regarded from the point of view of marketing categories. Commercialization has led to a situation in which it is necessary to provide information and promote your products. The situation forces scientific institutions and their employees to introduce permanent changes to their relations with the recipients. The above changes refer to forms of informing about, advertising activities and achievements, as well as to the language of messages aimed at various groups of recipients. Contemporary media give many opportunities to reach the recipients interested in a particular issue. The system of communicating with them has been improved. National Research Institute of Animal Production is improving its website, which is an important source of information. This concerns both the current activity of the institute, including trainings, workshops, seminars etc. and scientific publications. However, the biggest task taken up by the Institute is the creation of an ICT platform for the exchange of knowledge about the quality and safety of animal production. Producers of farm animals, breeders, producers of fodder and scientific institutions cooperating with the National Research Institute of Animal Production are and in the future will be able to take advantase of the results of the project.

For years the Ohio State university has been engaged in international academic and research activities. The Institute of Aviation decided to join the ohio State University in this endeavor. The Institute of aviation strongly believes that in order to provide world class research and laboratory services requires world class competitiveness, which is composed of employee knowledge, accredited laboratories, certified processes, modern organization of the workplace. The Ohio State University, and in particular the Propulsion and Power Center, for years, has educated young engineers for the United States Aerospace Industries, and graduates immediately find employment with industry leaders like General Electric, Pratt & Whitney Aircraft, the Boeing Company, and others. The Institute of Aviation, in Warsaw, became also an important Ge business partner with the creation in 2000 of the Engineering Design Center. This position achieved by the Institute of Aviation brought OSU and the Institute to closer cooperation, which started with the jointly organized Polish American Conference on Science and Technology held in 2012 in olumbus, ohio and in 2013 in Washington, d.c. The Institute of Aviation has a long tradition in organizing Polish-American Conferences on Science and Technology. The first conference was held in Washington, d.c. in March 2002, organized together with the Center for Strategic and International Studies (cSIS), a famous Washington based think tank.

The author of the draft position claims that the rules in question – regarding the phrases “Ukrainian nationalists” and “Eastern Małopolska” conform to the Constitution. Article 55a para. 1, which set outs sanctions of fine or imprisonment for up to 3 years, imposed to anyone who attributing, publicly and contrary to facts, the responsibility or coresponsibility to the Polish Nation or to the Polish State for Nazi crimes committed by the Third German Reich or for other offenses constituting crimes against peace, humanity or war crimes, or in a different way grossly reduces the responsibility of the actual perpetrators of these crimes, conforms to the the Constitution. Moreover, the above-mentioned sanctions do not violate the principle of proportionality.

According to the author of the opinion the request contained in the petition should be considered justified, and the bill submitted along with the petition, despite minor deficiencies, may be a starting point for a legislative work. The current provisions do not ensure a proper protection of burial places of the National Heroes, because they enable the cemetery manager to rearrange the grave after 20 years from the burial, if unless anyone objects to it and pays the burial fee.

The Canadian-Polish Research Institute was founded in 1956 by Wiktor Turek, who was also its first president. The following presidents of the Institute were: Tadeusz Krychowski (1963-1972), Rudolf K. Kogler (1972-1995), Edward Sołtys (1995-2011), and Joanna Lustański (from 2011). During the sixty years of its existence, the Institute published about 50 books. There are several dominant thematic profiles among them: 1. bibliographic books (Polonica Canadiana, The Polish Language Press in Canada); 2. registers of Polish scientists and a list of Polish artists, writers and musicians; 3. memories; 4. monographs on the history of Polish settlement in Canada, as well as Polish institutions and organizations; 5. other publications: an English translation of Melchior Wańkowicz's Three Generations, a volume of poetry and prose by Danuta Bieńkowska – Beetwen the Shores, a monograph on the sciences of law by prof. Tadeusz Grygier Sprawiedliwość, czyli istota moralności, zdrowia i prawa, and the book of Edward Sołtys Black Ribbon Day. The publishing achievements of the Canadian-Polish Research Institute are of paramount importance for promoting the contribution of Poles living in Canada. This participation includes the activity of Polish engineers, scientists, artists, clerics, veterans, social and political activists. Their presentation in the form of studies issued by the Institute is an important element of the Polish public and historical diplomacy.

The Golden Medal of the Polish Geological Institute (Fig. 1) was officially established in 1994 with the Decision No. 13 of the Director of PGI. It is dedicated to the active and retired employees of PGI, who were employed there over 20 years, expressing distinctive successes in scientific or organization progress of the Institute and realizing the perfect moral standards. The candidates to Golden Medal should be approved by the independent Chapter of Medal consisting of 5-7 persons, elected for each 4 years. Hither to, only 245 workers (Table 1) – from among almost 1500 employees of the Polish Geological Institute – became honored with the Golden Medal of PGI since 1994, which expressed its unusual importance(for the list of persons see Prz. Geol., vol.67, no. 7, p. 618-619).
