    In the paper have been analyzed issues related to the reserach institutes in Poland in last decade. The problematic question is: What is the role and place of research institutes in Poland in innovative policy with particular regard to their usefulness in the implementation of the Knowledge Based Economy (KBE).
    Artykuł przybliża zagadnienia związane z funkcjonowaniem instytutów badawczych w Polsce w ostatnich kilkunastu latach. Autorka przybliża czytelnikom zasady ich funkcjonowania, rolę i zadania w polskiej polityce innowacyjnej. Syntetycznej analizie została poddana ich przydatność w rozwoju Gospodarki Opartej Na Wiedzy (GOW).

    The methodological, organizational and managerial problems concerning the global environmental policy were represented in the paper. The peculiarities of implementation of global environmental policy in the European Union and Ukraine were analyzed and on the basis of this analysis the content and structure of the policy were structured. The attention was focused on institutional characteristics and factors of development of global environmental policy and its innovative potential in the framework of implementing the green economy and sustainable regional development priorities. Threats and opportunities of global environmental policy in the context of regional nature management and protection of natural resources and corporate responsibility and corporate governance were researched. The wide range of international organizations as part of global environmental policy was reviewed. Thesis about institutional imperfection of international environmental policy in Ukraine (the so-called "vacuum of institutions") was grounded. The ways of the organizational and managerial solutions to the identified problems were represented.

    The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.

New discoveries, inventions, technologies, new products generally do not make a cameo appearance as a systematic and become a permanent component of economic processes in the context of international cooperation. And due to the fact that high-tech industries are a growing sovereign high importance in the global economy, increasing competition requires a comprehensive improve the quality of new products, as a result, more high requirements for professional human capabilities, its preparation and qualifications, educational level generally.

    The article points to the financing of innovations as a key direction of the country’s innovation policy, being one o the essential challenges or the sus- tained development of our country. The aim of the article is to discuss and compare three models of financing of innovations applied in the Polish econ- omy in the present financial perspective 2007-2013: grants, mixed and re- turn. Two programmes adressed to the entrepreneurs have been analysed: Innovative Economy 2007-2013 Operational Programme and The Seventh Framework Programme for Research and Technological Development 2007– 2013. Due to the guidelines of the European Committee related to the rec- ommended departure from the grant models for the return models, the arti- cle shows the recommendation of the use of the mixed model in the transition period, modelled on the instrument of technological credit (a return credit combined with irreclaimable grant).
