Opis:: Metody wykorzystywane do oceny wpływu transportu na środowisko, na terenie Słowacji uważane są obecnie za przestarzałe. Celem niniejszego opracowania jest przedstawienie innowacyjnych metod stosowanych w USA.
The methods, which are used for the purpose of evaluation of impact of chosen transport systems on Slovak environment at the present time, are considerably simplified, and what is more, they are not already considered to be accurate. These limitations might be caused by insufficient research in this area over last years. Purpose of this paper is to present methodology of evaluation of impact on environment used in the USA and also describe its outputs. Three different transport systems – road and urban, air and railway transport were analyzed by using that methodology.

Opis:: Artykuł prezentuje koncepcję modelu symulacyjnego do oceny oddziaływania inwestycji transportowych na środowisko naturalne. Model został skonstruowany w konwencji dynamiki systemowej, która jest metodą modelowania symulacyjnego stosowaną do analizy problemów słabo ustrukturalizowanych, o dużej liczbie współzależności między elementami. Niektóre ze skutków inwestycji transportowych, pojawiających się w środowisku, można zmierzyć i/lub wyliczyć za pomocą konkretnych metod (skutki mierzalne/ilościowe), dla innych zaś możliwe jest tylko określenie intensywności wpływu (skutki niemierzalne/jakościowe), a są na tyle ważne, że należy je ujmować w ocenie. Głównym celem artykułu jest analiza możliwości ujmowania elementów jakościowych w proponowanym modelu i ich integracja z elementami ilościowymi.
This paper presents the concept of a simulation model for assessing the impact of transport investment on the environment. The model is constructed in a convention of System Dynamics, which is the simulation modeling method used to analyze the problems poorly structured, with a large number of dependencies between components. Some of the effects of transport investments appearing in the environment can be measured and/or calculated by using concrete methods (measurable/quantitative effects). For others it is only possible to determine the intensity of the impact (immeasurable / qualitative effects). However, they are so important that they should be included in the assessment. The main objective of this paper is to analyze the possibility of including the qualitative elements in the proposed model and their integration with quantitative elements.
