The article analyzes the peculiarities and problems of introducing e-democracy in Ukraine. It is noted that separate e-democracy tools, namely, e-reception of the mayor, possibility to submit e-appeals, holding on-line polls etc. have been introduced in many cities of Ukraine. A common e-appeal portal, “e-parliament” have been created, the system of e-petitions has been introduced. The article looks into the development of e-democracy in the context of four components: transparency, accountability, civic education and e-participation. Attention is drawn to the fact that under certain circumstances e democracy may become an imitation of democracy, a technology for manipulation. It is stated that introduction of e-participation tools alone does not guarantee their wide usage by the population, and what is most important – their usage with the aim of causing quality changes in governance. That is why a very important task is to raise the level of civic education with regard to e-democracy. This may be proved by the results of the first year after the introduction of the system of e-petitions to the central bodies of executive power and the single system of local petitions in Ukraine. Many of the submitted petitions either contradicted the norms of Ukrainian legislation or were sent to those bodies of power, which are not competent to solve the issue. The article draws attention to the problem of digital inequality, i.e. the level of Internet access among the citizens of Ukraine. According to different evaluations, form 14 to 26 million people are active Internet users in Ukraine, and from21% to 29% of those constantly visit the sites of the bodies of power and local self-governing. Even though a mass introduction of various electronic services may be observed, it is also necessary to increase the popularity and the level of trust to electronic systems of the society in general as it is one of the least computerized ones in Europe. According to Google data, a bit more than 60% of Ukrainians are Internet-users. The authors insist that for effective e-democracy functioning, it is necessary to strengthen the infrastructural component. The existence of the material and technical base is the necessary condition for the development e-literacy among the population, which, in its turn, will lead to their active participation in e-democracy processes. It is obvious that the citizens of Ukraine cannot effectively use the existing and potential possibilities in the sphere of e-governance unless they have the sufficient competence level and have the access to the information-communication technologies. The article analyzes the situation in which the paradox of creating a “false democracy” arouses, meaning the situation when specialists make an effort to form e-democracy tools and the target group does not know about them, people do not have the necessary competence level for using these resources, there is no interest in using the concrete instruments. So it becomes understandable that attention should be focused on using effective practices of e-democracy functioning, on raising citizen competence and on encouraging them to actively participate in state building through e-democracy, e-participation etc. It has been determined that in case of uniting the efforts of IT-specialists, public activists and representatives of the authorities and business, a complex evaluation of the needs of modern society and effective mechanisms of e-democracy introduction will be received. Internet-technologies have unbelievable possibilities, and searching for like-minded people online and attracting people to common activity (“crowdsourcing”) may become one of effective mechanisms of introduction of e-democracy instruments. One of the best examples of its usage in Ukraine was the so-called “e-Maydan”. A conclusion has been made that the existence of considerable restrictions in Internet access (electronic inequality), low level of interest in e-communication the public bodies of power among Internet-users, lack of competence in e-governance and e-democracy, low level of interest among the citizens to e-communication in general; absence of Internet-platforms for mass deliberation and selection of acute sociopolitical issues etc. are all among the problems of implementation of e-democracy. Transparency, decrease of bureaucracy levels, increasing the efficiency of state institutions etc. should be the results of e-democracy introduction.

В статье поднимается проблема того, что ключевым в современной теории демократии должен стать вопрос о том, как с помощью современных информационно-коммуникационных технологий привлечь большинство граждан к решению политических проблем. Акцентировано внимание на мировом опыте, который предоставляет несколько моделей и механизмов внедрения и реализации информационной демократии, основанные, в первую очередь, на нормативно-правовой базе, состоящей из законодательства международного, национального и локального уровней. В процессе внедрения информационной демократии можно выделить несколько тенденций, как: рост роль СМИ, а особенно сети Интернет, для разнообразия форм политического участия граждан в политических процессах и выражения общественного мнения относительно событий в политической системе государства. Проанализировано, к каким результатам приведет внедрение технократической модели информационной демократии
The article analyses the assertion in how far the main approach to a modern theory of democracy may be primarily result from a successful and attractive implementation of modern information and communication technologies to encourage the majority of a given population to an active participation in political problem solutions. The attention is focused on global experience, which provides several models and mechanisms for the introduction and implementation of information democracy, based primarily on the legal framework, the latter consisting of international law and the compliance with national and local jurisdiction. In the process of implementation of information democracy several trends are of key importance. Ranking first is media-growth, foremost the expansion and general accessibility of the Internet, which encourages various forms of the citizens’ active participation in the political process and facilitates the expression of public opinion regarding the events in the country’s political system. The author presents an analysis of the reasonably possible outcomes resulting from a successful implementation of a technocratic model of information democracy.

The article considers the problem of ensuring information democracy in Ukraine by both the government and local authorities. It is indicated that immediate steps should be taken. Among them: providing people with integrated information and communication services, rebuilding relations with the public, overcoming the backlog information and digital division, developing effective regulations.

The Use of Modern Technology in the Context of Civil Society Development in Poland The progress of civilisation and the simultaneous development of modern technology have affected many areas of life, including public life. This development is accompanied by economic changes and even political or social ones. One of the manifestations of social change as a result of the development of modern technology is the emergence of modern society, referred to in the literature of the subject as information, network, digital, telematic, etc. society. At the level of individual countries, including Poland, it is expected that tools will be implemented and applied based on the achievements of modern technologies in various areas of public life. Namely, the above-mentioned technologies have found widespread use in the case of various forms of civic participation in public life, such as elections, referenda, public consultations and the right to public information. Would the "computerisation" of various forms of citizens' participation in public life change their nature? Would it make it easier for citizens to participate in public life, encourage them to take an active part and thus quell the so-called crisis of democracy? Can the use of information and telecommunication technologies have a real impact on the development of civil society?

North Korea is often seen as the most isolated country in the world. This isolation may be one of the key factors ensuring the rule of the Kim’s family. For the last several years, however, the information barrier has been increasingly violated there. This article therefore describes how information is provided to the DPRK and examines whether this process can cause significant socio-political changes in North Korea.

The paper researches the optimization process of information democracy in Ukraine. Państwa Europy i Ameryki Północnej wielokrotnie po zakończeniu zimnowojennej rywalizacji brały udział w działaniach zbrojnych poza własnymi granicami. Jednak za każdym razem ich demokratyczne rządy musiały starać się przekonać własne społeczeństwo o konieczności zaangażowania. Pierwsza wojna w Zatoce Perskiej, wojna w Bośni oraz w Kosowie są przykładami konfliktów, podczas których wpływ na kształt zaangażowania militarnego państw Zachodu miały treść przekazu medialnego oraz nastroje społeczne, w dużej mierze kształtowane za jego pośrednictwem. Jak wykazano, opinia publiczna jest raczej powściągliwa wobec użycia siły w stosunkach międzynarodowych. Wpływ na zwiększenie poparcia dla interwencji wojskowej, obok retoryki rządów, które z różnym sukcesem przekonywały społeczeństwo do swoich zamiarów, mogły mieć nowoczesne media pokazujące ludziom grozę wojny. Analizowane przypadki pokazują jednak, że wolne media i demokratyczny ustrój utrudniają państwom podejmowanie decyzji co do zaangażowania wojskowego. Wzrosty i spadki poparcia społeczeństwa dla zaangażowania w konflikt zbrojny pozostają w dużej mierze nieuchwytne, a postępujące w ostatnich latach upowszechnienie się mediów społecznościowych zmienia zasady prowadzenia wojny informacyjnej przez państwa.
After the end of Cold War rivalry, European and North American states repeatedly took part in military interventions abroad. Each time, the democratic governments of these states were obliged to try to convince their own societies about the need for engagement. The Gulf War, the Bosnian War, and the Kosovo War are examples of conflicts during which mass media and public opinion influenced political decisions. As the authors indicated, public opinion is rather restrained towards the use of force in international relations. Modern mass media, however, could in some cases enhance public support for military intervention by showing people cruelty of the war. Nevertheless, free media and democratic government generally make it definitely harder to make the decision on engagement in a military conflict. The reasons behind the rises and falls in public support for such engagement remain complex and difficult to explain by any trackable factors. The ongoing spread of social media around the world changes the mechanisms of conducting information warfare today.

The main purpose of this article is to present the link between the level of media and information literacy (MIL) and political preferences of Polish students based on empirical research. MIL is a key issue for today’s societies as it equips citizens with the skills needed to use various media and information channels and exercise their basic human rights. Phenomena such as post-truth, the way people are more inclined to accept arguments based on emotions and beliefs than facts, disinformation and fake news are an important context and subject of ongoing scientific discussions. Keeping in mind the limitations of self-report methods, the authors combine the elements of students’ self-assessment with the questions that test their theoretical knowledge and competences related to recognizing fake news. The research sample consists of 870 students of social sciences and journalism. The results of the research provide detailed knowledge about the level of MIL as well as political preferences of students. By that, authors hope to contribute to the global scientific discussion, offering their research conducted in the context of the declining quality of democracy in Poland.

The article presents three key elements involved in е-participation of citizens in public affairs. Firstly, e-information – information on the government web sites that is of interest to the community. Secondly, e-consultation – mechanisms and tools of online discussion on socially significant problems. Thirdly, e-decision making – the consideration of the contribution of online citizens in the decision-making process, providing continuous feedback. Moreover, the article presents the challenges that rise from implementing them, as well as the benefits that they bring. The most important among these benefits are: strengthening the democratic legitimacy of the authorities, improving the regulations adopted by legislative bodies and decisions made by the executive, more efficient processing of documents and their distribution among the interested parties, and increasing the level of compliance with the established rules.

Information pollution in a digitally connected and increasingly polarized world, the spread of disinformation campaigns aimed at shaping public opinion, trends of foreign electoral interference and manipulation, as well as abusive behaviour and the intensification of hate speech on the internet and social media are the phenomenon which concern international public opinion. These all represent a challenge for democracy, and in particular for the electoral processes affecting the right to freedom of expression, including the right to receive information, and the right to free elections. It is a growing international effort to deal with these problems. Among international organizations engaged to seek solutions is the Council of Europe (CoE). The author analyses CoE’s instruments, legally binding (as European Convention on Human Rights), as well of the character of “soft law”, especially resolution of the CoE’s Parliamentary Assembly 2326 (2020) Democracy hacked? How to respond? She exposes the need for better cooperation of international organizations and states’ authorities in this matter.

The paper takes on a comparative case assessment of e-government services at local government levels in Norway and Poland. In the Norwegian government structure, the municipality prevails as the level having the most direct contact with the citizens and businesses and is responsible for providing an array of basic services. In recent years the municipalities throughout Norway have made considerable efforts to establish and refine their on-line presence. Still, the functionality and quality of content vary greatly. In Poland, the path of e-government development has not been so smooth; as findings from previous research confirm the thesis of the initial existence of low e-services development and even the lack thereof in some regions of Poland. Now we can observe the rapid growth of ICT technologies in Poland and its visual impact in shaping the local democratisation process. The discussion captures both sides of this impact — positive and negative. According to cases mentioned above, this paper attempts to present some important digital initiatives being introduced in Poland and Norway at a local democracy level. I present ICT improvements, which are being introduced into communities. Secondly, I discuss the communication between local politicians and the community.
