Information policy is an instrument of governance in the modern administration, which enables the achievement of public and strategic objectives. Conscious of information policy is the foundation of the smooth and effective functioning of such units. A paper concerns the problems of information ordering in intelligent transport systems accordingly their role and meaning for various transport processes. There is given an attempt to rules of classification of information, their standardisation questions, reduction of redundancy and false specimens necessary for proper information management. All these questions are of great importance from the information accessibility, usefulness and reliability point of view. Also are discussed problems of the information selection, it's protection, and it's evaluation as a factors influencing possible improvement of the transport decisions making. Finally, some outline of standardisation rules are presented.

The aim of the article is to analyse the importance of social capital as a key factor in transforming information resources into knowledge and the process of commercialization. The study is based on the case study method used to present the Institute of Electronic Materials Technology. The authors analyse the role of social capital in creating innovation in the organization’s environment. Social capital plays a significant role in the context of the necessary information resources, its typology, where informal information turns out to be important in creating innovation. The credibility of information sources is determined primarily by the knowledge of the subject and the reliability and intentions shown by the information source. Innovative enterprises, but also research institutes (ITME type), make advanced use of all types of information sources regardless of the type of innovations they introduce. Scientific institutions with low levels of social capital, with sporadic and difficult interactions with external partners, cease to understand the needs of the market and may misdirect scientific development, therefore making poor decisions related to the management of other components of their capital resources.

Opis:
An example of knowledge transfer from academic research to industry was presented in the paper. IT Integration Platform called TechLink Bridge based on the three pillars of innovation was introduced. TechLink Bridge system as the result of cooperation of the Poznan University of Technology and Emtel System company was designed as the answer for the market demands. A spatial structure of the proposed main board in terms of external wire and wireless interfaces was shown. The software structure and its particular characteristics as the description of selected communication protocols were introduced. The influence of the development of critical information management to the functionality of the platform was described as the flexibility to manage the information flow was. The future development of TechLink Bridge was presented in the end.

In many authoritarian countries, the Internet is an oasis of freedom of speech and the free transfer of knowledge – thus, if not completely free, then at least a more free space for transferring content than traditional information providers. Nevertheless, the total freedom of this medium has passed irretrievably. Use of social media and other websites to post material that cannot be posted on traditional media, and even online newspapers tend to be affected by less stringent censorship laws. However, this does not change the fact that contemporary authoritarian regimes are going so far as to interfere with social media, either by blocking access to content or by promoting false information. The conducted analysis is to show the mechanisms of top-down information management in order to lead to widespread disinformation and distortion of reality. In this respect, it is worth bringing up the actions of the Russian authorities in the context of the conflict in Ukraine and the possible opposition of the Russian society to the ongoing military operations.

The aim of this paper is to analyze the information policy of selected central offices on the Internet. In the first part of the article the author defines the nature of information policy. Then the author intends to verify the following thesis: the central offices do not conduct a sufficiently effective information policy. This is due to the lack of systematic action, improper preparation of the content of the messages and the inability to cater to the needs of people with disabilities. The author answers the following research questions: whether the actions taken by the audited offices are in line with a specified strategy or just perform ad hoc actions; whether the information provided is written in intelligible, understandable language and if it is accessible to people with disabilities. Particular attention will be given to the content available on the Internet, in particular on the websites of central offices.

In the 20th century, the right to obtain information started to appear in legal regulations worldwide. The 1990’s brought development of the right to information in countries of Central and Eastern Europe. In many countries, including Poland, the right to information was written down in the constitution. At the same time, the expanding information resources, mainly from the Internet, make it more and more difficult to search information which would allow to prepare a basis for effective and accurate decisions in a complex way. What is more, development of trade and economic contacts forces constant activity of companies not only in the strictly business field but also in the access to information on competitors, outlets, technological novelties, and new studies. These situations create the necessity of implementing complex information management along with legal and ethical regulations. The transparently shaped structure of complex information management will allow to execute tasks in the atmosphere of a high level of public trust.

Changes that take place in social and media space on the local level indicate a weakening position of media. Current sources of media power start to be increasingly taken over by new political actors. Participants of the media market as well as actors active in social space acquire new competences, which were previously characteristic only of journalists. The balance of forces, relations as well as interrelations between media and politics starts to create a new form of partnership and cooperation. This gradually leads in consequence to the codependency of media and politics in financial and organizational aspects. This raises a question of how public institutions, including those of the local level, can find themselves in the existing reality? Do they have a chance to pursue their information and communication functions? And finally, does the mediatization of a local political scene allow for the individual shaping of the relations of the local government with its social environment and building a reputation?

Artykuł jest poświęcony rozwojowi znormalizowanych metod i oprogramowania do przetwarzania zasobów informacyjnych w systemach handlu treścią elektroniczną (ECCS). W artykule pokazano rozwiązania aktualnego problemu naukowego projektowania i badań przetwarzania zasobów informacyjnych w ECCS z wykorzystaniem metod i dedykowanych narzędzi matematycznych, oprogramowania i uogólnionej architektury ECCS.

W artykule autor podejmuje próbę przedstawienia autorskiej koncepcji pewnego ogólnego modelu gospodarowania danymi, informacją i wiedzą. W pierwszej części opracowania model jest prezentowany w wymiarze ogólnym, w kolejnych rozdziałach zawarto uwagi na temat szczegółowych uwarunkowań związanych z gospodarowaniem danymi, informacją i wiedzą. Następnie w artykule podjęto próbę zilustrowania praktycznego wymiaru przedstawionych przemyśleń na przykładzie wybranych zadań w obszarze inżynierii produkcji. Podsumowanie zawiera propozycje kierunków rozwoju zaproponowanego modelu, jak i sugestie dotyczące potencjalnych możliwości jego wykorzystania.
In the paper the author tries to introduce his concept of a general model of managing data, information and knowledge. In the first part, the model presented in a general dimension, the next parts contain remarks concerning some particular aspects of data, information and knowledge management. These aspects are briefly illustrated by some examples from the field of Production Engineering. The last part contains some proposals of developing the model as well as suggestion of applying the model.

The article presents a definition of documentation culture understood as the motivations, attitudes and behaviours of the authors and users of documentation that occur during its planned and effective creation, gathering, storing, compiling, and sharing by using methods and rules of complex management of documentation by means of tools, techniques and technologies that are available. The article points out that the notion of documentation culture is linked with the notion of the social information order which is an essential part of the social infrastructure of a country as well as supranational and international structures. It also points out that the notion does not have its stable place in the typology of cultures nor in the hierarchy of different categories of culture. The author shows the relation between documentation culture and the information culture, IT culture, organizational culture as well as material and spiritual culture. In the summary, the author states that documentation culture is the part of culture whose creations are passed to the next generations as cultural heritage.

Article dedicated to creating one of the key competitive advantages in today's economy, which is the ability to manage information. The author clarifies the concept of information, its place and importance in business practice. The characteristics of this resource, as well as the process of its circulation in the enterprise. Issues of obtaining and structuring of information resources in databases and data warehouses are the aspect of economic activity, which can not be ignored in the planning process. These are the decisive factor about the possibility of long term operating companies in the market. Decision making is supported at all levels by information management tools. In order to efficiently respond to changes in organizational structure, company structure should be similar with the modular structure of software. The right choice of supporting software used accumulation of knowledge resources in electronic form in the organization should be also kept in mind.

Artykuł przestawia zwięzłą charakterystykę rozwoju informacji geoprzestrzennej w Polsce w okresie od 2007 do 2016roku , tj. w dziesięcioleciu od przyjęcia dyrektywy INSPIRE ustanawiającej infrastrukturę informacji przestrzennej w Europie. Na rozwój ten miały wpływ przede wszystkim trzy czynniki: wprowadzenie w życie ustawy o infrastrukturze informacji przestrzennej (ustawy o IIP), stanowiącej umiejętną transpozycję dyrektywy INSPIRE do prawa polskiego i stwarzającej warunki dla skoordynowanej współpracy międzyresortowej, uzyskanie wielesetmilionowych środków unijnych na rządowe i samorządowe projekty z zakresu informacji geoprzestrzennej, dynamiczny rozwój i upowszechnienie technologii służących do pozyskiwania, przetwarzania i użytkowania danych geoprzestrzennych. Po rozpatrzeniu wielu aspektów dokonanego postępu stwierdza się, że dokonania minionego dziesięciolecia w zakresie informacji geoprzestrzennej zasługują na ocenę pozytywną, stanowiąc mocną podstawę dla dalszego rozwoju w Polsce. Należy brać jednak pod uwagę pojawiające się zagrożenia. Zmiany prawne, organizacyjne i personalne przeprowadzone w drugiej połowie roku 2016 stwarzają nowe wyzwania, do których należą: przywrócenie sprawnej koordynacji, skuteczne zapobieganie dezintegracji i zapewnienie ciągłości rozwoju.
The paper presents short description of development of geospatial information in Poland in the years 2007-2016, i.e. within the decade after the approval of the INSPIRE Directive which established the infrastructure of spatial information in Europe. This development has been mainly influenced by three factors: entering into force the act on the infrastructure of spatial information (the act on ISI), being the skilful transposition of the INSPIRE Directive into the Polish law which generated conditions for coordinated co-operation between sectors, acquisition of multi-million funds from the EU for implementation of governmental and local governmental programmes related to spatial information, dynamic development and popularisation of technologies which could be applied for acquisition, processing and use of geospatial data. After consideration of many aspects of the discussed progress it may be stated that achievements in the field of geospatial information from the past decade should be positively evaluated, being the strong foundations for further development in Poland. However, appearing threats should be also considered. Legal, organisational and personal changes introduced in the second half of 2016 create new challenges that include: reconversion of efficient co-ordination, effective prevention against disintegration and assuring the continuity of development.
