This paper investigates the use of neural networks (NNs) for the problem of assigning push boats to barge convoys in inland waterway transportation (IWT). Push boat‒barge convoy assignmentsare part of the daily decision-making process done by dispatchers in IWT companiesforwhich a decision support tool does not exist. The aim of this paper is to develop a Neural Network Ensemble (NNE) model that will be able to assist in push boat‒barge convoy assignments based on the push boat power.The primary objective of this paper is to derive an NNE model for calculation of push boat Shaft Powers (SHPs) by using less than 100% of the experimental data available. The NNE model is applied to a real-world case of more than one shipping company from the Republic of Serbia, which is encountered on the Danube River. The solution obtained from the NNE model is compared toreal-world full-scale speed/power measurements carried out on Serbian push boats,as well as with the results obtained from the previous NNE model. It is found that the model is highly accurate, with scope for further improvements.

The paper contains the analysis of the possibility of container transportation on the Oder Waterway (the Gliwice Canal, the canalized stretch of the Oder River, and the regulated stretch of the Oder River), on the assumption that the waterway complies with conditions of class III European waterway. The analysis is based on the concept of modern motor cargo vessel, adjusted to hydraulic parameters of waterway. The vessel is designed for ballasting when passing under bridges. The amount of ballast water that enables transportation of two tiers of containers is given. The costs of waterborne transportation are compared to the costs of rail transportation of containers on selected shipping routes.

Opis:
Transport links are one of the main factors required to develop cross-border cooperation and integration. However, differences in the quality and quantity of transport infrastructure inhibits the development of cross-border cooperation, as exemplified by the cross-border transport network in the northern part of the Polish-German borderlands, namely, the Szczecin–Berlin inland waterway. The existing differences constitute bottlenecks that restrict the use of cross-border transport links to strengthen cross-border cooperation. This article aims to assess the transport function of the Szczecin–Berlin inland waterway and identify the bottlenecks and missing links hindering its potential. The findings will serve as the basis for indicating the types of proposed measures aimed at implementing the proposals made by cargo shippers with respect to cross-border transport links identified during an in-depth interview survey. The types of measures proposed in this article will improve the competitiveness of cross-border transport links by ensuring interoperatibiliy, interconnectivity, and intermodality. However, they will require the effective coordination in policies regarding development of the transport infrastructure in the cross-border area, promotion of its development, and facilitating the cooperation between stakeholders. Measures to be taken in that regard are an important issue in cross-border governance and management.
