Opis:: The paper analyses the current offer of combustion pressure sensors for use on marine engines under operating conditions, methods of data acquisition, methods of determining TDC position and methods of obtaining diagnostic information from the indicator diagrams. Terms of continuous work on marine engines themselves only: new ABB cylinder pressure sensor, the piezoelectric sensors from KISTLER and AVL companies, but with limitations, the main ones being stability at high temperature. Another important issue for the accuracy of mean indicated pressure and heat released characteristics determination is referred to TDC position on the indicator diagrams. TDC is appropriate thermodynamic point, it is hardly determinable in the presence of interference and lack of sufficient information – but is used, for example in ABB solution. One of the sources of diagnostic information is to analyse trends in some parameters, which, unfortunately, is very difficult in environments with varying engine loads. Further progress in the diagnostic use of indicator diagrams should be associated with the use of the heat released characteristics and the net internal efficiency, which as shown by the results of preliminary tests can be used to assess the accuracy of the injection and combustion of fuel, including gas fuel. Supplementing these methods may be the use of vibration and noise to detect certain malfunctions.

Rdzeniem artykułu jest analiza możliwości wykorzystania doświadczeń instytucji finansowych w ocenie przedsiębiorstw do kompleksowej i stałej oceny JST. Ostatnia część artykułu zawiera przykładowe wskaźniki stworzone na wzór wskaźnikowej oceny firm.
The aim of the following article is to review the literature on financial evaluation of local governments and to emphasise the need of creating new methods of evaluation in this sector. The author makes references to the indicators applied by the financial institutions to business sector and points out the possibilities of adapting those experiences in assessing local governments.

Opis:: Comparative studies of the condition of the economies of cities entail numerous challenges including the availability of adequate data and the accuracy of the empirical and inferential indicators. The purpose of the article is a critical analysis of indicators used in comparative studies of the level of economic development in Polish towns and cities. The review shows a large variety of measures used by the authors and the occurrence of several different analytical perspectives. On the one hand, based on the analyses, it seems that the choice of methods is determined by the availability of data in public statistics. On the other hand, it is related to the experience of authors regarding to the features that influence of the economic condition of cities. Moreover, this also involves the determination of the authors to obtain alternative measures compared to those collected by the Central Statistical Office. As the main research challenge, the authors identified poor availability of data related to the structural dimension, innovativeness and financial condition of urban economies. Furthermore, activities that could contribute to solving identified problems have been elaborated on. Those includes: increasing cooperation and the public-public partnerships, strengthening the role of the Regional Development Observatories and adopting a methods of data compilation and collection that would accurately respond to the diagnostic needs.
Studia porównawcze kondycji gospodarek miast niosą ze sobą wiele wyzwań, związanych m.in. z problemem dostępności adekwatnych danych i trafności wykorzystywanych wskaźników empirycznych i inferencyjnych. Niniej-szy artykuł ma na celu krytyczną analizę wskaźników stosowanych w porównawczych studiach poziomu rozwoju gospodarczego miast prowadzonych w Polsce. Dokonany przegląd ujawnia dużą różnorodność stosowanych przez autorów miar i występowanie kilku odmiennych perspektyw analitycznych. Zaobserwowana praktyka badawcza umożliwia postawienie tezy, że przyjęcie takiego a nie innego rozwiązania metodycznego jest z jednej strony determinowane dostępnością danych w statystyce publicznej, z drugiej zaś wynika z profesjonalnych przekonań autorów analizowanych badań co do cech składających się na obraz kondycji ekonomicznej miast oraz z różnej determinacji co do pozyskiwania alternatywnych miar w stosunku do tych zbieranych przez Główny Urząd Statystyczny. Do głównych wyzwań badawczych zaliczono słabą dostępność danych odnoszących się do wymiaru strukturalnego, poziomu innowacyjności i kondycji finansowej gospodarek miejskich. Wskazano działania, które mogłyby przyczynić się do rozwiązania zidentyfikowanych problemów. Należą do nich: zwiększenie współpracy i partnerstw publiczno-publicznych, wzmocnienie roli regionalnych obserwatoriów rozwoju regionalnego oraz przyjęcie metodologii opracowywania i zbierania danych, które trafnie odpowiadałyby na potrzeby diagnostyczne zmieniającej się kondycji gospodarek miejskich.

Opis:: The paper describes the problems of mean indicated pressure determination and the piston TDC (Top Dead Centre) position impact on this parameter in marine diesel engines. Mean indicated pressure Pi is one of the most important diagnostic parameters of marine engines. On the basis of its parameter, the assessment of the technical condition of each cylinder as well as the regulation of injection equipment can be made. Most of the available electronic indicators enable automatic calculation of mean indicated pressure on the basis of progress indicator diagram. As the research shows the greatest impact on the accuracy of the designation mean indicated pressure has errors of piston TDC position. These errors can be significant and therefore this may lead to engine misdiagnosis. The actual piston TDC correction methods were discussed, and they justified the need of their use in marine engines, despite the wide use of methods of determining the angular position of the crankshaft. The original method of TDC correction based on the model of curve of the compression with the exponent of a polynomial was introduced. The proposed method of TDC correction has been verified for a different types of marine engines.

Analizę przeprowadzono na przykładzie Powiatu Strzelecko-Drezdeneckiego w latach 2016-2018 wykorzystując metodę analizy wskaźnikowej stosowanych do oceny pozycji finansowej jednostki samorządu terytorialnego.
Conducting financial analysis is a key element for financial managers and decision makers. In the literature on the subject we distinguish different methods and methods of analysis, however, in local government units the same methods cannot be used as in enterprises, due to the different specifications and their nature. The purpose of the article is to present the practical indicators used to assess the financial situation in local government units. The analysis was carried out on the example of district Strzelecko-Drezdenecki in the years 2015-2018 using the method of indicator analysis used to assess the financial position of a local government unit.

Opis:: W badaniach tych autor poszukuje metod operacjonalizacji wdrażania paradygmatu zrównoważonego rozwoju w dziedzinie, która angażuje bardzo duże nakłady finansowe. Docelowo chodzi o stworzenie narzędzi decyzyjnych do alokacji środków ze źródeł publicznych i z innych źródeł na inwestycje w transporcie w taki sposób, by przyczyniły się one do równoważenia systemów transportowych w wymiarze: środowiskowym, społecznym i ekonomicznym. Podstawowym celem artykułu jest zaprezentowanie stopnia zrównoważenia rozwoju transportu w 16 polskich województwach w 2011 roku, z uwzględnieniem inwestycji transportowych. Postawiono hipotezę, iż poziom tego zrównoważenia może być analizowany za pomocą modelu obejmującego wskaźniki trzech ładów: środowiskowego, społecznego i ekonomicznego. Badania oparto na analizie wskaźnikowej i metodzie analizy statystycznej. Dane pozyskano z baz danych Głównego Urzędu Statystycznego – Banku Danych Lokalnych oraz Departamentu Koordynacji Wdrażania Funduszy Unii Europejskiej Ministerstwa Rozwoju Regionalnego.
In his research the author sets out to establish methods for the operationalisation of sustainable development in the highly money intensive sector of transport. Since the costs of transport investments place a considerable burden on public finances, it is desirable that appropriate tools are created to help take decisions based on good monitoring systems and evaluation of their effectiveness in terms of environmental, social and economic effects. Using the available statistical data, the paper explores the situation in the 16 Polish voivodeships attempting to benchmark the sustainable transport development and transport investments in 2011. Environmental, social and economic indicators were selected to determine whether the regions in Poland are moving into the right direction thanks to the EU funding. The research uses indicator analysis and statistical analysis methods. The statistical data was obtained from the Central Statistical Office – Local Data Bank and the Ministry of Regional Development.

Opis:: W artykule przedstawiono analizę przewidywanego średniookresowego popytu na mieszkania w Polsce. Na podstawie badań empirycznych uznano, że jest on wypadkową szeregu czynników demograficznych, ekonomicznych i stanu zaspokojenia potrzeb mieszkaniowych. W dalszej kolejności wyznaczono koszyk popytu, w którym znalazło się osiem wskaźników o różnych wagach (odsetek brakujących mieszkań, rozumiany jako różnica pomiędzy liczbą gospodarstw domowych a liczbą mieszkań , przeciętna powierzchnia mieszkania na jedną osobę, przyrost rzeczywisty w latach 1998-2002, odsetek ludności w wieku 20-39 lat, prognoza liczby ludności w latach 2002-2010, stopa bezrobocia, przeciętne wynagrodzenie oraz liczba podmiotów gospodarczych na 1000 mieszkańców). Analizę przeprowadzono w układzie gminnym i może ona być przydatna dla osób i instytucji zajmujących się planowaniem przestrzennym oraz rynkiem mieszkaniowym.
The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.
