Opis:
Assistance to persons released from prison is considered an indispensable stage of the process of carrying out the penalty of imprisonment. The authors engaged in that subject agree as to the role of postpenitentiary assistance  in reduction of relapse into crime and its connection with social readjustment of offenders. In my opinion, that approach is insufficient for a full justification of the actual sense of assistance rendered to persons on release from prison. Pragmatic researchers treat the slogan of helping prisoners as obvious and focus on the related legal and organizational problems. Lacking strict criteria of appraisal, the analysis of legal solutions resolves itself usually into approving comments and to attributing the indolent functioning of the assisting agencies to sluggishness of the actual care providers. The suggested conceptions of improvement of the  after-care resolve themselves into improvement of the existing institutional and legal solutions and corrections of their model which remains the same all the time despite the fact that a succession of its versions have proved inefficient in practice. Taking the subject up, I adopted an entirely different approach and method of research. I assumed that all assistance can only be successful if those involved in it are genuinely motivated to that activity. Even if the norm „help the prisoners” is an element of the system of moral directives recognized in our culture, this fact alone by no means determines in advance the actual range and validity of that norm. Like all moral values, also this one is valid with different force, to a different  extent and has a different range for different people. For some, it is a postulate that needs to be fulfilled which they experience as a moral  obligation; for others, it is a criterion of axiological orientation. This implies the different ways of their functioning. As shown by analysis of empirical studies, the norm demanding that prisoners should be helped is not too deeply rooted in social consciousness. It has failed to win general acceptance even at the verbal level, and the readiness to fulfill it through a person’s own activity can be found but occasionally; in such cases, it is motivated situationally rather than by axi axiological experiences. The reason is probably that a moral appraisal of the object of assistance (an imprisoned offender) is transmitted to the appraisal of the duty to fulfill a norm. Instead of deciding whether help is at all necessary, we want to know if the person in need of help deserves to be helped. In so doing, we forget that all those objectively in need of help are worth being helped; we condition our decision as to rendering help upon the actualreason of a person’s helplessness, or more strictly speaking, upon  the rank on the moral scale of the acts that made that person helpless. In this situation, what becomes a signicificent factor that has a beartng on the discussed norm is the perception of un offender as a dewiant of a definite type. An offender is usually perceived through a stereotype: a specific conglomerate of simplified and mainly unfounded beliefs. Yet that very stereotype functions as a standard basing on which the actual way of conduct is chosen. Therefore, I tried to define the stereotype of an impriosoned offender that functions in social consciousness and in consciousness of professionals involved in the work with prisoners. I also tried to diagnose the psychosocial mechanism that result in the formation and consolidation of that stereotype. Which social groups and individuals tend to consider the postulate of assistance to prisoners as a norm that they themselves should follow, or at least which such groups and individuals have the strongest motivation to respond to that call? Of the many hypotheses about the origin of prosocial behaviour (and of course of helping which is a form of that behaviour), let us first consider the one which states that prosocial behaviour results from the structure of ,,ego” and the parallel observation that another person at a disadvantage is similar to oneself in some respect. That similarity may concern both the bodily and spiritual structure and all the other components of one’s self-image. Thus diagnosed, the similarity releases or at least catalyzes the readiness to prosocial behaviour. Basing on this hypothesis, it should be assumed that ex-offenders, ex-convicts, or generally speaking, persons affected by imprisonment are particularly likely to recognize that norm, and further, that the motivation to help prisoners growth with a reduced distance between the offender and the cultural circles that approximate him with respect to mentality and custom. Considering this hypothesis, we come across still another dependence: the actual condemnation of an offender depends on the degree of acceptance of the normative system which that offender has infringed. The discrepancy between values protected by law and the individual or group preferences results in a change in attitudes. A person convicted by force of a disapproved law is perceived as a victim and not an enemy. The offender thus meets with fellow-felling, and the authors and executors of the disapproved law, with resentment. This dependence, cannot be limited to the subcultural negation of law that is characteristic of criminal circles. It follows from the division of the bulk of crime into mala per se and mala prohibita. After all, stigmatization takes a different, course in the case of an obvious evil vs. one that is simply considered evil by law which cites reasons that are by no means necessarily either obvious or good, or which is directed against an interest that is not perceived in accordance with the official standpoint. Prohibitions lacking the proper axiological foundation proliferate with the instrumental treatment of penal law, reduced to the role of political tool; in such situations, all public activity of any importance whatever is usually subordinated to politics. What significantly differentiates the extent to which the norms that concern helping others are perceived as valid are the emotional and social bonds (e.g. fomily ties). From the psychological viewpoint, they constitute a particularly active and natural stimulator of motivations, one that defines the actual circle of the most involve addressees of the norn. In this case, the one who helps is not only personally interested in the fates of the one who gets help, but also acts for his own good  rendering that help. The social situation resulting from imprisonment of a family member gives rise to special problems in the legal, economic and social sphere. Quite obviously, the other members of that family should be allowed to participate in the solution of those problems which  are also their own. We have therefore distinguished the groups that are willing, as can be expected, to adopt the norm of helping prisoners and to act accordingly. Of course, we deal here with a selective range of that norm’s validity which is subject to a double limitation: not everybody is willing to help prisoners, and that readiness does not concern all prisoners. This follows from the contents of the discussed hypothesis which after all assumes the similarity of partners in interaction as the necessary condition of emergence of motivation. The fact that a person considers a definite behaviour his/her duty may as well result from that person’s internalization of certain moral norms or ideals that can only be fulfilled through such behaviour (the love of one’s fellow man, brotherhood, general kidness). What is released here, as opposed to the hypothesis discussed above, is a general sense of duty not related to any definite person or situation but directed at all those in need of help. The group of thus motivated person includes possible addressees of the norm helping prisoners. With ages, the social practice formed a variety of forms of orginization of those who treat assistance to prisoners as a moral norm. Concerned here are initiatives based initially on the model of charity and constituting part of the general charitable activities. In the l9th century, they developed into specialized patronage societies which in turn acquired, and preserved till the present day in the world, the status of an indispensable element of the rational prison system. The Polish model of society’s participation in the execution of the sentence of imprisonment eliminated all the above-mentioned subjects  from any activities whatever on behalf of prisoners. Finding this situation irrational, I tried to investigate its causes and to disclose the motives of those who had made it that way. Depending upon the object that serves as the system of reference for prosocial behaviour, that behaviour can be divided into allocentric and sociocentric. The allocentric behaviour is activity undertaken for reason of another person’s interests, i. e. aimed at securing the best possible functioning, protection, or development of that person. If, instead, the subject acts on behalf of an institutional or group, that is if the addressee of his/her action is a definite social arrangement, we deal with the sociocentric prosocial behaviour. This latter motivation was adopted in Poland as the basis for designing the institutional structures charged with the task of helping prisoners. Namely, after-care was inserted in that particular segment of criminal policy which is called in the legal language ,,participation of the community in crime prevention and control”. The term community used here expresses the principle of joint action. The whole means a specific kind of participation aimed at assisting the police, courts, and prison administration. As opposed to voluntary associations of those interested in helping prisoners and to patronage societies, such institutions are organized from without, follow the orders of State administration, base membership on the principle of  delegation or nomination, are organizationally included in the system of State agencies whose activities they supplement within their imposed competences, and are fully controlled by those agencies. Thus organized, the voluntary forces are used to support the machine involved in carrying out penalties; they become advocates of the so-called social interest and executors of the official State policy. The main conclusion that follows from the present study resolves itself into a postulate for a reform which would make it possible also, and perhaps in particular, for those with the allocentric motivation to become engaged in helping prisoners.

The article presents a review of research in consumers’ reactions to social initiatives undertaken by enterprises. The analysis has proved that there are few relevant Polish studies in the subject. The studies are survey-based and they indicate that the issue of social involvement of enterprises is important to Polish consumers, who are liable to reward companies for such commitment. A review of foreign, deeper studies points to the fact that the realization of social programmes can create favourable reactions of consumers, yet this process is much more complex than the consumers’ declarations.

Transformacja systemowa wyzwoliła ludzką energię, w tym powstanie organizacji pozarządowych, które szybko zaczęły wypełniać przestrzeń społeczną. Wywołuje to pytania nie tylko o tożsamość ideową, ale również o kondycję nowych społecznych tworów. Czy wyzwoloną energię i powstające podmioty można utożsamiać z budową infrastruktury społeczeństwa obywatelskiego? Jednym z wyróżniających się pod tym względem obszarów jest województwo pomorskie, gdzie o aktywności obywatelskiej w niezależnych strukturach organizacyjnych świadczą statystyki, wskazujące na relatywnie duże nasycenie działającymi organizacjami, jak również oryginalność oraz waga powstających inicjatyw i rozwiązań systemowych. Jednak mimo pionierskich rozwiązań uwidaczniają się istotne problemy dalszych przemian, przede wszystkim niski poziom inwestycji w trzeci sektor, co nie pozwala na jego instytucjonalny i profesjonalny rozwój, niezbędny w budowaniu kapitału społecznego.
The systemic transformation brought about an outburst of civic initiatives which started to spread over the social area of the country at a dynamic pace. The region which stands out in this respect is Pomerania. These are not only statistical data that confi rm the range of civic activity in independent organizational structures in Pomerania, where the number of non-governmental organizations is impressive, but also the uniqueness and signifi cance of the initiatives and systemic solutions that occur here, which makes the region exceptional. What is also of much importance in Pomerania is the relationship between the public sector and the non-governmental sector. However, despite innovative solutions, the level of investment in the third sector which would allow for its institutional and professional development, indispensable in creating social capital, is still not adequate.

This paper addresses the issue of social justice in promoting civic initiatives as instanced by hospice fellowships in the opinion of patients' families. The principle of justice decides about the shape of social order, therefore it is strictly connected with state activity with regard to law-making and public institutions. The hospice movement is anchored in local communities; it takes responsibility to help the dying to live a dignified life of the human person. Now the state's task, of whichwe speak in the first part of the paper, is to provide such conditions that civic fellowships could take and develop palliative support. The second part of the study presents some opinions of the patients' families with regard to civic initiatives. The analysis has shown that most of the closest relatives of the terminaly ill treat the fellowships that help the dying as an effect of social initiatives. Any activities that make up multidimensional support, voluntary activity, and various organisational forms of supportive centres have been defined as the most important manifestation of civily liberty.

Clusters as a form of organization are the subject of extensive research whose results are presented in the rich literature on the subject. A logistics cluster is one of functional forms of clusters. European practice shows the existence of logistics clusters, which are still very common. The conclusions of the analysis are significantly practical and they can be used in the Polish business practice.

Celem publikacji jest analiza ochrony małoletnich internautów jako zadania i wyzwania rodziców, ponadto weryfikacja działań podejmowanych w tym zakresie przez państwa Wspólnoty, wreszcie próba odpowiedzi na pytanie: czy zaproponowane rozwiązania są skuteczne? Po wstępnych rozważaniach teoretycznych dotyczących mapy zagrożeń przeanalizowano kluczowe dla tytułowej ochrony regulacje prawne. Wdrożenie priorytetów polityki ochrony dokonuje się poprzez realizację programów pomocowych. Jednym z nich jest Safer Internet. Zweryfikowano założenia Polskiego Centrum Programu Safer Internet, w tym działalność Fundacji Dzieci Niczyje oraz Naukowej i Akademickiej Sieci Komputerowej. Omówiono zadania i inicjatywy projektu Saferinternet.pl (m.in. zespół kontaktowy: Dyżurnet.pl, tzw. hotline oraz zespół pomocowy, tzw. Helpline.org.pl), cele kampanii medialnych i społecznych (np. „Dziecko w sieci”). Zanalizowano zagadnienie umiejętności korzystania z internetu. Omówiono techniczne urządzenia wspomagające ochronę dzieci.
The aim of the publication is to analyze the legal basis for the protection of minors in the Internet, including the regulation of the European Union, the Council of Europe and National Law. In addition, the verification of activities undertaken by the countries of the European Union in the title’s scope. An attempt to answer the question of whether the proposed solutions are effective. After a preliminary theoretical discussion on the risk maps, the main legal regulation for the title’s protection (CE Convention on Cybercrime of 23 November 2001, EU Council Framework Decision 2004/68/JHA on combating the sexual exploitation of children and child pornography of 22 December 2003) will be analysed and National Law. The implementation of policy priorities is done through the implementation of aid programs. One of them is Safer Internet. The basic objectives, the main areas for action, assumptions and priorities, implemented initiatives are discussed. The assumptions of the programme of Polish Safer Internet Centre is verified, including the activities of Nobody’s Children Foundation and the Research and Academic Computer Network. The tasks and initiatives of the Saferinternet.pl Project (eg the Contact Team: Dyżurnet.pl, so‑called hotline and the Aid Team, so‑called Helpline.org.pl) will be discussed, the objectives of media and social campaigns (eg Child on the network). The issue of the ability to use the Internet will be analysed. The technical equipment, helping to protect children (project: Youth Protection Roundtable) will be discussed. In this paper the analytical and descriptive method will be used.

Odnowa wsi jest jednym ze sposobów osiągania celów rozwojowych, umożliwiającym poprawę jakości życia na obszarach wiejskich. W artykule dokonano analizy przypadków zebranych podczas pobytu studyjnego w Dolnej Austrii. Wskazano czynniki, a także zaprezentowano rozwiązania o charakterze organizacyjno - instytucjonalnym, które w znacznym stopniu determinowały ich przebieg i pozwoliły osiągnąć zamierzone cele. Przedstawiono również wpływ podejmowanych działań w odniesieniu do procesów społeczno – gospodarczych zachodzących na gruncie lokalnym, regionalnym czy krajowym.
The village renewal is one of manners of attaining of development aims, making possible the improvement of quality of life on rural areas. In the article one fulfilled analyses of gathered cases during the studio stay in Lower Austria. Factors were showed, and also presented solutions with organizational - institutional character which greatly determined their course and permitted to reach intentional aims. Also introduced the in uence of undertaken activities with reference to social – economic processes occurring on local ground, regional or national.

In the article results of studies of the relations between values recognized by consumers and their attitude towards a company’s social initiatives of are presented. The values have been examined according to the typology suggested by Schwarz. Especially the correlation has been analyzed between recognizing values that are directed to the development of the common good and values directed to one’s own development on the one hand and the consumers’ attitude toward a company’s social initiatives on the other. The studies have shown that there is a positive, statistically significant correlation between recognizing values that are directed to the development of the common good and the consumers' attitude towards social initiatives put forward by a company.

Opis:
The text announces a research program on the galleries that emerged in relation to conceptual art and introduces the scope and method of research. The general aim of the research is to set apart the issue of a conceptual gallery as an independent artistic phenomenon. A conceptual gallery is examined as a general artistic formula. The methodological scheme presented in the text aims at establishing a basic chronology and creating a typology of the trend. Historically, conceptual galleries emerged and were shaped in the frame of a broadly understood conceptual tendency (a leading tendency in the seventies) because at that time, there occurred a specific formal-artistic relationship between art and gallery. Until now, the conceptual gallery trend has been examined mainly in the context of the social, political and cultural conditions in which they were functioning. The research on conceptual galleries as an artistic project and a form of conceptual art causes the vector of the research to reverse. The artistic character of particular galleries could be graded into those which housed more or less radical projects. One may imagine a scale between limit points: a gallery as a work of art and a gallery as an art container and place all galleries from the seventies on it. The beginning of the conceptual gallery movement in Poland is marked by a project by Andrzej Kostolowski and Jaroslaw Kozlowski entitled NET (1971), based on a mail-art formula. It assumed not only collecting and exhibiting the works sent (which was each institution’s aim), but also creating their own specific points in the network of institutions. Thirty five galleries participated in an exhibition which summarised an activity of the BWA Gallery in Sopot in the summer of 1981. The galleries of this type functioned in the next decade, even during martial law. In the mid-nineties the gallery movement started to integrate again, however after 2000 the commercialisation of the art market caused their disappearance.

An artistic phenomenon called the ‘Pitch-In Culture’ distinguished the Łódź artistic scene, although it actually reflected the situation in the whole country during the eighties and that is the reason why it attracted artists from different towns and various generations. The most radical arts programme emerged across the entire spectrum of independent artistic activities in Poland after martial law and it was different from art directly connected with political opposition or religious motives. I observed some ‘Pitch- In culture’ actions in Łódź, however I prefer to talk about the way the phenomenon was situated in the broader context of the situation for the arts communities in Poland. Since the mid fifties the art circuit had become stronger and stronger, becoming an alternative to official culture. The totalitarian system was conducive to bureaucratic stagnation, so young artists, who were interested in new media and a non-conventional means of expression, created their own network of artistic groups, galleries and events, most often associated with so called ‘student culture’. In the seventies these artistic communities was numerous and multi-generational. Their basic need was selfeducation and generating a network of private contacts in the country and abroad as well as mutual support within art groups and collective shows. The situation after martial law strongly underlined the need to continue to communicate, deepen the knowledge and keep contact with the essence of modern art. The fight for an artistic awareness ran parallel to the fight for political freedom and historical truth. It was not about randomly adding whatever, but moreover about adding something that was considered valuable to the culture that was practiced at the time. For me, as an art historian it was important to broaden the knowledge and preserve the facts about modern art history. Independently of my work in the museum, I participated in a team directed by Professor Aleksander Wojciechowski, who worked on the history of the neoavant- garde in Lower Silesia. Jerzy Busza also appointed me a member of the editorial board of the Obscura bulletin (1982-1990), in which we published important texts that had not been published before in Poland and which explained the sense of modernist and post-modernist ideas. The monthly edition was published as the Federation of Amateur Photography Associations allowed us to publish it as their bulletin. This may all be described as progressive activities in the face of the lack of institutional support at the time for various forms of culture.

The “Pitch-In Culture” began functioning at the end of 1981 within a circle of people connected with the Łódź Kaliska group, but very soon its strongest presence was reflected by the Artist pilgrimage, Long live art! (Łódź 2-4.09.1983). This was when two meanings of the term “Pitch-In Culture” emerged: a narrow one, meaning people connected with the Łódź Kaliska group and those whose concept of art was closely associated with the group and broader intrepretation – meaning the way the artists acted who wanted to keep their independence during the martial law. Józef Robakowski on the occasion of an exhibition organised in Belgium entitled The Polish avant-garde wrote that the Pitch-In Culture was “independent of politicians, police, church, administration and artists themselves”, it expresses in gestures and slogans, “that is why it may be everywhere, in our homes, streets, forest, bar, park, tram, queue at the butchers shop and even on the train from Łódź to Koszalin and back”. Martial law forced artists to search for new forms for their activities, but this did not blur the previous personal and artistic differences. For Józef Robakowski the Pitch-In Culture was a new form for the activities of independent artists; for Łódź Kaliska it was a new artistic form. In the first case the ‘Pitch-In Culture’ was only a means; in the second – it was an aim. Of course, the second is more interesting but it requires us to answer a question: what was the art form about? Some critics thought of Jacek Kryszkowski as one of the Pitch-In Culture leaders, although he considered that the Pitch-In Culture was supposed to break with the production model of art. Kryszkowski never explained how this post-production art shall look. Today, even though Kryszkowski would not have been happy about this, since many times he attacked the dependence of Polish criticism upon art terminology and theories worked out in the West, we could say that post-production art actually resembles the relational aesthetics of Nicolas Bourriaud.

Through a number of case studies, this paper attempts to provide an overview of the conditions imposed by the cultural policy plus highlight the actual state and operation of the society with regard to Artist Run Initatives which were engaged with an ephemeral ’approach’ during the previous four decades of Hungarian culture. While trying to include some sociological facts, the text, mainly based on the responses of interviewed artists and some fundamental publications, attempts to shed light on the problem of connections between the concept of underground, avantgarde, progressive, official, mainstream and popular culture. The paper delineates the conditions in which the initiatives were formed, their history, pre-history and afterlife of some, subjectively chosen initiatives and groups. It attempts to provide an overview of the Artist Run Initiatives with mind to other fields of Arts.

The term ‘Pitch-In Culture’ first showed up in Łódź, in the middle of 1984, during an artistic-social meeting. The text describes the problems and controversies associated with research on this phenomenon. Problematic issues refer to both the scope and the time frame within which it acted, and the list of the participants. The author states, that maybe with time it grew so much that it started to function independently of its primary source. He pays attention to achievements that apparently existed on the margin of Polish art, but when considered with regard to the perspective of the Pitch-In Culture, they can show the whole phenomenon in a new light. The text describes a few selected events, that took place in Koszalin or were undertaken as initiatives of artists from Koszalin in the eighties. The author points to a few important elements that in his opinion are characteristic of activities within the Pitch-In Culture. He points to the modernist intellectual heritage and the post-modern approach to problems within the art of that period. Following Janusz Zagrodzki, the author of the term ‘Private Art’, the author focuses the functioning of the Pitch-In Culture within the private and unofficial sphere and following Józef Robakowski he focuses on keeping an individual and independent attitude as an element that is essential for making art. The author further states, that in the way Pitch-In Culture or ‘Private Art’ functioned, there are four important elements: the personal relationships and contacts of the participants, the spaces – enclaves that allowed for the organisation of events and confront attitudes, activating and annexing the activities of people from outside of so-called art community, as well as self-publishing. According to the author, probably the greatest manifestation of the Pitch- In Culture and ‘Private Art’ was the Artist Pilgrimage organised in September 1983 in Łódź. As part of the Pilgrimage there were exhibitions, concerts, film screenings, actions, performances and theoretical appearances that were presented on an equal basis and always ended with long discussions. The Christmas call event entitled NO SLOGAN [BEZ HASŁA] organised in Koszalin between the 10th and 12th of February 1984 was an event in return for inviting the artists from Koszalin to the Pilgrimage that happened a year earlier. The organisers were the people who participated in the event in Łódź: Ewa Kowalska, Grażyna Bogusz- Wolska, Andrzej Ciesielski and Stanisław Wolski. They invited 85 artists from the whole country, plus there also came many artists who were not formally invited but associated with the Pitch-In Culture movement. The next initiative by artists from Koszalin was a cyclical event, organised between 1982 and 1988every year in mid-December, AFTER A YEAR organised by Andrzej Ciesielski and Andrzej Słowik. Artists from the whole of Poland presented their current art practice. For the Koszalin community open-air workshops were an important activity, that were in fact connected with the tradition of the Osieki workshops organised since 1963 and ended after the imposition of martial law in 1981. The situation was changed by a series of workshops organised under a name “We invite you to work” between 1987-1989 in Karlino and in 1990 in Darłowo. The initiators and first artistic curators were Andrzej Słowik and Maria Idziak who in 1989 entrusted the function to Wojciech Zamiara and in 1990 to Andrzej Ciesielski. Also important for the functioning of the Koszalin community within the Polandwide circuit was the Presbitery (Na Plebanii) Gallery run by an artist Andrzej Ciesielski and between 1986 and 1990 there were 35 meetings organised in it. As the author states, the Pitch-In Culture was born out of the need for a totally different way of presenting one’s own artistic practice, the exchange of information and joint action. Without friendship, knowing one another, a willingness to work and even without some personal antagonisms, the whole movement would not have had a chance to spread so broadly around the country and accept so many versatile artists as for example as it happened in Koszalin.

Support for democratisation and democracy has become one of the leading topics in a wide-ranging debate over the state of democracy in the contemporary world. The European Union became an important player in global politics, one with an ambitious programme for the spreading and supporting of democracy and the process of democratisation in Eastern Europe. Hence the author’s attempt at addressing the following question: what actions and strategies have and are being undertaken by the EU to facilitate the above-mentioned processes? The aim of the paper is to describe and assess the strategies and actions of the European Union in the field of supporting democratisation and democracy in selected countries of the former USSR (e.g. Belarus, Georgia, Moldova and Ukraine), additionally well-fitting to the concept of Eastern Partnership, in the last decade of XX and the first decade of XXI Century. The paper also aims to present which procedures and standards (that are supposed to guarantee their usefulness and effectiveness) are being used by the EU. The emphasis has been placed primarily on the processes of democratisation, their mileage, specificity and possible strategies for supporting democratic development, as well as its potential for consolidation, in the countries of the former Soviet Union. In order to conduct the research it is necessary to assess the political, social and economic conditions in the researched countries. It is to be stressed that one should be aware of the complexity and dynamics of the described processes whilst evaluating the EU’s initiatives. The papers topic was chosen due to the importance and currentness of the researched EU actions and their results.
