Local and regional governments play a special role in public life. They perform, on their own behalf and responsibility, certain tasks commissioned by the State by way of legal Acts. The objective of the local and regional governments’ existence is to meet the collective requirements of their respective communities. Meeting the needs of residents also requires activities in the field of telecommunications, including support for the development of telecommunications services and networks. However, such development must be monitored. The role of local and regional governments, on the one hand, is to support this development, and, on the other, to protect the users of telecommunications services and networks from threats. Cybersecurity must therefore occupy the right place in the catalogue of local and regional governments’ tasks; it cannot be marginalised, as cyberthreats are real, and can result in substantial damage that is not only virtual.

Opis:
On the basis of an analysis of the EU regulatory framework on network and information systems security, the authors share the opinion that the geopolitical and economic factors of development, Ukraine may apply for inclusion in the global information infrastructure intended to connect all telecommunication and computer networks in globally, and is emerging to address complex issues such as security, privacy, hardware and software compatibility, identity management, digital rights management, and more. It is a European vector of integration of Ukraine for the creation of next-generation digital networks. However, it requires not only the proclamation of these directions as a priority but also the political will of the authorities and the establishment of a mechanism of interaction between public authorities and civil society institutions with the involvement of Ukraine’s strategic partners. The development of balanced interaction with the global digital infrastructure, strategic programming of digital preservation development and data processing, including energy and telecommunications infrastructure, creation and implementation of macro models inclusive development of Ukraine as a guarantee of information security.
Na podstawie analizy ram regulacyjnych UE dotyczących bezpieczeństwa sieci i systemów informatycznych autorzy podzielają opinię, że geopolityczne i ekonomiczne czynniki rozwoju Ukrainy mogą ubiegać się o włączenie do globalnej infrastruktury informacyjnej, mającej na celu połączenie wszystkich telekomunikacyjnych i komputerowych sieci w skali globalnej i coraz częściej pojawia się ten postulat w celu rozwiązania takich problemów, jak bezpieczeństwo, prywatność, zgodność sprzętu i oprogramowania, zarządzanie prawami cyfrowymi. Europejski wektor integracji Ukrainy został wybrany w celu tworzenia sieci cyfrowych nowej generacji. Wymaga to jednak nie tylko ogłoszenia tych priorytetowych kierunków, ale także woli politycznej władz i wyboru mechanizmu interakcji między władzami publicznymi a instytucjami społeczeństwa obywatelskiego przy zaangażowaniu strategicznych partnerów Ukrainy. Rozwój zrównoważonej interakcji z globalną infrastrukturą cyfrową, strategiczne programowanie rozwoju ochrony zasobów cyfrowych i przetwarzania danych, w tym infrastruktury energetycznej i telekomunikacyjnej, tworzenie i wdrażanie makropoleceń – stanowią gwarancję bezpieczeństwa informacyjnego Ukrainy.

Opis:
Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

Opracowanie opisuje możliwości przewidywania popytu i cen na detalicznym rynku energii elektrycznej przy zastosowaniu narzędzi z dziedziny sztucznej inteligencji, jakimi są sztuczne sieci neuronowe. Wiedza ta pozwala na optymalizację ekonomiczną zarówno w podmiotach funkcjonujących po stronie popytu, jak i podaży. Dalsza optymalizacja rynku wymaga zmniejszenia szczególnie zapotrzebowania szczytowego, co możliwe jest m.in. na podstawie systemu zmiennych cen. W artykule omówiono możliwość wprowadzenia tego typu rozwiązań, opierając się na zaawansowanej infrastrukturze pomiarowej, będącej elementem tzw. systemów inteligentnych.
The paper reveals the possibility to predict demand and prices in the retail electricity market using tools from the field of artificial intelligence, which are artificial neural networks. This knowledge allows to optimize the economic operating of entities on both sides of the market: demand and supply. Further optimization of the market requires a reduction especially peak demand, which is possible by the system of variable prices. This paper discusses the possibility of implement this type of solutions based on advanced measurement infrastructure, which is part of smart grid systems.

Opis:
The issue of organizing efficient transport with in Europe is one of the areas of the common policy of the European Union, shaped for over 30 years. Poland has been participating in this creative processsince May 1, 2004. The intensity of the development of transport and economy of individual countries that do not only belong to the Community has a significant impact on changes in the European Union's transport policy aimedatimproving the course of pan-European transport corridors. In parallel with the creation of an effective European transport network, the rapid economic development of the regions belonging to the Union, including Poland, is becoming in creasingly important. The aim of the article is to discuss the issue of the development of trans-European transport corridors, which also pass through the territory of Poland, and to present changes in EU policy concerning the shaping of transport infrastructure in Europe, as a result of which a single transport network is to be created in the near future, meeting the communication and economic needs of the countries belonging to the Community.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. Furthermore, by analysis of the operation cost of the GBNCIN impacted by the operation process, related to the climate-weather change process, and its conditional safety functions, mean values of the total sojourn times at particular operation states during certain sufficiently large GBNCIN operation time are fixed. Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.

By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

Biorąc pod uwagę, że niezawodność i odpowiedni stan infrastruktury sieciowej jest kluczowym elementem zagwarantowania bieżących i nieprzerwanych dostaw paliw i energii do odbiorców, a także umożliwienia użytkownikom systemów energetycznych korzystania z dobrodziejstw rynku konkurencyjnego, ustawodawca nałożył w art. 4 ust. 1 PE na przedsiębiorstwa świadczące usługi przesyłania i dystrybucji paliw i energii, a także usługi magazynowania paliw gazowych, skraplania gazu ziemnego lub regazyfikacji gazu skroplonego, obowiązek utrzymywania zdolności urządzeń, instalacji i sieci do realizacji zaopatrzenia w paliwa lub energię w sposób ciągły i niezawodny, przy zachowaniu obowiązujących wymagań jakościowych. W niniejszym artykule podjęto próbę analizy wybranych problemów związanych z wykładnią i stosowaniem przepisu art. 4 ust. 1 PE, a odnoszących się do zakresu przedmiotowego obowiązku uregulowanego w tym przepisie, jego charakteru prawnego oraz kwestii wyznaczenia jego granic.
The reliability and proper condition of network infrastructure is a key element of ensuring the ongoing and uninterrupted supply of fuels and electricity to customers. It also makes it possible for energy system users to benefit from a competitive energy market. With this in mind, Polish legislature imposed on those providing services consisting of the transmission and distribution of fuels and energy, as well as of gas storage and natural gas liquefaction or regasification (of liquefied natural gas), the obligation to keep their infrastructure in good working order. This duty concerns the capability of the equipment, systems and networks to supply the specific fuels or energy in a continuous and reliable manner, while maintaining the existing quality requirements (Article 4 Section 1 of the Polish Energy Law Act). This paper attempts to analyze some of the problems related to the interpretation and application of this legal provision covering: the scope of the ‘maintenance’ obligation under Article 4 Section 1 of the Polish Energy Law Act, its legal nature and the delimitation of its limitations.

This article draws on two studies conducted between 2016 and 2018 on the nature of labor migration from Ukraine to Poland. Using quantitative and qualitative data, it analyses the relationship between social networks and employment agencies. Building on research into migration infrastructure, we question the dichotomy—which also appears in migrants’ narratives—between migrant social networks and labor brokers, and offer evidence of overlap and interdependence between the two. Exploring various aspects of labor migration, we look at the role played by the social networks of the actors (both the migrants and the intermediaries) in enhancing migration infrastructure. We show how migrants use their social capital in regard to labor brokers and how the latter, rather than replacing networks, mobilize their network resources and experience to create a trusted transnational service.

Opis:
Referat ma na celu analizę stanu i rozwoju projektów polityki Transeuropejskiej Sieci Transportowej od 2014 r. z zakresu infrastruktury liniowej i punktowej kolei na odcinkach: Morze Bałtyckie - Adriatyk, oraz Morze Północne -Bałtyk. Opisane zostaną: innowacyjne systemy informatyczne wprowadzane W ramach polityki TEN - T, oraz realizowane projekty modernizacyjne W Polsce. Na koniec zostaną przeanalizowane scenariusze przyszłościowe Realizacji programu dla wybranego korytarza, oraz pierwsza ankieta satysfakcji użytkowników sieci, która wskaże mocne i słabe strony obecnego rozwoju korytarzy transportowych.
This paper presents current state and analyses the development of projects included in Trans-European Transport Network since 2014 about railway infrastructure on corridors Baltic - Adriatic and North Sea –Baltic. There will be described topics like: innovative IT systems implemented by TEN-T as well as currently realized modernisation projects in Poland. In the end, there will be a comparison of first satisfaction surveys for main corridors and description of scenario forecasted for one of the corridor.
