    Opis:
    Polish maritime administration, implementing the regulations of the European Union on Vessel Traffic Monitoring and Information System (VTMIS) and ships reporting formalities, currently forwards into operation National Maritime Safety System (KSBM). The paper presents telecommunications infra-structure of the systems with particular emphasis on the Pomeranian Telecommunication Bus, which has enables the efficient communication between sensors and transmission and exchange of data between users and meet expected requirements of e-navigation, structure and tasks of the telecommunication network and data transmission and exchange rules.

    Zwrócono uwagę, że jednym z istotnych warunków gospodarczego ożywienia obszarów wiejskich jest zapewnienie jej mieszkańcom sprawnego systemu łączności telefonicznej i dostępu do usług teleinformatycznych, co wiąże się z koniecznością pokonania wielu ograniczeń oraz barier (niski przeciętny stopień telefonizacji obszarów wiejskich, brak umiejętności i wiedzy, umożliwiającej wykorzystywanie usług teleinformacyjnych). Podkreślono, że w ciągu ostatnich 10 lat nastąpiła znaczna poprawa infrastruktury telekomunikacyjnej, ale zwiększył się zakres dysproporcji między gminami. Poziom telefonizacji w układach lokalnych jest skorelowany z gęstością sieci osadniczej. Wskazano, że inwestycje telekomunikacyjne na obszarach wiejskich - ze względu na ich specyfikę i sytuację ekonomiczną - wymagają specjalnych rozwiązań i wsparcia.
    The article points out that one of the important conditions of economic revival of rural areas is to secure residents with efficient telecommunication system and access to the telecommunications services. This is related to the need to overcome many restrictions and barriers (low average level of telecommunications infrastructure of rural areas and lack of skill and knowledge how to use it). During the last 10 years we have observed significant improvement in the telecommunication infrastructure, but the level of disproportion between gminas (local governments) has increased. The level of telecommunication on the local level is correlated to the density of the settlement network. The article shows that telecommunication investments in rural areas, because of their specificity and economic situation, require special solutions and additional support.

The paper presents different areas of the human environment, which can be localized telecommunications infrastructure. Changing laws in recent years have simplified locating telecommunications infrastructure.

    Poland and especially its poorly developed regions are facing a challenge of modernization with the aim of building modern and competitive, knowledge-based economies. The purpose behind this orientation of socio-economic development is to transform countries and regions into advanced information societies. The author of the article presents how the development of information society in Poland’s underdeveloped regions can be supported through the implementation of one particular investment project, whose role for the growth is fundamental. This is the project named "Broadband Network of Eastern Poland", which is co-financed by the EU Structural Funds. This study presents, among others, the theoretical foundations of the concept of information society, the state of information infrastructure in Poland, technical and organizational conditions of the development of broadband networks and the importance of the European Union Cohesion Policy for building information society in 2007-2013. The analyses included in the article are rooted in the Community’s, national and regional documents and strategies for economic development, as well as in statistical research undertaken by the European Commission, the Statistical Office of the European Union (Eurostat), Poland’s Central Statistical Office (GUS), along with Polish and foreign studies related to the issues discussed in the article.

    Artykuł przedstawia główne zmiany wprowadzone do ustawy o wspieraniu rozwoju usług i sieci telekomunikacyjnych. Omówiono w nim zmiany zakresu przedmiotowego i podmiotowego ustawy. Przedstawiona została definicja infrastruktury technicznej – nowego pojęcia, jakim posługuje się ustawa. Opisano także zasady dostępu do infrastruktury technicznej oraz kwestie obowiązków informacyjnych ciążących na operatorach, a także uprawnienie przedsiębiorców telekomunikacyjnych do inspekcji infrastruktury technicznej. Uwzględniono nowe uregulowania dotyczące ochrony infrastruktury ze względów bezpieczeństwa, zdrowia, obronności i porządku publicznego. Zostały również omówione skrótowo przepisy dotyczące punktu informacyjnego do spraw telekomunikacji oraz koordynacji robót budowlanych.
    The article presents the main changes to the law on supporting the development of broadband services and networks. Changes in the subject and object scope of the Act were described. Article presents the definition of the technical infrastructure – as a new concept in the law Discussed is the principle of access to technical infrastructure and issues of information obligations imposed on operators, and telecommunications company’s right to inspect the technical infrastructure. Separate paragraph is devoted to the protection of infrastructure because of safety, health, defense and public order. Briefly presented are provisions on the point of information for telecommunications. The article also presents the new rules on coordination of construction works.
