Opis:
The main directions of digitalization of the education system are considered, the infrastructural and technological aspect of new strategic directions of development is analyzed. The author analyzed information systems and services in education, taking into account the possibility of using technologies for analytical data processing. The problem of using data analytics tools in education at present is the lack of uniform formats and tools for integrating information systems. Data in education accumulates in various solutions that do not share the results of the educational process. Based on this, it is impossible to build a clear system of end-to-end interaction between systems on common platforms. The author aims to solve this problem by modeling an integrated solution for data analysis at all levels of education. The article proposes technical and organizational solutions for the creation of integrated analytics services that allow accumulating and transmitting data on educational results during the transition of a student between learning levels. The analysis tools are based on the use of big data technologies.

Opis:
W artykule przedstawiono sposób badania wydajności platformy integracyjnej utworzonej przy wykorzystaniu różnych środowisk. W porównaniu środowisk uwzględniono także aspekt czasu potrzebnego na implementację rozwiązań na platformie. Analizie poddano także zakres narzędzi wspierających projektowanie rozwiązań. Artykuł zawiera opis przypadku biznesowego implementowanego na platformie integracyjnej. Przedstawiono w nim także konfigurację środowiska testowego oraz dokonano analizy wyników badań wydajnościowych.
The article demonstrates how to analyze the performance of the integration platform created with using different frameworks. In frameworks comparison also included the aspect of time required to implement solutions on the platform. The range of tools to support designing of solution was also analyzed. The article contains a description of the business case which was implemented on integration platform. The article also encompasses description of test environment and an analysis of performance test results.

Rola bibliotek w społeczeństwie, pomimo kontynuacji, wymaga nowych przemyśleń. Nie grozi im zanik, ale paninformacjonizm oraz mity automatyzacji i digitalnej hiperświadomości trzeba koniecznie przezwyciężyć. Biblioteczne pośrednictwo w komunikacji jest nadal niezbędne, ale usługi wymagają znacznych udogodnień. Ogólna oferta informacyjna potrzebuje uporządkowania i weryfikacji, a do tego konieczne byłoby powiązanie bibliotek w system. Oczywiście trzeba kontynuować przedsięwzięcia bibliograficzne, tworzyć (w skoordynowaniu) katalogi oraz rozwijać biblioteczne, środowiskowe informacje użytkowe. Oferta elektroniczna to tylko jedno z ogniw informacyjnej transmisji. Biblioteki muszą nadal wspierać instytucjonalne formy edukacji oraz samokształcenie spontaniczne, natomiast odnosząc się ostrożnie do kształcenia zautomatyzowanego. Wsparcie nauki, obok międzybibliotecznej oferty zasobów piśmienniczych, wymaga tworzenia repozytoriów oraz zatrudniania bibliotekarzy dziedzinowych. Finalnym efektem procesów komunikacyjnych powinny być nowe i kreatywne refleksje, wsparte emocjonalnie, czemu sprzyjają zwłaszcza literatura piękna i ogólnie: piśmiennictwo. To zaś wyznacza bibliotekom powinności szczególne. Trzeba też odrzucić uprzedzenia wobec zadań rekreacyjnych, umożliwiających wszak zagospodarowanie czasu wolnego oraz odreagowanie zmęczenia i znużenia: biblioteki mogą i powinny służyć temu także. Jak również możliwie licznie i bogato realizować bezpośrednie programy ponadusługowe, dla wsparcia środowiskowych kontaktów i miejscowych integracji.
The role of libraries in society, even though the fundamental guiding principles of librarianship remain as valid as ever, requires a rethinking and revaluation of these roles and their corresponding functions. Though there is no immediate threatof all of these roles being wiped out, still we are all prone to succumb to informationism: a non-discerning, vacuous faith that information has power when disseminated, which emphasises measurement over meaning. As a result, the myths of automation and digital hyperawareness are still to be confronted and overcome. The intermediate role of the library in communication is still as essential as ever, but now offered new services require a provision of adequate conveniences for these services. Thus, more organised order has to be introduced into the library’s overall information offer that additionally has to be verified and validated. This, in turn, requires libraries to be linked in a system. There is no doubt that traditional tasks performed by libraries, such as creation of catalogues (viewed as a highly co-ordinated effort) and further development of library research and public information, remain as valid as before. The electronic offer is only one of a number of the strong links in the transmission of information. Libraries must still support institutional forms of education and spontaneous self-education, whereas automated remote education should be treated with utmost caution by them. Appropriate support given to science and knowledge, beside interlibrary offer of printed resources, triggers a need to create a synergy between repositories and to employ library subject specialists. The final effect of communicationprocesses should provide an opportunity for creative reflection and second thoughts, additionally aided by our emotional self-awareness, facilitated by literature in general and by fiction in particular. This, in turn, makes libraries more responsive to particular tasks and assignments. Prejudices and biases that can have a negative impact on viewing libraries as a place of recreation that enables people to manage their own free time and allows them to unwind and relax should also be rejected: libraries can, and in fact should, serve this purpose as well. The same applies to their involvement, as wide as possible, in direct programs and initiatives that run alongside regular library’s services and aim at giving support and facilitate contact within the academic environment and support local integration.

Different industries are modernising their systems and introducing innovations to their management practices. However, the construction industry is recognised for its lack of technological systems on which the success of this sector is deemed to be heavily dependent. Previous studies have focused on enhancing the off-site construction supply chain. However, studies on the importance and utilisation of technology in this sub-sector are scarce, predominantly where the efficiency of off-site supply chain management is stalled as a consequence of the slow implementation of technology. Thus, this article employs an exploratory approach by providing insight into the applicability of blockchain technology in New Zealand’s off-site construction and demonstrates the benefits associated with the adoption of this technology. A literature review was used to identify stakeholders’ interrelationships in different stages of prefabrication projects. Then, a pilot interview from industry experts followed by a questionnaire survey was used to determine the involvement of stakeholders in different phases and the benefits that blockchain technology can bring to this industry. The results indicate that using blockchain as a secure information management system could improve the integration of prefabrication supply systems by producing a collaborative atmosphere amongst the organisations involved.

The aim of this study was to check out the impact that is casted by information intensive services on social sustainability performance and the impact of supply chain integration on social sustainability performance as well. The study took industry 4.0 implementation as a mediator to know the enhancement of that it causes with the impacts of information intensive services and supply chain integration on social sustainability performance. The study took a sample from Thailand's Pharmaceutical Industry and 306 individuals were selected in total. Moreover, the study analyzed the data and found out that the impact of information intensive services on social sustainability performance is significant and the impact of supply chain integration on social sustainability performance is significant as well. The study validated that industry 4.0 implementation is a significant mediator. The study has significance for the theoretical, practical and policy making sector as to practically implement information intensive services and supply chain integration in industries around the globe to enhance social sustainability performance. The study is however, short in its sector and sample selection.
Celem tego badania było sprawdzenie wpływu usług intensywnie korzystających z informacji na wyniki w zakresie zrównoważonego rozwoju społecznego oraz wpływ integracji łańcucha dostaw na wyniki w zakresie zrównoważonego rozwoju społecznego. W badaniu wykorzystano implementację Przemysłu 4.0 jako mediatora, aby dowiedzieć się, jakie ulepszenie to powoduje wraz z wpływem usług intensywnie wykorzystujących informacje i integracji łańcucha dostaw na wyniki w zakresie zrównoważonego rozwoju społecznego. W badaniu pobrano próbkę z tajlandzkiego przemysłu farmaceutycznego i w sumie wybrano 306 osób. Ponadto w badaniu przeanalizowano dane i stwierdzono, że wpływ usług intensywnie wykorzystujących informacje na wyniki w zakresie zrównoważonego rozwoju społecznego jest znaczący, a wpływ integracji łańcucha dostaw na wyniki w zakresie zrównoważonego rozwoju społecznego jest również znaczący. Badanie potwierdziło, że wdrożenie przemysłu 4.0 jest znaczącym mediatorem. Badanie ma znaczenie dla sektora teoretycznego, praktycznego i kształtowania polityki w celu praktycznego wdrożenia usług wymagających dużej ilości informacji i integracji łańcucha dostaw w branżach na całym świecie w celu poprawy wyników w zakresie zrównoważonego rozwoju społecznego. Badanie jest jednak krótkie w swoim sektorze i doborze próby.

Within this paper results of ongoing investigations will be presented. Main subject of studies is laid on the present situation of alert management onboard ships navigational bridges and potential use of data recorded with mandatory ship-borne VDR equipment during normal ship operation to support the process of on board collision avoidance. The investigations and results discussed and presented in the paper are gained within trhe work in two different projects on research and technical development. The first is the European MARNIS – project on Maritime Navigation and Information Services. It is funded by the European Commission, Department for Energy and Transport. Secondly some of the results presented here are part of investigations performed under the national RD project "Maritime Safety Assistance Rostock" which is funded by the German Ministry of Education and Research Berlin.

Ukraine headed for European integration in 1998 when the Partnership and Cooperation Agreement between the European Union and Ukraine came into force. In the following years the Ukrainian society has been preparing to the state’s prospective accession to the EU. However, on 21 November the course of Ukraine drastically changed and the Ukrainian society exploded. The lack of efficient communication policy, specifically close cooperation between the state authorities and the public, absolute disregard for Ukrainians’ interests and requirements became the catalyst of mass protests. The aim of the article is to study the evolution of the development of communication interaction between the authorities and the civil society, to research the reasons of challenges Ukraine has faced in the past years. The article focuses on the legal grounds and the mechanisms of development of Ukraine’s communication policy directions.

W artykule podjęto próbę oceny poziomu wykorzystania technologii informacyjnych w polskich przedsiębiorstwach na tle wybranych państw europejskich. Badania własne wykazały nierówności w zakresie wykorzystania technologii informacyjnych przez przedsiębiorstwa krajów europejskich. W świetle wyników badań własnych poziom wykorzystania technologii informacyjno- komunikacyjnych przez polskie przedsiębiorstwa jest niski. Polska uplasowała się na 24. pozycji w rankingu krajów objętych badaniem. Słabością polskich przedsiębiorstw jest relatywnie niski poziom wykorzystywania usług przetwarzania w chmurze oraz mediów społecznościowych. Polska wypada najlepiej pod względem dostępu do Internetu i wykorzystania IT w zakresie integrowania procesów wewnętrznych oraz kontaktów z klientami, dostawcami, zarządzania łańcuchem. W świetle przyjętych cech diagnostycznych najwyższy poziom wykorzystania technologii informacyjno-komunikacyjnych w przedsiębiorstwach jest charakterystyczny dla: Danii, Finlandii, Holandii, Irlandii. Krajami o najniższym poziomie wykorzystania technologii informacyjno-komunikacyjnych przez przedsiębiorstwa są: Grecja, Łotwa, Węgry, Bułgaria i Rumunia.
The article attempts to assess the level of use of information technologies in Polish enterprises against the background of selected European countries. This original research has shown inequalities in the use of information technologies by enterprises from European countries. Based on the results of the research, it was ascertained that the level of use of information and communication technologies by Polish enterprises is low. Poland was placed 24th in the ranking of countries covered by the study. A weakness of Polish enterprises is the relatively low level of use of cloud computing services and social media. Poland performs best in terms of Internet access and IT use in termsof integrating internal processes as well as contacts with customers, suppliers, and supply chain management. The adopted diagnostic features show that the highest level of use of information and communication technologies in enterprises can be found in Denmark, Finland, the Netherlands, and Ireland. The countries with the lowest levels of ICT use by enterprises are Greece, Latvia, Hungary, Bulgaria and Romania.

Criminal law as it’s traditionally seen is a set of standards defining socially harmful acts, referred to as crimes, determining the responsibility for these acts and the penalties, sanctions and protective measures applied against the perpetrators. More than any other branch of law, criminal law reflects social attitudes towards specific cultural, moral and financial issues, demonstrating susceptibility to social changes, in principle denying its inter-culturalism, and exemplifying an extremely strong rooting in a specific culture. The concept of the European integration, together with ongoing globalization, have caused a shift in the way of thinking about the functioning of not only global society, countries or international institutions, but have also been changing the feeling of identity of individuals and their identification with a specific group or community. At the same time, the free flow of persons supporting the phenomenon of multi-culturalism, so characteristic for the concept of the European integration, has been determining the transnational nature of crime to a greater extent than before. This transnational character enforces, simultaneously, the development of the tools habitually designed for counteracting crime, including, first of all, traditionally understood criminal law. One example is the Erasure of Conviction in the Polish Criminal Law from the Perspective of the European Criminal Records Information System.

The use of the radio controlled network system in industrial tasks is a real fact. The new medium, according to its nature and characteristics improves new possibilities in the data transfer. The paper illuminates some basic problems concerning the wireless communication systems. Attributes and limitation are simply presented. Some rules and recommendations are formulated and elaborated. Three popular wireless standards (from ISM band) were used as an applicable example. The newest evolution conception of industrial wireless standards was pointed out.
Używanie sieci bezprzewodowych w środowiskach przemysłowych jest już powszechne. Ten nowoczesny środek komunikacji, ze względu na swoje właściwości, pozwala na wprowadzanie nowych metod przesyłania danych. W pracy przedstawiono podstawowe problemy pojawiające się przy bezprzewodowych systemach transmisji danych. Podano ograniczenia i główne cechy tej formy komunikacji. Przeprowadzono analizę problemów i przedstawiono niezbędne wymagania i zalecenia w tym zakresie. Omówiono przykłady trzech głównych standardów pracujących w paśmie nielicencjonowanym (ISN). Wskazano na nowe kierunki rozwoju standardów bezprzewodowych.

Opis:
The Global Commerce Initiative (GCI) established the Global Upstream Supply Initiative (GUSI) in order to provide a standard framework for consumer goods manufacturers and their suppliers of ingredients, raw materials and packaging to better integrate across a number of supply chain processes. Without Internal Data Alignment, for example, Global Data Synchronization (GDS) will definitely not improve business performance and will, in fact, magnify the negative impact of poor quality data. What's more, collaborative initiatives such as those included in Efficient Consumer Response (ECR) and Collaborative Planning, Forecasting and Replenishment (CPFR) will not be economically deployable on a wide scale without the consistently accurate and available information that will result from an Internal Data Alignment program. GDS is based on a global network of data pools, or electronic catalogues, which are all inter-operable and compliant with the same business requirements and standards. Interoperability means that a manufacturer can publish a product and partner data on one single Data Pool without having to worry about the fact that customers may select different Data Pools to access the data. Integrated Suppliers is a concept for improving the part of supply chain between manufacturers and the tiers of suppliers of ingredients, raw materials and packaging. By sharing information both parties are able to exercise judgment on costs, quantities and timing of deliveries and productions in order to stream line the production flow and to move to a collaborative relationship.
Global Commerce Initative (GCI) stworzyła Global Upstream Supply Initative (GUSI) aby utworzyć standardowe ramy dla producentów dóbr konsumpcyjnych i ich dostawców surowców, materiałów i opakowań, w celu lepszej integracji procesów zachodzących w łańcuchu dostaw. Bez wewnętrznego dopasowania danych, Globalna Synchronizacja Danych (GSD) nie przyczyni się do poprawy wydajności firmy, w rzeczywistości zwiększy negatywny wpływ informacji charakteryzujących się złą jakością. Co więcej, wspólne inicjatywy takie jak Efficient Consumer Response (ECR) czy Collaborative Planning, Forecasting and Replenishment (CPFR) nie będą miały przełożenia ekonomicznego, gdyż wpływ na to będzie miał brak dokładnych i dostępnych informacji które są uzyskiwane z programu wewnętrznego dopasowania danych. Program wewnętrznego dopasowania danych opiera się na globalnej sieci danych, katalogach elektronicznych, które są w szczególności Interoperacyjne i działają zgodnie z tymi samymi wymaganiami i standardami biznesu. Interoperacyjność oznacza że producent może opublikować informacje o produkcie wraz z partnerami w jednej puli danych, bez konieczności martwienia się tym że klienci mogą wybrać inną pulę danych aby uzyskać dostęp do tych informacji. Koncepcja zintegrowanych dostawców dotyczy poprawy części łańcucha dostaw między producentami i ich dostawcami surowców, materiałów i opakowań. Dzięki dzieleniu się informacjami, obie strony są w stanie wyegzekwować postanowienia w sprawie cen, ilości, terminów dostaw i produkcji w celu uzyskania strumieniowego przepływu produkcji i nawiązać relacje współpracy.

Opis:
Głównym celem opracowania jest próba wskazania znaczenia wiedzy i transferu informacji w rozwoju innowacyjnych więzi integracyjnych, jakimi są struktury klastrowe. Szczególną rolę w kreowaniu ekspansji powiązań integracyjnych spełnia zaufanie, jakim obdarzają siebie nawzajem uczestnicy układu zintegrowanego, ze wskazaniem na lidera klastra. Zasadniczą rolą, jaką odgrywają klastry w budowaniu gospodarki opartej na wiedzy jest wspieranie dyfuzji wiedzy i innowacji wewnątrz klastra, a także poza nim m.in. poprzez przepływ informacji pomiędzy przedsiębiorstwami a sferą B+R. W opracowaniu dowiedziono, że prawidłowo funkcjonujące, jak również tworzące się struktury integracyjne występujące w gospodarce są jednym z istotnych warunków jej dynamicznej ekspansji.
The main objective of this paper is to indicate the importance of knowledge and information transfer in the development of innovative integration ties, such as clustered structures. A special role in shaping the expansion of ties integration’s the trust between, participants of the integrated system, indicating the leader of the cluster. The fundamental role played by clusters in building a knowledge-based economy is to promote the diffusion of knowledge and innovation within the cluster, as well as outside it, among others, through the flow of information between enterprises and R&D. The study demonstrated that a properly functioning, as well as the developing structure of the integration occurring in the econ-omy, is one of the essential conditions of its rapid expansion.

Opis:
e-Navigation, a theme introduced but IMO to improve safety of navigation at sea, is starting to gain traction in various organizations. As the concept develops, the importance of data, both static as well as dynamic, is more and more realized. IALA and IHO, in their efforts to help making e-Navigation a reality, have agreed to propose the IHO GI Register (often known as S-100 Register) as the conceptual basis for the Common Maritime Data Structure (CMDS). Utilizing this common understanding of key players in e-Navigation arena, the IMO e-Navigation Correspondence Group has firmed up the overarching architecture, enabling a series to test beds proving the concept of integration of various data streams to enable improved communication between the stakeholders on shore or at sea. The integration of pre-composed, expert generated navigational data with real time and semi real-time data like Virtual AtoNs, Tide Gages Data or MSI transmission from VTS into a single e-Navigation display, if correctly developed, implemented and executed, will be the enabler of increased situational awareness.
