The technology that has evolved with innovations in the digital world has also caused an increase in many security problems. Day by day the methods and forms of the cyberattacks began to become complicated, and therefore their detection became more difficult. In this work we have used the datasets which have been prepared in collaboration with Raymond Borges and Oak Ridge National Laboratories. These datasets include measurements of the Industrial Control Systems related to chewing attack behavior. These measurements include synchronized measurements and data records from Snort and relays with the simulated control panel. In this study, we developed two models using this datasets. The first is the model we call the DNN Model which was build using the latest Deep Learning algorithms. The second model was created by adding the AutoEncoder structure to the DNN Model. All of the variables used when developing our models were set parametrically. A number of variables such as activation method, number of hidden layers in the model, the number of nodes in the layers, number of iterations were analyzed to create the optimum model design. When we run our model with optimum settings, we obtained better results than related studies. The learning speed of the model has 100\% accuracy rate which is also entirely satisfactory. While the training period of the dataset containing about 4 thousand different operations lasts about 90 seconds, the developed model completes the learning process at the level of milliseconds to detect new attacks. This increases the applicability of the model in real world environment.

Turystyka jest ważnym czynnikiem rozwoju regionalnego, który mógłby stać się motorem zmian społeczno-gospodarczych wielu obszarów naszego kraju. Wzrost liczby turystów pozytywnie wpływa na rynek pracy i pobudza przedsiębiorczość w innych sektorach usług oferowanych w danym regionie. Pomimo potencjału, jakim dysponują niektóre polskie województwa, rozwój turystyki utrudniają: zły stan infrastruktury technicznej, zwłaszcza transportowej, wysoki stopień rozproszenia sektora, brak produktów turystycznych i ich odpowiedniej promocji. Choć Unia Europejska nie ma odrębnej polityki dedykowanej turystyce, fundusze przeznaczone na realizację polityki spójności w znacznej mierze mogą wspierać poprawę warunków dla dynamicznego rozwoju tego sektora. Artykuł jest poświęcony zagadnieniom związanym z wykorzystaniem funduszy unijnych na rozwój turystyki w województwie warmińsko-mazurskim. Wyniki przeprowadzonych analiz dowodzą pozytywnego – choć ograniczonego – wpływu realizowanych projektów na zwiększenie atrakcyjności oferty turystycznej i poprawę konkurencyjności podmiotów branży turystycznej. Zidentyfikowanymi problemami, obniżającymi skuteczność wsparcia tej branży, są niechęć do współpracy podmiotów w tworzeniu produktów turystycznych oraz problem przeinwestowania, który dotyczy części projektów.
The tourism sector plays an important role in regional economies. Its growth could become a driver of socio-economic development of different areas in Poland. The increasing number of visiting tourists has a positive impact on the labour market, and it stimulates entrepreneurship in other regions’ service sectors. Even though some Polish regions have great potential, there persist some substantial barriers to development of tourism: poor state of technical infrastructure, especially transport, significant dispersion of the sector, lack of tourism products, and poor promotion. As no separate policy dedicated to tourism is provided at the European Union level, the development of this sector can be financed from cohesion policy funds. The paper focuses on the use of EU funds for the development of tourism in the Warmia-Mazury region. The results of the analysis show a positive – albeit limited – impact of implemented projects on tourist attractiveness and on competitiveness of tourism sector firms. The effectiveness of the projects is limited due to low interest in cooperation in creating tourism products and to over-investment effects in some projects.

Electronic system for management of testing laboratories at the KOMAG Institute of Mining Technology based on open data base in SQL standard, which was implemented in 2013, is presented. The system, principles of its operation and benefits obtained after commercialization of the system are presented in the light of requirements formulated by the laboratories.

Describing an algorithm can provide a formalization of a specific process. However, different ways of conceptualizing algorithms foreground certain issues while obscuring others. This article attempts to define an algorithm in a broad sense as a cultural activity of key importance to make sense of socio-cognitive structures. It also attempts to develop a sharper account on the interaction between humans and tools, symbols and technologies. Rather than human or machine-centered analyses, I draw upon sociological and anthropological theories that underline social practices to propose expanding our understanding of an algorithm through the notion of ‘collective intentionalities’. To make this term clear, a brief historical review is presented, followed by an argumentation on how to incorporate it in an integral perspective. The article responds to recent debates in critical algorithm studies about the significance of the term. It develops a discussion along the lines of cognitive anthropology and the cognitive sciences, therefore advancing a definition that is grounded in observed practices as well as in modeled descriptions. The benefit of this approach is that it encourages scholars to explore cognitive structures via archaeologies of technological assemblages, where intentionalities play a defining role in understanding socio-structured practices and cognitive ecologies.

Realization of tasks specified in the project entitled “Extension of laboratories of the KOMAG Institute of Mining Technology in Gliwice to carry out the tests to increase safe use of products”, including purchase and implementation of the stand for virtual prototyping in KOMAG’s Laboratory of Modelling Methods and Ergonomics, is presented. Realization of each project task and achieved results are described. The project was realized in 2012-2013 within the Regional Operational Programme of the Silesia Voivodeship for 2007-2013, within task 1.3 RPO WSL [UDA-RPSL.01.03.00-00-020/11-00]

W artykule poruszono problematykę cyberbezpieczeństwa w sektorze bankowym i infrastruktury rynków finansowych. Rozważania w tym zakresie przeprowadzono na podstawie analizy przepisów ustawy o krajowym systemie cyberbezpieczeństwa. Ponadto uwzględniono aktualne zasady cyberbezpieczeństwa w kontekście zadań Komisji Nadzoru Finansowego. W pracy wykorzystano metodę dogmatycznoprawną. Celem artykułu jest scharakteryzowanie zagrożeń występujących w sektorze bankowym i infrastruktury rynków finansowych w związku ze świadczeniem tzw. e-usług w cyberprzestrzeni. Przedmiotem rozważań jest ponadto przedstawienie i ocena aktualnych zasad cyberbezpieczeństwa oraz zadań Komisji Nadzoru Finansowego (organu właściwego do spraw cyberbezpieczeństwa). Kluczowym aspektem jest również wskazanie działań podejmowanych przez właściwy Zespół Reagowania na Incydenty Bezpieczeństwa Komputerowego (CSIRT KNF), szczególnie w kontekście klasyfikacji oraz obsługi incydentów sieciowych. Analiza tematu pozwoli odpowiedzieć na pytanie: jakie kwestie należy wziąć pod uwagę przy wdrożeniu polityki cyberbezpieczeństwa w sektorze bankowym i infrastruktury rynków finansowych. Autorka pracy ustaliła, że współczesny wymiar bezpieczeństwa finansowego państwa to również wymiar bezpieczeństwa e-finansów. Biorąc pod uwagę powyższe, kluczowym aspektem jest wdrożenie optymalnej polityki cyberbezpieczeństwa, ale również rozwój umiejętności (kompetencji) cyfrowych aktorów rynku finansowego.
The article deals with the issue of cybersecurity in the banking sector and financial markets infrastructure. Considerations in this regard were carried out on the basis of an analysis of the provisions of the Act on the National Cybersecurity System. In addition, the current principles of cybersecurity in the context of the tasks of the Financial Supervision Commission were taken into account. The paper uses the dogmatic-legal method. The aim of the article is to characterise threats occurring in the banking sector and financial market infrastructure in connection with the provision of the so-called e-services in cyberspace. The subject of consideration is also the presentation and assessment of the current rules of cybersecurity and the tasks of the Financial Supervision Commission (competent authority for cybersecurity). A key aspect is also to indicate the activities undertaken by the right Computer Security Incident Response Team (CSIRT), especially in the context of classification and handling of network incidents. The analysis of the topic will answer the following question: what issues should be taken into account when implementing a cybersecurity policy in the banking sector and financial markets infrastructure. The author of the paper has established that the contemporary dimension of the state financial security is also the dimension of e-financial security. Considering the above, the key aspect is the implementation of an optimal cybersecurity policy, but also the development of skills (competences) of digital actor of the financial market.

Food insecurity is quickly becoming a key topic in economic growth and development. The Nigerian food insecurity situation is deteriorating due to the frequent migration of energetic and able-bodied youth from rural to urban areas. Hence, this study examined the food security status before and after youth migration and assessed the impact of youth migration on farming household food security. A two-stage sampling technique was employed to obtain data from 240 respondents. The data were analysed using descriptive statistics, the food security index and binary logistic regression. The results revealed that most (86.3%) of the respondents were males with an average age of 48.5 years. The reasons behind youth migration are poor roads, the search for white-collar jobs and the laborious nature of farming. Furthermore, the average yield before and after youth migration was 1878.8 kg/ha and 885.9 kg/ha of grain equivalent, respectively. Moreover, 61.7% of households were food-secure while 38.3% were food-insecure before youth migration. Worse still, after youth migration, 70% of the households were food-insecure and 30% were food-secure. The variables determining the food security of a given area were the ratio of rural youth migrants to household size, crop yield difference, level of education, household size, food crop losses, the volumes of cereal, legume, and root and tuber crops consumed and access to remittances. Governments at all levels should provide basic infrastructural facilities in rural areas to encourage youth to stay home. Young people should also be made aware of the negative consequences of migration. Policies aimed at household size reduction should be implemented to increase household food security as well.

The ILC is an immense e+e- machine planned since 2004 by a large international collaboration, to be potentially built in Japan [1]. The gigantic size of the whole research infrastructure, the involved human, technical and financial resources, and the pressure of new emerging and potentially soon to be competitive accelerator technologies, make the final building decision quite difficult. A vivid debate is carried on this subject globally by involved accelerator research communities. The European voice is very strong and important in this debate, and has recently been essentially refreshed by clear statements in a few official documents [2]. The final HEP European Strategy Document is just under preparation. This paper is a very modest and subjective voice in this debate originating from Poland, which around 50 researchers are present at the list of 2400 signatories for the original ILC TDR document published in 2013 [3].

The article describes chosen, yet key parts of newly established European, infrastructural research and development project ARIES (2017-2020) - Accelerator Research and Innovation for European Science and Society, to be realized inside the framework of the H2020 programme. Two institutions from Poland participate in ARIES – these are Warsaw University of Technology and Institute of Nuclear Chemistry and Technology. ARIES is a topical continuation of the previous infrastructural accelerator projects realized uninterruptedly since 2003 – FP6 CARE – Coordinated Accelerator Research in Europe and FP7 TIARA – Test Infrastructure and Accelerator Research Area, EuCARD – European Coordination for Accelerator Research and Development, and EuCARD2. The article is simultaneously a part of a series of papers concerning the participation of Polish doctoral students and young researchers, especially from the Warsaw University of Technology, in large European and world experiments of the discovery class, including building large research infrastructures like: FLASH and EXFEL, ESS, ITER and DEMO, IFMIF, but also satellites built by the ESA, etc. ARIES embraces, among others, the following subjects: energy efficiency and management, cost lowering, miniaturization and ultra-high field gradients, promotion innovation, industrial applications, societal implications, new materials and components, new methods of particles acceleration including laser-plasmaparticles interaction, and building new generations of systems.

The research area of the compressed baryonic matter - CBM experiment (FAIR/GSI in Darmstadt) is subnuclear physics, thus hadron-baryon and quark-gluon, and the essence of phase transitions in the area of hot nuclear matter, and dense strongly interacting matter. Our interest in this paper are mainly considerations on the impact of such large infrastructural experiments and possibilities they give to local, smaller but very active, university based research groups and communities. Research and technical input from such groups is depicted on the background of the CBM detector infrastructure and electronic instrumentation just under design and test fabrication for this experiment. An essential input to this research originates from Poland via the agreed in-kind contribution. The areas of expertise of these groups are: superconductivity, structural large scale cabling, precision machined parts, RF and microwave technology, analog and advanced digital electronics, distributed measurement and control systems, etc.

Free electron laser FELs are built in Europe mainly as nondependent infrastructures, or as a development of synchrotron ones. They are constructed mainly in centres which have considerable experience with synchrotron light sources of the third generation like DESY, Trieste, INFN, etc. Advances in very energetically efficient superconducting linear accelerators for electron beams, like TESLA type, caused an abrupt development of FEL machines all over Europe. New generation of FELs emits light beam of extreme intensity, good parameters, in IR, VIS, UV, EUV and X-ray spectral regions. The machine construction teams comprise also of young active researchers from Poland. In particular, these is a considerable participation of M.Sc. and Ph.D. students from Warsaw University of Technology at building of FLASH I, FLASH II, and EXFEL machines. Unique experiences gathered at work with these large experiments result in development of these young teams, and their further engagement in new initiatives: laser, laser - accelerator, inertial, plasma, plasma - energy, etc. This is what we observe with satisfaction. However, due to the lack of large research infrastructures in Poland, we are not members of the infrastructure owner clubs. Our young researchers may take part in the initiatives only indirectly as members of cooperative teams from the leading countries. As a further consequence, there is also a confined access of Polish laser and accelerator researchers to some kinds of European infrastructure development projects now under realization within the H2020.

Accelerators are basic tools of the experimental physics of elementary particles, nuclear physics, light sources of the fourth generation. They are also used in myriad other applications in research, industry and medicine. For example, there are intensely developed transmutation techniques for nuclear waste from nuclear power and atomic industries. The European Union invests in the development of accelerator infrastructures inside the framework programs to build the European Research Area. The aim is to build new infrastructure, develop the existing, and generally make the infrastructure available to competent users. The paper summarizes the first year of activities of the EU FP7 Project Capacities EuCARD - European Coordination of Accelerator R&D. Several teams from this country participate actively in this project. The contribution from Polish research teams concerns: photonic and electronic measurement - control systems, RF-gun co-design, thin-film superconducting technology, superconducting transport infrastructures, photon and particle beam measurements and control.

Opis:
Fusion, in all its varieties, is a very current subject of science and technology. The results of strongly exothermic reaction of thermonuclear fusion between nuclei of deuterium and tritium are: helium nuclei and neutrons, plus considerable kinetic energy of neutrons of over 14 MeV. DT nuclides synthesis reaction is probably not the most favorable one for energy production, but is the most advanced technologically. More efficient would be possibly an aneutronic fusion. The EU by its EURATOM agenda prepared a Road Map for research and implementation of Fusion as a commercial method of thermonuclear energy generation in the time horizon of 2050. The milestones on this road are tokomak experiments JET, ITER and DEMO, and neutron experiment IFMIF. There is a hope, that by engagement of the national government, and all research and technical fusion and plasma communities, part of this Road Map may be realized in Poland. The infrastructure build for fusion experiments may be also used for material engineering research, chemistry, biomedical, associated with environment protection, power engineering, security, etc. Construction of such research and industrial accelerator and tokomak infrastructure may have potentially a profound meaning for the development of science and technology in Poland.

Opis:
Scientists demand easy-to-use, scalable and flexible infrastructures for sharing, managing and processing their data spread over multiple resources accessible via different technologies and interfaces. In our previous work, we developed the conceptual framework VISPA for addressing these requirements. This paper provides a case study assessing the integrated Rule-Oriented Data System (iRODS) for implementing the key concepts of VISPA. We found that iRODS is already well suited for handling metadata and sharing data. Although it does not directly support provenance information of data and the temporal provisioning of data, basic forms of these capabilities may be provided through its customization mechanisms, ie rules and micro-services.

Opis:
Pedestrian infrastructures are a critical part of the sustainable transportation system of a city across the world. The key risks to pedestrians are well documented, including infrastructure in terms of the lack of dedicated pedestrian facilities, such as sidewalks, crossings, and raised medians. This paper aimed to assess pedestrian infrastructures of the road transport system in Jimma city. The P-index (Pedestrian-index) method was used to evaluate pedestrian infrastructures, computed with the formula containing the four pedestrian indicators: mobility, safety, pedestrian facility, and accessibility indicator. For this method, sixteen road segments were selected. The result of the mobility indicator shows that the star rating obtained was two stars, which means impaired mobility for the pedestrian. For safety, a 1-star of star-rating was obtained, indicating that the road segments were very unsafe. For the facility indicator, the star-rating value was 2-star which shows inadequate pedestrian facility. For the accessibility indicator, two star-rating was obtained, meaning there was poor accessibility to land uses by walking. Overall P-index value has got a 2-star rating that, which indicates that the existing roads were unfavorable to a pedestrian walking.
