Opis:
The article presents the essence and operational potential of the information and analysis system supporting the decision making process within the framework of security-related policing operations. This system is being developed by a scientific consortium led by the Police Academy, Szczytno. The project finance is provided by the National Centre for Research and Development. The main element to ensure the effectiveness of the system in question will be an application with a planning and decision mechanism and prediction algorithms. The above mentioned algorithms are designed to provide information on the probability of success of police operations and on the necessary costs which must be incurred in a given crisis situation in order to implement their individual, expected variants. Using historical data and algorithms developed on its basis, the system is supposed to indicate the relevant forces and resources required, the methods and tactics for operations and characteristics of the security infrastructure. Moreover, the publication presents the fundamental mechanisms of the police command and control process during emergency situations and general remarks regarding the professional development of those who manage these types of policing operations. In the author’s opinion, of particular importance in this respect is the course addressed to commissioned police officers trained to be commanders or deputy commanders of security-related policing operations, where classes are conducted using a simulator for police operations in emergency situations. It is a form of advanced command staff training with the use of a virtual computer simulation system. The simulator makes it possible to develop algorithms for dealing with crisis incidents and to improve the command process during emergencies. One of the practical goals of developing the information and analysis system is its integration with the simulator for police operations in emergency situations. In this respect, it is supposed to be a tool used in multimedia decision-making training. The author comes to the conclusion that the expected functionalities of the information and analysis system will have a positive effect both on the educational process of improving professional qualifications of commanders of security-related policing operations and on the real planning, implementation and assessment of the operations themselves.

Today’s navigation systems risk information overload and display clutter due to the multitude of available functionalities and information. Different navigational situations present differing challenges to the navigator, because of varying traffic or maneuvering conditions. This suggests that the need for information and functionalities on ECDIS and radar systems depends on the navigational situation, which was investigated by means of an online questionnaire. A sea voyage was divided into three situations, ranging from narrow maneuvering in port areas, to confined navigable waters, and open sea. N = 80 navigators completed the questionnaire. A compound priority measure was calculated to express the need for each functionality. Approximately half of the functionalities were prioritized in a situation dependent manner and substantially more functionalities were prioritized higher on ECDIS than on radar systems. The results have strong implications for aligning navigation systems more with user needs in the sense of a human-centered design approach.

Opis:
The task of mobile railway tracks defects diagnostics is to identify and recognize dangerous defects in order to prevent possible accidents. A review of the methods for controlling the physical and mechanical characteristics of metal constructions of engineering objects of long-term exploitation, which are used under different temperature regimes and conditions, is carried out in Among the described non-destructive methods on the used physical fields are allocated: magnetic, acoustic, electromagnetic, thermal and electrical. Electromagnetic methods are successfully used in various industries, such as the railway industry, the metal-working industry, the drilling, nuclear waste storage and so on. In particular, in the railway industry, using the technique of measuring the electromagnetic field of an alternating current, checks of carriages, wheel pairs and tracks are carried out. Recently, hybrid systems of diagnostics on the basis of carriages-defectoscopes are actively used to detect defects in railway tracks while simultaneously using magnetic, ultrasonic, visual-measuring and optical methods of non-destructive control. The high efficiency of new methods for constructing the information diagnostic system (IDS) of mobile magnetic railway tracks defectoscopy objectively depends on the successful solution of the certain contradiction: this is the provision of high resolution and sensitivity of IDS for the detection, differentiation and classification of the defects signals – on the one hand, and on the other hand – reduction of the time allocated for the defectoscopic examination in the conditions of various obstacles and the need for defects detection in the early stages of their development. Solving this contradiction with the use of modern methods of railway tracks defects signals processing and new small size multichannel and component sensors forms the content of an important application problem, which is considered in this article.

Opis:
The object of the study is to monitor the economic development of territories. As a result, a detailed analysis revealed the absence of a single action algorithm for diagnosing the economic development of territories. As a result of the analysis of the terminological apparatus, the essence of monitoring the economic development of territories is clarified, by which is meant the process of measuring, fixing, evaluating, con-trolling, analyzing and forecasting key characteristics based on information technologies and intended for current and strategic goals of managing the country’s territory. The paper proposes a model for the formation of an information-analytical system for monitoring the economic development of territories, based on the use of IDEF0 functional modeling and includes a specific set of stages, each of which solves a set of tasks with an indication of mechanisms and tools. The practical implementation of a functional model for the formation of an information-analytical system for monitoring the economic development of territories will effectively organize the collection of information, objectively assess the dynamics of changes in the regions, and also forecast the development of economic processes in the country.

Opis:
Safety level analysis is included in the paper in context of SWIM system in air traffic management. The example is given. It examines the limitations and drawbacks of current ICT systems used for air traffic management. Analyzing the development of communication systems for the management of general air traffic, it can be concluded that the development of the terrestrial segment of the exchange of information between the parties relating to the air traffic will fluctuate towards a solution based on a service-oriented architecture SOA. This architecture will be the basis for the implementation of the concept of an information exchange system SWIM.

Opis:
A concept of the motor vehicle safety system (MVSS) with the e-Call automatic accident notification function has been discussed, with the issues of generation, transferring, and analysis of information in the system having been particularly taken into consideration. According to the concept presented, the MVSS includes set of sensors, digital camera (or a system of cameras), GPS-type vehicle positioning device, processor with read-only memory (ROM) and interface to connect the processor with a data processing system, manual accident notification switch, and sending-receiving unit of the GSM telephone system used for communication with a monitoring centre, where actions to help accident victims would be organized. An essential part of the MVSS is an autonomous measuring module, which includes sensors capable to detect the sinking, fire, or other dangerous situations with the vehicle, apart from the sensors used as standard equipment of the e-Call systems for recording the time histories of decelerations related to collisions. The information provided by the sensors of the measuring module may be supplemented with data obtained from other sensors installed elsewhere in the vehicle outside of the module. In the proposed general model of the structure of the data characterizing the accident, special synthetic indicator signals are to be used; the indicator signals would be generated on the grounds of the classified signals sent by the MVSS sensors. This would facilitate the quick making of a correct decision by the operator at the monitoring centre. A set of data generated by the MVSS has been also presented as an example.
W artykule została omówiona koncepcja samochodowego systemu bezpieczeństwa (SSB) z funkcją automatycznego powiadamiania o wypadku: "e-Call", ze szczególnym uwzględnieniem problematyki generowania, przepływu i analizy informacji w systemie. Wg koncepcji w skład SSB wchodzi zestaw czujników, kamera cyfrowa, (lub układ kamer), urządzenie pozycjonowania pojazdu typu GPS, procesor z pamięcią stałą i interfejsem obsługi informatycznej, włącznik ręcznego uruchamiania powiadamiania oraz urządzenia nadawczo-odbiorcze telefonii GSM służące do komunikacji z Centrum Monitoringu, gdzie inicjowane są akcje pomocy poszkodowanym w wypadkach drogowych. Istotną cechą systemu jest autonomiczny moduł pomiarowy zawierający zarówno standardowe dla systemów e-Call czujniki przebiegów opóźnień dotyczących zdarzeń drogowych, jak również czujniki umożliwiające stwierdzenie zatonięcia czy pożaru pojazdu. Informacja z czujników modułu pomiarowego może być uzupełniona o dane z czujników zainstalowanych bezpośrednio w pojeździe. Proponowany ogólny model struktury danych charakteryzujących wypadek, zakłada wykorzystanie specjalnych syntetycznych wskaźników tworzonych automatycznie na bazie sklasyfikowanych sygnałów dostarczonych przez czujniki SSB. Ma to ułatwić właściwe i szybkie podejmowanie decyzji przez operatora z Centrum Monitoringu o zakresie koniecznej pomocy. W pracy przedstawiony jest przykładowy zestaw danych generowanych w SSB.
