The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, optimal transient probabilities of the GBNCIN Operation Process at Operation States Related to Climate-Weather Change Process, and the GBNCIN optimal safety and resilience indicators, are introduced. By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

Artykuł przedstawia kompletną architekturę QoS dla zintegrowanych sieci ad-hoc z sieciami stałymi. W pracy skoncentrowano się głównie na stosowanych technologiach sieciowych, mechanizmach różnicowania ruchu oraz protokołach sygnalizacyjnych. Praca zawiera również opis niezbędnych modułów umieszczonych w węzłach mobilnych i bramach dostępu do sieci ad-hoc. Dodatkowo pokazano sposób integracji zapewniający uzyskanie odpowiedniej jakości świadczenia usług w relacji end-to-end dla mobilnych sieci ad-hoc. Zaproponowane rozwiązanie jest oparte na modelu SWAN z pewnymi rozszerzeniami dla zapewnienia różnicowania ruchu na poziomie warstwy drugiej dla czterech priorytetów oraz integracji z sieciami stałymi. Zastosowana architektura hierarchiczna gwarantuje skalowalność i pozwala na zarządzanie na poziomie pojedynczych strumieni w sieci bezprzewodowej, w której ograniczone zasoby radiowe powinny być zarządzane w sposób efektywny.
This paper proposes a complete QoS architecture for integration of ad-hoc networks with infrastructure networks. The technology, service differentiation mechanisms, and signalling protocols are discussed. The modules required in the network elements and its integration to provide end-to-end QoS in mobile ad-hoc networks are also presented. The proposed solution is based on the SWAN model with several extensions to provide L2 traffic differentiation for four classes and supports integration with infrastructure networks. The deployed hierarchical architecture guarantees scalability and allows per-flow resource management in wireless access where scarce radio resources should be managed effectively.

Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.

Opis:
Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

These gas pipeline installations create the Baltic Gas Pipeline Critical Infrastructure Network (BGPIN) that is one of eight critical infrastructure network of the Global Baltic Network of Critical Infrastructure Networks (GBNCIN).

This paper compares performance of a hidden Markov model (HMM) and a hybrid HMM/ANN model in seismic events modeling. Observation variables are assumed to follow a Poisson distribution. Parameters of the discrete-time two-state models are estimated on the basis of data on seismic events that were recorded in Poland from 1991 to 1995. Then, on the basis of the estimation results, the most likely sequences of states of the hidden Markov chains are found and forecasts for January 1996 are made. It is shown that the hybrid model fits better to the data.

Local and regional governments play a special role in public life. They perform, on their own behalf and responsibility, certain tasks commissioned by the State by way of legal Acts. The objective of the local and regional governments’ existence is to meet the collective requirements of their respective communities. Meeting the needs of residents also requires activities in the field of telecommunications, including support for the development of telecommunications services and networks. However, such development must be monitored. The role of local and regional governments, on the one hand, is to support this development, and, on the other, to protect the users of telecommunications services and networks from threats. Cybersecurity must therefore occupy the right place in the catalogue of local and regional governments’ tasks; it cannot be marginalised, as cyberthreats are real, and can result in substantial damage that is not only virtual.

This article draws on two studies conducted between 2016 and 2018 on the nature of labor migration from Ukraine to Poland. Using quantitative and qualitative data, it analyses the relationship between social networks and employment agencies. Building on research into migration infrastructure, we question the dichotomy—which also appears in migrants’ narratives—between migrant social networks and labor brokers, and offer evidence of overlap and interdependence between the two. Exploring various aspects of labor migration, we look at the role played by the social networks of the actors (both the migrants and the intermediaries) in enhancing migration infrastructure. We show how migrants use their social capital in regard to labor brokers and how the latter, rather than replacing networks, mobilize their network resources and experience to create a trusted transnational service.

Opis:
CART is a simulation software assisting decision-making process, aiming at enhancing the throughput of transport infrastructure and “fluidity” of vehicle traffic in urban agglomerations. Thanks to innovative solutions combining state-of-the-art software technologies with achievements in graph and network theories, the system is capable of improving present traffic conditions. The system is designated both for organisations responsible for management of urban traffic and for road users. The first group is able, in a conscious and effective way assess usability of the solution (layout of traffic lights, construction of gas stations/parking lots, modifying/extending the network of roads) to the town, by analysing results of simulations of modified road infrastructure. The second group, thanks to using the intelligent traffic management assistance system, will be able to drive throughout the town in a more fluid way.
CART to symulacyjny system wspomagania podejmowania decyzji, którego celem jest poprawa przepustowości infrastruktury transportowej i ,,płynności” ruchu pojazdów w aglomeracjach miejskich. Dzięki innowacyjnym rozwiązaniom łączącym nowoczesne technologie informatyczne oraz osiągnięcia z dziedziny teorii grafów i sieci, system jest w stanie przyczynić się do poprawy obecnych warunków na drogach. System przeznaczony jest zarówno dla organizacji odpowiadających za zarządzanie ruchem w mieście, jak i dla użytkowników dróg. Pierwsza grupa poprzez analizę wyników symulacji zmodyfikowanej infrastruktury dróg może w sposób świadomy i efektywny ocenić przydatność rozwiązania dla miasta (rozmieszczenie sygnalizacji świetlnej, budowa stacji benzynowych/parkingów, modyfikacja/rozbudowa samej sieci połączeń drogowych). Druga grupa dzięki wykorzystaniu inteligentnego systemu wspomagania organizacji ruchu będzie mogła płynniej przemieszczać się po mieście.

The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

Opis:
The issue of organizing efficient transport with in Europe is one of the areas of the common policy of the European Union, shaped for over 30 years. Poland has been participating in this creative processsince May 1, 2004. The intensity of the development of transport and economy of individual countries that do not only belong to the Community has a significant impact on changes in the European Union's transport policy aimedatimproving the course of pan-European transport corridors. In parallel with the creation of an effective European transport network, the rapid economic development of the regions belonging to the Union, including Poland, is becoming in creasingly important. The aim of the article is to discuss the issue of the development of trans-European transport corridors, which also pass through the territory of Poland, and to present changes in EU policy concerning the shaping of transport infrastructure in Europe, as a result of which a single transport network is to be created in the near future, meeting the communication and economic needs of the countries belonging to the Community.
