W artykule omówiony został protokół RTP do transmisji informacji multimedialnej w czasie rzeczywistym oraz jego profil RTP/SAVP, szerzej znany pod nazwą SRTP (Secure RTP), stanowiący rozszerzenie znanego profilu RTP/AVP o kwestie związane z bezpieczeństwem transmisji. SRTP pozwala na uwierzytelnianie pakietu RTP oraz szyfrowanie danych użytkownika (danych medialnych) przenoszonych w pakiecie RTP.
In the paper, the Real-time Transport Protocol (RTP), intended for real-time transmission of multimedia information was described, as well as its RTP/SAVP profile, also known as the Secure RTP (SRTP), which extends the well-known Audio/Video Profile of the RTP with security. The SRTP allows for authentication of RTP packets and encryption of the payload of RTP's packet (de facto, encryption of media data).

Opis:
Signal transmission processes among international financial markets, at the level of both price volatility and returns direction, are complex phenomena, in particular in case of the application of high frequency data. This paper presents models describing such effects, discussion of selected methodological issues, empirical application for the Polish market and also indicates the possibilities for using such tools for the construction of investment strategies on the stock markets. Empirical study for the WIG20 index conducted on the sample of years 2005–2016 demonstrates the existence of the relationship between the variability of the WIG20 index returns and the returns of the indices from the US market, whereas the strongest dependence has been identified in case of the DJIA index. Moreover, an evolution effect of the value of the estimated parameters over time has been detected. The estimates from the in‑sample period from years 2005–2016 were further exploited in the out‑of‑sample experiment using the data from the year 2017 with additional application of index futures contracts on the WIG20 index.
Efekty transmisji sygnałów między rynkami finansowymi na świecie, zarówno na poziomie zmienności kursowej, jak i kierunku (znaku) stóp zwrotu, są złożonymi zjawiskami, szczególnie w przypadku wykorzystania danych o wysokiej częstotliwości obserwacji. Artykuł prezentuje modele opisujące te procesy, wybrane kwestie metodologiczne, aplikację empiryczną dla polskiego rynku oraz wskazuje na możliwości wykorzystania omawianych narzędzi do budowy giełdowych strategii inwestycyjnych. Przeprowadzone badanie dla indeksu WIG20 na próbie z lat 2005–2016 dowodzi występowania związku między zmiennością stóp zwrotu indeksu WIG20 a stopami zwrotu indeksów giełdowych z rynku w USA, przy czym najsilniejsza zależność zidentyfikowana została w przypadku indeksu DJIA. Ponadto zaobserwowany został efekt ewolucji zmian wartości estymowanych parametrów w badanych modelach wraz z upływem czasu. Oszacowania parametrów z okresu próby z lat 2005–2016 wykorzystane zostały także w eksperymencie prognostycznym przy użyciu danych z roku 2017 z zastosowaniem dodatkowo kontraktów futures na indeks WIG20.

W pracy zaproponowano model mechatroniczny robota chirurgicznego pozwalający na analizę relacji i przepływów (masy, energii i informacji) pomiędzy komponentami oraz określający ich hierarchię w systemie. Omówiono również przetwarzanie informacji oraz jej transmisję w ujęciu systemowym w odniesieniu do mechatronicznego telemanipulatora chirurgicznego.

Research background: The contagious impact of the COVID-19 pandemic has heightened financial market's volatility, nonlinearity, asymmetric and nonstationary dynamics. Hence, the existing relationship among financial assets may have been altered. Moreover, the level of investor risk aversion and market opportunities could also alter in the pandemic. Predictably, investors in the heat of the moment are concerned about minimizing losses. In order to determine the level of hedge risks between implied volatilities in the COVID-19 pandemic through information flow, it is required to take into account the increased vagueness of economic projections as well as the increased uncertainty in asset values as a result of the pandemic. Purpose of the article: The study aims to examine the transmission of information between the VIX-implied volatility index for S&P 500 and fifteen other implied volatility indices in the COVID-19 pandemic. Methods: We relied on daily changes in the VIX and fifteen other implied volatility indices from commodities, currencies, and stocks. The study employed the improved complete ensemble empirical mode decomposition with adaptive noise which is in line with the heterogeneous expectations of market participants to denoise the data and extract intrinsic mode functions (IMFs). Subsequently, we clustered the IMFs based on common features into high, low, and medium frequencies. The analysis was carried out using Rényi transfer entropy (RTE), which allowed for the evaluation of both linear and non-linear, as well as varied distributions of the market dynamics. Findings & value added: Findings from the RTE revealed a bi-directional flow of negative information amid the VIX and each of the volatility indices, particularly in the long term. We found this behavior of the markets to be consistent at varying levels of investors' risk aversion. The findings help investors with their portfolio strategies in the time of the pandemic, which has resulted in fluctuating levels of risk aversion. Our findings characterize global financial markets to be "non-linear heterogeneous evolutionary systems". The results also lend support to the emerging delayed volatility of market competitiveness and external shocks hypothesis.

W artykule przedstawiono zasady transmisji i przetwarzania danych przez statki rzeczne w śródlądowych systemach nadzoru nawigacji. Omówiono nowy standard raportów znany pod nazwą Barge Information and Communication System (BICS). Zaprezentowano też wyniki analiz i badań efektywności łączności dupleksowej w warunkach rzeczywistych przedstawianego standardu BICS w aspekcie systemu nadzoru ruchu na rzece.

The essence of operation of all the ITSs is to make decisions on the basis of the obtained and available information. The relevance of taken decisions depends on the quality of available information, its accuracy and up-to-dateness. It is important to pay attention to the fact that requirements for up-to-dateness of information as well as the consequences of delays in their transfer or in connection with their loss are different depending on the subsystem. The paper presented the issues related to the analysis of the ITS telecommunications environment. The selected aspects of prevention from risks, which may be an important factor affecting the security of the transport system functioning, will be analysed. Moreover, the analysis of methods for the secure data transmission will be also carried out. The transmission security methods will be selected within the framework of VPN virtual tunnel technologies. The mechanisms, the implementation of which will allow to increase the security and availability of information transmission in ITSs, were offered.

This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.

Advanced new methods of data transmission used in River Information Services are described. Implementation of GMDSS subsystems and analyses of the feasibility of applying satellite-based telecommunications systems to integrated navigational data transmission at the RIS-PL is discussed. This article presents a model of the architecture and deployment of radio communication systems in inland waterway and sea-river navigation. The processing of navigational data, transmitted during electronic ship reporting and used in inland shipping, is described. The new BICS standard for the processing and transmission of navigational data in inland navigation is presented. The author evaluates the advantages of the new radio communications technology for the safety of inland waterway vessel traffic.

Równolegle z coraz powszechniejszym stosowaniem systemu AIS pojawiają się opinie o jego niedoskonałościach kojarzonych z brakiem transmisji lub przekazywaniem niewiarygodnych informacji. W artykule omówiono zagadnienie niezdatności informacyjnej AIS przejawiające się przekazywaniem niekompletnej lub niewiarygodnej informacji. Uwzględniając wyniki badań i analiz innych autorów, rejestracje własne oraz specyfikację techniczną systemu, zaproponowano założenia modelu oceny niezdatności AIS. Przedstawiono również wyniki badań pilotażowych kompletności informacji transmitowanych systemem AIS w rejonie Zatoki Gdańskiej.
As AIS is more and more commonly used there appear opinions concerned with its deficiencies associated with absence of data transmission or transferring incredible information. The paper discusses the issue of uselessness of AIS information manifested in transmitting incomplete or incredible information. Taking into consideration the results of investigations and analyses done by other authors, our own records and technical specification of the system proposed are some assumptions for a model to be used to assess uselessness of AIS. The paper also presents the results of pilot investigations into completeness of information transmitted with AIS in the Bay of Gdańsk.

Opis:
The construction of transmission infrastructure and its functioning imposes the obligation on transmission companies to have a legal title to land. Both in Poland and in Canada, the title particularly results from the established easements subject to registration in public information systems. Due to different historical, social, and economic conditions, the specificity of legal regulations and technical solutions related to the registration of rights to land property is different in both countries. This results from the functioning and the substantive scope of particular systems of information on land property. Such systems are regulated by independent, internal rules of each of the countries. In Poland, easement is subject to registration in the land and mortgage register. In Canada, a federation country, it depends on legal regulations of particular provinces. The research objective of the article is the analysis of the way of registration of easements established for transmission companies in Poland and in Canada in the Ontario and Quebec provinces. The analysis covers the scope of registration of the said right in systems of information on land property. The evaluation of the applied solutions particularly involves pointing out those which to the greatest extent guarantee the safety of land property turnover. The best result is obtained in Canada in the Ontario province.

W pracy przedstawiono koncepcję systemu monitorowania suszy, działającego w skali lokalnej na obszarach szczególnie zagrożonych wystąpieniem tego zjawiska i jego skutkami. System ten będzie obejmował następujące elementy: pomiary i obserwacje, łączność, gromadzenie i przetwarzanie danych, prognozowanie i ostrzeganie oraz rozpowszechnianie informacji na użytek społeczeństwa, organów decyzyjnych państwa i gospodarki narodowej. W koncepcji przewiduje się monitorowanie suszy za pomocą sieci automatycznych stacji do pomiaru elementów agrometeorologicznych i agrohydrologicznych, a przetwarzanie danych i prognozowanie - z zastosowaniem modeli matematycznych. Monitoring umożliwi określanie warunków wilgotnościowych, termicznych i energetycznych produkcji rolniczej i przesyłanie odpowiednio przetworzonej informacji do odbiorców. Monitoring i ocena suszy umożliwią podejmowanie działań w zakresie produkcji rolniczej, gospodarowania wodą na obszarach rolniczych, nawadniania, ochrony zasobów przyrody w dolinach rzek użytkowanych rolniczo i in. Efektem realizacji systemu monitorowania suszy będzie utworzenie nowoczesnej bazy technicznej i metodycznej umożliwiającej precyzyjną i wiarygodną osłonę meteorologiczną i hydrologiczną rolnictwa.
The concept of drought monitoring system is presented in the paper. The system will include: measurements and observations, communication, data collecting and processing, forecasting, warning and dissemination of information for the use of society, decision making state authorities and for national economy. Drought monitoring will be carried out using a network of automatic stations for measuring agrometeorological and agrohydrological elements. Data processing and forecasting will be carried out with mathematical models. The monitoring will help to estimate moisture, thermal and energy conditions of agricultural production and to transfer processed information to the recipients. Monitoring and evaluation of drought would allow for undertaking activities in agricultural production, water management in rural areas, irrigation and protection of natural resources in agriculturally used river valleys etc. Modern technical and methodological background that enables precise and reliable meteorological and hydrological protection of agriculture will be the effect of realization of drought monitoring.

Information criteria used in statistics for model selection can be used to accurately determine pulse transition times in transmission methods. The most popular information criteria are the Akaike Information Criterion (AIC) and the Bayesian Schwartz Criterion (BIC). These criteria are considered the most reliable tests of model type and structure and are computationally simple. In this paper, an algorithm developed according to the AIC criterion is used to determine the transition time from transmission tomography measurements acquired with a multi-element ultrasonic ring array, which is the scanning element of the novel prototype of ultrasound tomography device for detecting and estimating the malignancy of female breast cancer in vivo. As a result, a new algorithm was developed to precise search for the onset of the recorded receiving pulse. The algorithm was tested in an aqueous environment using elementary pairs of transmitting and receiving ultrasonic transducers of a tomographic ring array.
