Despite the assumption of government documents to support inland waterways, degradation of the technical condition of waterways and depreciation of fleet ship-owners is actually occurring. At the marginal importance of inland waterway transport policy, the government also shows a negligible share of the transport sector in the use of EU funds. The Sectoral Operational Programme Transport 2004–2006 does not provide for EU funds to co-finance investments for inland waterway transport. Small funds for this purpose were obtained only in the framework of the Operational Programme Infrastructure and Environment 2007–2013. It should be noted, however, that during the control of the Ministry of Transport, Construction and Maritime Economy – in cooperation with the National Water Management – efforts were led to ensure that the new 2014–2020 financial perspective for the tasks related to the improvement of infrastructure of inland water transport were granted before aid. Against the background of European trends in developed countries of the European Union (EU), the Polish inland waterways are not important in the transport of goods, but instead the transport of persons confined to tourism and local – to supplement the motor transport infrastructure (river ferries). For many years Poland has experienced a decrease in both freight and inland waterways, as well as in their participation in all transport modes. The aim of this article is to assess the activities of government administration in the performance of statutory tasks related to the development and operation of inland waterway transport in Poland.

The dynamic development of road transport has caused an imbalance in transport systems. For the balance of the transport system, an increasingly important role should be played by networks such as railways and inland waterways, which, due to ecological aspects and minimal participation in the generation of external costs, are the most socially friendly. The layout and length of inland waterways in Poland has remained at a similar level for years. The specificity of the waterway infrastructure influences the factors that shape the demand for transportation by inland waterways. The navigation conditions impact directly the main design parameters of the ships used for transportation on inland waterways, including the relatively small carrying capacity of the barges, as well as the volume of traffic. An inadequate development of navigable waterways in Poland, concerning both natural elements (channeled rivers, free-flowing channels) and shipping parameters (discharge dimensions, depth and width of the trail, height of bridges), affects the specificity of inland navigation and relegates it to a marginal role in the Polish transport system. The share of inland waterway transport for total freight decreased from 0.8% to 0.4% between the years 2000 and 2014. The aim of this article is to draw attention to the fact that inland shipping services, in the transport market, are sufficient to determine the existence of waterways. All other factors only stimulate or restrict its place in the transport system. The preferential use of natural waterways is the essential limitation which restricts their adaptation to the changing transport needs. Thus, the density of waterways is much lower compared to other transport networks and the development of potential inland waterway transport is primarily determined by the quality and spatial arrangement of the existing waterways.

System transportowy jest podstawowym elementem infrastruktury gospodarczej każdego państwa. Każdy z podsystemów ma swoje wady i zalety. Odpowiedni rozwój gospodarczy regionu czy kraju wymaga jednocześnie obopólnej współpracy przez wszystkie podsystemy na zasadach współczesnej logistyki. Po długich latach walki konkurencyjnej między określonymi systemami transportowymi występuje obecnie tendencja do ich harmonijnego współdziałania i wzajemnego uzupełniania się. W Polsce, mimo korzystnych warunków naturalnych i uwarunkowań geograficznych, transport wodny śródlądowy posiada niestety marginalne znaczenie w całym systemie transportowym kraju. Zadania w obszarze żeglugi śródlądowej są postawione dużo niżej niż potrzeby budowy autostrad czy modernizacji głównych linii kolejowych. W artykule przedstawiono stan infrastruktury i analizę przewozów wodnych śródlądowych w Polsce w koncepcji porozumienia AGN. W artykule przedstawiono również najważniejsze kierunki rozwoju żeglugi wodnej.
The transport system is an essential part of the economic infrastructure of each state. Each subsystem has its advantages and disadvantages. Suitable economic development of the region or country requires mutual co-operation of all subsystems on the principles of modern logistics. After long years of competitive struggle between specific transport systems there is now a trend to their harmonious cooperation and complementarity. In Poland, despite the favorable natural and geographical conditions, inland waterways has unfortunately marginal in the whole transportation system of the country. The article presents an analysis of the state of infrastructure and inland water transport in Poland in the concept of AGN agreement. The paper also presents the main directions of development of the inland waterway.

River cruising is well developed in Europe, particularly in the western, central, and some southern regions, and river tourism has expanded visibly during the current decade. A number of highly attractive tourist destinations are located upon rivers, the prime rivers used for cruises being the Danube, Rhine, Maine, Elbe, Loire, and Seine. The topic of this paper is an analysis of European river cruising and the determinants affecting this tourist product. In particular, the paper analyses the current state of river cruising in Poland, as well as the threats and opportunities that act as drivers for such cruising activity. This paper aims to identify and rank the main problems facing river cruising in Poland compared with prime destinations in Europe. River cruising has great potential, but it requires the removal of barriers and the addition of primary infrastructure.

The European Commission adopted a comprehensive strategy for a competitive transport system that will increase mobility, remove major barriers in key areas and fuel growth and employment. At the same time, the proposals will dramatically reduce Europe's dependence on imported oil and cut carbon emissions in transport by 60% by 2050 [1]. Inland waterway transport offers an environment friendly alternative in terms of both energy consumption and noise and gas emissions. Financing of inland waterway transport infrastructure is one of the most important barriers that prevent its increased use. The investment in inland waterways in Poland and Germany does not reflect the real needs. Experience of the countries in the implementation of transport policies shows that a clear specification of investment priorities and consistency in their implementation promotes economic efficiency.

This paper explores and summarizes the experience of financing water transport infrastructure of a number of countries with developed network of inland waterways, namely the USA, Russia and Germany. The purpose of the work is to generalize current situation and find ways of optimization of inland waterway transport infrastructure financing. The first part of the paper analyses the state of inland waterways infrastructure. The next part describes the existing financing systems. The last part examines the main problems that hamper the development of the industry and looks for possible ways to solve them.

The efficiency of transport in the port hinterland is an important factor determining the competitive position of a seaport. The paper’s research hypothesis is: the level of equipment in the transport infrastructure of the region directly connected to the seaport in Gdańsk is significantly weaker than in other regions in Poland. The objectives of the paper are: to indicate the position of the voivodeships directly related to the seaport of Gdańsk in the ranking of voivodships in terms of their transport infrastructure, and to present the concept of the development of the Lower Vistula waterway. The research used the method of multivariate comparative analysis and the desk research method. Research shows that there are concerns that hinterland transport will limit the port’s development potential.
