    Clusters and links between companies are becoming increasingly important in the dynamically changing global economy. Chinese clusters have been developing for many years, although they are not at a level of development such as the Japanese or American ones. Many of them are powerful entities responsible for a significant percentage of world production and trade. The Chinese authorities support the specialization of regions in specific production, which began with the open door policy and the transfer of the Japanese model “one village, one product” to the Chinese economy. The paper presents a theoretical conceptualization of the cluster idea, taking into account various approaches to this problem and outlines the development policy based on clusters in China. The main aim of this article is to present cluster-based development approach as a part of cluster policy and development in China.

    Opis:
    The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

    Celem artykułu jest stworzenie podwalin pod spójną koncepcję teoretyczną struktur klastrowych, spełniającą wysokie wymagania stale zmieniającego się pola nauk społecznych. Koncepcja taka winna dawać możliwość dokonywania porównań między klastrami różnych branż oraz będących na różnym etapie rozwoju. Do skonstruowania takiej teorii wykorzystano zmodyfikowaną i uzupełnioną koncepcję kapitałów Pierre’a Bourdieu, kładącą duży nacisk nie tylko na stricte ekonomiczne źródła oddziaływań w klastrze, lecz także na człowieka i jego działania, w największym stopniu wpływające na efektywne funkcjonowanie struktury klastrowej.
    This article aims at creating the foundations for a coherent theoretical concept of cluster structure, meeting high requirements of a continuously changing area of social sciences. Such a concept should provide an opportunity to make comparisons between clusters of various branches and at various stages of development. To construct such a theory, a modified and supplemented Pierre Bourdieu’s concept of capital was used, putting large emphasis not only onto stricte economic sources of influence in the cluster but also onto human beings and their activities, which influence the operation of cluster structure to the greatest degree.

    W artykule przeanalizowano, w jakim stopniu naukowe rozumienie skupień gospodarczych (klastrów) i metody ich identyfikacji znajdują odniesienie w krajowej polityce klastrowej i na jakich konkretnych ujęciach i wyborach się ona zasadza. Omówiono założenia współczesnej polityki klastrowej w Polsce, a następnie zreferowano osiem ugruntowanych metod identyfikacji gron. Posługując się czterostopniową skalą, określono stopień zgodności pomiędzy siedemnastoma kryteriami stosowanymi do wyłaniania krajowych klastrów kluczowych i metodami identyfikacji. Doszukano się nikłych powiązań w kryteriach: „masy krytycznej”, na które składa się liczba członków klastra i ich struktura, „koncentracji”, wyrażonym udziałem podmiotów w określonej odległości od koordynatora, i „potencjału gospodarczego” opartym na wielkości zatrudnienia i wartości sprzedaży.
    The article discusses the extent to which the national (Polish) cluster-based policy reflects scientifically-based industrial cluster identification methods as well as policy selection criteria. The framework of the current Polish cluster-based policy is discussed, followed by the presentation of eight well-grounded cluster identification methods. A four-level qualitative scale was used to determine the degree of compliance of 17 selection criteria with the identification methods. Only insignificant links were found in such criteria as “critical mass” (the number of the cluster members and the cluster structure), “concentration” (the number of the entities acting within some distance from their coordinator) and “economic cluster’s potential” (employment rate and sales values).

    Opis:
    The aim of the article is to identify factors promoting and hindering the implementation of corporate social responsibility (CSR) in a cluster. The analysis is based on the literature of the subject and desk research on clusters, as well as studies by the Polish Agency for Enterprise Development (PARP), the European Commission, selected clusters and the ECCP platform. Factors promoting and hindering the implementation of the CSR concept were analysed at three levels: macro – focusing on the cluster-society relationship; meso – at the level of relations between cluster members; and micro in relation to individual enterprises. The research shows that favourable and unfavourable factors co-exist, which limits the possibilities of implementing the CSR concept in a cluster. Moreover, the concept of CSR at the macro level, in overloaded clusters, requires further elaboration and well-established cooperation of the dominant stakeholders in order to eliminate social problems.
    Celem artykułu jest identyfikacja czynników sprzyjających i niesprzyjających wdrażaniu koncepcji społecznej odpowiedzialności biznesu (corporate social responsibility – CSR) w klastrze. Rozważania nad czynnikami prowadzono na podstawie literatury przedmiotu i danych zastanych (desk research) dotyczących klastrów, korzystając z opracowań PARP, Komisji Europejskiej, stron internetowych wybranych klastrów i platformy ECCP. Czynniki sprzyjające i niesprzyjające realizacji koncepcji CSR analizowano na trzech poziomach klastra: makro – w relacji klaster – społeczeństwo, mezo – na poziomie relacji między członkami klastra i mikro – w odniesieniu do indywidualnych przedsiębiorstw. Rozważania prowadzą do wniosku, że czynniki sprzyjające i niesprzyjające współwystępują ze sobą, co ogranicza możliwości wdrażania koncepcji CSR w klastrze. Ponadto, koncepcja CSR na poziomie makro w klastrach przeciążonych wymaga dopracowania i przemyślanej współpracy dominujących interesariuszy celem niwelowania problemów społecznych.

    The paper aim is to increase knowledge concerning formation of eco-clusters regarding their origin and transformation process. Since eco-innovation is emerging as an industry, it should attract attention of decisionmakers of different levels. Author presents the complexity of eco-clusters development and the consequences for its governance. The paper shows what is the role of different stakeholders in this process. The author aim is to recognize the current links between cluster policy directed to sustainability and eco-innovation. Clustering may have significant implication on development of a city or a whole region. From the perspective of regional or city development, eco clusters can play important role in development strategies. Countries, regions and cities search how to improve competitive conditions and attract firms and other stakeholders to their locations prepared for cluster initiatives. Author analyzes policy and support instruments for eco-clusters used in the European Union and in Poland. The paper reviews main theoretical framework, empirical findings and statistical data on clusters in Europe.
