    The concept of sustainable development has a number of definitions. In a general sense, it assumes interdependence and equivalence of three domains of reality: environment, society and economy. Harmonisation of the relationship between the society, the economy and the natural environment requires the development of new, more efficient and environmentally-friendly technologies, limiting the exploitation of natural resources, energy consumption, the elimination of environment-polluting forms of production, as well as a widespread change of the way of life and revision of the acceptable hierarchy of values. According to the valid principles, the investment trends in municipalities should be in line with the domains of sustainable development, thereby providing balance in all the three areas of investment: environmental, economic and social. The aim of the study is to conduct a comparative analysis of the investment projects carried out in the period of 2007–2013 in selected municipalities of the Warmia and Mazury Region for their compliance with the principles of sustainable development of rural areas. Investment projects co-financed from EU funds were examined. This has allowed us to highlight the spheres of investment, which drew particular attention within the period of time under study. The shifted focus of investment efforts also testifies to backwardness in the supported sphere.

    Opis:
    The role of repayable sources in financing local governments’ expenditure in rural areas in Poland was examined. The analyses showed that during years 2005-2009 the expenditure of local governments in rural areas was rising. An especially high increase was observed in 2009. The shares of the investment expenditure in total expenditure were at 20% for 2005-2008 but in 2009 it rose noticeably. The local governments use credits, loans and municipal bonds for financing expenditure. Except for 2009, the ‘new’ credits and loans financed mainly repayment of ‘old credits’, only in 2009 less than 50% of ‘new credits’ value was used for repaying old debts. The debt of local governments in rural areas rose quickly but in examined years the payments of interest were not a problem and took less than 1% of budget incomes. In the future, it can change because of the expected increase of debts and, moreover, the interest rates could rise noticeably.

    The end of the second decade of the 20th century, as predicted by many commentators of world political stage will be also the beginning of end of a global governance, formed after the end of the Cold War. In recent years, as demonstrated by the 2007/2008 financial crisis, Washington no longer has tools powerful enough to unanimously design economic architecture of the world. In 2015, for the first time since 19th century, the indisputable dominance of the US in economic sphere has been upset – Beijing managed to come out on first place in terms of GDP (PPPs). The time of Chinese prosperity based on cheap production and export of cheap goods is coming to an end. To ensure further dynamic development, it will be necessary to gain control over the continental trade. At least until the end of US sea domination. For this to happen, further weakening of the position of Washington, by gradually taking control over global fi nancial and foreign exchange market will be necessary. The article is to verify the hypothesis, according to which People’s Republic of China using two strategic institutions – the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB) can achieve economic dominance overland. It was necessary to define the basic presuppositions: there will be no open armed conflict on a global scale over several consecutive years; there will be no political crisis in China; United States won’t give up the domination of the sea trade routes; there will be no reorientation of US foreign policy in a way that could undermine the existing institutional frameworks in the financial and economic sphere.

    Artykuł przedstawia procedurę analizy projektów infrastrukturalnych, jaka powinna towarzyszyć rozbudowie systemu transportowego obszarów zurbanizowanych. W ramach artykułu zdefiniowano pojęcie projektów rozwojowych oraz wskazano na proces ich powstawania, począwszy od koncepcji programowej, a skończywszy na analizie wielowariantowej. Podkreślono rolę wariantu bazowego i konieczność jego precyzyjnego zdefiniowania, aby prowadzone analizy porównawcze miały właściwe odniesienie. Ważną rolę pełnią tutaj transportowe modele symulacyjne, które pozwalają na testowanie i wybór pożądanego rozwiązania. W artykule przedstawiono strukturę najczęściej stosowanych modeli czterostadiowych, ze szczególnym uwzględnieniem roli Kompleksowych Badań Ruchu (KBR) w procesie ich powstawania. Niebagatelną rolę pełni również proces weryfikacji modelu i ocena jego jakości. Zwrócono również uwagę na możliwość zastosowania modułów kalibrujących, lecz podkreślono niebezpieczeństwa płynące z ich bezkrytycznej aplikacji. W podsumowaniu odniesiono się do procedury wyboru wariantu optymalnego i wskazano na zastosowanie procedury analiz wielokryterialnych, jako narzędzia wspomagającego proces decyzyjny.
    The article presents procedure which should be applied during evaluation process of the transport system development within urban areas. The article defines the development projects and pointed out the process of their creation, from the conceptual solution to multivariate analysis. The role of the baseline scenario and the necessity of its precise definition to run comparative analyzes were described. Transport simulation models play an important role allowing to test variants and choose the desired solution. The article presents also the structure of the most commonly used four stage approach, with particular emphasis on the role of the Comprehensive Travel Studies in the process of its development. It is also emphasized that an important role is played by the model verification process and evaluation of its quality. Attention was also drawn to the possibility of calibration modules application, but at the same time dangers in their uncritical application was pointed. In the conclusion multi- -criteria analysis as a tool to support decision-making process has been demonstrated.
