Opis:
Goal – to reveal the signs of public danger during informational actions and inactions. Research methodology – during the research process, methods of system-legal and formal-legal analysis were used. These methods allowed us to provide an analysis of the existing criminal legislation of the Republic of Belarus and develop proposals for its improvement. Score/results – the public danger signs of a criminal information act are stated. A criminal informational act is defined as a socially dangerous action or inaction related to the search, receipt, transmission, collection, processing, accumulation, storage, distribution, provision, or use of information, prohibited under threat of criminal punishment. Originality/value – for the first time, an informational act (action or inaction) is considered a type of criminal encroachment and the criteria for its criminalization are determined.

Przedstawiono analizę wpływu wirującego pola magnetycznego na wytwarzanie układów dyspersyjnych typu ferromagnetyczne cząstki ciała stałego - ciecz. Stan wytwarzanych układów dyspersyjnych jest zdefiniowany za pomocą kryterium sformułowanego na podstawie entropii informacji. Ponadto, zależność pomiędzy wyznaczonymi wartościami kryterium a indukcją magnetyczną została przedyskutowana.
An influence of rotating magnetic field on creation of liquid - ferromagnetic particles (Fe3O4 systems is analyzed. It was shown that a com-p!ex structure of these systems might be assessed using the informa-tional entropy criterion. Moreover, the dependence between this crite-rion and the magnetic induction is discussed.

Underage parenting is an experience that can be defined as difficult, even critical. It is the same both for teenagers and their families. Adopting the role of a father and mother in adolescence, and so prematurely, generates a number of difficulties that occur in almost every sphere of functioning of these young people. It is therefore necessary to take steps supporting not only underage parents, but also their families. In this article, the issue of supporting teen parents and their families have been described. The sources of information are the empirical studies of underage mothers carried out in 2008 and underage fathers in 2012-2013. They enabled not only to recognize the difficulties that usually involve teen parents, but also the scope and type of support they receive.

In the modern world the information appears to have the most important role since without it is hard to imagine the proper functioning of the society, economy and the state. It is especially visible on the example of the economy where the information becomes not only the most valuable commodity (that affects the competitive advantage) but is also separated as the independent category of the means of production and influenced the change of the paradigm of the economy and the process of management. Of course it is not about any random information but rather an asset that allows a single individual and the society alike to function properly. Such asset is a certain minimum of information necessary for its proper development that we call as the ‘informational minimum’. Unfortunately such minimum is not always (and not anywhere) provided therefore a disturbing phenomenon of informational crisis can be observed. It manifests itself in the shape of both decrease of quality and the amount of information, as well as in the crisis of the informational infrastructure and the institutional crises. The means of preventing this is the ‘informational order’ based on one hand on the order of hierarchy of function and on the other, (which is crucial) on the non-transferable human rights: a right to the truth and a right to the information. The provision of such order is one of the basic duties of the state and the institutions regulation social life, the economy and politics.
W dzisiejszym świecie informacja wydaje się posiadać najistotniejszą rolę, ponieważ bez niej trudno jest sobie wyobrazić należyte funkcjonowanie społeczeństwa, gospodarki czy państwa. Szczególnie widać to na przykładzie gospodarki, gdzie informacja staje się nie tylko najdroższym towarem i oddziałuje na przewagę konkurencyjną, ale poprzez wyodrębnienie jej jako osobnej kategorii czynników produkcji wpłynęła także na zmianę samego paradygmatu ekonomii i procesu gospodarowania. Oczywiście nie chodzi tutaj o jakąkolwiek informację, ale o taki jej zasób, który pozwoli każdemu człowiekowi, a także każdemu społeczeństwu prawidłowo funkcjonować. Taki zasób stanowi pewne minimum informacji, konieczne do jego należytego rozwoju, które określamy jako minimum informacyjne. Niestety, nie zawsze i nie wszędzie takie minimum jest zapewnione, dlatego obserwuje się nierzadko niepokojące zjawisko kryzysu informacji. Będzie się to przejawiać zarówno w postaci obniżenia jakości i ilości informacji, jak i kryzysu infrastruktury informacyjnej czy też kryzysów instytucjonalnych. Sposobem zapobieżenia temu zjawisku jest ład informacyjny, opierający się z jednej strony na porządku hierarchii funkcji informacji, a z drugiej – co najważniejsze – na niezbywalnych prawach człowieka: prawie do prawdy i prawie do informacji. Zapewnienie takiego ładu należy zresztą do podstawowych obowiązków państwa oraz instytucji organizujących życie społeczne, gospodarcze i polityczne.

There are several papers available addressing the challenges for Future Internet that result from socio-economic aspects; such challenges must be obviously taken into account when constructing and developing Future Internet. This paper, however, takes an opposite view that from the dynamics of the development of Internet itself (or Future Internet) result challenges for the socio-economic development and even for the paradigm of understanding economy; such challenges must be taken into account first, then - in a feedback loop -lead to the modification of socio-economic challenges for Future Internet. This change of perspective is necessary because the analysis of socio-economic challenges for Future Internet is typically based on a classical paradigm of equilibrium economics. While useful, this paradigm is limited and has been shown incomplete, e.g., by the recent world-wide financial and economic crisis. This paper shows that the informational revolution - including but not limited to the development of Internet - has already changed the behavior of main socio-economic agents as well as of economic markets and our understanding of them; thus, new perspectives are needed. The paper also shows that a useful perspective is that not of expected benefits from Future Internet - there are many such benefits and they will surely motivate enough economic development of Future Internet - but of socio-economic threats resulting from the dynamic development of the Internet. There are several such threats and conflicts that can be foreseen: the conflict between corporatization and governance; the conflict between direct and indirect limits to freedom; the trend to- wards elitarism inherent in Internet development dynamics versus democracy; the threat of network and computer domination over people, etc. Some of such threats and conflicts are discussed in the paper.

Nowy paradygmat rozwoju prowadzi do przestrzennej reorganizacji gospodarki, w tym do zmian relacji między metropolią i jej zapleczem regionalnym. Współczesne metropolie skupiają działalności o charakterze innowacyjnym, co skutkuje rozwojem ich powiązań w ramach światowej sieci wielkich miast. W efekcie obserwujemy relatywny spadek znaczenia ich związków z otoczeniem regionalnym, które może im zaoferować przede wszystkim zasoby o charakterze "prostym". Artykuł przedstawia te procesy na przykładzie trzech polskich metropolii: warszawskiej, poznańskiej i trójmiejskiej.
Territorial entitles and thus has influenced relations between them. In particular, these changes influenced the relations between the metropolis and its hinterland. Contemporary metropolis became a concentration of innovative activities that led to development of flows within world cities network. As a result its ties with regional surrounding, that offers mainly "simple" resources, has became relatively weaker. The article demonstrates these new processes by the empirical research of three Polish metropolises: Warsaw, Poznan and so called Triple-city (Gdansk-Gdynia-Sopot).

Opis:
Every transference of (foreign-)language information in the cybernetic sense is always closely linked with linguistic and extra-linguistic steering. The results of the effects of steering that take place in the receiver can be detected on the basis of the reverse-coupling structure, when the secondary sender transmits reproductive or productive information to the secondary receiver. The secondary receiver tests and possibly improves the correctness of the individual grammatical structures transmitted. The repeated coding and the repeated transference of the same or improved information, and the steering of that information, constitutes the substance of regulation. Both processes—steering and regulation—are brought under the same general term and are called control. Effective informational processes occur in foreign language communication simultaneously with their control. Correcting their results is carried out by means of regulation, further referred to as the steering, in which all processes are involved. In the scope of foreign language learning processes, where specific types of communication take place, the full decoding of the received information signals and the emergence of structure matrices in the storage mechanism are also discussed. At this point, it seems essential to point out a still unsolved problem of science: how does the memory assign the incoming speech signals to their substantive contents of consciousness (semantic structures). The higher powers of the human information processing system are certainly involved in this process.

In today's ‘hybrid war’, which the Russian Federation wages against Ukraine, informational aggression is one of its leading components. It is necessary to explain the role and importance of information policy in this ‘hybrid war’ in its European space. The aim of this article is to define the conceptual components of the Russian information policy in its relation to ‘Ukrainian question’ in Europe and suggest adequate asymmetric strategy. We think that the existing problem of the disparity between potentials of transnational media of Ukraine and Russia could be solved through the use of European information channels, providing a high-quality and compatible information content. In addition, attention should be paid to the creation of a real picture turned into subjects for information media, and will itself change the information picture of reality. The ultimate goal is to break the ‘Karaganov doctrine’, which is in the basis of the Russian foreign policy strategy within the ‘Ukrainian question’

W pracy przedstawiono opis matematyczny badań procesu sedymentacji zawiesiny włókien torfowych w sztucznie spreparowanym ścieku borowinowym. Skład granułometryczny osadu pobranego dła wybranych momentów procesu sedymentacji opisano różniczkową funkcją prawdopodobieństwa rozkładu wykładniczego. Do informacyjnego opisu stanu układu dyspersyjnego wykorzystano entropię informacji.
The aim of this study was to show the mathematicat description of experimenta[ investigations of sedimentation process of peat fibres. The anatysis was carried out using the probabihty density function for a size distribution yariation at different moments of sedimentation process. The statistical anatysis of sediment was used for process mathematicat description on the basis of information theory.

There has been an increased interest in the field of informational and psychological warfare conducted by the Russian Federation directed at Western countries and their allies following the intensification of the conflict in Ukraine. The most visible example of this are the activities in the field of propaganda, disinformation and psychological operations accompanied the annexation of the Crimea and manipulate the American public during the presidential election in 2016. Trolling as one of using tools of such activity is a highly visible manifestation in which users or automatic comment generation programs manipulate online discussions. This phenomenon is visible and widely discussed in the media discourse. Efforts are being made to develop academically rigorous systems of identification and description. This paper presents the results and main conclusions reached through the application of the author’s method of analysing key words supported by corpus-based analysis in exploring this phenomenon.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.
Cet article s’intéresse à la question de la conception de contrats réglementaires optimaux d’un point de vue économique dans le cadre du transport public urbain. Il met en évidence le fait qu’il est important de concevoir des contrats réglementaires efficaces dans le contexte des changements qui ont lieu actuellement dans le secteur du transport urbain dans l'Union Européenne. En outre, l’article fourni un aperçu des principales questions mises en avant dans la littérature économique liée à la conception des contrats réglementaires. Il discute des problèmes qui peuvent survenir dans ce contexte, telles que les asymétries d'information, les coûts de transaction, et la capture réglementaire. Il présente et critique également des arguments avancés dans la littérature économique qui traite ces questions. Enfin, l'article présente le cadre réglementaire, les pratiques contractuelles et les caractéristiques de l'industrie du transport public urbain en France. La France est bien connue pour sa tradition de relations contractuelles entre l'Etat et le secteur privé dans le secteur du transport. L'exemple du transport public urbain en France peut fournir des renseignements utiles à cet égard.

Purpose: To investigate the influence of the information culture of a modern teacher on the implementаtion of inclusive education in an educаtional institution and in society. Methods: terminological, system analysis, generalization. Results: the implementаtion of inclusive education is an important component of the reform and innovative development of the educational process. The effectiveness of its implementation depends largely on the teacher, who must be ready for implementation of the inclusion and have the necessary set of competencies to work in an inclusive environment. Such readiness can be effectively developed by constantly increasing the level of its own information culture. By focusing on the development of the teacher's information culture, we will thus ensure the development of such a philosophical concept as inclusion. After all, today it is not just a techniques and methods, it is a process of thinking, a worldview. This is perception, the inclusion in your life of something new, new. Ability to adapt in a changing world. In this article the role of the culture of a modern teacher in the implementation of inclusive education is considered. On the basis of the analysis of literature, the advantages that can be achieved through the development of the informational culture of a modern teacher under the conditions of an inclusive environment are singled out. It is noted that the formation of an information culture offers great opportunities for improving the learning process.

Opis:
Głównym celem prezentowanej pracy jest przedstawienie opisu procesu homogenizacji materiału ziarnistego realizowanego w mieszalniku wstęgowym. Do opisu matematycznego stanu dynamicznego mieszaniny ziarnistej zastosowano charakterystyki oparte na definicji entropii informacji. Dodatkowo do oceny jakościowej uzyskanej mieszaniny zaproponowano specjalne diagramy oraz miernik będący funkcją wy standaryzowanej entropii. Zaproponowany opis może stanowić alternatywę dla znanych i stosowanych wskaźników ilościowych opisujących proces mieszania materiału ziarnistego.
The main aim of this work was to describe the homogenization process of granular material in a ribbon mixer. Random process is characterized by means of a new form of entropy criterion estimating the mixture current state. The additional diagram and informational index were developed to describe variations of informational entropy during the process. The proposed informational description is a good and informative characteristic of stochastic system state.
