The paper analyses two provisions of the Act of 10 May 2018 on Personal Data Protection. It describes the structure and characteristic features of acts which obstruct or frustrate an inspection of compliance with personal data protection provisions. The paper emphasises the importance of powers held by a supervisory authority, the President of the Office for Personal Data Protection, especially in the context of the EU legislation. The article also gives examples of interrelationship between the controller and the entity that is controlled and discusses the way this impacts criminal liability. It presents a comparative analysis of the said provision alongside its analogous provision which is related to inspection carried out under Article 55 of the Act of 14 December 2018 on Personal Data Protection in Connection with Preventing and Fighting Crime. The final conclusions include some proposals for, inter alia, the analysis of problems noted by the Personal Data Protection Office while conducting control proceedings in the years 2018–2019.

Opis:
Point of view, preferences and priorities of quality inspection in modern production systems have changed. Quality inspection in its activities is no longer limited only to the documentation of the past, nor is it seen solely as a tool for the detection of nonconformity. Nowadays, the most important quality inspection function is prevention, whose most important goal is to make it before nonconformity. What is expected from modern quality inspection is that it actively improves the production and quality as well as reduces the costs. The aim of the article is to present requirements, guidelines and challenges in the organization of modern quality inspection in a manufacturing company. The role of quality inspection in the classical model and modern model of quality improvement was presented. Determinants of effective quality inspection were presented, as well. The quality inspection methods that best fit into the paradigm of modern quality inspection, that is source inspection, together with visual management were pointed out.

There is proposed the application of an auxiliary quantity, homogeneous with the measured one, in the quality control of an object made with the use of measuring channel and processing and decision making module. The result of processing of this quantity in the measurement channel is applied for the additive and multiplicative correction of decision limits. This allows to reduce the impact of imperfect processing characteristics of measuring channel. The significant effectiveness of such correction, at different ratio of the components of processing error is presented. The influence of errors of forming auxiliary quantity is also considered.

A tachograph which belongs to the group of ORD devices is the oldest recorder (On Board Recording Devices), and the duty of taking it was led into the USA already in 1939. The inventor of the tachograph was Max Maria von Weber, an administrative official, engineer and author. The Hasler Event Recorder was introduced in the 1920s. Regrettably, the construction of analogue tachograph, an original type of tachograph used in road transport, encouraged to numerous frauds and counterfeits of social rules for drivers In order to solve these all problems, they led with Directive of Advice No. 2135/98 from 24 September 1998 of the August of 2004 from the beginning of in the area of the European Union, new type of registering setting up in the road transport - digital tachograph. In order to make it impossible to abuse, a complex system of keys was applied cryptological and of certificates, saved in grating and devices, letting for explicit determining entitlements of users and authenticities of data, cards and devices. In spite of using, the most modern keys and securing systems, with respect to elements of the system of digital tachographs a lot of modus operandi were observed so that they registered wrong sizes. The European Union took right action in order to before to prevent, nevertheless they must be implemented into the everyday life. Those paper is include information about level of manipulation of digital tachograph and their elements, ways of manipulations of digital tachograph and future ways of counteracting manipulations.

Inspekcja Weterynaryjna realizuje zadania z zakresu ochrony zdrowia zwierząt oraz bezpieczeństwa produktów pochodzenia zwierzęcego w celu zapewnienia ochrony zdrowia publicznego. Jednym z najważniejszych zadań Inspekcji Weterynaryjnej jest prawidłowe przeprowadzanie kontroli weterynaryjnej podmiotów nadzorowanych. Ustalenia dokonane w protokole kontroli mogą w dalszej konsekwencji wiązać się z wszczęciem i prowadzeniem postępowania administracyjnego wobec kontrolowanego, co może prowadzić do nałożenia kary pieniężnej, czy też innych restrykcji (zawieszenie, zamknięcie zakładu, nakazy podjęcia określonych działań). Zatem, organy Inspekcji Weterynaryjnej muszą przeprowadzić kontrolę prawidłowo, z zachowaniem pełnych gwarancji dla podmiotu. Tylko właściwe postępowanie kontrolne, w sposób jasny i zgodny z przepisami prawa stanowi gwarancję prawidłowej jego oceny dokonywaną przez sąd administracyjny, a ponadto stanowi wyraz realizacji zasady praworządności i pogłębiania zaufania podmiotów nadzorowanych względem organów Inspekcji Weterynaryjnej. Zatem, z uwagi na daleko idące konsekwencje wobec podmiotu kontrolowanego w ustawie o Inspekcji Weterynaryjnej przewidziano szczegółowy sposób i tryb przeprowadzania kontroli weterynaryjnej które można niewątpliwie określić jako postępowanie odrębne.
Veterinary Inspection carries out tasks in the field of animal health protection and the safety animals products in order to ensure the protection of public health. One of the most important tasks is valid for carrying out veterinary checks of the subject supervised. The findings in the minutes control might in the further consequences associated with the initiation and conduct of the administrative procedure to a controlled, which may lead to meet out the fine, or other restrictions (suspension, branch seclusion, orders for specific operations). Therefore, the veterinary inspection bodies must carry out correctly and full guarantees. Only appropriate procedure, in a clear and regulated with the law way, is a guarantee of proper evaluation by the Administrative Court. Moreover, that seems to help with realization the rule of law principle and deepening trust supervisory entities involved with respect to veterinary inspection authorities. Therefore, due to the far-reaching consequences to the controlled subject in the Act on Veterinary Inspection provided a detailed way and mode of carrying out the veterinary checks which may be undoubtedly defined as the special proceedings.

Opis:
Nondestructive and contactless online approaches for detecting defects in polymer films are of significant interest in manufacturing. This paper develops vision-based quality metrics for detecting the defects of width consistency, film edge straightness, and specks in a polymeric film production process. The three metrics are calculated from an online low-cost grayscale camera positioned over the moving film before the final collection roller and can be imple mented in real-time to monitor the film manufacturing for process and quality control. The objective metrics are calibrated to correlate with an expert ranking of test samples, and results show that they can be used to detect defects and measure the quality of polymer films with satisfactory accuracy.

In this paper the results of measurement uncertainty tests conducted with a Heidenhain TS 649 probe on CNC machine tools are presented. In addition, identification and analysis of random and systematic errors of measurement were presented. Analyses were performed on the basis of measurements taken on two different CNC machine tools with Heidenhain control system. The evaluated errors were discussed and compensation procedures were proposed. The obtained results were described in tables and figures.

The article attempts to answer the question whether the Supreme Audit Office, in its practice, has been evolving from an office that focuses on detecting concrete irregularities, to an institution that analyses an entity or an area with regard to deficiencies of their internal control systems. Some 130 recommendations presented in post-audit statements and pronouncements on audit results have been analysed. The criterion adopted was a possibility to define the nature of a recommendation as an audit recommendation, or a post-audit recommendation as understood in an ‘inspection-like’ audit. System-related character is the basis for qualifying a recommendation as an audit recommendation – such a recommendation is directed towards improvement of the internal/management control system, especially these internal control elements/subsystems in which deficiencies have been found. Recommendations directed towards the future – management of risk areas – have been regarded as audit recommendations. While post-inspection recommendations can be characterised as focusing on an irregularity detected and its elimination.

In the present paper analyzed are results of standing volume assessment as dependent on the method of calculation applied; the calculations were done with utilization of algorithms used in the operational forestry: the TAKSATOR and the ACER packages. The results obtained show that the use of the forest division based TAKSATOR method leads to lower estimate as compared with the output of the quality control inspection assessment ACER.

The paper evaluates effectiveness of fire drills for emergency and responding to PSC inspections on board. A brief background about the PSC inspection on fire drills on board is introduced in the beginning. Then the significance of effectiveness evaluation on fire drills is presented. Next, legal ground is discussed on International Conventions, including regulation of related regional group, national maritime laws and rules and Concentrated Inspection Campaign (CIC). Furthermore, PSC New Inspection Regime (NIR) for Paris MOU and Tokyo MOU are also discussed, and many deficiencies related to fire safety measures found in the PSC inspection are statistically analyzed. More importantly, the paper introduces System Engineering Theory, presents the principle and method of effectiveness evaluation, focuses on the preparation, performance and rehabilitation of fire drill and develops the Criterion of Effectiveness Evaluation. Finally, some suggestions are raised to carry out effectiveness evaluation for emergency and responding to the PSC inspection.

Extensive research has already been done on visual inspection as well as on the effect of different factors on human inspection performance. However, a method should be developed to measure their inspection skill based on influencing factors. This study contributes to the literature by proposing a competency assessment model based on the influencing factors that can classify human labour into its respective skill levels. From the literature review, the influencing factors of visual inspection are listed and divided into five observed variables. A team of experts selected the significant factors with respect to the textile and clothing industry. The analytical hierarchy process is used to measure their respective weights so as to calculate the inspection performance in terms of a competency score. A numerical example is presented and the model proposed successfully determined the competency score, and inspectors are classified into their respective skill levels according to the well-defined cut-off values. This study enables organisations to classify available human labour into its skill levels and utilise them according to their capacity.
Dotychczas przeprowadzono szeroko zakrojone badania dotyczące inspekcji wizualnej, a także wpływu różnych czynników na wyniki inspekcji wykonywanej przez człowieka. W pracy skupiono się na opracowaniu metody pomiaru umiejętności inspekcji w oparciu o czynniki na nie wpływające. Praca wnosi wkład do literatury, proponując model oceny kompetencji oparty na czynnikach wpływających, które mogą sklasyfikować ludzką pracę według odpowiednich poziomów umiejętności. Na podstawie przeglądu literatury wyszczególniono czynniki wpływające na kontrolę wzrokową i podzielono je na pięć obserwowanych zmiennych. Zespół ekspertów wybrał istotne czynniki w branży tekstylno-odzieżowej. Proces hierarchii analitycznej posłużył do pomiaru ich odpowiednich wag, w celu obliczenia wyników inspekcji w kategoriach oceny kompetencji. Przedstawiono przykład liczbowy, a zaproponowany model z powodzeniem określił punktację kompetencji, tak aby inspektorzy mogli być klasyfikowani według ich odpowiednich poziomów umiejętności zgodnie z dobrze określonymi wartościami granicznymi. Badanie umożliwiło organizacjom klasyfikowanie dostępnej siły roboczej według poziomów umiejętności i wykorzystywanie jej zgodnie z ich możliwościami.

Artykuł podejmuje problematykę prawną działania Inspekcji Handlowej w sferze konsumenckiej, w zakresie ochrony interesów i praw konsumentów oraz w przestrzeni gospodarczo-publicznej, w przedmiocie ochrony interesów gospodarczych państwa. Ustawodawca wyposażył Inspekcję Handlową w kompetencje kontrolne, w zakresie których wykonuje ona czynności dotyczące zapewnienia jakości produktów i usług w ramach szeroko rozumianego obrotu konsumenckiego, jak również dotyczące przeciwdziałania zagrożeniom i ich eliminowaniu w kontekście interesów gospodarczych państwa. Inspekcja Handlowa działalnością kontrolną obejmuje również produkcję żywności na wszystkich etapach przetwórstwa spożywczego.
The article discusses the legal issues governing the performance of the Commercial Inspection in the consumer field, covering the protection of consumer rights and interests, and in the field of the public economy, covering the commercial interests of the state. The legislator, equipping the Commercial Inspection with controlling competence, enabled it to perform the actions providing the quality of goods and services in the broadly defined field of consumer trading as well as offering the countermeasures and eliminating dangers in the context of the economic interests of the state. The Commercial Inspection (and the Public Health Inspection alike) also controls the production of food at any stage of food processing.

The analysis of the state of the art shows that the problem of the design of automated systems employing noninvasive measurement methods, including AOI methods, dedicated to specialist tasks connected with surface quality control, is actually a prospective future research direction, as it is directly connected with the need to speed up and rationalise the design processes. The research problem presented in the article was defined through the determination of the scope of automated tasks aimed at the support of the design of AOI systems and methods for their execution. The research method consisted in the analysis of the available numerical methods and computer simulations enabling the selection of the solution facilitating the effectiveness of the decision-making process.
Artykuł przedstawia autorski model wspomagania projektowania systemów AOI przeznaczonych do detekcji wad powierzchniowych. Analiza stanu wiedzy wskazuje, że problematyka projektowania zautomatyzowanych systemów wykorzystujących nieinwazyjne metody pomiarowe, w tym metody AOI, dedykowanych do specjalizowanych zadań związanych z kontrolą jakości powierzchni jest perspektywicznym kierunkiem w rozwoju badań naukowych, co spowodowane jest koniecznością przyśpieszenia i jakościowego usprawnienia procesów projektowania. Problem badawczy podejmowany w artykule określony został poprzez ustalenie zakresu zautomatyzowanych działań, których celem jest wspomaganie prac projektowych nad systemami AOI oraz metod przeznaczonych do ich realizacji. Metoda badawcza polegała na przeprowadzeniu analizy dostępnych metod numerycznych, oraz symulacji komputerowych w celu wyłonienia rozwiązania, umożliwiającego skuteczne wspomaganie procesów decyzyjnych.
